Local authorities – LL and Open Innovation

• Local authorities understand that shared platforms improve: Territory competitiveness SME innovation

• This objective is in line with Business Cluster objectives so their creation / management is given to Clusters or large Research Labs as open platforms

• Among the 11 French LL, most of them are connected to a business cluster (Cap Digital, Media & Networks, SCS, TES)

• Paris Region Council has pushed to the creation of several Living Labs and Open Innovation platforms, with the support of Paris city Council

• Infratructure of several Living Labs funded by local authorities

• Usage experimentations can be funded through regional RFPs using regional, national or European funds

Cap Digital Usage Labs

• Usage Labs have been one of the key strategies of cap digital Media have gone from rarity to abundance: user vaidation is key to create usage

• Digital Life Lab was an umbrella project created at the cluster birth including three usage labs … but was never funded.

• We had to make it different !

• 4 different usage labs platforms have been created and funded that are being unified and exchange practices

• 4 Research Labs + 1 research platform to bring usage expertise: Paris 6 LIP6 Paris 8 CHART Telecom ParisTech - Digital Economy, Information, exchange and information

Society INRIA Lutin Userlab: CHART + LIP 6 (+ other) usage platform for new services

Long Term Objective

• We want Paris Region to ease the R&D initiatives and the test of new innovating digital content services

• By providing on a permanent basis a large open usage platform (5000+ test users in the panel)

• Open for: New telecom technologies (Wimax, emerging network technologies

…) New services developed or not in Paris Region
