Labour Force Survey

The Manitoba labour force increased by 3,600 per-
sons (0.5%) in December, while Canada’s labour
force was unchanged. Compared to the previous
December, the labour force increased 1.5% in Mani-
toba.
Manitoba’s employment level increased by 700 per-
sons (0.1%) in December. This follows an increase of
0.4% in the previous month. Across the country, em-
ployment performance varied with Newfoundland &
Labrador experiencing the highest employment in-
crease at 1.2%, while Prince Edward Island
experienced the largest decline among the provinces
(-1.6%). Canada’s overall employment was un-
changed in December. From December 2017 to De-
cember 2018, Manitoba’s employment increased by 6,900
persons or 1.1%.
Manitoba’s private sector (private sector employees + self-
employed) increased by 1,300 jobs from November to De-
cember. The public sector decreased by 600.
Full-time employment increased by 6,200 positions from
November to December while part-time employment was
down 5,500 positions.
Labour Force Survey Notes
The Labour Force Survey (LFS) is a household survey
carried out monthly by Statistics Canada.
employment rate is the number of employed people
as a percentage of the population aged 15+.
unemployment rate is the number of unemployed
people as a percentage of the labour force
(employed and unemployed and looking for work).
participation rate is the number in the labour force
as a percentage of the population.
Full-time employment is the number of persons
who working 30 hours+ per week at their main job.
All estimates are seasonally adjusted, unless otherwise
specified. This removes seasonal and calendar effects
allowing for comparisons between time periods.
The LFS estimates are based on a sample and are there-
fore subject to sampling variability.

Manitoba Employment Trend
From November 2016 to August 2017, Manitoba’s employ-
ment experienced a strong upward trend, followed by a
decline from September to December 2017.
Beginning in 2018, Manitoba has experienced both increas-
es and decreases in total employment between months,
however the overall trend continues to move upward.
Manitoba’s unemployment rate was 6.0% for December
2018. This rate was up 0.3 percentage points from No-
vember, ranking Manitoba fifth interprovincially. The
December unemployment rate was above Canada’s rate
of 5.6%.
Compared to December 2017, Manitoba’s unemployment
rate was up 0.4 percentage points.
The province’s youth (aged 15 to 24 years) unemploy-
ment rate of 12.6% was up 0.1 percentage points from
November to December and was above Canada’s rate of
11.1%.
Compared to the previous December, the youth unem-
ployment rate in Manitoba was up 1.1 percentage points.

What is the Trend-cycle?
The trend-cycle estimates are a smoothed version of the
seasonally adjusted time series, removing the irregular
component of the data (unexpected economic events or
shocks). It provides information on longer-term move-
ments in the series. It is calculated as a weighted average
of 13 months, centered on the reference month—referred
to as a symmetric moving average. The most recent 6
estimates are based only on the available months of data
and are considered preliminary.
