Purpose• This training will outline the NOAA policies and procedures for

Trusted Agent Sponsorship System (TASS) applicant vetting as required by DoD.

Background • All applicants who apply for a NOAA Common Access Card

(CAC) via TASS must have at least a NACI investigation initiated or completed with favorable results and adjudicated by the Office of Security.

• Trusted Agents (TA) are required to verify that the applicant they sponsor for a CAC has met the above requirement.

• NOAA has chosen to adopt the CD-591 as a means of vetting NOAA Contractors (Affiliate/Guest/Others). It is used by NOAA’s TAs as verification from the Servicing Security Office (SSO) that an applicant meet the investigation requirement for sponsorship into TASS to obtain a CAC.

CD-591 Process• TA must verify that applicant has the required level of

investigation to apply for a CAC by using a CD-591 and follow the below process:

TA completes section A (Applicant Information) Numbers 4-14 as indicated on slide 5

TA forwards CD-591 to their SSO for completion of section C (Approval)

SSO will complete Section C as shown on slide 6SSO should return CD-591 to TA within 3 business daysTA will not sponsor applicant for a CAC unless they have

received a signed CD-591 from their SSO4

Section A – Applicant Information, the CD591 will look like:

Trusted Agents, need to complete the following lines in Section A:

#6 no longer applies to the process. Put N/A#11 – Sponsor ID Number was for a different process – no longer being used

If the subject has a completed investigation, the CD591 will look like: Date investigation completed

Type of investigation will be noted if higher than a NACI

If the subject does not have a completed investigation, the CD591 will look like: Date fingerprints conducted

EQIP#123456 released to OPM on MM/DD/YY

1) Trusted Agents must obtain a CD-591 on ALL applicants that are eligible for a CAC. These CD-591s must indicated that a NACI or higher investigation has been initiated or completed.

2) For CAC renewals, Trusted Agent will not be required to obtain a new CD-591 unless the CD-591 that was previously issued indicates the investigation was submitted to OPM. The new CD-591 will now indicate the closed investigation date.

3) When a contractor/associate transfers within NOAA from one TA to another, the losing TA must provide a copy of the CD-591 to the gaining TA and MUST not revoke the CAC.

4) It is the Trusted Agent’s responsibility to maintain the CD591s for audit purposes.

CD591s will not be returned by Security Offices unless there is a closed investigation (NACI or higher) or an eQIP has been released to OPM
