General Measures and Safety Practices Overview
As the COVID-19 pandemic changes on a regular basis, this will serve as a living-document and will be updated
to reflect changes as needed.
This document is intended to provide guidelines, considerations, and protocols for Merced College faculty
teaching face-to-face laboratory/lecture classes for the current instructional term. Implementation of this
guidance is required to ensure the mitigation of exposures to COVID-19 and is in accordance with the California
Department of Public Health and the Merced County Department of Public Health.

Instruction
Providing Direction to Faculty The Office of Instruction provides weekly updates via email to faculty (both full-time and adjunct faculty)
regarding COVID-19. This includes information about professional development opportunities, schedule
updates, and teaching both online and face-to-face classes during the COVID-19 pandemic. These updates are
posted on the Merced College Coronavirus (COVID-19) Updates website.
Faculty Protocol Agreement On August 4, 2020, faculty representatives from the Merced College Faculty Association (MCFA) and Merced
College administrators met to discuss and negotiate several key items related to COVID-19 to be included a
Memorandum of Agreement (MOU). The Merced College Faculty Protocol Agreement was a result of these
negotiations and was approved by the Merced College Board of Trustees on August 11, 2020 that included the
Faculty Protocol Agreement.
Attendance Logs for Contact Tracing All faculty teaching a face-to-face lab/lecture classes will be required to maintain daily attendance records
throughout the entire semester and/or for the duration of the class. Specific Classroom Seating Templates have
been distributed to instructors and are posted in each classroom, as each lab and all attendance records will
utilize them. Instructors will provide all Attendance Records upon request by the Merced College
Administration. Attendance Records will assist with the contact tracing process.
Sanitization Procedure for Work Stations & Lab Equipment As part of the Faculty Protocol Agreement, faculty are required to demonstrate to students the proper ways to
clean lab equipment such as microscopes, tools, etc. as appropriate for each lab class. Instructors will work to
ensure proper cleaning of all supplies and equipment throughout the class as required.
The Office of Administrative Services will provide sanitizing wall stations in every classroom and will provide
sanitizing cleaning supplies (hand sanitizer, disinfectant wipes, etc.) in every classroom for both faculty and
student use.
Instructors and students are required to sanitize their teaching and seating areas before and after each class.
Instructors and students will also sanitize all equipment, computers, keyboards, tools, supplies, markers, mouse,
desk, chair, etc. before and after each class with the sanitizing supplies provided by Merced College.
A list of protective/sanitizing equipment readily available for distribution is provided below. Faculty requests for
equipment should be made through the appropriate dean. Requests for specialized equipment will be
considered on an as-needed basis and should also be made through the appropriate dean.

Pertinent COVID-19 Information to Share with Students In addition to the information provided in the teaching face-to-face protocols, instructors teaching face-to-face
classes will share the following safety protocols with students:
Safety Protocols
o Wash your hands often with soap and water for at least 20 seconds
o Avoid touching your eyes, nose, and mouth
o Always wear a face mask or face shield when on campus (parking lot, walking to lab/class, in
lab/class)
o Avoid close contact with people who are sick
o Stay at home when you are sick
o Maintain social distance of at least six-feet at all times
o Self-monitor every day for symptoms of COVID-19 and do not attend on-site lab/class if you
show any symptoms
o Clean your area and all items used after use and at the conclusion of each lab/class with
sanitizing supplies
o Sign, date, and return your Student Face-to-Face Lab/Class Protocol Agreement
Any student not willing to follow any or all of the Safety Protocols will be dismissed from the class and referred
to the Vice President of Student Services for violating the Student Code of Conduct (AP 5500).
Printing/Duplicating Resources The Learning Resources Center (LRC) Lobby (a large open area) will be open to students to enter and utilize a
photocopier and Merced College Student Copy Card Machine. Students can enter the LRC Lobby area to
purchase a Student Copy Card to print any necessary documents for any class. Supplies, such as disinfectant
wipes and hand sanitizer, will be available for student use. Students should adhere to social distancing via the
markings on the floor.
In addition, in the lobby across from the photocopier, a computer and printer will be available for student use.
Students will be required to log in to their account and utilize a Merced College Student Copy Card. There are
two computer stations for students to utilize.
The LRC Lobby also has a designated area to pick up resources (circulation books, reference books, reference
materials, magazines, audiotapes, movies, reserve materials, etc.). Students can check out resources through
the Library Resource website.
The hours of the LRC Lobby area open to students are Monday through Thursday, 10 am to 5 pm, and Friday, 10
am to 2 pm. Library administrators and staff will be available during the open hours to ensure students do not
congregate and adhere to all social distancing protocols.

Student Services
Providing Direction to Students Merced College communicates with students through the “Student-All” email function and via the Merced
College COVID-19 webpage, which can be accessed here. The COVID-19 webpage provides students with
information regarding educational resources, technology resources, online tutorials, and guidance from Merced
College.
Campus Protocols/Expectations In accordance with state orders, students in public places and enclosed spaces are required to wear face
coverings. Please click here for state guidance.
This means that students in classrooms and on-campus must have face coverings.
Students who cannot wear face coverings for medical reasons will need to work with Merced College’s DSPS
Office to receive an academic accommodation. Please contact the Merced College DSPS Office at (209) 384-
6155 (Merced and Los Banos Campus) or by emailing dsps@mccd.edu to discuss accommodations.
Students accessing Student Services walk-up service windows, Learning Resources Center services, student
accessible outdoor Wi-Fi connections, cafeteria grab-and-go dining options, or the Food Pantry, are required to
maintain social distancing protocols. Students are required to maintain a distance of six feet apart at all times.
Students enrolled in face-to-face classes will also be provided with the “Face-to-Face Class Student Protocols.”
This document provides the protocols by which students need to abide in face-to-face classes.
Self-Monitoring All employees and students should self-monitor daily for potential symptoms of COVID-19. People with COVID-
19 have had a wide range of symptoms reported – ranging from mild symptoms to severe illness. Symptoms
may appear 2-14 days after exposure to the virus. People with the following symptoms may have COVID-19:
Fever or chills
Cough
Shortness of breath or difficulty breathing
Fatigue
Muscle or body aches
Headache
New loss of taste or smell
Sore throat
Congestion or runny nose
Nausea or vomiting
Diarrhea

Employees and students who experience symptoms must stay home.

Look for emergency warning signs for COVID-19. If someone is showing any of these signs, seek emergency
medical care immediately:
Trouble breathing
Persistent pain or pressure in the chest
New confusion
Inability to wake or stay awake
Bluish lips or face
*This list is not all possible symptoms. Please call your medical provider for any other symptoms that are severe
or concerning to you.
Call 911 or call ahead to your local emergency facility: Notify the operator that you are seeking care for someone
who has or may have COVID-19.
When to Utilize Health & Wellness Stations Health & Wellness Stations are available for all students on the Merced Main Campus, Los Banos Campus
(available in classroom), and the Downtown Business Resource Center. The Health & Wellness Stations will
provide students and employees with essential materials to help mitigate the spread of the coronavirus. Each
Health & Wellness Station will provide disposable masks, hand sanitizer, and a printed version of the coronavirus
self-checker. Students and employees are encouraged to use the stations as needed. A map of the Health &
Wellness Stations locations is available here. Students with additional questions will be referred to Student
Health Services, where temperature checks and further information will be provided.
For those students who develop symptoms or who have been exposed to someone with COVID-19, testing is
available in the student’s or employee’s county of residence or through the student’s/employee’s own medical

Facilities
Ensuring Social Distancing and Sanitation Applicable classrooms have been reconfigured to maximize social distancing between all students as well as the
instructor. This has been accomplished by adding visible obstacles to block seating or by removing desks and
tables when applicable. To further ensure social distancing, smaller class sizes have been moved into larger
classrooms.
In addition, signage has been placed inside and outside each classroom location to reinforce social distancing
practices. Floor decals have been added outside classrooms for those students waiting to enter. Also, where
possible, separate entry and exit points will be designated for use.
Hand sanitizer units and disinfectant wipe dispensers have been installed inside each classroom, and instructors
can provide disposable surgical masks to any student in need.

Seating Charts Seating charts related to the classrooms listed above are available in each room in the COVID-19 Response
Binder. Instructors are required to maintain the assigned seating charts for their respective classrooms with
attendance records.
Entrance and Exit Plans When there are two available doors into and out of a classroom, one has been designated exclusively as an
entrance and the other only as an exit. Under the direction of the instructor, students are expected to wait until
the previous class has fully exited the room before entering, all while maintaining social distancing. Signage,
floor decals, and directional taping have been added to assist students and limit opportunities for potential
exposure.
Classroom Sanitization Procedures Custodial staff and student workers will clean and sanitize frequently touched surfaces (light switches, door
knobs/handles, desks, tables, etc.) throughout the day. The timing and depth of each cleaning will depend upon
the classroom schedule. A Cleaning and Disinfection Log will be posted and utilized in each classroom to
document the date and time of each cleaning activity. In addition, students will be expected to assist in
sanitizing their workstations, including tools and equipment, with disinfectant wipes after each use. For larger
rooms or when there is a need to quickly disinfect a room, custodial staff may use a fogger or spray rig.
In all circumstances, the District will only use those disinfectant products that are on the EPA-approved List “N”
for use against the virus that causes COVID-19. Also, all custodial staff who disinfect classrooms shall be
equipped with proper protective equipment, including masks, gloves and eye protection.
Requests for Face Coverings, Hand Sanitizer, and Related Supplies In addition to the standard supplies provided by the District, employees should contact their direct supervisor to
request additional supplies.

Auxiliary Operations The Campus Bookstore will be open for operations on a daily basis. In addition, the Cafeteria will be open to
provide grab-and-go food options for students and staff. In both instances, face coverings will be required in
order to enter the building and social distancing must be maintained at all times. NOTE: Auxiliary Operations
may be closed if required by Public Health officials. In the event of closures, signs will be posted on the doors of
each location.

Technology
Providing Technology Inside and Outside the Classroom
Laptop, Webcam, and Headset Requests for Faculty and Students All technology requests for faculty are being collected by the area deans and submitted to ITS where the
requests are catalogued. Depending on available inventory, ITS will setup individual appointments for faculty to
safely pick up the requested technology. Higher valued items such as laptops must be signed out utilizing the
property removal form (provided at the time of checkout by ITS). Other items such as webcams and headsets do
not require a property removal form; however, the distribution will be tracked for future use.
To support student learning, Merced College can loan a laptop to enrolled students.
Priority will be given to full-time students (enrolled in 12 units or more) and those in good academic standing.
Interested students are encouraged to apply as soon as possible by completing and submitting a form at
www.mccd.edu/rd/2020loan. Quantities are limited.
Students who apply and qualify for the program will be notified by email and assigned an appointment day and
time. Laptops will be distributed throughout the semester per student need and laptop availability. Distribution
will be available via curbside drive-through and a walk-up window. COVID-19 social distancing guidelines and
safety measures will be communicated to students ahead of their pickup appointment.
For students whom internet connectivity is an issue, Merced College provides access to outdoor Wi-Fi at the
following locations. Additionally, students can complete the following application for the Hotspot Loaner
Program. Priority for personal Hotspots will be given to full-time students (enrolled in 12 units or more) and
those in good academic standing who demonstrate a need. Interested students are encouraged to apply as
soon as possible by completing and submitting The Merced College Hot Spot Loaner Application.
Proper Sanitizing Techniques for Technology Technology that is required to be shared by multiple users must be appropriately sanitized between uses. Please
use the following guidance for proper cleaning:
Using a District provided disinfectant wipe, gently, carefully, and thoroughly wipe all, hard, nonporous surfaces of the item. This includes the display, touchscreen keyboard, mouse and the exterior
Do not use bleach to disinfect computers and electronics. If you have concerns about the cleaning product being used, please contact the ITS Department.
When using a disinfectant wipe, it is important to follow the contact time found on the label. It may be necessary to use more than one wipe to keep the surface wet for the recommended contact time.
Follow recommended manufacturers’ guidelines during usage to protect your skin and eyes. Latex and non-latex gloves are available by the District upon request.
Access to Wireless Internet Resources There are many low-cost and no-cost Internet solutions available for students. The Merced College COVID-19

Connects
California Community Colleges students are eligible for this eligible for this mobile hotspot
service powered by Sprint, which offers nationwide 4G LTE connectivity and allows users to
connect up to 10 WiFi enabled devices for up to 10 hours on a single charge for only $19.99 a
month.
Charter
Charter is offering free Spectrum broadband and Wi-Fi accessfor 60 days to households college
students who do not already have a Spectrum broadband subscription and at any service level up
to 100 Mbps. To enroll call 1-844-488-8395. Additionally, all WiFi hotspots are now free of charge.
Comcast
Effective Monday, March 16, 2020, Comcast is offering two months of free to Internet service
through the Internet Essentials program. This offer is available to new and existing customers.
Additionally, Xfinity WiFi hotspots are now available free of charge to the public.
Google
Gov. Newsom announced on 4/1/2020 a partnership with Google that will provide 100,000 points
of access to improve Wi-Fi and broadband service for a minimum of three months free
throughout California. Stay tuned for details.
Sprint Sprint is providing unlimited data for 60 days to customers with metered data plans and giving 20
GB of free mobile hotspot to customers with hotspot-capable devices.
T-Mobile T-Mobile is providing unlimited data to all current customers who have plans with data for the
next 60 days. It will also provide additional data to mobile hotspot users.
Verizon Verizon is waiving late fees and suspending service termination for customers negatively impacted
by the global crisis.
In addition, Merced College is making specific exterior locations available for students to access Wi-Fi through
socially distanced casual seating, and by drive-up access in designated parking lots. Please see the map here.

COVID-19 Reporting and Exposure Processes
Reporting Symptoms, Potential Exposure or a Positive Result Symptomatic: If you believe you are experiencing symptoms of COVID-19, do not come to work/class. Report to
your instructor or immediate supervisor (as appropriate) as soon as possible regarding your absence.
Potential Exposure: Report any potential exposure (whether or not related to the classroom or workplace) as
soon as possible to your instructor or immediate supervisor (as appropriate) to ensure that contact tracing can
begin immediately to mitigate the risk of spread. (Addition guidance for quarantine available here.)
Testing: If you are being tested for COVID-19, remain at home in quarantine until you receive a test result, and
alert your instructor or supervisor.
Positive Test: If you test positive for COVID-19, follow the direction of your physician, including completing a 14-
day quarantine period. You may not return to an onsite class or work onsite until you receive a negative test.
Reporting Contacts For students, report any potential exposure, symptoms, or positive COVID-19 test result to your instructor. For
employees, report any potential exposure, symptoms, or positive COVID-10 test result to your immediate
supervisor.

If a Student tests positive for COVID-19
Instructor will inform the student to stay home
District designee will interview student to determine “close contacts” and will gather names of students in the class and notify their Dean
District designee notifies HR
HR will contact the Merced County Department of Public Health and seek guidance on cleaning of premises and notifications to staff or students
Advise the student to self-monitor and BE ALERT for symptoms of COVID-19, especially a temperature, dry cough, loss of sense of smell or shortness of breath
Instructor will report the information to their Dean and HR
And always, practice good hygiene!
Wash your hands frequently
Avoid touching your face
Wipe down frequently touched surfaces regularly
Always wear a mask when in contact with others and in public areas
Practice social distancing
Every effort will be made to accommodate students in quarantine or isolation due to COVID-19 to maintain
instructional continuity within the laboratory class. In the event the student is unable to complete the class then
the student can either work with the instructor to explore other options or utilize the COVID-19 Excused
Withdrawal (EW).

Ensuring the Campus Community Follows Health Department Guidelines In addition to adhering to state guidance and Executive Orders, Merced College Senior Administration works
directly with the Merced County Department of Public Health to develop plans for return to work, reopening,
and in response to potential and positive COVID-19 exposures. The Merced County Department of Public Health
emails a daily update to inform the College’s Senior Administration. The data from that report is published on
their COVID-19 webpage (link below).
Senior Administration also participates in Chancellor’s Office COVID-19 webinars as well as trainings and updates
provided by our legal counsel and risk management JPA. These webinars, trainings, and professional connections
ensure Merced College receives the most up-to-date compliance information.

Privacy The protection of employee and student privacy is as vital as the protection of employee and student health and
welfare. In cases of an immediate risk to health and welfare, the College may reveal necessary personal
information to the local health department. However, that sharing of information is extremely limited and
controlled. Employees and students should refrain from sharing health information about others unless engaged
in a contact tracing interview or lawfully compelled to do so.
