PLANNING REQUIREMENT FOR PROJECTS

Planning is the cornerstone of project development.

• A FEMA-approved Tribal mitigation plan is required to apply for and

receive project funding in accordance with 44 CFR Part 201.

• Extraordinary Circumstances will not be granted if Applicants or

subapplicants do not have a Hazard Mitigation Plan by the

application deadline.

• A new Tribal Mitigation Plan Review Guide is available at:

❑ FEMA began using this guide Dec. 5, 2018 to review and

approve all Tribal Mitigation Plans

COST SHARE REQUIREMENTS

FEMA will pay 75% of the total cost

FEMA will pay up to 90% for small, impoverished

communities.

• Community of 3,000 or fewer individuals

• Economically disadvantaged

•per capita annual income not exceeding 80% of national per

capita income

• High unemployment rate

•Local rate exceeds by 1 percentage point the average yearly

national unemployment rate

PDM FUNDING PRIORITIES

State/Territory Set-AsideUp to 1% of PDM funds or $575,000,whichever is less

Tribal Set-Aside $575,000 per Federally recognized tribal government applicant ($20 million)

• Tribal Applicants’ highest ranked eligible planning or project subapplication(s) not to exceed $575,000 cumulative total Federal cost share.

• No limit to the number of subapplications a Tribal Applicant may submit towards the set-aside.

• Subapplications exceeding set-aside cumulative limit will be considered in the competition.

Up to $10M Federal cost share. Final ranking based upon scoring factors

• Each Tribal Applicant may only submit 1 subapplication

• Must not exceed $10M total Federal cost share

• Must state Resilient Infrastructure in title of project and use eGrants code 402.3

• Any Applicant agency willing to serve as the Tribal Applicant for a multi-state/tribal or multi-tribal mitigation activity may include 1 multi-state/tribal project.

PDM COMPETITIVE FACTORS

FEMA will further prioritize the competitive subapplications in categories

#2 (Tribal set-aside) and #5 (competitive) as needed based on:

1. Small, impoverished community status

2. Public-private partnership participation as indicated by the inclusion

of private funds in the non-federal share (highest percentage of

private funds)

3. FEMA validated Building Code Effectiveness Grading Schedule

(BCEGS) rating from 1 to 10

4. FEMA validated Benefit-Cost Ratio (BCR) for projects

5. Applicant’s rank of their competitive projects

PDM APPLICATION LIMITS

Tribal Applicants may include the following in a PDM

grant application:

• Unlimited number of plan and project subapplications up to $575,000

cumulative Federal share for the Tribal set-aside

• Unlimited number of Advance Assistance subapplications not to

exceed $200K cumulative Federal share per Tribal Applicant

• 1 Competitive Resilient Infrastructure project

• Unlimited planning subapplications

• 9 competitive project subapplications

• 1 multi-state/tribal project (for a maximum of 10 competitive projects)

• 1 Tribal management cost subapplication

PDM FUNDING LIMITS

Projects

• $4 million limit for mitigation projects

• $10 million for Resilient Infrastructure projects

Advance Assistance

• Up to $200,000 per Tribal Applicant for Advance Assistance

Plans

• $400,000 limit for new mitigation plans

• $300,000 limit for multi-jurisdictional tribal mitigation plan update

• $150,000 limit for single jurisdiction tribal mitigation plan update

Management Cost

• 5% of plan/project subapplication budget for subapplicant management costs

• 10% of grant application budget for applicant management costs

No Applicant may receive more than $37,380,000

HOW TO APPLY

PDM and FMA grant applications must be

submitted to FEMA via the Mitigation

eGrants system:

https://portal.fema.gov

• Tribal Applicants must contact the eGrants

Helpdesk to report system issues that

prevent grant application submittal.

• All requests for eGrants technical

assistance for the FY19 grant cycle must

be submitted no later than 3 p.m. ET on

January 29, 2020. This will help ensure

timely resolution of technical issues prior to

the application deadline.
