1. Th is map illustrates th e difference betw een th e primary and secondary locations proposed in December 2018 and th e primary and secondary locations if th e Commission adopts all of th e possible revisions noted in th e March 25, 2019 draft basis statement. Th e primary and secondary locations sh ow n in gray reflect th e possible modifications from th e December 2018 proposal. Th e possible modifications illustrated on th is map are sh ow n in redline in Comments and Responses, Section 9 of th e draft basis statement.

2. Primary and secondary locations are establish ed in Section 10.08-A,C,1 and 2 of th e draft rules and customized in Section 10.08-A,C,4 and 5. Th is customization reflects public input and research about service provision and existing development patterns.

3. Th is map does not sh ow areas w h ere primary or secondary locations overlap w ith conserved lands.

4. Measurements made from public roads are “as th e crow flies” except th at th e measurement is not carried over a w aterbody or th e interstate h igh w ay, unless th e area is contiguous to anoth er primary or secondary location. Th is is intended to account for situations w h ere development on one side of a w aterbody or h igh w ay w ould be effectively separated from a tow n on th e oth er side by long travel distance.

5. Th e Compreh ensive Land Use Plan and Ch apter 10 Land Use Districts and Standards list a management classification for each lake in th e Commission’s service area. Management classifications indicate suitability for development of each lake, w ith th e goal of maintaining a diversity of lake experiences (e.g., MC3 lakes are potentially suitable for development).
