National Action Plan on Women, Peace and Security(NAP)CostingandBudgetingworkshopinJordanbyMavicCabrera-BallezaandAgnieszkaFal-DutraSantos

BackgroundNational Action Plans for the implementation of UNSCR 1325 and supporting resolutions(NAPs)areoneofthekeyimplementationtoolsfortheWPSagenda.Yet,asof2016,only 12 out of 63 existing NAPs have adedicatedbudget.Recognizingthatlackofdedicatedfundingandstrong,transparentfinancingmechanismsisakeyobstacletothe implementation of the WPS agendaglobally, Global Network of WomenPeacebuilders (GNWP) and Cordaid incollaborationwithUNWomendevelopeda workshop module for costing andbudgeting the second phase of Georgia’sNAP.InAugust2016,GNWProlledoutthemodule in Jordan, in coordination withUNWomenJordanandJNCW.

JordanbegantheprocessofdraftingaNAPin2010.InSeptember2015,theGovernmentofJordan committed to accelerating the adoption of theNAP.Welcoming this commitment,theJNCWincollaborationwithUNWomeninitiatedaparticipatoryprocesstodevelopand

What?Capacity-buildingworkshoponcostingandbudgetingofNationalActionPlanonWomen,PeaceandSecurity,coupledwithahands-onexerciseincostingtheJordanianNAP.Theparticipatoryworkshopincludedsessionsonthefundinglandscapeforwomenandpeaceandsecurity;resourcemobilisationandresourcemapping;gender-responsivebudgeting;andapresentationonthegovernment’sbudgetingprocess,structureandsystem.Theworkshopwasapartofafour-dayevent,organisedbyJordannationalwomen’smachinery–theJordanianNationalCommissionforWomen(JNCW)–withsupportfromUNWomenJordan.TheeventalsoincludedsessionsonmonitoringandevaluationandcoordinationamongactorsinvolvedinnationalactionplanningforWPS,facilitatedbytheInstituteforInclusiveSecurity(IIS).Whenandwhere?2-3August2016inAmman,Jordan.Who?TheparticipantsoftheworkshopswerethekeystakeholdersoftheJordanianNAP,includingrepresentativesofthegovernment,civilsocietyandsecurityforces.RepresentativesofSerbia’sMinistryofDefenceandUNWomenSerbiaalsoattendedtheworkshop.

implement a JordanianNAP. In this context,UNWomen Jordan invitedGNWP to providetechnicalexpertiseincostingandbudgetingtheNAP.

Withhelpoflocalexperts,GNWPadjustedthemoduledevelopedinGeorgiatofitthelocalrealityandtheneedsoftheJordanianNAP.Theworkshopwasdividedintotwodays.Duringthe first day the participants developed their knowledge and capacity on NAP costing,gender-responsivebudgetingandthe Jordaniangovernmentbudgetcycle.Theseconddaywasfocusedonapracticalexercise,duringwhichtheparticipantsbegantheactualcostingoftheNAP.

Keyachievements• Around30JordanianNAPstakeholders,includingcivilsociety,governmentandsecurity

sector representatives trained on the importance of costing, gender-responsivebudgeting(GRB)toolsandJordannationalbudgetcycle

• Jordanian NAP activities revised and refined to enable effective costing, in aparticipatoryexercise

• Hands-on,participatoryexerciseconductedtocostactivitiesfromtheJordanianNAP

• Costing and budgeting team selected to finalize the costing and ensure thedevelopmentandimplementationofarealisticNAPbudget

NextstepsTo ensure the successful finalization of the costing processinitiated during theworkshop, GNWP recommended that asmaller team be assigned to ensure that all activities arespecific and actionable enough and to finalize the NAPbudget.GNWPcontinuestolenditssupporttotheJordanianstakeholdersastheymoveaheadwiththedevelopmentofaNAPbudget.GNWP has also documented the lessons learned from theJONAPcostingandbudgetingworkshop.The lessons learntwillbecapturedintwoways:• First, by including the report from the costing and

budgeting workshop in Jordan in the Costing andBudgetingmanual;

• Second, in a training video prepared byGNWP.GNWPhired a videographer to document the workshop inJordan. The documentation will be supplemented by interviews with experts, and adetailed training on the use of the costing template, delivered by GNWP expertconsultant,Ms.ArwaAl-Najdawi.ThepurposeofthevideowillbetoprovidedetailedtrainingmaterialstostakeholdersinothercountriesdevelopaNAP.

GNWPhopestoconductthenextNAPCostingandBudgetingworkshopinthefirstquarterof2017.SeveralcountriesincludingtheDemocraticRepublicofCongo,Nepal,SierraLeoneandSudanexpressedinteresttoundergotheNAPCostingandBudgetingworkshop.
