About MIPPA
• Initial legislation passed in 2008
• Provides funding for SHIPs, AAAs, and ADRCs to o Conduct outreach and enrollment into Medicare Part D
Low Income Subsidy (LIS/Extra Help) and Medicare Savings Programs (MSPs) for low-income Medicare beneficiaries
o Help rural residents enroll in Part D
o Promote Medicare’s preventive services
• Subsequent legislation has reauthorized funding through FY17

• Has served as MIPPA Resource Center since 2009 o Provides training, technical assistance, and resources for
state agencies & community organizations doing benefits enrollment
o Funds network of Benefits Enrollment Centers providing comprehensive assistance
o Collaborates with States & Federal government to promote better coordination of benefits

About the SHIP Center
Mission • The SHIP TA Center serves as a central source of information for
and about the SHIP program. • The center provides training, technical assistance, and promotional
activities in support of the national SHIP program and its 54 individual SHIP projects.
• SHIP TA Center services are available for optional, not mandatory, SHIP use.

Director • Has full access to all
library functions and resources
• Approves requests from other users in that state
• Can be more than one per state (SMP project director decides)
• Can access the Assessments tab
Coordinator • Can upload • Can access all resources
in the library • At the director’s
discretion: • May or may not need
a director-level user to approve a resource before it goes live
• May or may not have access to assessment results
