The Mexican Energy Reform

• On December 20th, 2013 the President enacted the amendments to the Mexican Constitution in order to allow private/international companies to participate in the oil and gas industry.
• The amendments are related to Articles 25, 27 and 28 of the Constitution. The Decree also includes 21 Transitory articles where the Mexican Congress outlines the main aspects which are planned to be in the Secondary Legislation.

On April 30th, 2014 the President Enrique Peña Nieto sent to Mexican Congress nine bills for the creation of nine new Laws and modification of 12, all related to the Energy Reform in Mexico.
The Hydrocarbons Law, Regulators Bodies Law and PEMEX Law define the new roles for SENER, CNH and PEMEX according the 21 Transitories presented in the Constitutional Reform.

The importance of a strong relationship among our countries.
• Overall, Canada and USA may have a strong influence on Mexico’s future, especially related to the Energy Reform, which includes not only oil and gas, but also electricity as well as renewable energy sources.
• Oil and gas are particularly important for the Canada- Mexico-USA relationship. Shale gas and shale oil is only with issue.
• Trade between USA and Mexico will have a further influence on the bordering states. Texas is crucial as well as the Mexican bordering states.
• TAMIU as part of the Texas A & M system will support anything on issues related to research and education. Our interest is to further develop the region.
