P2 In Motion – Practical Applications
PPP Goals
Inclusive
Actively facilitate the involvement of all communities that may be affected in the public participation process, including those that are traditionally hard to reach, through culturally sensitive methods.
Collaborative Work jointly with the community throughout the planning and project development process.
Responsive Proactively link public feedback to outcomes in order to build trust.
Consistent Ensure established guidelines from the PPP are followed throughout WMATA.
WMATA’s service area is home to a very large and diverse population. This includes Title VI populations.
– Minority groups – Low-income – Limited English Proficient (LEP)– Persons with disabilities

• PLANNING PROJECTS: Long-range strategic planning like Momentum and station area planning projects, short-term planning like bus studies
• AMENITIES & INFRASTRUCTURE: Getting rider feedback on fare gates, fare media types, etc.
• ENVIRONMENTAL ANALYSES:Environmental justice impact of a new bus maintenance facility
• SERVICE CHANGES:Changing the route or frequency of a Metrobus or Metrorail line
• PUBLIC INFORMATION CAMPAIGN: Temporarily shutting down a Metrorail station or line, detouring a Metrobus route, a station entrance closure, etc.
• POLICY ALTERNATIVES: Budget and fare changes
Silver Line outreach
Budget outreach
What projects are under the Public Participation Plan?
Each communications and outreach plan is different. The strategy comes from:• Project purpose, public role, goals • Project population• Resources, budget and timeline
Depending of the strategy, then we can select the activity types that best suit the project.
What factors are considered when building a plan?
• To involve Title VI populations, go where they are.• Demonstrate cultural sensitivity.• Make it convenient to attend events.• Tailor event formats to the preferences of groups
whose input is sought.• Translate materials and use graphics.• Use ethnic media and distribution outlets.• Newspaper advertising still works.• Include children.• Acknowledge and use input.• Use Community Based Organizations.
Key Findings
How does WMATA track “success” with the PPP?
• Post-Activity Summaries• Post-Project Evaluations• Annual PPP Performance
Measurement Review• Performance Measures
PPP Example #1:Takoma Langley Crossroads Transit Center
• New bus facility built by the Maryland Transit Authority at the intersection of University Blvd (MD 193) and New Hampshire Ave (MD 650)
• Required public input for WMATA to lease, operate and maintain the transit center
PPP Example #1:Takoma Langley Crossroads Transit Center
• Demographic analysis on local area and Metrobus customers showed high Hispanic, low-income and Limited English Proficient (Spanish) populations
• Created communications and outreach plan that included heavy CBO involvement, outreach at bus stops, translated materials and Spanish-speaking staff at all events
PPP Example #1:Takoma Langley Crossroads Transit Center
• Over 1,400 fliers distributed and over 600 surveys taken during three bus stop “pop-up” events
• Easy-to-ready survey format
English38%
Spanish62%
Surveys Taken at Bus Stops
PPP Example #1:Takoma Langley Crossroads Transit Center
• 16 CBO visits during the public comment period• Spanish media was major component of
outreach.• English/Spanish signage• Open house and public hearing had
approximately 20 attendees and the presentation was verbally translated.
PPP Example #1:Takoma Langley Crossroads Transit Center
• Phase 1 of plan is complete (Feedback) but Phase 2 (Implementation/Education) will begin once an opening date is set.
• Lessons learned: Know the area -- Spanish, Spanish, Spanish (and some French)! Staff appropriately.
Consider low literacy in all materials (more visuals).
CBOs can provide great insights into behaviors of their constituents.
PPP Example #2:Bus State of Good Operations (SOGO)
• Annual package of proposed service adjustments
• Final package included 81 service proposalsand 3 tariff proposals
• Public comment period between August 15 –September 23
