The Union County Board of Su-pervisors met in Regular Session onMonday August 31, 2020. The meet-ing was called to order at 9:00 AMwith the following members present:Ron Riley, Dennis Brown and RickFriday.

AGENDA: Motion by Riley andseconded by Brown to approve theAgenda. All voting aye, motion car-ried.

MINUTES: Motion by Brownand seconded by Riley to approve theAugust 26, 2020 minutes. All votingaye, motion carried.

OPEN FORUM: Dale Cline pre-sented and read excerpts from IowaCode Section 331.301 and 309.67concerning properties and rights-of-way in the town formerly known asKent.

SOLAR ENERGY: LeslieWurster discussed the possibility ofsolar energy farms coming to UnionCounty. Wurster was approached byAliant Energy about putting one ontheir farm in Highland Township,and Aliant has talked with other landowners in the area. She wanted togive the board an advanced warningso they can be looking at ordinancesconcerning solar energy farms. TheBoard, as of yet, has not been con-tacted by Aliant Energy concerningpotential solar energy placements inUnion County.

EMA: Union County EmergencyManagement Agency DirectorJoanne Duckworth updated the boardon COVID-19 statistics in the coun-ty, and informed the board that heragency will be receiving an Emer-gency Management PreparednessGrant of $14,000.00 to be used forPersonal Protective Equipment, andto be spent by June 2021. Communi-cations: Duckworth reported that theinitial testing of the new systemshowed 98.5% coverage for theportable radios, dramatically im-proved from the old system, and bet-ter than the 95% coverage that wasguaranteed by Motorola. Some minormatters remain to be resolved, but theinstallation is nearly finished.

BUILDINGS & GROUNDS:Motion by Riley and seconded byBrown for Building and Grounds Di-rector Shawn Lauer to purchase acomputer contingent on if a used onefrom the Assessor's office doesn'twork for his needs. All voting aye,motion carried.

BERNIE LOWE AND ASSO-CIATES: Skip Lowe and KathrynPolson from Bernie Lowe and Asso-ciates discussed the final numbers forthe fiscal year end on the UnionCounty Health Insurance Plan.

SIRWA: Dan McIntosh, GeneralManager and Jeff Rice, Project Man-ager of SIRWA, discussed the coun-ty's utility permit applications andwould like to see a couple areas ofthe permit updated. Also discussedthe Flood Plain Ordinance and FloodPlain Permits. Board will check withCounty Attorney and County Engi-neer on the change request.

ENGINEER: Union County En-gineer, Zach Gunsolley, presentedand discussed the weekly update.Utility Permit: Motion by Riley andseconded by Brown to approve aUtility Permit from Farmers ElectricCoop to bore under 110th St (N ofREA RD) for electric service for are-na and hay shed. All voting aye, mo-tion carried. Utility Permit: Mo-tion by Brown and seconded by Rileyto approve the Utility Permit forFarmer's Electric Coop to bore underQuail Ave (North of Larry Weis) forelectric service for hog barns. Allvoting aye, motion carried. UtilityPermit: Motion by Brown and Sec-onded by Riley to approve the UtilityPermit for SIRWA to bore a waterservice line under at 1598 PheasantAve for Larry Weis. All voting aye,motion carried. Utility Permit: Mo-tion by Riley and seconded by Brownto approve the Utility Permit forFarmers Electric Coop to bore underLark Ave (North of REA RD) forelectric service to new grain bins.All voting aye, motion carried. Reso-lution #3 FYR 20-21 Low-WaterStream Crossing: Motion by Brownand seconded by Riley to approveResolution #3 FYR 20-21 Low-Wa-ter Stream Crossing as follows:WHEREAS the Board of Supervisorsis empowered under the authority ofSections 321.236 and 321.255 of theCode of Iowa to regulate, warn orguide traffic on highways under theirjurisdiction and to place and maintaintraffic control devices, and WHERE-AS the County Engineer has evaluat-ed and determined there is a need forregulating traffic at the ford typelow-water stream crossings, NOW<THEREFORE< BE IT RESOLVEDby the Union County Board of Su-pervisors that warning signs with themessages, "Flood Area Ahead" andImpassible During High Water", anda regulatory sign with the message"do Not Enter When Flooded" beerected for the safety and welfare ofthe traveling public at the approachesto the ford type low-water crossingsat the following locations: On IrisAvenue, 2160 feet north of the inter-section of 240th Street and Iris Av-enue, Section 9 of Grant Township.Roll call vote: Riley aye, Brown aye,Friday aye, motion carried.
