MT/M and captive power plant 4.42 MW.
Committee also noted that, PP had obtained EC and provided ETP followed
by RO System. RO Reject @ 10 KL is used on land for gardening.
Committee further noted that Board has issued direction to the industry to
discontinue disposal of treated effluent to PRIA CETP and achieve ZLD on
17.06.2016 as PRIA CETP was non- performing and not confirming to the
standards at outlet. However, till date industry has not complied with the
direction issued by the Board and not achieving ZLD, hence violated the
conditions of the directions.

In view of above, it was decided to issue SCN for levy of Environmental
compensation and also decided to defer It was decided to defer the case
and call the PP for not obeying Boards directives and technical discussion
before CAC.

Cr without prior permission from the board.
In view of above it was decided to grant 1st consent to operate with
amalgamation by imposing following conditions:
1. This consent is issued with overriding effect over previous consent no.
1.0/BO/CAC-Cell/RO (Aurangabad)/CAC-0303 dated 22.03.2017 which is
valid up to 28.02.2021.
2. By forfeiting the BG of Rs. 5.0 Lakhs for JVS exceedance and top up BG of
Rs. 10.0 lakhs for the same.
3. Industry shall submit Board Resolution within one month in prescribed
format from company Board, towards increased CI by Rs. 80.61 Cr for
purchase of equipment without obtaining consent from the Board thus
violated the provisions of Environmental Laws and in future, they will not
do such violations and submit the BG of Rs. 2 lakh towards submission of
the same.
It was also decided to call PP for presentation before CAC to explain the
exceedance of JVS results and measure taken to avoid the same.

to increase in plant and machinery. PP has provided ETP of adequate
capacity and treated effluent is discharge into CETP. PP has provide online
monitoring system for pH, BOD, COD and SS parameters at out let. And
provided bag filters to PMD dry section and scrubber to PMD Wet section.
In view of above, it was decided to grant renewal of Consent to Operate
under Red category up to 30.06.2024 by imposing following conditions:
1. PP shall extend existing bank guarantee up to 31.10.2024.
It was also decided to the call the PP for presentation to explain the tobacco
smell nuisance control measures. Request for change in the category to be
considered separately.
Consent shall be issued after receipt of additional consent fees, if any.

relocated Activated Metal Catalyst (AMC) Plant activity within existing
premise by imposing the following conditions;

1. Industry shall not exceed the quantity of spent Nickel Catalyst more than
3,000 MT/A and if it exceed then industry shall obtain registration from
Competent Authority and amendment in Consent to Operate from the
Board.
2. Industry shall comply with the conditions of the Registration for recycling
and reprocessing of hazardous waste.
3. Industry should ensure that all the vehicles used to transport byproducts
to the vendor industry to be fitted with web based GPS system to record
the origin to destination position and shall self-monitor the compliance
and submit monthly report to the Board.
4. Industry shall obtain affidavit from vendors stating that the by-product
purchased from industry is used as raw material in their respective
industries.
5. Industry shall dismantle old AMC Plant within one month and submit
compliance report to the Board.

Development Corporation Ltd., (CETP) has applied for 1st Consent to operate
for CETP of 3 MLD capacity ( 1st Phase). The authority of DMCC has reported
that the commissioning work of CETP is in progress and will be completed
by 31st August 2019.
In view of above, it was decided to grant 1st Consent to operate for short
period i.e. up to 30.09.2019 for trial purpose by imposing following
conditions.
1. PP shall not exceed generation of effluent quantity more than 100 CMD.
2. The treated effluent shall be disposed into equalization tank of CETP till
CETP of 3 MLD capacity put in to operation.
3. PP shall submit bank guarantee of Rs. 5 Lakh towards compliances of
consent conditions.
4. PP shall submit bank guarantee of Rs. 5 Lakh towards O & M of PCS and
compliances of consent conditions.

-- Committee noted that industry has obtained Consent to Operate from the
Board for mfg. of Enzymes and provided full-fledged ETP & STP.
Committee also noted that industry has provided treated trade effluent
disposal pipeline up to MIDC's (PRIA CETP) final outlet sump, provided
OCEMS at the outlet of ETP for parameter pH, BOD, COD, TSS & TDS.
Committee further noted that as per CAC decision dtd. 08.07.2019, industry
has made presentation before CAC about water budget, effluent
generation, design detail of ETP provided and quantity of treated effluent
recycled.
In view of above, It was decided to grant amendment in Consent to Operate
for Increase in C.I, changes in water consumption, effluent generation,
capacity of ETP & STP, Mode of disposal of treated effluent, Non-hazardous
waste generation & Haz. Waste generation by imposing following
conditions:
1. Industry shall provide online continuous monitoring system at the inlet
of treated effluent holding sump of CETP within 3 months with
connectivity to Board Servers.
2. Industry shall make arrangements to stop the discharge, in case, the
concentrations of parameters of treated trade effluent exceeds the
Consented limits.

3. Industry shall submit time bound proposal/ plan towards optimum
utilization/ reduction in consumption of MIDC raw water and proposal
for utilization of 186 CMD reject from UF/ RO for process plants into
cooling tower make-up, Boiler feed, utility purposes etc.

Committee noted that, PP has applied for 1st consent to Operate for CETP
Committee also noted that, PP has obtained consent to Establish for mega
industrial park in the name of Delhi Mumbai Industrial Corridor
Development Cor. Ltd.
Committee further noted that, Delhi Mumbai Industrial Corridor
Development Corporation Ltd., (CETP) has applied for 1st Consent to operate
for CETP of 3 MLD capacity (1st Phase). The authority of DMCC has reported
that the commissioning work of CETP is in progress and will be completed
by 31st August 2019.
In view of above, it was decided to grant 1st Consent to operate for short
period i.e. up to 30.09.2019 for trial purpose by imposing following
conditions.
1. PP shall store treated effluent received from M/s Hoysung India Pvt. Ltd.
of 1.0 MLD in equalization tank of CETP for further treatment & disposal
after commissioning of CETP units.
2. CETP shall ensure 100 % recycle of treated effluent in the member
industrial units and shall not discharge outside the premises in any case.
3. PP shall submit bank guarantee of Rs. 5 Lakh towards compliances of
consent conditions.
4. PP shall submit BG of Rs. 5.0 Lakh towards operation & maintenance of
pollution control system.
Consent shall be issued after receipt of additional consent fees, if any.

In view of above, It was also decided to incorporate the Bio-medical Waste
generated from Occupational Health Centers located within the industry
premises in the consent instead of issuing separate BMW Authorization.
Industry shall apply online for obtaining one time permission, under BMW
rules, under non-bedded category. The acknowledgment obtained in this
regards shall be produce as a reference as and when required.

consent conditions.
The issue related to the Bio-Medical Waste, generated from Occupational Health Centers located within the industry premises has been deliberated and it was decided that, the industries having Occupational Health Center which are operated on need basis as first-Aid center shall apply online for obtaining one time permission, under BMW rules, under non-bedded category. The acknowledgment obtained in this regards shall be produce as a reference copy as and when required.
