OMAINTEC 2016
Governance of O&M Master Data Quality throughout Asset Lifecycle Jeddah, Kingdom of Saudi Arabia
By: Dr. Salomon De Jager – Chairman & CEO, PiLog Group

Introduction
• It is accepted by now that Data should be treated as an Asset (MIT
TDQM 1991)
• Quote: “Data Quality becomes the lubricant for the Digital Age, just
as Oil was the lubricant for Industrialization a 100 years ago”.

Introduction
• Without quality data and standards, interoperability in modern
manufacturing for example is not possible.
• Especially when the global and specialized vendors have to
cooperate to build modern and latest technology infrastructure,
automobiles, rail and trains, airports, aircraft, industrial plants,
nuclear plants and space stations to name a few.
• Similarly the digital data flow, automated control systems and
business management systems cannot cooperate without agreed
standards and data quality.

Introduction
• Within the KSA 2030 vision and NCLOM, Data Quality and
Applicable Standards will be a key component for success.
• It is essential that Data be treated as an Asset throughout the total
Asset Management Life Cycle with relevant data quality standards
to ensure continuous Governance Conformance.

ISO Standards
• ISO 55000 –
• ISO 55001 Asset management – Management systems –
Requirements, considers an asset management system to address
six aspects of an organization:
– the internal and external environment,
– its planning processes,
– its support processes,
– its operational processes,
– its performance evaluation processes,
– its ongoing improvement processes.

ISO 55000 and 9000
• ISO 55000/55001 certification is not a guarantee for good asset
performance and management.
• Likewise ISO 9000 and ISO 9001 is a quality-management system
intended to improve operations and processes to ensure Product
Quality.
• A certified ISO 9001 quality system is not a guarantee of an
excellent product, but a product built to adhere to a quality process.
• Data Quality is assumed?
2016/12/22 www.piloggroup.com 6
ISO 8000
• No reference made of Data Requirements that need to be met in
ISO 55000 and ISO 9000.
• The best designed systems will fail if no attention is given to “data
meeting requirements” and the continuous improvement of data
quality. This aspect is addressed by ISO 8000.
• The ISO 8000 Data Quality standards, was initiated in 2005.
• It started off by Part 100 – Master Data.
2016/12/22 www.piloggroup.com 7
• ISO 8000 Master Data
• Master Data Management (MDM) is as one of the key elements in
ISO 8000.
• The relation of Master Data to other data is illustrated below:
2016/12/22 www.piloggroup.com 8
ISO 8000 part 100 series
• ISO 8000 part 100 series is
dedicated to ensure
maintainable and quality Master
Data, that can be exchanged
independent from the software
application of its use. Part 110
deals with data syntax,
semantic encoding and Data
Requirement specification. Part
120 deals with provenance,
part 130 with accuracy and part
140 with completeness. The
scope of ISO 8000 part 100
series is illustrated below:

Typical Data Sources during the Asset Lifecycle
• Identifying the data sources
during the engineering design
and acquisition phase of the
Infrastructure, Plant and
Equipment life cycle is cardinal.
The origin of correct and quality
data lies largely with the
Original Equipment
Manufacturer (OEM). The
typical data sources is
illustrated below:

• Dr Salomon de Jager, CEO of Pilog Group is a Professional Engineer. He worked for Iron and Steel Corporation SA for six years and was involved in the design and optimization of asset and inventory management systems. In 1984 Salomon established a consultancy practice which developed and implemented the integrated asset and logistics management system for the South African Air Force and Navy. Successful Asset and Maintenance Management systems was also developed and implemented for the Steel, Utilities, Mining, Nuclear, Telecom, Aviation and Petrochemical Industries. This elaborated experience was used to complete his PhD in 1993 on System Engineering and integrated acquisition processes in nuclear enrichment equipment. Dr Salomon will be assisted by Eng. Suleiman Barada, an experienced and specialized consultant in Master Data Quality and Enterprise Asset Management business automation.
