Enhancing nuclEar SEcurity

MacArthur’s grantmaking in the area of nuclear security seeks to prevent nuclear terrorism, promote stabilizing nuclear weapons reductions, and address the security challenges posed by Iranian and North Korean nuclear aspirations.

Why nuclEar SEcurity MattErS

• Terroristorganizationssuchasal-Qaedaareclearlyinterestedinacquiringandusingnuclearweapons.

• Theessentialcomponentofanuclearweaponisfissilematerial—highlyenricheduraniumandseparatedplutonium.

• Enoughfissilematerialiscurrentlystockpiledaroundtheworldtoproduceinexcessof100,000nuclearweapons.Muchofthismaterialisinadequatelysecured.

• Justasoccerball-sizedpieceofhighlyenricheduraniumwouldbeenoughforaterroristtomakeasimplenucleardevice.

• Asnuclearpowerbecomesanimportantmeansofdiversifyingenergyportfoliosandreducingcarbonemissions,fissilematerialstockpilesaresettogrow,raisingtheriskoftheftordiversion.

• MacArthur’sgrantmakingtopreventnuclearterrorismfocusesondenyingterroristsaccesstofissilematerials.

What WE Fund

Policy Research

InthiselementofourworktheFoundationfocusesonpreventingnuclearterrorismbydenyingterroristsaccesstofissilematerials—highlyenricheduraniumandplutonium.

Supportedpolicyresearchprojectsaimtopreventthetheftordiversionoffissilematerialsfrommilitaryandciviliansites,andensurethattheinevitablegrowthinnuclearpowerdoesnotincreasetheavailabilityoffissilematerialsforterroristgroups.

Inaddition,wesupportalimitednumberofinnovativeprojectsthat1)seektoeffectivelyaddress,inastabilizingmanner,thestrategicimplicationsofdeeperreductionsinnucleararsenals;and2)providenewinsightsandapproachestosecuritychallengesarisingfrom

nationaleffortstoacquirenuclearweapons(e.g.IranandNorthKorea).

Advanced Education

Effectivepolicymakingonnuclearsecuritymattersrequiresthebestadvicefromdiversefieldsincludingthenaturalandsocialsciences,nuclearindustry,andpolicyworld,amongothers.Italsoentailspublicdebate,whichtakesdifferentformsindifferentcountriesbutisrarelyaltogetherabsent.Asaresult,policymakersandthepublicneedadvicefromexpertscapableofusingtheirspecializedexpertisetoinformpolicydecision-makinganddebates.

TheFoundationsupportsasmallgroupofgranteesthatprovideadvancedinterdisciplinarytraininginthefieldofnuclearsecurityatthegraduateandpost-doctorallevels.Thegoalofthisprogramistoproduceasmall,buthighlyqualified,internationalgroupofnuclearsecuritypolicyexpertsequippedtoleadthefutureformulationofnuclearsecuritypoliciesandengageeffectivelyinthepublicdebate.
