About the InstituteAbout the InstituteAbout the InstituteAbout the InstituteMissionMission
To serve the nation and the public interest by supporting advances in building sciences and technology to improve
the built environment.
• Housing and Community Development Act of 1974 (PL 93-383,
12 USC 1701j-2) established and directed the Institute to:• Develop, promulgate, and maintain building-related performance
criteria
• Evaluate and pre-qualify existing and new building technology
• Conduct related investigations
• Assemble, store, and disseminate building- and construction-related technical data and other information

Project GoalsProject Goals• To promote and incorporate increased true
measurable high performance in the built environment through:• The adoption of enhanced security measures (including
blast resistance) in concert with other high performance measures in the building envelope.
• The development of a building owners tool to define high performance design measures and validation based on individual business cases and mission needs.
• The development of testing protocols for the validation of high performance in building envelopes.
Attributes to be EvaluatedAttributes to be Evaluated
Task ActivitiesTask Activities• Expert identification of Attributes and useful
measurement for attribute performance (Metric)
• Expert consensus of attribute’s high performance level (Benchmark)
• Expert selection of method for validating or verifying benchmark (Standard)
• Industry review of high performance model (Metric + Benchmark + Validation)
• Development of owner tool for owner based high performance model (Software)
• Proof of high performance concepts (Model Analysis and Testing in option year)
Industry ParticipationIndustry Participation• Industry review through the Institute’s High
Performance Building Council
• Incorporation of the Owner Performance Tool into the ASTM Building Commissioning Standard presently under development
• Experts retained for individual attributes examined
