Most Likely Course of Action (MLCOA) The earthquakes epicenter, while being at either end
of the New Madrid Fault Line, will cause extensive
damage throughout Missouri, most notably, given itspopulation size and density, the St. Louis area.
Most Dangerous COA
The earthquake occurs during the winter. Coldertemperatures and harsher weather are more likely toincrease the probability of death for civilians, and willmake operations significantly more difficult. Alreadydamaged roads will become more hazardous with
snow and ice, in the event of flooding, hypothermiawould become a factor. As the earthquake will mostlikely be unexpected, preparation for the colderweather may seem less important, and leave manywithout adequate attire or equipment.
