A Regular Meeting of the Board of Trustees of Port Neches-Groves ISD was held Monday, April

compared to last year I am requesting one (1) additional science teacher.
This additional science position will allow students to complete selected
graduation programs and plans and keep the district and campus in line
with TEA guidelines on HB 5 implementation and highly qualified
guidelines. The campus has seen a total enrollment increase this school
year and projected science sections needed are approximately 9 sections.

Darren McCutcheon reminded Dr. Cavness about the previous discussion regarding coaches and asked
again that this stay in the forefront of job openings.
I. Superintendent's Report
Dr. Cavness congratulated the girls’ soccer team on a fantastic season. He then gave an update on the
bond issue telling the Board that the plan had not been abandoned but that the district is still waiting on
TOTAL. He told the Board that residency, truancy and homelessness are real issues within the district
and he is looking at restructuring some positions and creating an Assistant Superintendent to handle
these issues specifically. He reminded the Board that because of continued growth, more teachers will
be needed and he will be part of a Staffing Study involving principals this month.

motion regarding the resolution approving the sale of real property located at 1025 Port Neches Avenue,
Port Neches, Texas: 1) table this item until next month; and 2) exclude lots 1, 2 & 3 from the sale
(referenced in current resolution). Darren McCutcheon seconded the motion. All were in favor.

AGENDA ITEM: Report: 2015-2016 Gifted & Talented Parent Survey Results
The attached report is provided in accordance with this provision in board policy
EHBB(LOCAL).
The District shall annually evaluate the effectiveness of the District’s gifted program, and the
results of the evaluation shall be used to modify and update the District and campus
improvement plans. The District shall include parents in the evaluation process and shall share
the information with Board members, administrators, teachers, counselors, and students in the
gifted and talent program, and the community.

The GT survey was administered and 47 parents responded which is 10 more parent responses from the previous year.
The breakdown of parent responses is as follows: Woodcrest = 2; Groves Elementary = 6; Port Neches Elementary = 18;
Groves Middle School = 3; Port Neches Middle School = 11; Ridgewood = 2; Taft = 2; Van Buren = 0; PN-GHS = 0.
The following grade levels were represented:

The majority of parent responses (average = 86%) were favorable to various aspects of the G/T program at their child’s
campus. This is a 3% increase from the previous year’s responses.
The following table shows a three-year comparison of parent perceptions in the following areas:

to foster relationships with parents of G/T students.

AGENDA ITEM: Consider approval of Proposal on Student Accident Insurance for the 2016-
2017 school year
Each year the district provides a student accident insurance that pays secondary to the parent’s
coverage. This coverage helps with the out-of-pocket costs that a parent might incur when a
child is injured during an athletic or UIL event.
The district received a renewal quote from our current carrier for our student accident insurance.
The renewal premium is $57,500 which is an increase of $5,500. The increase in cost is based on
% loss ratios over the past two years. We feel that it is in the best interest to renew with the
Brokerage Store with their network coverage. This plan does include a large area network. The
district will still have an option to renew which can be exercised at the district’s option each
subsequent year for three more years. The cost for catastrophic coverage is $2,375 for
$7,500,000 maximum benefit and a cash ($500.00) option premium of $1,064. These amounts
did not change from the previous year. Voluntary school time coverage is available for pre-k
through twelfth grade at $25 per insured with no U.I.L. Voluntary 24-hour coverage is available
for pre-k through twelfth grade at $105 per insured with no U.I.L.
Recommendation: It is recommended that the Board of Trustees of the Port Neches-Groves
Independent School District approve the Proposal on Student Accident
Insurance for the 2016-2017 school year with The Brokerage Store for a
premium of $60,939.

A demographic study by Templeton Demographics was approved by the Board of
Trustees during the September 14, 2015 Board Meeting. The $17,000 cost was not allowed for
in the 15-16 budget, and needs to be amended in.

Diagnostician Due to the increase in initial referrals to special education as well as the number of re-evals that
must be completed every three years, the special education department needs assistance of an
additional diagnostician. Our current diagnosticians all have caseloads of 85+ students. Special
education enrollment has increased by 91 students since the first of the school year. This position
will be funded ¾ federal money and ¼ general fund money. The ¼ general fund money will be
offset by savings from contract services.

recent number of transfers, we will have a marked increase in the number of students requiring Life

reimbursement) in fiscal year 2018-19.

Requesting approval of an additional teacher and aide for this program based upon current
enrollment, 25 students split between two (2) teachers, 12 in AM and 13 in PM. Some students are
not potty trained, need assistance with feeding and other personal needs. The Early Childhood
Intervention program has informed us we will have an additional three (3) students at the beginning
of the 2016-17 school year and 13 others during the school year. Approvals for both positions, but
not post the teacher position until the numbers start to increase during the school year. The aide
position would be posted and filled for the start of the 2016-17 school year.

PROPOSED REVISED POLICY – 4/20/16
The District shall support the general wellness of all students by
implementing measureable goals to promote sound nutrition and
student health and to reduce childhood obesity.
[See EHAA for information regarding the District’s coordinated
school health program.]
The local school health advisory council (SHAC), on behalf of the
District, shall review and consider evidence-based strategies and
techniques and shall develop nutrition guidelines and wellness
goals as required by law. In the development, implementation, and
review of these guidelines and goals, the SHAC shall permit partic-
ipation by parents, students, representatives of the District’s food
service provider, physical education teachers, school health pro-
fessionals, members of the Board, school administrators, and
members of the public.
[See BDF for required membership of the SHAC.]
The SHAC shall develop a wellness plan to implement the District’s
nutrition guidelines and wellness goals. The wellness plan shall, at
a minimum, address:
1. Strategies for soliciting involvement by and input from persons
interested in the wellness plan and policy;
2. Objectives, benchmarks, and activities for implementing the
wellness goals;
3. Methods for measuring implementation of the wellness goals;
and
4. The manner of communicating to the public applicable infor-
mation about the District’s wellness policy and plan.
The SHAC shall review and revise the plan on a regular basis and
recommend revisions to the wellness policy when necessary.
The District’s nutrition guidelines for reimbursable school meals
and all other foods and beverages sold, otherwise made available,
or marketed to students during the school day shall be designed to
promote student health and reduce childhood obesity and shall be
at least as restrictive as federal regulations and guidance, except
when the District allows an exemption for fundraising activities as

The assistant superintendent for administrative services shall over-

procedures.
The District shall comply with federal requirements for evaluating
this policy and the wellness plan, as well as the District’s and each
campus’s level of compliance with the policy and plan.
Annually, the SHAC shall assess and prepare a report of each
campus’s progress toward meeting the goals listed in this policy
and in the wellness plan, including a summary of each campus’s
major activities and events tied to the wellness program and the
extent to which the wellness policy and plan compare with any
state- or federally designated model wellness policies.
The District shall inform and update the public about the content
and implementation of the wellness policy, including posting on its
website a copy of the wellness policy and the wellness plan, as
well as a copy of the annual report.
The District shall retain all records associated with the wellness
policy, in accordance with law and the District’s records manage-

Justification for a new Assistant Superintendent position
DUTIES:
1. Manage AEP
2. Assist with grievances

The school district is overwhelmed with student service issues. Every year the district finds new
PNG students who do not live in our school district. Parents are resorting to crafty strategies that
are difficult to identify. The problems created by the increase in student enrollment are magnified
by the large number of students that falsify residency documents.
(a) Residency:
1. Meet with new residents to collect all needed documents.
2. Meet with families who are moving in with a family member or guest. Must prove family
members have all the proper residency documents.
3. Meet with parent when their child will live separate and apart from them. Help them complete
the power of attorney paperwork.
4. Meet with parent and grandparent to determine if the child qualifies under the grandparent
rule. Determine if the grandparent is a resident.
5. Answer all residency questions.
6. Work with campus principals and the residency officer to determine if a student in question is
still a legal resident of the school district.
(b) Homeless Liaison:
1. Stay informed of all new homeless laws. McKinney-Vento Act.
2. Stay in contact with all agencies that are resources for homeless families.
3. Meet with families and determine if they are homeless and explain what assistance the district
can provide.
4. Keep records and maintain close contact with homeless families to determine if their situation
has changed.
(c) Truancy officer:
1. Must stay informed of the new truancy laws.
2. Understand and enforce the new district truancy reporting procedures.
3. Work closely with campus administration to resolve truancy situations before filing with truancy
court.
The creation of a new Assistant Superintendent of Student Services will result in a reshuffling of
administrative positions. This method would only create a slight increase to the budget.
Mr. Kyle Segura will continue to manage the transportation department and stadium duties.

DELEGATING AUTHORITY TO THE SUPERINTENDENT OF SCHOOLS TO ENTER INTO PROFESSIONAL EMPLOYMENT
CONTRACTS DURING SUMMER MONTHS
WHEREAS, Texas Education Code Section 11.1513 requires each board of trustees of an
independent school district to adopt employment policies; and
WHEREAS, Port Neches-Groves Independent School District has adopted Board Policy
DC (Local) pursuant to Section 11.1513; and
WHEREAS, Board Policy DC (Local) reserves to the Board of Trustees the authority to
employ and dismiss contractual personnel; and
WHEREAS, during the months of June, July and August, there is frequently an
administrative necessity for the Superintendent of Schools to make binding offers of employment
for professional staff in order to recruit and employ the most qualified candidates for professional
vacancies; and
WHEREAS, the Board of Trustees desires to delegate authority to the Superintendent of
Schools pursuant to Section 11.1513 (a)(2) of the Texas Education Code for the summer months to
meet critical staffing needs of the District:
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
PORT NECHES-GROVES INDEPENDENT SCHOOL DISTRICT THAT:
SECTION 1. The facts and recitations contained in the preamble of this Resolution are

House Bill (HB) 2610, passed by the 84th Texas Legislature, amends Texas Education Code 25.081,
by striking language requiring 180 days of instruction and replacing this language with language
requiring districts and charter schools to provide at least 75,600 minutes of instruction, including
intermissions and recess. This one time waiver for the 2016-17 school year is for Pre-K programs that
offer less than a 210 minute school day, but offer at least 2 hours (120 minutes ) of instruction per day.

AGENDA ITEM: Nominate a Replacement for Jefferson County Appraisal District
Board of Directors
Due to the resignation of Mr. C. L. Sherman from the JCAD Board of Directors (effective March
14, 2016), nominations are being accepted to fill the vacancy.
At the April 11, 2016 PN-GISD Board meeting, PN-G Board of Directors nominated Mr. Bert
Lamson to fill the position. We have since been informed that Mr. Lamson is ineligible because
he works for Port Arthur ISD and employees of taxing entities cannot serve on JCAD’s Board.
Mr. Lamson is aware of this problem.
Therefore, another nomination is needed.
Recommendation: It is recommended that another nomination be made to fill the Jefferson
County Appraisal District’s Board of Directors vacancy.
