• Student is enrolled full-time and has attended a Missouri public school the previous semester

• Exception – student has documented medical or psychological diagnosis/condition that prohibited attending the previous semester

• LEA informs parents of child’s right to participate in MOCAP

• MOCAP information in parent handbook, registration documents, and “featured” on home page of website

Student Eligibility for MOCAP Enrollment

School counselors not required to approve/disapprove enrollment

LEA denies enrollment in writing and for “good cause”

Good cause – MOCAP enrollment not in the best educational interest of the student

MOCAP Enrollment Policy

LEA informs student and family of their right to appeal Opportunity to appeal to the board in an official meeting LEA provides good cause justification at the meeting The family and school administration provides their reasons

in writing, documents entered in to the meeting minutes Board decision in writing within 30 calendar days Can appeal board decision to DESE, final decision within 7

calendar days

MOCAP Enrollment Policy

Transfer students currently enrolled in MOCAP courses remain enrolled in the receiving LEA

MOCAP credits gained shall be accepted by the receiving LEA

Homeschool, private school, and students interested in additional classes beyond 1 FTE may do so under an agreement with the course provider concerning payment of tuition and fees

MOCAP Enrollment Policy – Nonpublic Students

Course Payment Paid by public schools (LEAs & charters) LEA pays the provider directly on a pro-rata basis based upon

completion (monthly basis) Stop payment if student drops the course Cost not to exceed 14% of state adequacy target (SAT) for

yearlong course, 7% per semester Cost for full-time virtual student (6 credits per year) not to

exceed SAT LEA may negotiate with vendor if several students are enrolled

in the same course

• Statutory reference Section 162.1250 – no changes

• “candidate” for A+ tuition, no less than 95% attendance for students completing a MOCAP course

Individual Learning Plans (ILP)

For students enrolled in three or more MOCAP courses

LEA writes ILP for its students, MOCAP counselors write plans for home school and private school students (will use ICAP)

Monitoring Student Progress

DESE monitors student success and engagement, reports to LEA

Providers and DESE make recommendations regarding continued enrollment

LEAs monitor student progress and success, considers recommendations, provides feedback on course quality

Authorization of Course Providers

Continuous monitoring of approved providers and courses

Course or provider no longer meeting requirements of the program subject to corrective action

Renewal of authorization at least every 3 years MoVIP courses approved as of August 28, 2018 are

automatically approved to participate in MOCAP, subject to renewal

Authorization of LEA Course Providers

Online classes or virtual programs currently offered by a LEA or charter LEA that meet the requirements of 162.1250 shall be automatically approved (subject to renewal). This includes those offered prior to August 28, 2018

Approved MOCAP Courses and Vendors

• Published approved vendor list on MOCAP website• Security, FERPA, and Privacy• Certified cyber security audit• Insurance bond• Twelve points in 162.1250• Courses align to Missouri Learning Standards and be

taught by Missouri certificated teachers

• Courses start on August 13th
