ABSTRACT:
Cell phone data provides the opportunity to rethink how Mexico Citys urban landscape can provide city
services to specific areas. The ability to visualize and group hourly population movement throughout the city
for six months gives government departments pertinent information regarding where and when services
need to be provided. For example, grouping cell phone towers by their strength of connectivity begins tocluster them into new neighborhoods with geographic boundaries different from the current political
boundaries of the 16 delegaciones. Once these new groups are determined, it is possible to examine which
city services such as hospitals, police stations, fire stations, and schools are present within the new
boundaries, and consequently, determine if they are underserved. These newly redistributed populations
could be allocated with more services that better reflect the population distribution rather than an arbitrary
political boundary. Remapping Mexico City with a population distribution that more accurately reflects its
mobility can allow city services to target specific areas with relevant and efficient responses to underserved
areas.

INTERACTION
The primary visualization will be a map showing the redrawn neighborhoods of Mexico City with their BTS tower locations, call volume, andcity services locations shown together. It will be supported with secondary visuals like charts, graphs, supplementary maps, and text to addexplanation and information onto the larger map. It is conceived of as printed material that could easily be distributed as a publication.

AUDIENCE
GOVERNMENT OFFICIALS ADVOCACY GROUPS GENERAL PUBLIC
Government officials and communityrepresentatives can make more informeddecisions to allocate services and fundsto areas that are underserved. The visu-alization could be part of a study used tounderstand census data and demo-graphics in a different light.
Advocacy groups could use the visual-izations to make a case for requestingservices and funds to their respectiveneighborhoods. Areas that have histori-cally pushed for more city services wouldhave more justification for requestingthem.
Although a broadly defined audience,the visualization could be part of a publi-cation that is distributed through a maga-zine, journal, or website that could befreely accessed by anyone wanting toread or research trends between demo-graphics and cell phone data.

REFERENCES:
The Connected States of America project from MITs Sense-able City Lab inspired the analytical direction of
this project by determining which state counties of the American population have strong communication
connections through call data. New boundaries can be drawn based on these connections that may better
reflect similarities in demographics beyond a state boundary.
