DILAPIDATED and vacant buildings, openplots which have become dump sites andstreets strewn with litter.The Retreat business hub, from Seventh
to Eleventh Avenue and Retreat Road, is indesperate need of an upgrade. The oncethriving business hub and first choice shop-ping area has become a home for vagrantsand a crime hotspot.While businesses are struggling to gener-
ate a profit and pay salaries, the area is nolonger frequented by residents of the greaterRetreat area, who have chosen to do theirshopping at nearby shopping malls.But in a bid to increase business and visi-
tors to the business hub, local business own-ers and the City of Cape Town are calling forsupport from residents and other businessesfor the upgrade of the business centre.Local business owners, togetherwith local
ward councillor Jan Burger and the City’sDepartment of Economic Development, willmeet to discuss the way forward tonight(Tuesday 19 March).Business owner and Steenberg Communi-
ty Police Forum (CPF) chairperson KevinSouthgate says business owners in the areahave been concerned about the negative im-pact of crime and the “state of total neglect”of buildings for a number of years.“Building owners have allowed the build-
ings to reach its current state, despite thoserenting these premises having requestedthat landlords fix and clean it,” he says.“This has led to a limited scope of progress
for businesses, with very few – if any – in-vestment in the area. First impressionsleave lasting impressions and many ownersfeel unsafe.”Southgate says he often receives phone
calls fromprospective customerswho, in theend, do not visit his store once they areaware of its location.
He adds that the establishment of theSouth Peninsula Business Forum a year agowas not well supported.“We are now planning a new initiative
with the businesses in and surrounding theindustrial area, with the hope of mobilisingall business owners in the area,” Southgatesays.“We have met with Steenberg police and
the CPF, as we realise the importance in apartnership with the organisations. At themeeting the challenges were discussed,while the support for a business forum wasreiterated.”Southgate says “key issues”, such as
crime, safety and security and parking, willbe high on such a forum’s priority list.People’s Post previously reported on the
department’s plans for development econo-mists to survey the current economic situa-tion and design a business retention and ex-pansion plan for Retreat (“Business surveyin Retreat”, People’s Post, 29 January).The survey will focus on businesses and
industries located along Retreat Main Road,MilitaryRoad andRetreat Industria – the ar-ea bordered by Station, Main and Militaryroads, and the railway line.Burger says plans to upgrade the business
district were initiated in 2006.“Since then we have exhausted all ave-
nues for funding and support.We seem to hita brick wall everywhere,” Burger says.“The upgrade of the business area will
work hand in glove with the upgrade of Re-treat train station, while it will also createjobs during and after the process.“Itwill also assistwith skills development
for the unemployed people of the greater Re-treat area. We just need the buy-in and sup-port of a sponsor tomake these ideals a reali-ty.”V Tonight’s meeting will be held at Norton’s PanelShop in Tenth Avenue, Retreat, at 18:00. All interestedparties are welcome.

ODENDAAL GERBER: He is most passionateabout the right to access to water. “Peopleshould use water sparingly. There are so manypeople who don’t have access to drinkingwater. Yet you get others who can afford itand then waste it.”
TOBIE STEENKAMP: The right to life is themost important right, he says. “I feel if youtake away someone’s right to live, your lifeshould be taken away. In our country thatright is absolute, not even the State can takeaway your right to life.”
LEE-ANN PEDRO: She says freedom of speechshould be supreme and feels it is what ourcountry needs to move forward. “It is impor-tant and will help our country if people couldexpress what they want, when they want andhow they want.”
TERRI-LEE JENSSEN: She believes it isimportant for people to express themselves.“Freedom of speech is the most importanthuman right because people should be able tosay what is on their minds.”
CHARLES MERRINGTON: “The right to freedomof movement is important. This is not (likein) the old days when you needed permissionto enter certain places. We don’t want to goback to those days, so that right shouldn’t betaken away.”
LAWRENCE LUBBE: “I think the right toeducation is the most important becausewhen a person is educated, they have achance to land a decent job. Should that rightbe taken away a lot of people would behopeless – education is everything.”
Sassa re-registration for safety’s sakeTASMIN CUPIDO
CONFUSION about where State pension-ers can collect their monthly payout hassurfaced.
This comes after the South African So-cial Security Agency (Sassa) adopted andintroduced the biometric- based systemfor all social grants in February.
The system aims to ensure that the rightgrant is paid to the right individual at theright time and place. It’s immediate planis to eradicate fraud and corruption.
It will also allow beneficiaries to usetheir Sassa branded card anywhere in thecountry.
But People’s Post received a number offrantic calls from readers, who claim thenew system was “time consuming” and“dangerous”.
One such reader, Beatrice de Wett (78)from Diep River, tells of her experience ata local supermarket. “I was not there todraw my monthly pension – I will onlyhave to do so in April, but I was horrifiedand shocked when I saw what was happen-ing,” she says.
“When I arrived at the supermarket, theplace was very crowded. I thought the peo-ple were rioting, but soon realised theywere there to draw their pensions.”
She describes the atmosphere as “abso-lute chaos”, as pensioners queued in long
lines inside and outside the store. “Theyall had to stand; there was no place forthem to sit. Some of the people were stand-ing with walking sticks, visibly uncom-fortable,” De Wett says.
“I also found out that they had beenstanding there for a very long time – someof them had been there for up to fourhours. And there are no ablution facilitiesfor them to use.”
De Wett claims she was informed thatthe “chaos” was the same the previousday, with three of the pensioners havingbeen transported to hospital for medicaltreatment after they had fainted whilewaiting in line. “The staff at the supermar-ket also told the people that they had to re-turn the next day, because there was nomore money,” she says.
“I cannot understand why Sassachanged the process of drawing your pen-sion. Why must we go to supermarket? Itis heartbreaking and sad to see the pen-sioners suffer this way.”
However, regional Sassa spokespersonShivani Wahab says supermarkets Pick nPay and Shoprite are not the only placespensioners can draw their monthlygrants.
“The beneficiary has the option of ac-cessing their social grant at a Sassa paypoint, vendor or bank of their choice. Withapproved vendors, Shoprite and Pick n
Pay, there is no fee applicable for a benefi-ciary to access their social grant,” Wahabsays. “However, should a beneficiary optto access their social grant at a bank, theregular bank charges will
be applicable.”The new system requires all beneficiar-
ies to re-register, not re-apply, for their so-cial grants. The registration process com-menced in November. “The re-registra-tion process entails
about 15 million social grant recipientsenrolling onto the system using biometrictools such electronic fingerprinting to ver-ify their identities,” Wahab says.
“Beneficiaries will then be issued witha smartcard that will allow the flexibilityof accessing social grants anywhere in thecountry.”
The re-registration process is expectedto be complete on Sunday 31 March.
Sassa will update all the details and cap-ture an electronic scan of fingerprints ofthe beneficiary at the last payout at the“old pay point”. Beneficiaries need to takealong their identity document, Sassabranded master card, contact details andthe name and contact details of a next ofkin. New zoning scheme to reshape cityTASMIN CUPIDO
THE Greater Cape Town Civic Alliance(GCTCA) has raised concerns about theCity of Cape Town’s new zoning scheme.The organisation, which is the umbrel-
la body for civic associations across theCape Peninsula, raised these concerns ina press release, issued jointly with theFar South Peninsula Civic Forum.The Integrated Zone Scheme for Cape
Town (CTZS) was launched on Friday 1March, replacing the 27 former “outdat-ed” zoning schemes with a single zoningscheme.The process for the promulgation of the
scheme was divided into five phases,from 2002 until November last year. Itwas adopted at a Full Council meeting inDecember.“The newCTZS, however, does provide
for mechanisms, such as the OverlayZone to effectively respond to the protec-tion and conservation of unique and spe-cific areas within the City,” says CherylWalters, the City’s Director for PlanningandBuildingDevelopmentManagement.“The purpose of the CTZS has not
changed and still provides for the deter-mination of use rights and to provide forcontrols over such use rights. This is aConstitutional obligation of local govern-ment, as part of municipal planning.“This project did also result in the re-
peal of some of the last remains of apart-heid planning, such as those zoningschemes promulgated in terms of theformerBlackCommunitiesDevelopmentAct.”Walters describes the scheme as “mod-
ernised”, as it provides for new land useactivities such as cellular infrastructureand green technologies. “It is also, in gen-eral,more permissive, encouragesmixeduses where appropriate and equal oppor-
tunities.”The scheme was subject to various
meetings and public participation proc-esses during the planning stages. “Vari-ousmedia releases, placement of notices,advertisements in the community pressand information sessions happened inthis period to inform, warn and prepareindustry stakeholders and the public ofthe implementation date of the CTZS,”Walters says.However, the concerned organisation
flagged various aspects of the scheme, in-cluding the possibility of a “radicalchange in the character of the city andundermining its sustainability” in thepress release.The press release reads: “Nominimum
erf size has been set. This paves the wayfor cramped urbanisation, not just wisedensification. It could also herald a fieldday for developers focused on maximis-ing rental income and speculative subdi-vision.”It also highlighted the removal of serv-
ice industrial zoning, which has nowbeen replaced by light industrial zoning,mixed-use zones where there are few re-strictions on a range of activities andamenity zoning being replacedwith com-munity zoning as some of the organisa-tion’s concerns.The City also only has to advertise de-
partures if, in the opinion of City Manag-er Achmat Ebrahim, it will adversely af-fect anyone,while cellphonemasts are al-lowed anywhere.However, City officials met with repre-

THE Cafda executiveboard leadershipstruggle seems to have
come to an end after sus-pended chairperson FrankFredericks resigned fromthe board and the NGO.Fredericks was elected
chairperson of the board atCafda’s annual meeting inSeptember.Hewas suspend-ed just two months later, inDecember, after allegationswere levelled at him by fel-low board members.A three-person committee was subse-
quently elected from candidates suggestedby board members to investigate the claimsand present their finding to Cafda.Fredericks was to appear before the board
on Wednesday 6 March after the committeepresented its findings, but instead resignedwith immediate effect that day.He says it has become impossible to work
for Cafdawhile vice- and acting chairpersonKevin Southgate was on the board. “It hasbecome untenable with people ... like ...Kevin Southgate and company. They haveno respect for governance,” says Fredericks.“They have no idea how institutions like
Cafda should be run. If you are informed youare in conflict with the constitution, thenyou address it. These people are only thereto be in a position for power and (for) person-al agendas. They are not there to supply aservice to the community.”He says he was accused of “misrepresent-
ing” the organisation anddenies any wrongdoing dur-ing his short tenure.Fredericks has also fired
several parting shots at theboard, accusing the boardand senior employees ofnepotism, being power hun-gry, contradicting the or-ganisation’s constitution,“undermining” his leader-ship and “rigging” the exec-utive board election.Some of these claimswere
included in a letter he sentto the City of Cape Town’sDepartment of Social Ser-
vices, one of Cafda’s funders. The depart-ment subsequently instituted an investiga-tion, but no evidence was discovered.Fredericks also claimed that, due to his
resignation and the resignation of two othermembers, the board would need to hold an-other election as the board needed to haveat least eight members to operate.Southgate, however, denies this and says
the board has since filled the vacancies.“The constitution is very clear that the
board has the power to co-opt. It’s not truethat the board is less than eight (members).The constitution gives the board powers tofill the vacancieswhichhave arisen and thatis what we are doing now.”Southgate refused to list the allegations
which resulted in Fredericks’ suspensionand the findings of the committee, saying itwould be “grossly unfair” because Freder-icks did not appear before the board tomakea representation.

COMMUNITY organisationshoping to make the Shawcobuilding in Retreat their new
home may have to wait a while long-er.
The City of Cape Town, the ownerof the building, needs to finalise in-ternal processes before the occupa-tion of the property is finalised.
But the decision has been metwith dissatisfaction from the 15NGOs, which claim they had beeninformed they would take occupa-tion of the building on Friday 1March.
Speaking on behalf of the organi-sations, Pastor Daniel Muller of theRetreat Apostolic Faith MissionChurch, says a meeting for organi-sations and council officials, sched-uled for Tuesday 5 March by theCity, had not been attended by offi-cials. “They sent us an email re-questing that we meet with them atthe Retreat Library,” he says.
“We were all there, but they neverpitched. We phoned (and) SMSedthem, but they did not answer. Wewere all upset and disappointed, be-cause the officials were just a no-show. We feel communication is notclear and we do not know when weare going to move to the facility.”
Muller says all the organisationslater received an email apology forofficials not pitching. “This reallycasts doubt on when we will be mov-ing to the building. In November wewere told we would move in March,
but that seems highly unlikelynow.”
The Shawco building, situated onthe corner of Retreat Road andSixth Avenue, was developed aspart of UCT’s Medical Faculty com-munity outreach programme in thegreater Retreat area before 2006.The City then released the propertyto be used as a retirement home.
The Social Development and Eco-nomic Development Directorate be-came involved with the Shawco Re-treat Facility when the building be-came vacant in 2006. “Wardcouncillor Johannes Burger re-quested assistance from the socialdevelopment department to facili-tate a community participationprocess to jointly determine thebest use for the facility,” says Su-zette Little, Mayco member for So-cial Development and Early Child-hood Development.
“This process could not proceeddue to the fact the community couldnot reach consensus on the most ap-propriate use. In 2011 the depart-ment reserved the facility throughinternal process from PropertyManagement for community devel-opment use that would be in linewith the mandate of the Depart-ment.”
The process to have the buildingrepaired then commenced. “In No-vember 2011 a meeting was called torestart the public participationprocess to determine the primaryuse of the facility,” Little says.
“It was also communicated that
the building will be renovated as itwas in a dilapidated condition. Therepairs to the facility were complet-ed in June 2012.”
Last year the City held regularmeetings with stakeholders as partof the consultative process for theusage of the building. “The consen-sus was that organisations that sup-port and are aligned to Social Devel-opment’s objectives will have pref-erence,” Little says.
After advertising in newspapers,it was anticipated the process wouldbe concluded in September. But“one of the major obstacles to con-clude lease agreements was the ab-sence of an approved tariff struc-ture that would govern the success-ful applicants that responded to theadvertisement,” she says.
A report on the proposed tariffstructure was presented to the de-partment on Wednesday 6 March,while it also met with the buildingmaintenance unit, to determine therepairs and maintenance needs forthe facility to become operational,on Friday 8 March.
“The occupation date of the facili-ty is reliant on the completion of aMemorandum of Agreement, whichfacilitate the occupation of the facil-ity,” Little says. “It is being devel-oped with the assistance of the Prop-erty Management Department andis expected to be completed withinthe next few weeks. It is anticipatedthat the cleaning and minor worksat the facility will be completedwithin the same period.”

of possible expulsion of a pupil reportedlyoccurred soon after the meeting was held.OnWednesday 6 March, a teacher was al-
legedly attacked by a pupil at CrestwayHighSchool. SharideneMeyer’shairwas setalight after she reprimanded a pupil.Spokesperson for the provincial educa-
tion department, Bronagh Casey, says: “Wehave been informed by the School Govern-ment Body (SGB), following a disciplinaryhearing last night, that a recommendationwill be made to the department for expul-sion. The learner has been suspended pend-ing the outcome of the department’s ownhearing. The learner will be receiving coun-selling and support.”Other incidents reported to the depart-
ment includes: 15 expulsion referrals werereceived for offences against educators in2012. Twelve were for alleged physical as-sault of which five pupils were expelled.“The other three referrals were for verbal
or threatening behaviour, of which two pu-pils were expelled,” Casey says.“An investigation into this incident and
previous alleged incidents is currently un-derway. A date has not been determined forthe department’s expulsion committee hear-ing.”
The suspension and expulsion processwhich was previously dealt with by educa-tors and principals, are now subject to anSGBdecision. It is required that the discipli-nary committee or SGBhave at least five im-partial people and that any child which hadtaken part in misconduct be represented bya parent or legal advisor. A pupil may alsonot be suspended for more than seven days,and if found guilty, not more than 21 daysin total. For serious cases of misconduct theincident has to be reported to theHead of Ed-ucation within three days.Serious misconduct includes: bullying,
hate speech, endangering the safety of oth-ers, cheating in examinations, pornogra-phy, assault, drug abuse or the possessionof drugs or alcohol, arson, theft, damage toschool property, racism, false identity ordocumentation and immoral conduct.Parents have to be notified through awrit-
ten letter and an appealmay bemadewithin14 days.It is the department’s responsibility to re-
locate the pupil in cases of expulsion.“All suspensions have to be followed up in

labour, my wife was experiencing some dif-ficulty in delivering our first baby, but thestaff and midwives maintained a high levelof charisma throughout the process.I believe the staff at Retreat MOU are not
congratulated often enough for the work.While I was waiting for my baby boy, the
staff helped to deliver another 10 babies andyet they remained cool and calm despite thecomplaints they received.So, I would like to thank all the staff – both

HUMAN Rights Day. That’s a tough one.The problem with human rights is that every-
body has them.And though it might grate your last nerve that
those who do not so eloquently fit in to our ver-sion of reality have them, too, it’s something wehave to accept.Convicted criminals are our favourite target.
We delight in indulging the fantasy of denyingthem rights.One could argue it is our right to fantasise
about this.But therein lies the rub.The fact that they have been convicted of hei-
nous crimes does not equal them losing their hu-manity.In fact, it’s because of their humanity that
they’re in such a life-altering situation.Being human does not equal being wishy-
washy.Being human means being fraught with flaws.And that’s the primary pulse behind the bas-
tion of rights we so cherish.It is to protect ourselves from ourselves.Think about it. It does make sense.It is to prevent “enlightenedMan” fromhaving
an almighty collective relapse to the Middle Ag-es.Sadly, there are many who ignore our right to
dignity, safety... the list is long.The world is truly in a sad state of affairs.Wars, famine, corruption, civic brutality in Af-
rica and other poor nations... that list is endless.But never has there been a time more urgent
than now – human rightsmust stop being viewedas a luxury and be part of our daily vocabulary.It must be part of our daily patterns. To think
of human rights – for all and not just the moralelite! – needs to be habitual.Human rights... tough one.

HELPING: ‘AT RISK’ YOUTH
Local Networkof Care launchedin Lavender HillTINA BURGER
COMPASSION and support fromthe community of Lavender Hill isa vital conponent for youth at riskto change their lives.
This was the stern message fromthe Lavender Hill Local Network ofCare (LNOC), recently launched atthe Lavender Hill CommunityHall.
This network consists of a clus-ter of organisations who work inpartnership with the City of CapeTown and stakeholders to reinte-grate people who live on the streetsback into society.
The Lavender Hill LNOC is anon-profit organisation compris-ing of varied professionals whofreely offer their skills and experi-ence to those in need.
At the launch, the Lavender HillLNOC introduced their strategicfour-year plan to the community.
The objective is to rehabilitate youth whoare unable to attend school due to reasonssuch as poverty or drug abuse.
The network is also working with theCity to help reinsert street people back intosociety.
Ward 68 councillor Marita Petersen says:“We are also putting measures in place thatwill prevent people at risk, especiallyschool drop-outs, from becoming street peo-ple.” - like what? find out
The network is raising funds to helpschool drop-outs complete their education.This includes securing their safety at theschool.
The network has developed an holisticapproach.
Workshops for the troubled youths’ par-ents are also in the pipeline.
These workshops will teach parents howto assist their children in cases where thechildren have learning disabilities or feelunenthusiastic about finishing school.
More issues plaguing the Lavender Hillcommunity were unearthed at the launch.
“Lavender Hill is plagued by poverty andgang-related issues,” Petersen says.
Coordinator of LNOC, Aysha Davids,says: “Some of the problems we have en-
countered include people stealing due topoverty.”
“There is also the issue of gang-relatedshootings. As separate organisations wewere unable to relieve these and other prob-lems because each organisation wanted todo their own thing. But now we are workingthrough a bigger network.”
Davids says the goal is to equip the youthwith skills and knowledge to reduce theirown poverty and bring about better livingconditions.
LNOC committee member, Peter Cook,says: “The emphasis falls on developing theyouth, and targeting issues such as teenagepregnancies.”
He talks about some of the awarenesscampaigns to follow.
“Educating not only the youth, but alsoparents is important. We need to teach themabout strengthening community knowl-edge through capacitating career guidanceand creating jobs,” Cook says.
“Starting simply through informingthem about maintaining their homes,cleaning up their environment and joiningstreet committees could help them reachtheir dream of having a better life in a saferLavender Hill. This is the message of theLNOC.”

brings a rootsy, bluesy rock to the stage.The trio, consisting of Jacques Moolman,

THE decision by the provincial Softball Fed-eration to not participate in Softball SouthAfrica’s (SSA) 2013 National ProvincialChampionships (NPC) stands.
The WP Softball Federation (WPSF) wasset to review the decision at a meeting onTuesday 12 March, but no vote was taken as18 clubs are required to formaquorum.Only12 clubs turned up.
TheWPSF general council, which is madeup of chairpersons of all the affiliated clubs,initially voted against participating in thetournament at a meeting on Tuesday 5 Feb-ruary.
Following complaints from several dis-gruntled players at that meeting, it was de-cided to review the decision.
Nazeem Dulvie, chairperson of WestridgeYankees Softball and Baseball Club, waspresent at all three meetings.
Upon the mandate of the club, Dulvie toldPeople’s Post he was set to vote in favour ofparticipating in the tournament to be hostedin Kempton Park from Thursday 21 to Sun-day 24 March.
In a previous report Dulvie was quoted assaying the WPSF executive board had toldthe general council that the NPC was “notsanctioned” at the first meeting (“WP Soft-ball to review tournament participation”,People’s Post, Tuesday 12 March).
Recanting his earlier statement, Dulvienow says his initial quote was not true, ashe had meant to say the chairpersons of theclubs thought the tournament was not sanc-tioned.
Dulvie says they were told that “the NPCis going to be held in Gauteng”. Cape Town
had also put in a bid to host theNPC, he says.Dulvie says a proposal from “St Martins
Softball Club delegates was not go to theNPC. Thatwas seconded by the FalconsNor-mies chairperson.”
A vote by the chairpersons made the deci-sion final.
The WPSF says comments by formerWPSFpresident andCEONooreNacerodienwere “inaccurate” as he was not present atthe meeting of Tuesday 5 February. Nacero-dien’s presence at thismeetingwasnot clari-fied to this newspaper.
He, however, maintains that he was, infact, present at a meeting on Tuesday 5March, at which “it came to light that thedecision on Tuesday 5 February was basedon what they (the club chairpersons) weretold by the executive committee”.
“On Tuesday 5 March they had a problemwith the NPC and they had a problem withthe compilation of the SSA interim commit-tee. (WPSF transformation officer) ThelmaAchilles and (WPSF vice-president) IvorLovell got up to object to some of the peoplebeing on the interim committee.
“All the chairpersons who spoke to me af-terwards said they were confused. Theybased it (the Tuesday 5 February decision)on what the executive committee said.”
In an email to People’s Post, WPSF chair-person DenisePaulsen says 12 chairpersonsturned up at the most recent meeting.
Paulsen says while there was no quorumfor it to be an official meeting, contrary toNacerodien’s comments, “all 12 chairper-sons present conferred that at no time wasit intimated from ‘the front’ that (the) NPCwas not valid or has a problem with the in-terim committee of SSA.”
