Whilst by no means a return to boom times, 2010 nevertheless showcased a rise in employer and job seeker confidence, marked by an increased level of engagement in permanent recruitment on both sides. Although more eager to hire talent than the previous year, companies remained cautious in their decision-making with the average time to hire on assignments often exceeding 12 weeks. Likewise candidates showed greater trepidation when presented with firm offers. When given attractive buy-back incentives, they were less willing to risk venturing into unknown territory.
It is likely throughout 2011 that we will see the trend of slow, steady growth continue. Demand for specialist skill sets such as online marketing and proposition management will outweigh that of generalist marketers. Though that said, the increased proliferation of SMEs will command a need for candidates to have a broad appreciation of all aspects of the marketing mix.
Still, the year closed on a promising note, with more jobs being recruited for in general and a particular uplift in senior level hires.
Temporary recruitment within commerce & industry remained relatively stagnant, driven by enforced cost-cutting across the majority of businesses. Again, this attitude appeared to ease slightly toward the close of the year and it’s likely that we’ll see a greater number of contractors brought into companies as employers once again begin to recognise the benefits of temporary hires.

Marketing & communications across the financial services market experienced a strong year in 2010, with significant growth in volume and revenue on 2009.
Permanent recruitment returned to some consistency, particularly across the larger retail and institutional organisations while the temporary market improved as the year went on, peaking in August.
From a temporary perspective the latter months of 2010 flattened out and that has continued into 2011. Perhaps the announcement of budgets ruled the thoughts of many organisations and thus slowed many processes down.
For the temporary market the areas of growth were largely across the digital and product space. We also saw a lift across change communications as mergers and acquisitions took effect.
From a permanent perspective H1 2010 started strongly with continued volumes in communications requisitions. This was driven by organisations’ recruitment for

The expectation for 2011 is that the sector will see much more of an even flow of recruitment across skill sets in marketing and communications. This is a change from 2010 where some skills moved and others remained stagnant. The industry itself having consolidated and removed overlapping support functions are now better placed to make strategic growth hires in marketing and communications, in line with business development objectives and reputation focused plans.

There was some new headcount created in strategic and product marketing, to enable companies to take advantage of market share availability, following competitor product line changes or market exits.
H2 2010 was notably quieter. A mixture of over eager recruiting by line managers (starved of hiring budget during the downturn) and a generally poor set of financial results in Q3 for the economy, lead to caution and budgets being removed for Q4, and a focus on planning for 2011 instead. We saw growth in internal and change communications and PR/media relations. Salary levels remained consistent and at pre-downturn levels in most areas. Marketing was predominantly business as usual with a few, generally SME businesses hiring in product and strategic marketing.

As confidence in the market continued to increase, 2010 saw a steady rise in the number of roles available across marketing, communications and business development.
Unsurprisingly, there has been a marked increase in the number of roles which are directly attributed to revenue generation – namely business development, typically at executive and managerial level. We expect this level of activity to continue for the duration of 2011 as firms continue to drive their presence in their existing specialist sectors, but also as they seek to take market share in other sectors from competitor firms. Consequently, salary premiums are attached to these roles and we are confident that this will continue.
We have observed an increase in salary levels to compensate for reduced bonuses, particularly at the head of and managerial levels. We have continued to see more permanent than temporary roles available.
The recruiting challenge in this sector, for 2011 will be to continue to attract and retain top talent. Whilst confidence has indeed increased, the highest calibre candidates will need to be provided with good incentives in order to leave their current firm to go to a competitor. This requires hiring firms to offer competitive and attractive salary and benefits packages. Firms will need to be smarter in their recruitment campaigns – being mindful that talented candidates will be sought after by a number of firms.
Activity at the senior end of the market has increased, and we have experienced more interest from candidates at the head of and director level, who are beginning to explore opportunities in the marketplace. This demonstrates an increased level of optimism in general, despite there not being as many open opportunities for them at this stage. Throughout this year we anticipate more movement at the senior end of the market due to this increased confidence.
The busiest sectors within professional services during 2010 were undoubtedly the legal and accountancy firms, who have shown strong signs of recovery. Property and real estate have experienced slower signs of growth.

The public sector arena has seen many changes, since the move from Labour to the new Conservative - Liberal Democrat coalition. This has had an impact on marketing and communications roles in central and local government, non- departmental public bodies, housing and NHS sectors specifically. There are now surplus amounts of skilled public sector professionals out of work who are taking longer to obtain permanent or temporary positions.
This has also had an effect on day rates, which have dropped significantly. We are actively advising candidates to keep their skills active, by taking on short term contracts, whilst keeping their eye out for longer term contracts and permanent positions.
The not for profit sector has been affected, in particular charities have had to operate a leaner business, with much more of an emphasis on the commercial side. This has resulted in a shift in roles and in demand with more focus on marketing professionals with international experience in particular, and commercial expertise. We have seen a decline in communications roles.

THE SOUTH
Confidence slowly returned to the market during 2010 across the region. After a sluggish start we saw a steady rise in the number of roles available across marketing, communications, sales and business development. During Q3 and Q4 we experienced a marked increase in the number of mid to senior level sales and business development opportunities, as organisations looked to drive activity, increase revenue and win back market share from competitors. We expect this trend to continue throughout 2011.
Surprisingly, the busiest sector within our region during 2010 was retail which showed strong signs of recovery. We made a number of marketing communications placements in this sector, whereas in both the FMCG, services and third sector we have experienced much slower signs of growth.
Our main challenge across the region for the duration of 2011 will be to identify and attract new candidates. Whilst confidence is slowly increasing, candidates still appear nervous and reluctant in some cases to move on. The highest calibre candidates will need to be offered good incentives in order to leave their current business. We also can’t ignore the competition we face as recruiters, as more organisations look to populate their own internal recruitment teams. The need for recruiters to create and deliver more innovative recruitment solutions and provide specialist services has never been greater.
With the UK government having to make some tough decisions around budgets and spending cuts there was an inevitable freeze in ‘new hire’ recruitment strategies. The trend continued from 2009 with the reduction in the number of third sector temporary contractors as budgets were finally removed.
The freeze appeared to affect every part of the public and not for profit sectors. In particular at the strategic communications level across the NHS and local government where efficiencies of up to 70% were sought in some cases.

Throughout 2010, the economic climate proved quite a test for both marketing and PR professionals in the Midlands and North of England. Often viewed as non-fee earning staff, some businesses had to cut their marketing and PR teams substantially or freeze headcount in an effort to reduce costs. Despite this, we did see a definite increase in demand for talented professionals across several key sectors compared to the previous year. Whilst the temporary market slowed down (governed largely by public sector cuts), the trend for permanent hires in financial services, utilities, professional services and the engineering & manufacturing sectors exceeded expectations.
Despite positive signs of recovery in 2010, revenue generation was still in sharp focus, so marketers who could drive the bottom line were in most demand. Given the cost efficiencies of web channels, there was a

This influx of available candidates makes it ever more important to identify the truly skilled applicants through robust selection techniques. We need to be mindful that a higher volume of candidates doesn’t necessarily mean a higher volume of quality, that will add profit to the bottom line and enhance a business’ values and reputation.

As the economic climate improved, companies were keen to manage their reputation internally and externally. Staff engagement was, and continues to be, high on the agenda as downsizing or restructures left some staff feeling vulnerable or disillusioned. As a result we saw, and continue to see, an increase in demand for internal communications professionals to help engage and reassure staff working in leaner environments. We have also seen an increase in demand for PR professionals to maintain the businesses positive image and encourage confidence in an uncertain market.

Following on from the trend over the last few years, financial services continues to be the dominant employment market for marketing and communications professionals in Scotland. The demand for contract/interim resource has continued to increase. This has led to a shortage of talent available in certain areas, such as product and internal communications, which in turn is starting to drive up day rates.
Clients are also seeking candidates with knowledge and experience of social media, web analytics and other emerging technologies. Due to the high levels of recruitment activity in Scotland over the last couple of years there is a need to seek out a new candidate pool from both down south and the overseas market. We are also seeing an increased demand for our search & selection product as financial services companies seek out the best senior talent from across the UK and globally.
On the permanent side, there is still a demand for commercially focused and revenue generating marketing professionals, to drive customer acquisition and improve product performance. As more organisations are building in-house marketing functions, we have seen an increase in the demand for candidates from an agency background. These candidates will have strong customer centric experience, have worked with high volume campaigns and have the breadth of multi channel experience.

We have witnessed a number of professional services companies starting to reassess their marketing and business development functions over Q1 2011. Keen to invest in this area, they have been actively looking to bring in the best available commercial thinking talent, offering very competitive salaries. We have seen an increase in the requirement for permanent business development and tender managers, as a direct result of the increasing competition between local and national firms, for valuable public sector business.
The increased demand from clients in this sector is starting to outstrip supply. Consequently, it is beginning to prove more difficult to find suitable candidates of the right calibre, for new positions, compared to this time last year.
Marketing & communications roles in professional services have been at their most buoyant at the junior-mid level positions, (salary ranges circa £25,000 - £35,000), on a permanent basis. Unlike other sectors within Scotland, we have not seen an increase in the demand for interim contractors in this area. Depending on the impact of public sector austerity measures going forward, this may change, as clients may seek greater flexibility in their workforce.

As predicted throughout 2010 and into 2011, there has been a reduction in the amount of permanent and interim opportunities available for marketing and communications professionals across all areas of the public sector.
UK government spending cuts have also had a knock-on impact on not for profit organisations, as a result of the reduction in allocated funding to the third sector. These organisations have naturally had to limit their headcount numbers to overcome this loss.
We have however, continued to see a demand for candidates in specialist areas within both the permanent and interim market. Candidates with skill sets in digital marketing, PR and internal communications are highly sought after. Organisations are looking to drive more cost effective marketing to maximise their restricted budget, while at the same time, investing in employee engagement as they go through large organisational change.
With the Scottish government budget cuts set to bite over the next couple of years, it comes as no surprise that the large public sector organisations, such as local authorities, have placed a hold on salary reviews, across all levels in marketing and communications.
