Why in this Neighborhood?The following few slides will answer this question, taking into account that:· The current gap in service stretches along SE Powell Boulevard from SE 62nd Avenue to SE 74th Avenue. Capacity issues are negatively impacting T-Mobile’s customer experience (low throughput and high latency, high access failure rate and drop call rate).

· The objective of the proposed site is to offload traffic from T-Mobile’s existing wireless facility near I-205 & Powell to the east.

· The proposed facility is needed to provide uninterrupted and improved service to this area, by filling the gap in service and increasing capacity to avoid the negative impacts of the gap in service, including the inability to contact emergency services during an emergency.

· The proposed facility is located within the gap in service to best serve the area. Without the proposed facility, the existing service gap would experience continued unreliable service, and the inability of customers living, working, and traveling through the area from reliably connecting to the network or contacting emergency services.

· The proposed facility is needed fill the gap in service so T-Mobile can continue to provide reliable, state-of-the-art service to the surrounding area that is as good as or better than the service to T-Mobile's customers in the rest of their network in the Portland metropolitan area. T-Mobile is committed to providing state-of-the-art service to the Portland area for years to come.

The following options were all considered and evaluated during our site search and candidate selection process:

• No existing structures were located within the search ring that would achieve the necessary height to achieve the coverage objectives.

• TAEC consulted with the Portland General Electric (PGE) representative and T-Mobile RF Engineer to determine that the proposed utility pole is the best available option in this area.
