PREFACE
The National Commission for Science, Technology and Innovation (NACOSTI) is a statutory institution of the Government of Kenya established by the Science, Technology and Innovation Act 2013. It is mandated to provide quality advice to the Government on policies and matters relating to scientific and technological activities and research required for socio-economic development. It is also mandated to coordinate, promote research, science, technology and innovation; to undertake accreditation of and quality assurance in research institutions.
The national research and development agenda takes into consideration the Kenya Vision 2030 and the second Medium Term Plan (MTP), 2013-2017. The Vision 20130 recognizes science, technology and innovation (ST&I) as a key foundation whose integration can raise productivity and efficiency across all sectors of the economy. The MTP aims to achieve the transformation to a knowledge - based economy and provides for prioritization of ST&I programmes and projects considered pertinent based mainly on the potential impact and the existing gaps identified within the framework of Vision 2030, the ST&I policy and the first MTP 2008-2012. Indeed, the second MTP has taken on board the main policy recommendations of the manifestos of the ruling constituent parties of the Jubilee Government.
The broad national research and development agenda document will guide the Government and research related institutions in formulating their comprehensive research priorities and strategies for the next five years. The development of the NRDA was consultative and participatory involving a team of experts and the stakeholders. I wish to thank each one of them for their wealth of information and input that made the national research and development agenda a reality.

1.0 INTRODUCTION
Research and development refers to discovering new knowledge about products, processes, and services, and then applying that knowledge to create new and improved products, processes, and services that provide for the needs of the market. Investment in scientific research and development (R&D), therefore, holds the key to nation’s prosperity and long term future. Without it, a country is unlikely to keep pace with other advanced industrial countries in developing new fields of science leading to new products and services. As we strive towards knowledge-based economy, there are still many areas where research is needed to inform the policy-making process, better understanding and furthering of best practices for all those working in various research fields. A robust research-base, therefore, plays an important role in changing the way our nation takes action.
In setting forth a National Research and Development Agenda, the National Commission for Science, Technology and Innovation (NACOSTI) hopes to catalyse researchers, policy makers, professionals and any other key stakeholder to improve how we respond to the needs of our citizens.
1.1 Why a national research and development agenda?The problem is that there have been many different research projects carried out by R&D related institutions (e.g. universities, research institutes etc.) over the years and lack the big picture to bring them all together. There has been various research grants both by the government and development partners, but there has been little integration of the knowledge-based and impact.

2.0 OBJECTIVES 2.1 Main objectiveTo prioritize, promote and harness research so as to provide research-based solutions in support of the knowledge-based economy.
2.2 Specific objectivesThe specific objectives of the national research and development agenda will be: (a) To support the productive sectors through the provision of environmentally safe and efficient tools for managing the nation’s primary resources. (b) To prioritize, promote and harness research and innovation so as to provide research-based solutions in support of the knowledge-based economy.(c) To advice the Government, policy / decision makers, researchers, and other financial collaborators on research priority areas in Kenya. (d) To promote collaborative solution based scientific research. (e) To identify and fund research that generates tangible products and services to increase the country’s competitiveness.(f) To create opportunities for generation new technologies, transfer and adoption.(g) To Increase application of research findings and innovations for employment creation.(h) To improve the quality of life and poverty eradication by utilization of local resources, value addition and innovation. (i) To effectively and wisely use the available resources by targeting identified national research and development priority areas.

3.0 NATIONAL RESEARCH AND DEVELOPMENT PRIORITY AREAS
The research funds are scarce and hence the need to spend it in accordance with identified priority areas. The National Commission for Science, Technology and Innovation (NACOSTI) therefore identified the need to coordinate the identification of the broad national priority research and development priority areas which could be used to guide decisions on science, technology and innovation (ST&I) Grant Programme and other research programme considerations in the country. It should be stressed that these are broad guidelines only and the research establishments will still need to produce the sub-priority areas which meet the medium and long term of their institutions.
4.0 NATIONAL RESEARCH AND DEVELOPMENT AGENDA IN ORDER OF PRIORITY AS IDENTIFIED BY THE STAKEHOLDERS
4.1 Energy
4.1.1. Justification Kenya spends about 40% of GDP in energy provision. It is essential for the Provision of services for wealth creation. Energy has been identified as a key area and is included in Jubilee Manifesto. It has also been identified as one of the enablers for the Pillars under the Kenya Vision 2030. Energy is a driver of economy and hence the need for sustainability. There is however need for diversification of energy sources to instance solar, biofuel, thermo, hydro, wind, etc.
Energy is essential for transforming lives of the people and especially the local communities and therefore the need to come up with innovations / best practices for efficient and sustainable energy use. It is crucial for social economic transformation of

the country’s economy. It is important to explore and implement interventions to mitigate environmental impact arising from its exploration.
The Priority areas identified under the domain were ranked as follows:(i) Renewable and sustainable Energy (ii) Petroleum and Coal(iii) Nuclear
4.2 Agricultural Sciences and Technology
4.2.1 JustificationKenya is an agricultural-based economy and hence production of food is paramount. There are a large number of parastatals and organizations related to food and agriculture namely: Food Agricultural Organization (FAO)- CGIAR (16 groups) on international agricultural research, Kenya Agricultural Research Institute among others. Food and agriculture are important sector under the Kenya Vision 2030, Medium Term Plan (MTP), 2013-2017; and the Jubilee manifesto.
The priority areas under the domain were identified and ranked as follows:
(i) Access to markets and market chain, value addition, processing (Agribusiness)(ii) Increase productivity e.g. irrigation, plant breeding, pest management (Agronomy)(iii) Post-harvest, agro processing (Food Technology)(iv) Optimize produce, improve produce, diversify produce (Biotechnology)

4.3 Environment and Natural Resources
4.3.1 JustificationEnvironment and natural resources have been identified as one of the key areas under the Kenya Vision 2030, Jubilee manifesto, Medium Term Plan (MTP) and one of the pillars for development by United Nations Environmental Programme (UNEP), National Environmental Management Authority (NEMA), Kenya Forestry Service (KFS), Kenya Wildlife Service (KWS) etc.
The priority areas under this domain were identified and ranked as follows:(i) Water resource management and conversation technologies(ii) Land administration and management(iii) Environmental health management(iv) E-waste Management(v) Ecology and ecosystems(vi) Biodiversity conservation(vii) Meteorological sciences
4.4 Health Sciences
4.4.1 JustificationHealth sciences sector has been identified as being crucial for attainment of Vision 2030, Medium Term Plan (MTP) and has also been identified as so under the Jubilee Manifesto. The sector is one of the pillars identified for development of the nation.
The priority areas under this domain were identified and ranked as follows:(i) Primary health care prevention and control of diseases(ii) Maternal Health and Child health(iii) Non communicable diseases and Geriatrics(iv) Curative medicine including herbal medicine

(v) Emerging diseases , vectors, surveillance and zoonotic diseases(vi) Emerging technologies in health (Nano technology)(vii) Ethical issues in health
4.5 Social Sciences
4.5.1 JustificationSocial sciences have been identified as one of the 3 pillars for development and crucial for attainment of Vision 2030. The sector has also been identified for consideration by the Jubilee Manifesto and also the Medium Term Plan 2013-2017.
The priority areas under the domain were identified and ranked as follows;(i) National cohesion(ii) Ethics (iii) Security studies(iv) Sports, culture art music(v) Development research(vi) Finance and entrepreneurship(vii) Anthropology and heritage(viii) Languages and communication
4.6 Information and Communication
4.6.1 JustificationThe Information and Communication sector has been identified as one of the sectors that are crucial for the attainment of Kenya Vision 2030. The Sector has been identified for implementation under the Jubilee Manifesto and for consideration in the Medium Term Plan 2013-2017.

The priority areas under the domain were identified and ranked as follows:(i) Software system development - An application approach to create business and jobs i.e. E-learning, e-government, e-health, e-agriculture, creative industry; music, mobile applications, games etc.(ii) ICT security - To curb against cyber-crimes such as harking(iii) Knowledge management and automation -Paperless office, digitalization and archiving of documents).(iv) Media technologies -Call centres.(v) Risk managements, modeling and simulation.(vi) ICT Robotics -Development of software to run robotics. (vii) ICT infrastructure integration and use.
4.7 Physical and Biological Sciences
4.7.1 JustificationPhysical and biological science research offers a framework within which to conduct quality applied research; and to develop innovative research and development (R&D) interventions for the country.
The priority areas under the domain were identified and ranked as follows:(i) Development of advanced national laboratories - to support physical and biological science research.(ii) Material Science (include Physics and photonics) -Multi- disciplinary with cross-cutting applications.(iii) Biotechnology: will include molecular biology, Genetics, Immunology, Genomics, Bio-prospecting and characterization of pathogens.(iv) Science Education -Included in the list, crucial for strong foundation in Sciences and general public awareness in ST&I.(v) Modeling and Simulation (new inclusion by group).

(vi) Computational Chemistry - Involve use of computers in chemistry learning and modeling).
4.8 Engineering Technology
4.8.1 JustificationEngineering technology has been identified as crucial for the attainment of the Kenya Vision 2030 and also for consideration under the Jubilee Manifesto. The Asian Tigers leap - flogged due to Engineering and Technology.
The Priority areas under the domain were identified and ranked as follows:(i) Mining and exploration;(ii) Manufacturing / domestication of Technology;(iii) Nanotechnology/Bio-medical/Material research; (iv) Space science and technology.
4.9 Cross-Cutting issues(i) Policy making and analysis;(ii) Quality assurance;(iii) Intellectual property rights / innovation management;(iv) Indigenous knowledge management;(v) Transformational leadership;(vi) Gender mainstreaming;(vii) Education;(viii) Resource management and equity.
4.10 RECOMMENDATIONS AND CONCLUSIONS The following areas were identified as the priority for the National Research and Development Agenda for the period 2013-2017.(a) Energy (95%);(b) Agricultural Sciences and Technology (90%);(c) Environment & Natural Resources (90%);(d) Health Sciences (90%);(e) Social Sciences (85%);

(f) Information and Communication (85%);(g) Physical and Biological Sciences (80%);(h) Engineering and Technology (75%).
The Research priority areas identified under each of the domains should be given preference. However, the following themes (listed in order of priority) under the Cross-Cutting domain should also be considered while funding research. (i) Policy Making and analysis;(ii) Quality Assurance;(iii) Intellectual Property Rights / Innovation Management;(iv) Indigenous Knowledge Management;(v) Transformational Leadership;(vi) Gender Mainstreaming;(vii) Education;(viii) Resource Management and Equity.
Taken together, these topics cover a wide range of issues facing policy makers and researchers seeking to implement solutions that work. NACOSTI hopes that both development partners and researchers will use this agenda to guide their choices about the future investments in research.
Although some of the domains will require a national multidisciplinary approach, many of the proposed domains are important for local research and may have significant impact on local policy and funding decisions. However, NACOSTI understands that research is not static but continues to evolve and will, therefore, update its national research and development agenda to reflect new emerging issues that advance our knowledge-base in these priority areas.
