at PIBT. For more than a decade, Edith
Cowan University (ECU) has worked with
PIBT to provide university pathways for both
Australian and international students.
Perth is one of the most beautiful and

Each year ECU is pleased to include
some 4,000 students from more than

which total more than 21,000.
ECU was established under an Act of the
Parliament of Western Australia in 1991,
emerging from well-regarded parent

classes with longer teaching sessions, that suit your needs – and PIBT guarantees you entry into
2nd year university upon successful completion of the relevant course.*
University Designed Program
PIBT Diplomas are based on the 1st year
of the equivalent ECU Bachelor degree
programs, and are registered as Higher
Education courses accredited by the
Government of WA.
As the Diploma and Advanced Diploma
programs are fully moderated by ECU,
students can be confident that their
course is of the highest quality with
standards equivalent to the University.
Three-Semester System – Fast Track
PIBT’s innovative Three-Semester System
allows students to Fast Track their studies
and complete a course in only 8 months.
This allows them to enter the 2nd year of
a university degree course earlier than
students studying in a conventional two
semester system.
With intakes in February, June and
October there is also additional flexibility
which allows students to extend their
course over 3 full semesters, in order to
provide the best possible opportunity for
academic success.
Part-time enrolment is available to
Australian students.
Small Class Sizes and Individual Attention
Lecture groups have a maximum of
50 students, although most average
between 25 – 35 students. Lectures are
complemented by small group tutorials/
workshops ensuring students receive the
best of attention.
Longer Teaching Sessions
In keeping with its supportive approach
PIBT provides more teaching hours per
unit than at university. Instead of the
traditional 3 hours of teaching, PIBT
conducts its classes in 4 hour sessions,
Monday to Friday from 8.30am –
12.30pm and 1.30pm – 5.30pm. This
extra academic contact allows students
to fully develop their knowledge and
understanding of each unit.
Study on a University Campus
PIBT is located on Mount Lawley Campus of
Edith Cowan University, only 5 km from the
Perth CBD. Students have access to the full
range of services and facilities available on
the campus, including a cafeteria, library,
computer laboratories and sporting and
recreational facilities. Modern audio visual
and digital technology is used by academic
staff with innovative teaching techniques
constantly being implemented.
Mixed Programs(English and Academic Studies)
A special program of English with 1 or
2 academic units in the first semester
is available for those students who do
not quite satisfy the English language
requirement. This allows students to
combine the learning of English language
and support skills with a gradual
introduction to academic subjects. This
course extends standard programs by an
additional semester.
Attendance and Assessment
PIBT requires all students to attend at least
80% of scheduled course contact hours.
The methods of assessment may
differ depending on the subject and
course. Most subjects will be assessed
through a combination of written
examinations and assignments, essays,
presentations, seminars and tutorial
presentation. Some coursework will
include group-based projects and
practical work.
Course Accreditation
All courses are accredited by the
appropriate vocational education and
higher education government agencies
to ensure that courses meet quality
assurance standards. As part of the
accreditation process, courses are
regularly reviewed and revised so that
students at PIBT are guaranteed current
and relevant courses.
Progression to ECU
International students who successfully
finish their Diploma program are
guaranteed entry to the 2nd year of the
relevant Bachelor degree.
* Entry for Australian and Permanent Resident students
is determined by the availability of Commonwealth
supported places on a competitive basis.

Climate
Perth offers a Mediterranean-type climate
with warm, dry summers (December
to February) and mild winters (June to
August). Perth is the sunniest capital

Cost Of Living
The cost of living in Perth is affordable.
Depending on your individual lifestyle
the Australian Government advises a
single international student requires
approximately A$315 – A$400 per week.
These expenses would normally include:

They do not include airfare or additional
costs for those with a more expensive

PIBT is located on the Mount Lawley
campus of Edith Cowan University,
only minutes away from the CBD. The
campus is approximately 5 kms from
the centre of Perth with easy access
to public transport. Extensive parking
facilities are available on campus.
Centro Galleria Shopping Centre
is situated nearby offering a variety
of shops, cafes, restaurants and
banking facilities.
PIBT students have access to the library,
photocopying services, media services
and a well-equipped computer centre
which is open 24 hours a day, seven
days per week. Textbooks and stationery
supplies are available at the bookshop.
A Muslim prayer room is located on
campus, and a Multifaith Chaplaincy
Service is available to all students.
PIBT students are welcome to join in
ECU sports teams and participate in any
on-campus events/functions, and also
have access to the facilities on the other
campuses of Edith Cowan University.
The canteen has indoor and outdoor
eating areas and offers both Western
and Asian style meals. Halal food is
also available.

Your pathway to second year university
PIBT offers university level Diploma
programs in Business, Hotel Management,
Computing & Information Technology,
Communication and Science in association
with Edith Cowan University (ECU) as an
alternative pathway to a university degree.
All programs consist mainly of ECU first
year degree courses, and are delivered
and moderated by ECU lecturers. Upon
successful completion of the PIBT Diploma
program, students are guaranteed entry
into the 2nd year of the related ECU
degree program*.

Progression Rule
Students choosing the UPP or Diploma of Science Pathway to
degree courses in Science/Engineering may have to extend the
duration of their course. This is subject to ECU’s pre-requisite or
progression rules.
* Students in Certificate IV UFS has a maximum of 3 semesters to qualify for
entry into the Diploma.
** To qualify for entry to the university, UPP students must pass all four units
in their first semester. Failure to do so will require students to complete full
Certificate IV UFS program (8 units).

Edith Cowan University Bachelor of Laws (LLB). The course

Diploma of Hotel ManagementThe Diploma of Hotel Management is designed to provide
graduates with the knowledge and skills to take positions in the
hospitality sector with a university level qualification. The Diploma
leads into 2nd year of the Bachelor of Hospitality Management
at ECU, winner of the Western Australian Tourism Award, as the
Number One provider of tourism education in WA.
As part of the Bachelor degree Edith Cowan University provides
state of the art facilities including the Degrees Brewery Restaurant,
a purpose-built teaching restaurant on the Joondalup campus.
Managed and operated by students as a training facility, it offers a
‘real world’ simulation in which students can put into practice the

Postgraduate Qualifying Program (PQP)The Postgraduate Qualifying Program (PQP) is designed to lead into ECU Coursework Masters Degrees
in Business, Computing & Information Technology and Communications.
The PQP is for students with tertiary
level academic qualifications, but who
are not qualified for direct entry to ECU
coursework Master degrees. It has been
specially designed to equip students
with the academic knowledge and study
skills required for success at the Masters
degree level.
The Postgraduate Qualifying Program
is offered in 2 stages. Students will be
offered either PQP-Standard or PQP-
Extended depending upon their academic
background and/or English proficiency.
Postgraduate Qualifying Program – Standard (1 semester)
Business or Communication
Entry requires completion of an approved
3-year degree, or an approved 2-year
degree with at least 5 years of relevant
work experience. For entry to the MBA
with an approved 3-year degree, at least 2
years relevant work experience is required.
Computing & Information Technology
Entry requires completion of an approved
degree in either a Science, Engineering or
Commerce field, with results marginally
below that required for direct entry to the
Masters degree. At least 1 year of relevant
work experience will also be beneficial.
The Master of Computer Science requires
an approved degree in Computer Science.
Students with an approved Commerce
degree entering the PQP will only be
able to articulate into the Master of
Internet Computing.
Progression to ECU
Progression to the Masters degree is
guaranteed for students who complete all
4 units in the 1st semester with an overall
course average of 60% or more.
Students who do not satisfy this rule of
progression will be required to transfer to
the PQP-Extended and complete a total
of 8 units in no more than 4 semesters
before transfer to the ECU Masters
program.
Postgraduate Qualifying Program – Extended (2 semesters)
This 8 unit course combines the PQP-
Standard with an additional 4 units
and is designed for students who have
completed an approved 3-4 year Diploma
program. Other students who have
completed an approved 2 year degree
(with some relevant work experience) may
also be admitted.
Students seeking admission to the MBA
PQP Program would be expected to
have at least 2 years of relevant work
experience. Students with an approved
Commerce diploma entering the PQP
(Computing and IT stream) will only
be able to articulate into the Master of
Internet Computing.
Progression to ECU
Students are required to pass all 8 units
in no more than 4 semesters to progress
to the ECU Masters Degree.
English requirements
IELTS of 5.5 or TOEFL of 525 (195 new
grading system) or equivalent. The PQP
Communications stream requires an
IELTS (or equivalent) of 6.0 with no band
less than 6.0.
Students with an IELTS of 5.0 or equivalent
will be required to successfully complete
an appropriate level English Language
program prior to commencing the course.

I had been working as an Admin Manager and wanted to further my academic studies in Business. PIBT provided an ideal pathway for me to achieve my goals.
I completed the equivalent of 3 semesters of University study in 12 months at PIBT, thus fast-tracking my progress to reach my objectives.
I appreciated access to one on one support. The lecturers were not only well qualifi ed but understood and addressed many of the questions I faced at work as well as the academic challenges. This helped to give me confi dence in my studies and provide the foundation to proceed to further University studies and get ahead in the workforce.
Being fellow classmates with overseas students helped me to meet people from other cultures who became my real friends. We still keep in touch and up to date with what is happening in each others lives.
For me PIBT provided a quality environment with fi rst class people to help me make the transition to where I wanted to go in the future.
I like PIBT because it has smaller classes and one-on-one conversation with the tutor/lecturer is also possible. The Teachers are very professional and more than happy to help students. The support staff is excellent, the atmosphere is great and it is always fun to learn. I never missed a class at PIBT while I was there.
PIBT has not just prepared me for my studies at ECU but for life, which is a learning experience. This institution is a fantastic place for learning and I strongly recommend it. They had prepared me very well to cope up with the university study and be successful at ECU.
Perth is an awesome city. Perfect place for student to live and study. It is not very costly like other big centres. People here are very friendly and peace loving. It’s a very clean, beautiful city.
After graduating from ECU, I see myself working successfully in a Public Relations fi rm and doing some freelance writing as a current affairs sports reporter.
I chose to study at PIBT because it was a bridge for me to go to second year of ECU just like other students.

I chose to study at PIBT because compared to other institutions, things are clearly laid out to enhance studying and it also has high standards of learning and offers a wide variety of courses.
It has really prepared me for ECU without which some things at university would have really been a challenge. Lecturers are more than willing to help and can easily be contacted for any queries regarding social and academic issues.
PIBT has absolutely prepared me well for my future studies. Most of the study skills I use are those learnt from PIBT and my former high school, Fatima Girls.
Perth is an easy-to-get-around place and has lots of recreational facilities which can be a good break from school work. The lifestyle is easy going and the people are friendly and always willing to help.
I usually spend my time outside of PIBT with friends, shopping, eating out and watching TV. I don’t work and enjoy laughing and helping friends and people; a smile goes a long way.
As I had just arrived in Perth I have yet to familiarize myself with the city. I personally have not heard about PIBT but thanks to my workmates they knew about PIBT and referred PIBT to me.
Studying at PIBT has been very positive and I have enjoyed the lectures and making new friends. Apart from the knowledge you gain from class, you also learn how to deal with different generational groups from different cultural backgrounds.

The minimum levels required for entry to
the Certificate IV and Diploma courses
offered by PIBT are outlined on page 27.
Not all qualifications or countries are listed
and students with other qualifications
should send their details for assessment.
PIBT has established a minimum
academic entry for its courses, however
each application will be assessed on its
individual merits.
Students who have completed professional
qualifications such as the London Chamber
of Commerce and Industry Diploma (LCCI)
are eligible for entry to PIBT. PIBT can make
conditional offers based on forecast or
preliminary results.
Mature Age Entry
Mature age students (20 years of age
and over) may be admitted to a course
without meeting the formal academic
qualifications. Evidence of relevant
work experience and other acceptable
qualifications will be required at the time
of submitting an application.
Credit Transfer
Students with recognised tertiary studies
may be eligible for credits (also called
exemptions). Please provide subject
syllabus and certified copies of your
academic transcript.
English Language Requirements
International students must be able to
demonstrate English Language proficiency
before being permitted to enter one of our
courses. PIBT may ask selected students
to sit the IBT English Language test to
demonstrate English proficiency, however,
for visa purposes students from AL3-4
countries must sit the IELTS test.
A non-credit English Support Unit
will be available each semester.
Students may choose to enrol in
this unit voluntarily or enrolment
may be imposed as a pre-requisite or
co-requisite to other units of study.
The unit is free of charge and will be
delivered for 3 hours per week between
Weeks 3 and 11 of each semester. The
unit also includes a component on Study
Skills. Students who do not meet the
English Language requirements may
be able to enrol in an English Language
Program (ELICOS) or Mixed English
Program (MEP). See the table below for
more information.

FEE-HELP
FEE-HELP is a new Australian Government Loan Scheme that will assist eligible
full fee paying students, who are Australian citizens, to pay their tuition fees at an
eligible higher Education provider. PIBT is an approved Higher Education provider
and can offer FEE-HELP to eligible students to assist them in the payment of all or
part of their tuition fees.
FEE-HELP loan can cover all or part of a student’s tuition fees. A maximum
of $50,950 (indexed) in tuition fees may be paid using FEE-HELP over a
student’s lifetime.

Students Under 18 Years Of Age
If you are under the age of 18 years,
you are a ‘minor’ and as such a student
visa can only be granted if you have
met the Immigration Law of the Student
Visa Regulations.
PIBT recommends that you stay in a
‘Homestay’ accommodation if you are
under 18 years of age. If you intend on
staying with friends or relatives (other
than your family), then you must obtain
permission from your parents and PIBT.
In addition, the person you are staying
with must be above 21 years of age, have
an Australian Police clearance and must
agree to act as your guardian/local carer.
PIBT must approve all welfare and
accommodation arrangements for
students under 18. PIBT offers support
and counselling to all students through
the Student Counsellor and will liaise with
parents regarding the welfare of younger

Homestay
Homestay is a popular accommodation
option for overseas students in Perth.
Homestay may be families, couples, single
people or single mothers with children.
Families are selected to provide good
quality facilities and meals if required and
provide a friendly environment where you
can live, relax and study in comfort and
security. Host families speak English and
this will help to improve language skills.
Host families also help with day-to-day
problems such as transport, banking and
shopping. PIBT utilises two companies to
arrange accommodation for students.

Supporting you while you study
Airport pickup and transfer
For their first arrival, international students
are met, free of charge, at the airport
and transferred to their accommodation
as required. PIBT uses two companies,
NACEL Australia and Perth Student
Accommodation (PSA), for this service.

Computer Labs
PIBT is equipped with four specialised
computer laboratories with 25 workstations
each. Students are provided with internet
access and an email account. The Mega
laboratories are open in the evenings
and on weekends for after hours access
by students.
Counselling and guidance
Adjusting to a new environment can be a
stressful experience for many students.
A Student Counsellor is able to assist
with welfare and pastoral care and all
discussions are kept confidential.
A Student Support Program has been
established to link new students with
senior PIBT and University students to
assist with everyday matters relating to
living and studying in Australia. All new
students are assigned a Student Leader
who assists them over the first few weeks
of their arrival.
Grievance procedures, appeals or complaints
PIBT has a Complaints and Appeals Policy

which deals with student complaints,
grievances and appeals in a constructive
and timely manner. Either party can consult
with The Department of Education Services
Conciliator who is also available to assist in

Health and medical services
International students are required to
purchase Overseas Student Health Cover
(OSHC) whilst studying in Australia as a
condition of their student visa. OSHC fees
paid to PIBT will be transferred directly to
Worldcare Assist, our preferred provider.
Students receive 24-hour a day toll
free access to emergency services,
including legal and medical advice
and an interpreting service. The policy
provides students with cover for 85%
of the Government Schedule Fee for
private doctors, pathology and x-rays. It
is important to note that students may
need to pay additional charges above
the 85% cover. OSHC does not cover any
pre-existing condition prior to entry into
Australia. Medical services are available
on campus.

1. Apply
Complete the Application Form, specifying your status as an International or Australian student. Attach certified copies of all academic qualifications including school reports and official examination certificates and evidence of English competency (if required). Please ensure your present name is added to copies of qualifications obtained under a former name and that certified translations accompany documents that are not in English.

2. Submit
Send your application and documents to PIBT or to one of our representative offices (details on the website).
3. Offer
If your application is successful you will be sent a Letter of Offer explaining the course you have been offered, the fees payable and the course commencement date.
4. Package Offer (International Students only)
If you plan to continue your studies at Edith Cowan University, PIBT will package your PIBT and ECU courses together. If you accept the offer you will receive Confirmation of Enrolments from both institutions to apply for your visa. The advantage of this is that you will receive one visa for the entire duration of your studies.
5. Accept
For international students, in order to accept the offer of a place, it is necessary to complete the Acceptance of Offer form and pay the fees due.
This will include the Tuition Fee indicated on your offer letter and the Overseas Student Health Cover (for international students). Payment of the amount due should be made in Australian dollars to the Perth Institute of Business and Technology by bank cheque or an international bank draft.

On receipt of the fees your place at PIBT will be confirmed. An electronic Confirmation of Enrolment (e-CoE) will be sent to you or your agent. You will use the e-CoE to apply for your Student Visa.

Visa Regulations
All international students (students who are not Australian Citizens, Permanent Residents or Temporary Residents, among others) must be in possession of a current student visa while they are studying in Australia. • Study full-time while in Australia (minimum of three units at PIBT).
• Satisfy course requirements – must attend a minimum of 80% of all scheduled classes and make satisfactory academic progress.
• Remain enrolled at all times.
• Inform their education provider of any change of address.
• Have sufficient funds to cover course and living expenses.
• Have Overseas Student Health Cover (OSHC) at all times while studying.
• Not change education provider within the first six months of commencing the principal course.

Conditions of enrolmentThese Conditions of Enrolment are indicative and
provided to applicants for information purposes only.
These Conditions of Enrolment do not constitute
a binding Agreement. Successful applicants will
receive the Terms of Offer which, together with the
Letter of Offer and Acceptance of Offer, form a binding
Agreement between Perth Institute of Business and
Technology (PIBT) and the recipient of a PIBT Letter
of Offer.
1. General
1.1. The availability of a complaints and appeals
process, does not remove the right of the
student to take action under Australia’s
consumer protection laws. Overseas students
may access appeals advice and dispute
resolution services through the Department of
Education Services. For more information visit

1.2. These Enrolment Conditions and the final Terms
of Offer may be subject to variation as necessary
to comply with any Australian Commonwealth or
State law, regulation or amendment thereof.
1.3. PIBT’s responsibilities to the student pertain only
to the PIBT course/s outlined in the Letter of
Offer. Further agreements must be signed with
Edith Cowan University (ECU) for courses offered
by and studied at that institution.
1.4. All conditions and special notes contained
in a Letter of Offer must be met and/or agreed
to prior to PIBT issuing a Confirmation of
Enrolment (CoE).
1.5. Students must meet the minimum English
language proficiency requirement, as stated
on the Letter of Offer, for entry into the course.
English Language proficiency may be tested
as part of the application process. Where the
test reveals that the English language skills are
insufficient, at the discretion of PIBT, students
will be required to undertake an additional
(free) preparatory English study unit in their first
trimester/semester or enrol in an ELICOS course
(fees apply) prior to the commencement of the
PIBT course.
1.6. Attendance at orientation is compulsory;
therefore International Students must ensure
the relevant visa is issued in time to attend
orientation. Special permission must be sought
for non-attendance at orientation.
1.7. Students are expected to attend all classes
and undertake all tests and examinations
during a course and must abide by all rules and
regulations of PIBT that are in force at the time of
their enrolment.
1.8. PIBT may use its discretion to cancel or
temporarily suspend the enrolment of a student
on the grounds of misconduct by the student
or on grounds of compassionate or compelling
circumstances.
1.9. International students are protected by the
Education Services for Overseas Students

1.10. Current (enrolled) students are required to notify
PIBT in writing or online of a change of address.
2. Fees
2.1. A full time study load is equivalent to four units
in a Certificate IV or Diploma course.
2.2. Tuition fees, charges and accounts are payable
in advance of each trimester/semester, and
students are not permitted to commence a
trimester/semester until all outstanding fees,
charges and accounts issued by PIBT or ECU
are paid.
2.3. The total tuition fees stated in an Offer Letter
are indicative only and are based on a full time
study load for one trimester/semester. The final
tuition fees incurred may vary depending on
unit selections, study load and promptness of
payment. Students will receive a credit to their
account where the incurred tuition fees are less
than the amount paid in advance.
2.4. PIBT has the right to increase tuition fees and
charges from time-to-time without notice. For

3. Visa Conditions
3.1. Student visas are normally issued for the period of the
course or courses being offered. Students needing
to extend their visa beyond this period should first
consult PIBT staff for assistance.
3.2. International students are responsible for meeting
all visa conditions as specified by the Australian
Government. For more information on Australian Visa
regulations refer to http://www.immi.gov.au/
3.3. Students under 18 years of age upon arrival in
Australia must have accommodation arrangements
deemed acceptable by the Australian Government.

3.4. PIBT is required by law to report to the Australian
Government international students who are found to
be in breach of their visa conditions (e.g. maintaining
satisfactory attendance and progress). Reported
students may be instructed by the Government to
leave the country.
3.5. PIBT students are required to notify PIBT in writing or
online of a change of address.
3.6. School aged dependants accompanying students to
Australia will be required to enrol at school and pay
full fees if they are enrolled in either a Government or
non-Government school.
4. Refunds and Cancellation of Enrolment
4.1. Notification of cancellation or withdrawal from a course of study must be made in writing to PIBT. Provided the college is notified by week four of the trimester/semester in question, a refund will be issued less any fees or charges payable for that trimester/semester. 4.2. The following table sets out the cancellation fees applicable to commencing International students.

4.3. A student whose withdrawal or enrolment
cancellation is due to exceptional
compassionate or compelling circumstances
can request that cancellation charges be waived
or, if applicable, request a remission of their
FEE-HELP debt. Requests should outline
the reasons for the withdrawal and include
documentary evidence such as medical
certificates to support the request. Requests
must be made in writing within twelve months
of the date of the withdrawal request or the
conclusion of the semester in which the course
was undertaken.
5. Tuition Assurance
5.1. PIBT is a member of WAPETIA and ACPET organisations to provide for the continuation of students’ study at a similar alternative educational institution in the event that PIBT ceases to provide a course of study in which a student is enrolled. 6. Deferment
6.1. Prior to commencing their course and subject to approval, students may apply in writing to defer course commencement to a later trimester/semester, PIBT will credit any fees paid to the relevant trimester/semester without penalty. If the student subsequently withdraws, the Refund Policy will apply as at the date PIBT received the request for deferment.
6.2. Where a current student applies in writing to take a leave of absence from their course after enrolment and within the first four weeks of the trimester/semester, subject to approval, PIBT will hold all fees paid and credit the following trimester/semester. If the student subsequently withdraws, the Refund Policy applies from the date PIBT received the request for leave of absence. If the student applies for a leave of absence after the first four weeks of the trimester/semester, their place will be held, but all tuition fees applicable to that trimester/semester will be forfeited.
7. Privacy of Information
7.1. Information on students collected prior to commencing and over the course of their studies may be made available to Australian Commonwealth and State Government agencies and the fund Manager of the ESOS Assurance Funds, to ensure compliance with PIBT’s obligations under the ESOS Act 2000, ESOS Regulations 2001, the ESOS National Code 2007 and other relevant Commonwealth and State legislation.
