• FDEM distributed the NOFOs and guidance memo to County EM Directors and LMS Chairs on August 30, 2019

• Sub-applicant submission deadline: due to FDEM NLT 5:00 PM, November 12, 2019

• FDEM reviews sub-applications and issues Requests for Information (RFIs) • Programmatic (HMA Eligibility) • Technical (Feasible/Cost Effective per a Benefit-Cost Analysis) • Environmental and Historic Preservation (EHP) Compliance

Non-Disaster Grants Process

• State submits application to FEMA including selected sub-applications from local governments and other eligible entities by FEMA’s deadline

• FEMA anticipates selecting sub-applications for funding by June 1, 2020

• FEMA anticipates awarding sub-applications by December 30, 2020 • Upon award notification, FDEM will issue contract for execution

between the Subgrantee and FDEMPlease be aware that NO work, including RFPs, subcontract execution, or ANY procurement activities, may be begin before the Agreement with FDEM is fully executed.

• The Hurricane Loss Mitigation Program (HLMP) is in the process of contracting with awarded recipients for this fiscal year’s grant cycle.

• The unused funds from the previous fiscal year were reverted and re-appropriated into the 2019-2020 grant cycle, allowing the HLMP program to award 24 recipients.

2019-2020 FY Grant Cycle

• 24 Recipients were each awarded $194,000

• Historically, a majority of applications propose wind mitigation projects. 21 recipients will be moving forward with residential and non-residential wind mitigation.

• New project scopes for 3 other recipients include: • Museum and Gardens Mitigation

• The goal of the project is to identify solutions and purchase a temporary flood-proofing solution system that can be deployed repeatedly in response to imminent tropical storms and hurricanes

• Drainage Pump Hardening• This project provides drainage for 8 square miles via 22 miles of canals. The project will be louvers,

doors, and the roof to the current Florida Building Code requirements.

• Neighborhood Drainage Projects • An identified neighborhood is prone to flooding and is used as an emergency access route.

This project will provide drainage solutions for the area.

Applies to every Presidentially-declared disaster post August 1, 2017

Sec. 1206(a): ….(5) provide assistance to State and local governments for building code and floodplain management ordinance administration and enforcement, including inspections for substantial damage compliance; …”

FEMA has not yet produced guidance on this and is causing some organizations to “wait and see” to find out if conditions may be affecting their willingness to coordinate support if reimbursements are not assured.
