PARAMETERS IN THE CONDUCT OF FUNCTIONAL TEST AND EVALUATION
FOR AUTOGATED NIGHT VISION DEVICE (NVD)
1. REFERENCES:
a. Republic Act (RA) No. 9184 entitled "An Act Providing for theModernization, Standardization and Regulation of the ProcurementActivities of the Government and for other Purposes and its RevisedImplementing Rules and Regulations (RIRR);

2. RATIONALE:
a. To establish test and evaluation procedures for the post qualification andacceptance tests for Autogated Night Vision Device (NVD);
b. To determine vyhether the particular equipment/device meets or exceedsthe performance standards and test methods identified in theseguidelines;
c. To ensure that the material design meets accordingly the specificenvironmental conditions, a material item is likely to encounter during itsservice life; and
d. To ensure compliance and conformity with the approved NAPOLCOMStandard Specifications of the Autogated NVD.

3. SITUATION:
Several night operations/missions were undertaken by the PNP such ascombat reconnaissance, police surveillance, searches of dark areas, and/or sniperover watch. The Autogated Night Vision Device constantly operates to improve thequality of the image, not only during day-night-day transition, but also under dynamiclighting conditions.
An Autogated NVD can effectively be used by PNP personnel during nightoperations giving them a reliable brighter image of their surrounding and providingthem an advantage.
The Autogated NVD is also an upgrade to the previously procured NVGswhich were no longer effective due to over exposure to light. Autogated NVDs wouldcertainly have longer lifespan because the Intensifier Tube (IT) is protected by anautogate which will prevent the IT from over exposure.
4. PURPOSE:
This PNP Memorandum Circular (MO) sets forth the policy guidelines,procedures, and test parameters for the conduct of physical inspection (visual anddimensional), laboratory, and functional test and evaluation of Autogated NVD as partof post-qualification and acceptance procedures required in every procurementactivity.
5. DEFINITION OF TERMS:
For purpose^;of this MO, the following terms shall mean or be understoodas;
a. Autogated Night Vision Device (NVD)-is an electronic feature of animage intensifier tube that instantaneously adjusts image contrast evenin rapidly changing lighting conditions: flashing lights, explosions and soon. At the same time, it improves the tube's protection from bright source.
b. Black Spots - these are common blemishes in the image intensifier ofthe night vision device, or can be dirt/debris between its lenses. Blackspots that are in the image intensifier do not affect the performance orreliability of a night vision device and are inherent in the manufacturingprocesses.
c. Defect - is any nonconformance of the unit of product with specifiedrequirement.
d. Diopter - a unit of measure used to define eye correction or the refractivepower of a lens. Generally, adjustments to an optical eyepieceaccommodate for differences in individual eyesight.

e. Environmental worthiness-the capability of materiel, subsystem, orcomponent to perform its full array of intended functions in intendedenvironments.
f. Figure of Merit - is a quantity used to characterize the performance of adevice, system or method.
g. Functional Test - to demonstrate that the product unit can meet theperformance requirements as specified in the specifications and/or forintended purpose.
h. Halo - similar to Blooming, a Halo is the circular region around a brightlight that appears "brighter". - This is caused by elastic collisions ofelectrons with the microchannel plate surface which subsequently thenbounce off and down to another hole. Halos are the same size all over
the screen and the size is dictated by the distance between thephotocathode and the MicroChannel Plates (MCP). Basically, it is theround circle around lights when you look at them with night vision and itis generally used as an indication that you are looking at something thatis too bright.
i. Image Intenslfier Night Vision (Tube) -is an optical device that takesavailable light and intensifies it.
j. IR Illuminator - is a device which emits light in infrared spectrum thatcapacitates the NVD to function in a zero visibility darkness condition.
k. Lot or Batch - a collection of units of product from which a sample is tobe drawn and inspected and may differ from a collection of unitsdesignated as a lot or batch for other purpose (e.g., production, shipment,etc).
I. Magnification - the action or process of magnifying something or beingmagnified, especially visually.
m. Major Defect - is a defect that is likely to result in failure, or to materiallyreduce the performance/efficiency or usability of the unit of product for itsintended purpose.
n. MIL-STD-105E - is a United States defense standard that providedprocedures and tables for sampling by attributes based on Walter AShewhart, Harry Romig and Harold Dodge sampling inspection theoriesand mathematical formulas that are widely adopted outside of militaryprocurement applications.
o. MIL-STD-810G- is a United States Military standard that emphasizestailoring equipment's environmental design and test limits to theconditions that it will experience throughout its service life, andestablishing chamber test methods that replicate the effects of

environments on the equipment rather than imitating the environmentsthemselves.
p. Minor Defect ~ is a defect that is not likely to materially reduce theperformance/efficiency or usability of the unit of product for its intendedpurpose, or departure from established standards having little bearing ofthe effective use or operation of the unit.
q. Material Composition - the test of rigidity of materials when exposed toadverse environment such as humidity, shock and temperatures, etc.
r. Resolution - the amount of detail that the camera/device can capturewhich is measured in megapixels.
s. Sample Size - consists of one or more units of product drawn from a lotor batch, the units of sample being selected at random without regard totheir quality. The number of units of product in the sample is the samplesize.
t. Signal-to-Noise Ratio - an important technical index for evaluatingdetectability of microchannel plate image intensifier tube that decides thefarthest distance and imaging definition system used under low light levelin square root way.
u. Technical Working Group (TWG) - a pool of technical, financial and/orlegal experts to assist in the procurement process.
V. Warranty - a written guarantee, issued to the purchaser of an object byits manufacturer, promising to repair or replace it if necessary within aspecified period of time.
6. GENERAL GUIDELINES:
a. The post-qualification test and the conduct of inspection and acceptancetest shall be based on the most recent standards issued by the NationalPolice Commission (NAPOLCOM) for Autogated Night Vision Device.Additional technical requirements imposed by the Bids and AwardsCommittee (BAC) may only be considered in the conduct of test if thesame are properly reflected in the bidding documents or in itssupplemental bid bulletin (SBB);
b. The composition of the Technical Working Group (TWG) for the conductof Post-Qualification Test and the TWG for Inspection and Acceptanceshall be selected by the BAC and the Committee on Inspection andAcceptance (CIA), respectively. The TWG shall be headed by the mostsenior Police Commissioned Officer (PCO) who shall be appointed bythe BAC in case of post-qualification test, or the CIA, in case ofinspection and acceptance test;

c. The Chief of the concerned Division of the end-user unit or othercompetent POO from the same Office shall be automatically selected asmember of the TWG;
d. To strengthen check and balance and maintain transparency, in no caseshall a member of the TWG for Post-Qualification be selected as
member of the TWG for Inspection and Acceptance;
e. In case there is a need to conduct additional tests, which are not includedin the approved test parameters, the same shall be allowed only if theadditional test parameters are properly reflected in the biddingdocuments or in its SBB;
f. All the members of the TWG shall sign the result of the post-qualificationtest. In case there are disagreements on the findings of the TWG, themember who did not conform to the findings/result is allowed not to signthe report, provided that he will submit his written explanation, whichshall be attached to the report of the TWG;
g. The report of the TWG on post-qualification shall be submitted to theBAG; while the outcome of the inspection and acceptance test shall besubmitted by the TWG to the CIA, copy fumished TDRD and the end-user unit;
h. Consistent with the "pass or fail criteria," non-compliance with theNAPOLCOM-approved standard specification during post-qualificationtest is a ground for post-disqualification;
i. if during the inspection and acceptance test, the items delivered by thesupplier failed to pass any test and/or inspection or do not conform tothe inspections, the same shall be subject to the provision of clause 16.4of the General Conditions of the Contract of the Philippine BiddingDocuments; and
j. Samples submitted for post-qualification and acceptance test andevaluation shall not be considered part of the delivered items, unlessotherwise specifically provided in the bidding documents. Except incases where samples are considered part of the delivered items or whena motion for reconsideration is filed by the suppliers, all samplessubmitted shall be immediately returned to the suppliers after thetermination of the post-qualification and acceptance test and evaluation.

8. TEST PROPER:
I. Visual and Dimensional Evaluation:
a. Purpose: To determine the physical characteristics, quality andperformance of the NVD and to validate its conformity to NAPOLCOMspecifications and bidding documents.
b. Procedure:
1) Visually and manually inspect the components and parts of theAutogated NVD; and
2) Measure the weight as stated in the technical specifications.

II. Functional Test and Evaluation:
a. General Functional Test
1) Purpose; To determine the functional efficiency of the AutogatedNVD when operated.
2) Procedures:a) Place the required battery in the battery compartment.b) Turn the switch on of the Autogated NVD.c) The complete unit of an Autogated NVD shall be opened, poweredon and be operated in the dark preferably during night time andunder secluded place with proximity of zero visibility and evaluateits functionality as follows:

9. PROCEDURES:
For Post-qualification:
1)The supplier must submit sample of test item in accordance withMilitary Standard 105E when applicable or as specified in the biddingdocument.
2) The sample must pass the NAPOLCOM approved technicalspecifications and test parameters; otherwise, it shall mean outrightpost disqualification.
3) Three minor defects constitute one major defect.4) One major defect constitutes a post-disqualification.
5) One set of Autogated NVG will be subjected to ISOaccredited/certified Third Party testing facility validation to bedetermined by the Procuring Entity.
For Inspection and Acceptance:
1) Random sampling will be done where the delivered items are storedusing the Military Standard 105-E sampling plan table whenapplicable or as specified in the bidding documents.
2) The sample must pass the given functional test otherwise it shallmean outright rejection of the whole delivery.
3) Three minor defects constitute one major defect.
4) One major defect constitutes rejection.
5) One each test sample for laboratory test and functional test. Thesample used in laboratory test shall not be part of the delivery.
6) One set of Autogated NVG will be subjected to ISOaccredited/certified Third Party testing facility validation to bedetermined by the Procuring Entity.

10. REPEALING CLAUSE:
Al! other test parameters, guidelines or SOP contrary to or inconsistentwith the provisions of these test parameters are hereby rescinded, modified oramended.
11. EFFECTIVITY:
This MC shall take effect after 15 days from filing a copy thereof at theUP Law Center in consonance with Section 3, Chapter 2, Book VII of Executive Order292 otherwise known as the "Revised Administrative Code of 1987," as amended.
