• Provides financing to improve or develop essential community facilities in rural areas & towns up to 20,000
Community Facilities Loan & Grant Program
• In FY09 (Oct. 1, 2008-Sept. 30, 2009) Rural Development provided more than $56 Million to Nebraska Communities for projects including:– 5 Hospitals– 5 Emergency Warning Sirens– 3 Ambulances– 3 Fire Trucks/Emergency Equipment– 2 Assisted Living Facilities– 1 Childcare Center– 1 Animal Shelter– 1 Museum– 1 Streetscape– 1 Community Building– 1 Tribal College Project
Community Facilities Program Provides Assistance For:
• Community Health Services– Hospitals– Assisted Living– Physicians Clinics– Nursing Homes– Medical Rehabilitation Centers– Vocational Rehabilitation Centers– Psychiatric Clinics– Outpatient Clinics– Dental Clinics

• Public Safety– Fire Halls– Fire Trucks & Rescue Equipment– Patrol Cars

Funding Opportunities Under the American Recovery and
Reinvestment Act
• Secretary of Agriculture has designated $100 million in USDA Rural Development Community Facilities funding for public libraries.
• The $100 million will primarily be provided through the American Recovery and Reinvestment Act of 2009.

• State goal of $2.2 million in library projects in this fiscal year
• As much as $500,000 available in grant funding
Eligible Organizations
• Public Bodies (cities, counties, districts, etc.)
• Not-for-Profit Corporations with significant ties to the local community
• Federally recognized Indian tribal groups
Significant Community Support

Legal Authority/Responsibility
• Borrower shall be responsible for operation, maintenance and management of facility
• Facility may be operated, maintained or managed by third party under contract, management agreement or written lease
• Applicants must be financially sound and able to organize and manage the facility effectively
Eligible Use of Funds
• Construct, enlarge or improve public libraries• Cost to acquire land• Pay necessary professional fees• Purchase equipment required for operation such
as shelving, furniture, computers, A-V equipment, distance learning equipment
• Bookmobiles
Rates & Terms
• Maximum term for all loans is 40 years.• Repayment period is limited to useful life of the
facility• Current interest rate for loans is 4% (through
March 31, 2010)• Funds may be used in combination with other
CF assistance such as grant, applicant contributions or loans and grants from other sources
Community Facilities Grants
• Must show inability to repay loan
• Meet median household income & population guidelines
• Funds targeted to small communities with limited revenue streams

• Maximum Grant Percentages
– 75% if Population 5,000 or less & MHI* below $23,209– 55% if Population 12,000 or less & MHI* below $27,077– 35% if Population 20,000 or less & MHI* below $30,945– 15% if Population 20,000 or less & MHI* below $34,813
