NONTECHNICALSUMMARYOFTHEPROJECT«ECOMAKALAREFORESTATION»In the Nord-Kivu Region, Democratic Republic of Congo (DRC), The World Wildlife Foundation (WWF)promotesvariousactivitiesinordertoprotecttheforestsofVirungaNationalPark(ViNP)andalleviatepovertyof the surrounding communities. One of these activities, and probably the most important, is project“EcoMakala”,whichconsists in improvingthecharcoalsectorwhilereducingdeforestation.Forthis, threemainactivitiesarebeingimplemented:(i)reforestationwithfastgrowingspecies,(ii)productionofimprovedcookstoves,and(iii)productionofsustainablecharcoal.Theproject"EcoMakalaReforestation"relatestothefirstactivity,which ina firstphase (2007-2016), foreseesplantingof10,000ha incollaborationwith localassociations,cooperativesandlandowners.Themainobjectiveoftheseplantationsisthesustainableproductionofcharcoal,whichisthemainsourceofenergyintheregion.Infact,morethan90%ofenergyrequirementsinNord-Kivuareprovidedbybiomass,eitherasfirewoodorcharcoal.Biomasscomesmainlyfromnon-sustainableandevenillegalsourcesfromtheViNP,tothepointthattoday,mostofforestcoveraroundurbanzonesoftheregionhasdisappeared.WiththisactivityEcoMakalaaimsnotonlytoincreasetheforestplantationareainNorthKivuprovince,butalsotopromoteforestrytechniquesandimprovetheproductivityofcommunityplantations.Giventhatreforestationisavaluableactivityintermsofreducinggreenhousegasemissions,WWFaims,withsupport of CO2logic, to participate in the voluntary carbonmarket. Accordingly, the chosen certificationstandardhasbeentheGoldStandard.DescriptionoftheprojectThe"EcoMakalaReforestation"projectisdesignedasacommunityreforestationprojectsinceitsinceptionin2007. The project involved about 70 local farmers associations, including more than 300 technicians(agronomistsandnurseryman)whichweretrainedonplantproductiontechniquestreesandestablishmentoftreeplantations.PartnershipcontractsaresignedbetweentheProject(WWF)andtheassociations.Theassociations also signed similar contracts with planters: 6.199 reforestation contracts were signed,representingtheparticipationof4.933planters.Sofar,4.572hectareshavealreadybeenplanted,ofwhich3.419,41haareeligibleundertheGoldStandardrequirements.TheprimaryareaofplantationsareinNorth-KivuintheterritoriesofMasisi,RutshuruandNyiragongoandsecondaryareaofLubero,ButemboandBeni,allaroundtheVirungaNationalPark.Reforestationisachievedwithfastgrowingspecies,plantedinhighdensity.Themainspeciesincludeamongothers: Eucalyptus saligna, Eucalyptus maidenii, Eucalyptus sp, Senna siamea, Grevillea robusta, Cedrelaodorata,andAcaciamearnsii..Reforestationmustfollowspecifictechnicalprocedures,including:siteselection,soilpreparation,planting,weeding,firewallconstruction,thinning,harvestingandreplanting.Timberharvestingincollaborationwithassociationsservesassourceforthechainofproductionandmarketingofsustainablyproducedcharcoal.Thecarboncreditsfromtheproject"ReforestationEcoMakala"willbeissuedbasedonthecarbonsequestrationoftheplantations.Inadditiontoacontributiontomitigatingclimatechange,theprojectgeneratesthefollowingsocio-economicbenefits:Environmental

In addition not every planter is eligible for the projectbecausethedefinitionofaforestintheDRCrequiresaminimumareaof0.5ha.DiscussiononDo-No-HarmassessmentTheDo-no-harmassessmenthasbeendiscussedduringaplenarysession.Allofthesafeguardingprincipleswerepresentedwithspecialattentionpaidtothefollowingrequirements:

• OccupationalHealth&Safety–18 (template3.1).Workersshallhavesafeprotectiveequipment,toolsandmachineryappropriatefortheirwork:Safetyshouldbeassuredduringharvestingactivitiesontheplantations.2

• Environmental–TreeSpecies–20(template3.1).Exotictreespeciesshallnotbeused,unlessdirectexperience, or scientific research, demonstrate that there is, or can be, no invasiveness and noadverseimpacts:NeitherEucalyptusnoranyotherspeciesusedintheprojectactivityaredeemedtobeinvasiveinDRC.NeverthelesswaterconsumptionandsoilacidificationofEucalyptustreesplantedonnon-volcanicsolsareattentionpointsandmitigationmeasureswillbeimplementedaccordingly.

• Waterresources–34(template3.1):ItwasconfirmedduringtheLSCmeetingthatallplantationsshallbeatleast20metresonbothsidesapartfromwaterresources.

Atthesametime,alloftheinterviewedpeopleconfirmedtohavereceivedtraining/instructionshowtocut/harvesttreesandhowtoavoidaccidentsandinjuries.Thesurveyresponsesclearlyshowthattherisksduringharvestingactivitiesarelowandthatpeopleinvolvedinharvestingactivitiesaresufficientlytrainedandwithenoughexperiencetoavoidpossibleaccidentsorinjuries.ItshouldbealsonotedthatitisbeyondWWF’scontroltodistributePPEandensureitsuse. BlindexerciseSustainabledevelopmentimpactassessmentInpreparationoftheBlindSDmatrixexercisethethreecategoriesofsustainabledevelopment(environment,socialandtechnological,andeconomic)wereexplainedwiththerespective12indicators.Afterwardsgroupswere formed to discuss the impacts of the EcoMakala Virunga Reforestation project on sustainabledevelopment.Theresultofthesegroupdiscussionswerepresentedtothewholeaudience.Thegroupresultswereconsolidatedandarepresentedbelowunder”SustainableDevelopmentAssessment”.DiscussionofthecontinuousinputandgrievancemechanismandmonitoringofsustainabledevelopmentindicatorsThedifferentmethodsofthecontinuousinputandgrievancemechanismhavebeenexplainedduringtheLSC.Thedifferenttransparentandcontinuouscommunicationchannelsthatwereproposedtotheparticipants,were(i)aphysicalgrievancenotebookattheofficesofWWFinGomaandBéni;(ii)mobilephonenumbersoftheprojectcoordinators;(iii)emailoftheprojectcoordinators.Theparticipantsdidn’tfinditnecessarytoappointamediatorandagreedwiththeproposedoptions.Theimportanceofmonitoringthesustainabledevelopmentindicatorswasalsoexplainedtotheparticipantsandsomeexamplesweregiven.Theparticipantsdidn’traiseanyissuesorobjections.ClosureofthemeetingBeforetheclosureofthemeetingfeedbackwasaskedtoallparticipantsonthelocalstakeholderconsultationaswellasontheprojectthroughevaluationforms.Feedbackcanbefoundinsection“Evaluationforms”.

qualityandquantity

Waterusebyeucalyptplantationshashistoricallybeenacontroversialmatterinmanyparts of the world. Research has shown that it depends on the region, species,environmentalconditionsandland-usepractices(1).Nevertheless,itisbelievedthatEucalyptusspeciesconsumemorewaterthanother,lessproductive species. Growing Eucalyptus in low rainfall areas may cause adverseenvironmentalimpactsduetocompetitionforwaterwithotherspeciesandanincreasedincidenceofallelopathy.Generally,theareaswhichreceiveanannualrainfalloflessthanabout400mmare lesssuitableforEucalyptuswoodproductionpurposesduetothisreason(2).As theannual rainfall inGoma is1192mm/year, theseconditionsarenotapplicabletotheproject.Neverthelessapreventivemeasurewillbeappliedtomitigateanypotentialnegativeimpacts,whichisthatEucalyptuswillnotbeplantedwithin20metresofwatercourses/-sources.
