Contacted All 25 Districts and used the District Portfolio Tool to communicate

Progress, determine opportunities for optimization, and ensure projects are

scoped and developed.

Communication was Key. Each Process Owner delivered a message and

ensured that a standardized process was implemented.

Relationships were key. Each District and Division Staff worked to prioritize,

arrange, and standardize efforts to communicate information while filling the

funnel.

How does the UTP Relate to Portfolio Management?

Portfolio The pipeline of programs, projects and proposals along with associated assets needed to deliver TxDOT’s transportation programs [i.e. Unified Transportation Program (UTP), State-wide Long Range Transportation Program (SLRTP), Statewide Transportation Improvement Plan (STIP)]

Program A collection of projects for planning and reporting activities. A program may also be a collection of smaller programs for planning and reporting activities. Three types of programs are: • Funding categories • District-wide initiative • Group of associated work requests

Project The undertaking to create, modify and/or maintain a unique asset.

Proposal The initiation of a project so initial data can be entered into the system. A proposal becomes a project when it is approved to enter a funnel stage (plan, develop, or construct.)

What is Portfolio Management?

The Central Planning team uses Portfolio Management Techniques to

Optimize System Performance by ensuring that the Statewide Allocations are

effective, projects are developed, and letting is prepared.

Portfolio Management and Central Planning ensure Communication Flow is

concise, support is targeted, and information is consistent.

The Quarterly Review Process is designed to create a Funnel of Projects,

optimize those projects based on stage of development, and monitor the flow

of projects through the system.
