Introduction
It’s not a surprise that disasters are happening all over the world. The protest against government,
fighting, killing drought, famine, earth quake, flooding and land slide, which cause calamity and lost of lives are
happening almost everyday around the world. The incidents not only warn the authority but also every human
being that they are responsive of caring this little planet “The World”. It’s noteworthy that, all these difficulties
are caused by power thirsty, injustice, pride, jealousy and exploiting the environment. The world leaders,
authority and scientist are trying as much possible the best as they can to restore the world for better situation,
but the circumstances seems deteriorating year after year.
The Flooding in theRefugee Camps (Mae La Ma Luang and Mae La Oon)
Location
The two camps Mae La Ma Laung and Mae La Oon are located about 4-6 kilo meter crow-fly from
Thai-Burma border, inside Thai soil, opposite each other from east to west direction; separate by a mountain in-
between them. Mae La Ma Luang is situated on a narrow valley along Mae Ra Mat Rivulet which enter the
Ywam river- a tributary of Moi River, from north to south, and Mae La Oon is on both side of a stream- Ma Tee
Klo. Both camps are located in Sop Moi Township Mae Hong Song province, but section 7, part of Mae La Ma
Laung camp, is located in Tak province.
Flooding
The flood incident took place on 3-4 August, caused by the combination of the mass of two river Nam
Ywam and Nam Mae Ngaw that pushed the water of Mae La Ma rivulet back ward about 1 km up-stream to
section 6, causing flood and damages to 63 houses, 1 rice store and two bridges.
Section 7A
Located on a piece of flat land, previously a small paddy field owned by a local Thai-Karen villager,
suffered the worst effect of the flood. Two hundred and fifty-one (251) houses, 1 rice store and 1 suspension
bridge were damaged. Other house hold material and food were lost as well. The most important communication
route- the suspension bridge which thousands of peoples are crossing to-and-fro every day was also damage and
causing difficulty in travel for the camp residents including students who are attending school at No. 1 high
school, situated to the other side of the river in section 5A.
Section 7B
Section 7–B, located about 1 km further up the Ywam River suffered less effect of the flood. 45 houses
and 1 rice store were damaged. Other sections suffered minor effect and lost.
Section 6
Section 6 is the second most effected by the flood. Sixty-three (63) houses, 1 rice restore and 2 bridges
were lost. The flood water roused up to the roof of houses which are in low areas. Never the less the house can
be restored to its normal soon after the flooding receded. Rice store as it was made of clay can easily melt and
lost. The mud-brick rice store was completely lost with a lot of food supply.
Mae La Oon
Mae La Oon, also suffered some damages caused by the flood, but not as much as in Mae La Ma Luang.
The foundations of certain building were washed off by the flood leaving some posts hanging and risky to live
in. The most serious part of road damages took place between Mae La Oon and section Pwe Baw Lu; half of
the road as being constructed on sandy soft soil was washed away by the flood leaving the road hanging without
base support.
Wooden Bridges
Mae La Ma Luang has a number of bridges for connection of section situation on both side of the
stream. Almost every wooden bridges built across the river in the camp is destroyed by the swift current of the
stream. Never the less the camp committee, with the support of NGO, organized and rebuilt it soon after the
flood withdraw.
Suspension Bridge
Suspension Bridge is the only means of communication and transporting route for peoples living on both
side of the river, between section 7 and other sections in the camp. For the time being, two long- tail boats are
organized by camp committee to take people across the river every day starting from 6:00 am to 6:00 pm. The
responsive estimated, 100 lits of petrol oil is needed for each day to take the peoples a cross the river. Materials
needed for repairing the bridge has been ordered, and TBBC as well with other NGO, agree to support the needs.
The repairing have already been started with hope that the bridge can be crossed over it again sometimes by
September. The bridge repairing estimated will cost 265,472.00 Thai Bahts according to the planned meeting on
15 August 2011.
Emergency meeting
Emergency meeting which participants involved support NGos, CBOs and KRC was organized on
5/8/2011 at Maesariang KRC Branch office for information sharing and discussion of how and who will provide
emergency needs support of the flood victims, and urgent action needs to be taken. Different NGOs agree to
provide different needs and deliver it as soon as possible to the camp.
Communication
During the flooding period, a number of NGOs staff were blocked inside the camp and could not
returned to office at Maesaring on time due to land slide and road blockage caused by the heavy rain. They
walked by foot to Maesariang. Never the less, travelling to camp can resume a few day later due to hardworking
of the camp community with the support of NGOs. The camp community provides labour force while on the
other hand NGOs and CBO provided needed tools, materials and food for working. The communication and
materials delivery to camp, then, can be resumed a few days later.
Two ways to the camps
The two camps can be reached in both Sob moi-Lay Kho way, and Mae Sam Lab- Mae Toe La ways.
But, the conditions of both ways are quite serious especially during heavy rain period. Many parts of the road
were turned to muddy-pool, line in which the vehicle wheels roll cut deep enough since the truck Seems
swimming on the mud with continuously surging all the way long. We, though having a number of difficulties,
are grateful and would like to thank all the needs support NGOs and CBOs who have been trying to deliver and
top-up the lost and needs of the refugee community.
KRC-Visit
The Karen refugee committee visited and call on the two camp’s committee on 8/8/2011 discussed and
suggested for camp committee to collaborate with the relief support NGos, CBOs, individual support, keeping
proper record and submit any incident report on time for action required. The flooding effect sites were also
visited. New houses with plastic sheets cover were rebuilt. Two rows of houses built close to the river side now
turned to a dry stony river bed with no more building on it. KRC call on the camp committee, with the intention
of knowing how much and what materials have been delivered to the flood victims. The camp committee could
not then respond with definite statistic, for every delivery did not channel through camp committee, and certain
NGOs, distribute their support individually without notifying the camp committee every time. Hopefully, the
camp committee will receive the detail report at the end of relief supply delivery process. Currently, KRC has
trouble to identify the precise statistic for different NGOs share the delivery and some delivery is on the ongoing
process. The camp committee, as requested by KRC, agreed and assigned flooding relief emergency committee
to come up with a more precise delivering statistic at the earliest date.
Conclusion
Finally, KRC thanks all NGOs, CBOs who are working hard for the relief; churches and individual
volunteers anywhere in the world and the fellow refugee (camp resident in all seven camps) and RTG for their
support and lending hand.

NGO Supporters
TBBC – Thai-Burma Border Consortium. Supports with food and shelter material. TBBC also supports with
warm clothing for refugees. TBBC coordinates with the Camp Management Program to help with
administration and management capacity in all seven camps. TBBC provides KRC with administrative and
organizational support and helps with staff remuneration.
ADRA – Adventist Develop and Relief Agency. Starting January 2011, ADRA assumed responsibility for
vocational training formerly implemented by ZOA in all seven camps.
WEAVE – Promotes women and children’s education and self-reliance, focusing on household issues to help
women achieve more power, rights, and opportunities in refugee communities.
AMI – Aide Medicale Internationale. Supports medical and health facilities.
ARC – American Refugee Committee. Supports medical and health facilities.
M.I. – Malteser International, formerly MHD – Supports medical and health facilities.
ZOA Refugee Care – Supports KRC-EE
World Education – Support for the Institute of Higher Education.
TOPS – Supports educational facilities and nurseries.
COERR – Catholic Office for Emergency Relief and Refugees. Food and educational support.
EVI – Involved with care and support for extremely vulnerable individuals.
H.I. – Handicap International. Supports handicapped refugees with prostheses and rehabilitation. It also
organizes annual sporting events for the handicapped.
UNHCR – United Nations High Commissioner for Refugees. Supports registration process, protection, and
ultimate safe repatriation. It is currently helping with resettlement issues.
SMRU – Shoklo Malaria Research Unit. Supports malaria control, prevention, and treatment.
SVA – Supports libraries in the camps.
PPAT – Planned Parenthood Association of Thailand. Supports family planning and preventive/education in
refugee camps.
SOLIDARITIES – Supports Burmese refugees in the camp to address sanitation issues.

ทกวนนปรากฏการณตางๆทเกดขนบนโลกใบนมนไมใชเรองแปลก,ความวนวาย,การประทวงตอ
รฐบาล , การทะเลาะววาท,การฆาฟนกน,ความ แหงแลง,ความอดอยาก,นาทวมแผนดนไหว,ดนถลมทกอใหเกด
ความหายนะและมหลายชวตทตองสงเวยสงเหลานเกดขนทวโลกและเกอบทกวน สงทเกดขนทงหมดนไมใช
เปนการเตอนใหแคผนาประเทศทมอานาจเทานน แตสาหรบเราทกคน ทมหนาทจะตองรกษาโลกใบนทเราอย
อาศย ปญหาทเกดขนเหลานเรมตนมาจากความกระหายอานาจ,การคดโกง ความเยอหยง ,ความไมปรองดอง,การ
คดรายและการเอาเปรยบ,รวมไปถงงานสรางรอบๆตวนนเอง,ประชาชนผนาของโลก,รฐบาลและนกวทยา
ศาตสรทงหลาย ไดพยายามเพอทจะใหความเปน อยของโลกธรรมดาหอเหยวและแหงฉาวใบนดดขนเหมอนเมอ
ครงกอน แตปแลวปเลาความเปนอยของโลกใบนกลบเลวรายลงเรอยๆ

พนทศนยอพยพ - ศนยอพยพแมลามาหลวงและแมละอน ทงสองศนยนไดกอตงขนเปนศนยอพยพชวคราวอย
ในประเทศไทยหางจากชายแดนประมาณ 4 ถง 6 กโลเมตร (วดโดยทางอากาศ) ศนยทงสองนไดอยตรงขามกน
ทศเหนอและใตถาไมใชเพราะมภเขาอยคงกลางระหวางทงสองศนย ศนยทงสองน กสามารถมองเหนกนได แม
ลามาหลวงไดสรางขนนทแมนาเมยของแมลามาหลวง ซงไหลมาจากทางดานท ศเหนอไปทศใต และเขาส แมนา
เมยทางสบเมยดานทศเหนอ สวนทางดาน แมหละอนไดสรางขนทแมนาเมยหมะ แมนาเมย สบเมยและแมนา
สายเลกๆดานขางทงสองสายของแมนาสบเมยนนเอง ศนยทงสองนอยในอาเภอสบเมย จงหวดแมฮองสอน แต
แมลามาหลวงหม 7 นนอยในพนทจงหวดตาก
ปรากฏการณน าทวม - ปรากฏการณนาทวมนเกดเมอวนท 3-4 เดอนสงหาคม นาทวมครงนเก ดเพราะแมนายวม
และแมนาเงาไหลมารวมกนและไหลยอนไปทางแมนายวมในแมลามาหลวงและไหลกลบขนไปไดประมาณ

ศนยแมลามาหลวงหม7-A - หม7-A นไดตงอยในพนทจงหวดตากขางแมนายวมบนทราบสงเมอกอนเปนไร
ของประชาชนคนไทยคนหนงนาทวมทาใหนาเซาะพนทเสยหายและดวยความไมคาดคดทาใหบาน251 หลง
ตองจมหายไปโกดงและสะพานแขวนไดพง และรายงานความเสยหายลาสดกอยางเชนไดเสนอรายงานตามทได
เขยนไปขางตน อปกรณอยางอนทไดรบความเสยหายกยงมอยเพราะสะพานแขวนไดเสยไปเลยทาใหทางหลกท

ศนยแมลามาหลวงหม7B - หม7B ตงอยทางตะวนออกของหม7-Aดานแมยวมไปประมาณ1 กโลเมตร แมนา
จะทาความเสยหายนอยแตกมบาน45หลงและโกดงไดเสยและจมหายไป
ศนยแมละมาหลวงหม6 - หม6นนกตองเผชญกบความเสยหายเปนพนทท2 บาน63หลงโกดงดนและสะพาน2
แหงไดเสยหายไปเพราะนาไหลยอนมาเลยไดทวมบานสวนทไดสรางบนพนทลมจมไป แตเปนเพราะนา ไหล
ยอนไมแรงมากพนองเลยไดบานคนและทาความสะอาดหลงจากนาลดลงเราเลยพดไดวาความเปนอยตอนน
กลบเปนสภาพเหมอนเดมโกดงทเราสรางดวยดนหลง1พอเปยกนา กเลยทาใหพงลงในเวลาไมนาน
ศนยแมหละอน - ศนยแมหละอน บานสวนใหญจะสรางอยบนเขา และทสงเลยทาใหไดรบความเสยหายนอย
แตบานสวนหนงไดสรางบนดนทราย ทนาไหลเซาะไดงาย เลยทาใหเสาบานเอยงระดบบานไมเทากนเสยงตอ
ผคนทตองพกอยอาศยความเสยหายทหนกทสดคอทางทเชอมระหวางศนยตอนบนและหมตางๆใน(แพวบอล)
เปนเพราะนาทาความเสยหายสงของบางสวนจมหายไมเหลอรองรอยเลยและทาใหถนนเสยหายรถกตองหยดวง

สะพานไม - โดยเฉพาะศนยแมลามาหลวงมสะพานหลายแหงทเชอมตอกบหมตางๆขางๆแมนา สะพานเกอบ
ทกแหงถกทาลายดวยนาปาไหลหลาก แตเปนเพราะการดาเนนการและความพยายามของคณะกรรมการศนย
รวมไปถงองคกรตางๆคอยใหความสนบสนนชวยเหลอเลยทาใหขามไปขามมาไดหลงจากนาลดตวลง
สะพานแขวน - สะพานแขวนทเชอมระหวางศนยอพยพและหม7เปนทางหลกของพนองทง2ฝายขางแมนา
เปนเพราะสะพานสายนขาดไปผมหนาทรบผดชอบดานการปกครองเลยไดสรางเรอหางยาวไว2 ลาเพอขนสงพ
นองและนกเรยนวนสองวน จาก 6 โมงเชาถง 3 ทม ของทกวนดวยการ คดคานวณของผมหนาทรบผดชอบการ
ขนสง เรอ 2 ลานจะตองใชนามนทงหมด 100 ลตรตอ 1 วนอยางทบอกใหรกนวาอปกรณสงของตางๆทตองใช

สญญาจะดาเนนใหความชวยเหลออยางเรวทสด
การสอสาร (การเดนทาง) - ในชวงนาทวมพนกงาน NGOs หลายคนทตองตดอยในศนยกลบเขาแมสะเรยง
ไมไดเพราะฝนตกหนก ต นไมลมและดนถลมปดทางเดน และเพราะผมหนาทรบผดชอบของศนยไดดาเนนการ
ใหพนองรวมถง NGOs ตางๆ คอยใหการสนบสนนชวยเหลออปกรณและการรวมมอกนทางานเลยทาใหการ
เดนทางเขาออกในศนยดขนภายในไมกวนนนเอง
ทาง2สายเขาศนยอพยพ - เราเดนทางเขาสศนยอพยพไดสองทางคอสบเมย-เลโค-แมลามาหลวง และอกทาง
คอแมสะเรยง, แมลามาหลวง, แมตอละ แตถงอยางไรพอหนาฝนความ เปนอยของทางทง2สายนกลาบาก
เหมอนกน ทางหลายตอกลายเปนโคลนทาใหลอรถตดและสไลดบางทกถงกบตดจมลงไปในโคลนทงลอและ

พนองผอพยพทนาไดทวมทาความเสยหายใหทงหลาย คาถามเกยวกบเรองจานวนนนทางคณะกรรมการยงไมม
คาตอบทแนนอนใหทงหมด เพราะการดาเนนรายการตางๆยงไมเสรจสมบรณ เมอการทางานทงหมดเสรจสนลง
เราหวงวาผมหนาทรบผดชอบในศนยจะไดรบรายงานทสมบรณไปดวยจานวนตางๆอยางแนนอน ทาง KRC ก
