The Bharatiya Janata Party’sdecision to break its alliancewith the Peoples Democratic
Party (PDP) and plunge Jammuand Kashmir into political chaoscomes as a climax to a dilemmathat the party’s government at theCentre had been facing since theState elections in 2014. On the onehand, it needed political stabilityand a friendly government in J&Kto find a political solution to thegrowing insurgency and unrest inthe Valley. On the other hand, theBJP needed to placate its Hinduconstituency in Jammu by appearing to stand tough against Srinagar. In the end, the party choseshortterm electoral gains overlongterm necessities of findingpeace in Kashmir.
Sadly, this dilemma is something that successive Indian governments have struggled with for many decades. Jammu politics hasalways cast a long shadow over national politics and complicated theSrinagarDelhi relationship. Thedemographic reality of Jammu —as a Hindu majority region withina Muslim majority State, in a Hindu majority nation — makes it an
irresistible magnet for religiousand identity politics, which inevitably hinders attempts to bring stability in the State as a whole.
An early brushIndia was first confronted with thisproblem in the early days of the republic when a mixture of Jammuunrest and religious politicsbrought down one of the strongestattempts to bring a permanent resolution to the Kashmir problem.This was the Jammu Praja Parishad ( JPP) agitation which went onfor nearly a year in 195253.
In 1952, India seemed close tosolving the Kashmir question. TheJ&K Premier, Sheikh Abdullah,had succeeded in establishing astable government in Srinagar. Hehad also developed a good working relationship with Delhi, underpinned by his personal friendshipwith Prime Minister JawaharlalNehru. In July, both sides signedthe 1952 Delhi Agreement establishing the federal framework forIndia and J&K. Soon thereafter, thenew Prime Minister of Pakistan,Mohammad Ali, committed tofinding a peaceful solution toKashmir “within one year” and began a series of talks with Nehru.
Unfortunately, this moment o0fbonhomie was mired by the widespread unrest that flared up in Jammu in late 1952. The JPP, a localHindu party founded by RSS leader Balraj Madhok in 1947, took tothe streets protesting against the
State government. The initial agitation was over Abdullah’s land reforms, which had adversely affected the landowners in Jammu.However, soon the agitation tookon hues of hypernationalism. “EkVidhan, Ek Nishan, Ek Pradhan(One constitution, one flag andone Premier)” became the rallyingcry.
Soon afterwards, the nationalHindu rightwing parties ralliedaround the issue. They includedthe thenpowerful Hindu Mahasabha, the BJP’s predecessor Bharatiya Jan Sangh, and a littleknown party called the All IndiaRam Rajya Parishad. Under theleadership of S.P. Mookerjee,these parties launched a nationwide campaign in support of theJammu agitators in February 1953.In May, Mookerjee travelled toKashmir where he was arrested.He died of a heart attack a monthlater under detention.
Meanwhile, Nehru found him
self facing the KashmirJammu dilemma. He continued to believethat the Abdullah government represented the best hope of findinga political solution to Kashmir. Buthe also had to find a way to put theJammu agitation and its accompanying Hindu rightwing campaignto rest. For several months he continued to resist any compromisewith the agitators, attacking theHindu rightwing parties and giving fullthroated support to Abdullah. However, after Mookerjee’sdeath, he had to give in, issuing anappeal to the agitators in July. Theprotests were suspended shortlythereafter.
But the damage was done. Abdullah had been severely weakened politically and his relationswith Nehru were frayed. A monthlater, he was removed from powerand put under arrest. With government records still a secret, it is notyet known who exactly orderedthe arrest. However, the Jammuagitation certainly paved the wayfor it. A deeper legacy of the agitation was that it turned Kashmirisagainst Delhi. Years of efforts bythe Indian government to generategoodwill in Kashmir had been“washed away by this movement,”Nehru lamented. “Nothing moreharmful to our cause in the Statecould have been done even by ourenemies.”
The only real victors of the agitation were the Hindu rightwingparties. Many within their own
camp saw the potential dangers ofsuch a divisive campaign but thepolitical opportunity it offeredwas irresistible. At the time theywere seen as somewhat outsidethe realm of mainstream nationalpolitics. The protest campaign allowed them to expand their baseand gain legitimacy in the eyes ofthe Indian public. Nehru’s directappeal to them was also interpreted as a boost to their political stature.
A wasted opportunity Today, while the KashmirJammudilemma remains, the politicallandscape has completelychanged. The BJP is not only theruling party in New Delhi, it is alsothe biggest political force in thecountry. It can no longer afford toplay the spoiler as before becauseof the national responsibilities thatweigh on its shoulders. The myopic decision to withdraw supportfrom the Srinagar government betrays its old mode of thinking. Itneeds to take the longterm view.In fact, given its dominant positionin Jammu, it is arguably better positioned to manage the dilemmathan previous governments. Instead of pursuing superficial political gains, the BJP’s government atthe Centre should use its uniqueposition to find a permanent political solution for the entire State.

Writing in July 2014, moments after Germanybeat Argentina in Rio de
Janeiro to win the football WorldCup, the then editor of The NewRepublic, and author of the acclaimed book, How Soccer Ex-plains the World: An Unlikely Theo-ry of Globalization, Franklin Foer,sounded notes of an impendingdisaster. “Vladimir Putin loomedat the center of the Maracanã today,” he wrote. “And in a way, he’sloomed over this whole pastmonth of soccer. Russia will hostthe next tournament and then Qatar the one after that, and therewas always the unspoken sensethat this was the last of the greatWorld Cups — a moment of relativeinnocence before the fall.”
Foer, however, wasn’t the onlydoomsayer. Many others pointedto the apparently depraved thinking in awarding the World Cup toRussia and, in particular, to Qatarin 2022 as signalling the end of thejoie de vivre that the tournamentonce brought with it. “In fouryears we’ll be in Russia and it’shard to imagine that will be muchfun,” wrote the Cambridge University professor David Runciman inthe London Review of Books.
But now here we are in Russia.And the fun, it appears, has gonenowhere. To the fan, each matchhas brought with it a certain thrill,and each contest has been imbuedwith an inner drama, with a narrative that in many of our eyes lendsto the World Cup a sense of the
ethereal. Take Egypt’s tryst withthis year’s tournament. In the leadup to its first match against Uruguay, all the talk surrounded thequestion of whether its star playerMohammed Salah, who had injured a shoulder while playing theEuropean Champions League finalin May, would be fit to start thecountry’s first World Cup matchsince 1990. As Salma Islam wrotein The Guardian, Salah’s magic has“transcended the pitch.” He’dmanaged the impossible, unifyingEgyptians of all class and politicalproclivity — a staggering achievement when one considers thechaos that’s afflicted the countrysince its 2011 uprising. The country’s ouster from the tournamentmay devastate its fans’ dreams,but perhaps the World Cup canprovide the nation a catharsis thatonly a sporting loss can deliver.
Potential for changeInternational football, as the historian Eric Hobsbawm wrote ofsport in the early periods of the20th century, can be an “expression of national conflict, and thesportsmen representing their nation or their state, primarily expressions of their imagined community.” There is more than akernel of truth to this even today,so much so that a win on the fieldcan occasionally even represent ageopolitical victory of sorts. Butfootball’s potential for change goesfurther than simple concerns oversoft international power, exemplified best perhaps by the protestsof a group of Iranian women whounfurled banners in the arena inSt. Petersburg during their country’s match against Morocco. Theywere protesting the ban in Iran onwomen watching the sport at theAzadi Stadium in Tehran. In the
months before the World Cup, anallwomen reggae band “Abjeez”had even called on Iranian men tolend their support to the movement: “The empty seat by yourside is my place. To have me byyour side is your right. It’s myright! Consider me a part of you. Iam your equal,” the song’s opening lyrics read. The Ayatollah’s diktats have been breached in thepast, not always bringing with ittangible change. But this time Tehran’s local council granted permission to women to enter the AzadiStadium to watch Iran’s secondmatch in the tournament, againstSpain, albeit on a giant TV screen.We cannot yet be sure whetherthis will herald a larger change,but sport, and football in particular, certainly serve as a special engine for social movement in Iran.
Why it means so muchThe World Cup matters, as MusaOkwonga wrote in The New YorkTimes, because it’s not just aboutfootball but about everything,about “politics, economics, socialissues,” about “race and class andhistory” and “about corruptionand nationalism, fear and joy.” Butit also matters because it is aboutfootball. At its heart the sport re
presents a thing of pure beauty.The Canadian philosopher Bernard Suits aptly defined games as a“voluntary attempt to overcomeunnecessary obstacles.” In football, these obstacles are especiallyarduous. When a great goal isscored, therefore, it resonates almost mythically with us. Thisgrace inherent at the core of thesport has been typified no betterrecently than in Portugal’s drawlast week against Spain, in a matchthat involved a clash of two contrasting styles, between Spain’sclever and dazzling patterns ofpassing and movement and Portugal’s counterattacking approach,relying heavily on its virtuoso footballer Cristiano Ronaldo.
In the final minute of the match,with Portugal trailing 23, Ronaldowon himself a free kick at the edgeof the box. What followed was a familiar routine: “When Cristianoposes for a free kick, he readieshimself by taking those few theatrical paces back — signalling to allthat something special is about tohappen,” Mexican journalist JuanVilloro wrote in 2016. “And thenhe stands, legs astride resemblinga statute of himself. It’s a poseApollo might have pulled off, hadhe simply practised more.” But on44 previous occasions spread overthree past World Cups Ronaldo’sefforts at scoring directly from afree kick had come a cropper. Yet,here, on a hat trick, there seemedan unerring inevitability about theresult and, sure enough, withinmoments of taking his position, hecurled the ball past the wall set bySpain’s goalkeeper David De Geainto the back of the net. An unsaveable shot if ever there wasone. It was a moment of such sublime brilliance and skill that, at theinstant when it happened, it unra
velled the game for us, purging itof all its ugliness.
Now, not everyone finds Ronaldo especially likeable. When heenters a football pitch he seems toindulge in his own project of ostentation. He gives us an impression that the game merely exists toserve his greatness. Yet, for manyof us fans the virtues of his geniusinvariably tend to veil his narcissism. At the centre of celebratingRonaldo there lies, therefore, anabsurdity, perhaps not dissimilarto the paradox of celebrating theWorld Cup: that it is possible forbeauty to exist within structuresthat we might otherwise find indecorous or even unpardonable.
Everything's possibleThere’s little question that professional football does everythingpossible, as the Uruguayan writerEduardo Galeano put it, to “castrate the energy of happiness, butit survives in spite of all the spites.”Russia isn’t going to be the end ofthe fun, and indeed neither is Qatar. When America hosts theWorld Cup in 2026 (curiously,we’ve seen little questioning of theU.S.’s own appalling human rightsrecord) together with Canada andMexico, the football will remain asalluring as ever. But it must stillmatter to us now that FIFA is ahugely corrupt organisation, thatwhile its leadership has changedhands its wicked culture has remained unaltered. If we want toelevate football into somethingbeyond the merely beautiful, tosomething truly transcendent,we’ll have to help rid the game ofthe many evils wrought by its present administrators.

The events that led up to the brutal assault on Mon
day of two men in Uttar Pradesh’s Hapur district
on the outskirts of New Delhi are unclear — but
one of them died and the other sustained injuries. The
family of the dead man, Qasim, a 45yearold cattle
trader, says that he had set out when he heard about the
possibility of cattle being on sale, and the next thing
they heard was that a mob had set itself upon him, kill
ing him. Sameyddin’s relatives say he had been out get
ting grass for his cattle when he spied the mob attack on
Qasim — he tried to run to safety, but was beaten up
nonetheless. Qasim’s son says his father’s death was the
outcome of a conspiracy. Others in the village say locals
were on edge following rumours that cow smuggling
was afoot. And administration officials say it may all
have been a case of road rage. Investigations are on, so
what actually transpired is not definitively known yet.
But given lynchings across north India by ‘cow protec
tion’ vigilantes, it is not difficult to miss the communal
dangers here. Elsewhere, from Tamil Nadu in the south
to Assam in the Northeast, men and women have been
lynched on suspicion that they were out to kidnap chil
dren. To give just a few examples, in May, a homeless
man in Pulicat, north of Chennai, was battered to death
on such suspicion, as was a carborne woman pilgrim in
Tiruvannamalai district, who offered some sweets to
children while seeking directions. This month, in As
sam’s Karbi Anglong district, two men from Guwahati
were killed by a mob on the same anxiety that they
were looking to kidnap children. In many cases — in
cluding in Tamil Nadu and Assam — such public con
cern was created or heightened by warnings that were
circulated on social media.
Yet, irrespective of whether the lynchings are due to
fear of kidnappings or are deliberate acts by cow pro
tection vigilantes, the authorities should not treat the
crime of murder and the allegations that enrage a mob
with the same equivalence. Murder is murder, but the
killing of another human being by a murderous crowd
out to enforce mob justice or avert an imagined crime
takes an extraordinary toll of the civilities of wider so
ciety. The police must make it clear, by word and ac
tion, that murder and mob violence will be strictly dealt
with. Yet, the administration must also reckon with a
new challenge: the use of social media, especially What
sApp groups and forwards, to spread fear and panic.
Responses such as surveillance and Internet shutdowns
are not just impossible — in a free society, they are inad
visable. What is needed is an administration that reach
es out to local communities to keep them in the loop in
order to check troublemakers — and that conveys suffi
cient good faith so individuals will trust it to keep the
peace and sift real threats from mischievous rumours.

The global trade war is hotting up as major econo
mies continue to impose tariffs on each other. In
dia is the latest to join the titfortat battle by slap
ping tariffs as high as 50% on a list of 30 goods imported
from the U.S. Earlier this week, U.S. President Donald
Trump announced that he had ordered his administra
tion to frame new tariffs on $200billion worth of Chi
nese imports. This was in retaliation to tariffs on $50
billion worth in American goods imposed by China last
week in response to Mr. Trump’s earlier round of tariffs
on Chinese goods. The first shot in the spiralling trade
war was fired by the U.S. in March when Mr. Trump un
veiled tariffs to discourage the import of steel and alu
minium into the country. The latest round of tariffs im
posed by the U.S. will be the highest in terms of the
value of goods. In all, U.S. tariffs will now affect Chinese
goods worth $450 billion — to put this in perspective,
total Chinese imports into the U.S. last year were worth
around $500 billion. The European Union also joined
the trade war this month, imposing tariffs on $3.3 bil
lion of American goods. While the IndiaU.S. tariff tiff
could escalate, the amounts being discussed right now
are minuscule compared to those under threat in the
unfolding U.S.China situation or even the spat between
the U.S. and the EU. India’s notification to the WTO says
that U.S. tariffs on steel and aluminium would cost India
$241 million, and that the tariffs imposed on the U.S.
would bring in a commensurate amount. It has also in
dicated its preference to deal with the issue through
dialogue, and not “measures and countermeasures”.
For long, global financial markets largely ignored
risks of an allout trade war among major economies,
but things are changing quickly. The Dow Jones Indus
trial Average fell by as much as 1.6% on Tuesday, while
the Shenzhen Composite Index was down 5.8% for the
day. This fresh round of volatility suggests investors
may be beginning to take threats of a trade war more se
riously. The fact is that all sides engaged in a trade war
eventually lose. The longer it goes on, the greater the
cost as growth slows down under the increasing burden
of taxes. The only gainers in a trade war will be special
interest groups, such as the U.S. steel industry, which
also happens to be a major vote bank for Mr. Trump.
Even retaliatory tariffs aimed at pushing back the U.S.
may only perpetuate the vicious negativesum game in
stead of bringing the war to an end. Mr. Trump’s rejec
tion of the G7 communique that endorsed a “rules
based trading system” for the world suggests there may
be no offer of truce from his side any time soon. Never
theless, global powers must try their best to bring an
end to the ongoing trade war before it gets out of hand.

Mrs. Indira Gandhi, Prime Minister, today [ June 20] called fora “manypronged attack on the forces of disintegration” andsaid national integration “is a practical necessity and a precondition for the survival of the country.” Inaugurating thetwoday National Integration Council meeting here [Srinagar],she stated that the forces of integration were “strong in thecountry, and they needed to be united and further strengthened, which task has to be accomplished by the National Integration Council.” Mrs. Gandhi asked the assembled leadersto suggest definite guidelines for action, and consider the creation of adequate machinery for permanent vigilance againstforces which “seek to disintegrate the very fabric of our socialand political existence.” The meeting is being attended by theChief Ministers, Governors and national leaders from differentwalks of life.

The Maharajah of Patiala, interviewed [in London, June 18] bythe ‘Pall Mall Gazette,’ emphasized that the Indian States aswell as the Indian people would do all in their power to bringthe war to a successful issue. They knew their stakes in thestruggle were as heavy as those of any other part of the Empire. If India was anxious to share the privileges of membership of the British Empire she was equally ready to share theresponsibilities which membership entailed. The King Emperor’s message to the Princes and people of India and the Premier’s appeal had deeply stirred the Indians and awakenedthe greatest enthusiasm for the war which was regarded in India as a struggle between the forces of righteousness and forces of injustice. He did not doubt the utter fatality of Germanpropaganda in India. Indians would never dream of exchanging British for German rule which formed the greatest contrast, the former standing for liberty and freedom and the latter for world dominion.

In early June, Andhra Pradesh ChiefMinister N. Chandrababu Naidu announced that the State would fullyembrace Zero Budget Natural Farming (ZBNF), a chemicalfree methodthat would cover all farmers by 2024.Earlier in the year, he had revealedthese plans at the meeting of theWorld Economic Forum in Davos.
Even though this revolution hasbeen in the works for several years,this is still a momentous occasionand highlights the way to improvethe welfare of farmers, reduce thecost of farm inputs, cut toxins infood, and improve soils. With successful pilot programmes that wereinitiated in 2015 and partners whobrought experience in different aspects needed to carry out such atransformation, Andhra Pradesh hasbecome the first State to implement aZBNF policy.
According to Rythu SadhikaraSamstha, the agency that is implementing the ZBNF, the programmewill be extended in phases. This year,5 lakh farmers will be covered, and atleast one panchayat in each of themandals will be shifted to this newmethod, bringing the programme toa tipping point. By 202122, the programme is to be implemented in every panchayat, with full coverage by2024.
Towards this end, substantial resource mobilisation for about₹16,500 crore is in progress. Tenantfarmers and day labourers are alsobeing trained, to ensure that throughthe ZBNF, livelihoods for the ruralpoor will be enhanced. T. Vijay Kumar, a retired civil servant in chargeof implementing the programme,views farmertofarmer connectionsas vital to its success. According tohim, the role of the Agriculture Department is to just listen to farmersand motivate and assist them in different ways. Farmer’s collectives suchas Farmer Producer Organisationsneed to be established and thesewould be critical to sustaining theprogramme. The Government of India provides funding through the
Rashtriya Krishi Vikas Yojana and Paramparagat Krishi Vikas Yojana. Additional resources have been madeavailable through various philanthropic organisations.
Natural farmingNatural farming is “do nothing farming”, according to Masanobu Fukuoka, a Japanese farmer who, in the1970s, was a proponent of notill, nochemical use in farming along withthe dispersal of clay seed balls to propagate plants. He found it importantto apply nature’s principles in farming and developed a deeprootedphilosophy around the process.
Subhash Palekar developed theZBNF after his own efforts at chemical farming failed. He identified fouraspects that are now integral to hisprocess and which require locallyavailable materials: seeds treatedwith cow dung and urine; soil rejuvenated with cow dung, cow urine andother local materials to increase microbes; cover crops, straw and otherorganic matter to retain soil moistureand build humus; and soil aerationfor favourable soil conditions. Thesemethods are combined with naturalinsect management methods whenrequired.
In ZBNF, yields of various cash andfood crops have been found to be significantly higher when comparedwith chemical farming. For example,yields from ZBNF plots in the (kharif )2017 pilot phase were found on average to be 11% higher for cotton thanin nonZBNF plots. The yield for Guliragi (ZBNF) was 40% higher thannonZBNF.
Input costs are near zero as no fer
tilizers and pesticides are used. Profits in most areas under ZBNF werefrom higher yield and lower inputs.Model ZBNF farms were able to withstand drought and flooding, whichare big concerns with regard to climate change. The planting of multiple crops and border crops on thesame field has provided varied income and nutrient sources. As a result of these changes, there is reduced use of water and electricity,improved health of farmers, flourishing of local ecosystems and biodiversity and no toxic chemical residuesin the environment.
In early 2016, Sikkim was declaredIndia’s first fully organic State. Butorganic agriculture often involves addition of large amounts of manure,vermicompost and other materialsthat are required in bulk and need tobe purchased. These turn out to beexpensive for most small farm holders.
Model for other StatesThe changes taking place in AndhraPradesh are a systematic scaling upof farming practices based on agroecological principles in opposition tothe dominant chemical agriculture.Changes at this scale require manydifferent elements to come together,but openminded enlightened political leaders and administrators arefundamental.
Over the years, Andhra Pradeshhas supported and learned from itsmany effective civil society organisations such as the Watershed SupportServices and Activities Network,Centre for Sustainable Agricultureand the Deccan Development Socie
ty. A stepbystep increase in the areacovered is another notable aspect.The scaling up relies primarily onfarmers and local groups — all in all,very much a bottomup process.
With its combination of delta regions, arid and hilly tribal areas, districts in Andhra Pradesh are similarto those in other parts of the countryand could therefore serve as a modelfor replication. The approach takenby APPI to monitor the improvements is vital to understanding theoutcomes of largescale changes thatare under way; this is critical to expanding the ZBNF to other States. AsZBNF is applied in India’s variousagroecological zones, making farmers the innovators is essential.
Resilient food systems are theneed of the day given the variabilityof the monsoons due to global warming and declining groundwater inlarge parts of India. The droughtprone Rayalaseema region (AndhraPradesh) is reportedly seeing promising changes already in farms withthe ZBNF. More encouraging is thatthe programme can have a positiveeffect on many of the sustainable development goals through improvements in soil, biodiversity, livelihoods, water, reduction inchemicals, climate resilience, health,women’s empowerment andnutrition.
Andhra Pradesh is one of the topfive States in terms of farmer suicides. When asked about agriculturaldistress across the country, Mr. Kumar had one message for decisionmakers: “Don’t listen to your scientists, listen to the farmers.” Technology is simply the systematic application of knowledge for practicalpurposes and according to Mr. Kumar, the ZBNF is a technology of thefuture with a traditional idiom. Agricultural scientists in India have to rework their entire strategy so thatfarming is in consonance with nature. The dominant paradigm ofchemicalbased agriculture hasfailed and regenerative agriculture isthe emerging new science.
The world is at critical junctureson many planetary boundaries, andestablishing a system that shows promise in improving them while supporting people sustainably is surelyone worth pursuing.

We celebrated ‘World Environment Day’( June 5) with a critical theme: beat plasticpollution. Since India was the global host ofthis year’s event, and also one of the victimsof plastic pollution, we should view this danger seriously. The theme urges governments,industries, communities and individuals tocome together and explore sustainable alternatives. It also urges this target group to reduce the production and excessive use ofsingleuse plastics, which are polluting ourenvironment and threatening human health.
Plastics are organic polymers of high molecular mass and often contain other substances. They are usually synthetic, mainlyderived from petrochemicals. Due to theirlow cost, ease of manufacture, versatility,noncorrosiveness and imperviousness towater, plastics are used for multiple purposes at different scales. Plastic was invented inNew York in 1907 by Leo Baekeland. Further,many chemists, including Nobel laureateHermann Staudinger (father of polymer chemistry) and Herman Mark (father of polymerphysics), have contributed to the materialsscience of plastics. However, these scientistscould not have anticipated such an exponential growth of plastic production.
Critical impact Plastic has become an indispensable material in modern society. Worldwide, one million plastic bags and one million plastic bottles are used every minute. About 50% of ourplastic use is single use (disposable) and itconstitutes 10% of the total waste generated.More than 9.1 billion tons of plastic are saidto have been “manufactured since the material was initially massproduced in the1950s”. In 2015, scientists said that “of thenearly 7 billion tons of plastic waste generated, only 9% was recycled, 12% incinerated,and 79% accumulated in landfills or theenvironment”.
In India, which accounts for almost 18% ofthe world population in 2.4% of the globalland area, the accumulation of plastic wasteis huge. An estimate in 2015 revealed that 60cities across the country generated over15,000 tonnes of plastic waste every day.Even if plastic is a convenient alternative, it isa difficult substance for nature to digest.
Each year, 13 million tonnes of plastic endup in the oceans. A study revealed that 20rivers (mostly from Asia) carry twothirds ofplastic waste to the ocean; the Ganga’s con
tribution to this is one of the highest. Researchers exploring the Arctic have foundvery high levels of microplastics trapped inthe ice. Last year, a plastic spoon was foundin the remains of a whale shark off Rameswaram. Experts explained that whale sharksare filter feeders and like to swallow everything floating in the sea. The economic impactof plastic pollution on marine ecosystemsthrough fisheries and tourism losses andbeach cleaningup costs is estimated to bearound $13 billion per year.
Plastic disposed of on land degrades slowly and its chemicals leach into the surroundings. Drinking water samples analysed from14 countries, including India, revealed that83% have microplastics concentrations. According to a United Nations EnvironmentProgramme report, the overall annual natural capital cost of plastic use in the consumergoods sector is $75 billion.
What should we do?In reality, we cannot eliminate plastic usefrom our daytoday activities. However, weshould not allow plastic to reach the soil orwater. The government should restrict plastic production and encourage recyclingthrough appropriate policies. The ‘PlasticWaste Management Rules 2016’ need to bestrictly followed.
As most plastic items pass through ourhands, public care, with behaviouralchange, is necessary. Householdwise wastesegregation is the key. We should act as responsible citizens with a determination towards maintaining cleaner surroundings. Every shopkeeper should go in for abdencourage the use of biodegradable packingmaterials while shoppers should use clothbags. Mass public awareness on the dangersof plastic hazards is a prerequisite.
Ecofriendly substitutes (cloth/paper/jutebags, leaves/areca leaf plates, paper straws)should be developed. For this, scientific andfinancial support (soft loans and subsidies) isrequired. Charges for plastic bag use and depositrefund for plastic bottles may be effective options. The recent decision by the Cabinet Committee on Economic Affairs onextending the mandate on packing foodgrains and sugar products in jute bags is welcome. Even if the intention is to promote thejute industry, it is a step that reduces plasticpollution. The Swachh Bharat Missionshould emerge as a platform for plastic wastemanagement.
We cannot transform our world into a‘plastic planet’. What is needed is collectivepublic effort to stop plastic pollution and safeguard our ecosystem/biodiversity.

Literature, poetry and philosophy convergewith medicine in recognising that therhythm of life is dependent on the beatingheart and pulsating brain. Yet it is only medical science that asks which organ’s cessation determines whether death hasoccurred.
In April, the Kerala government issued protocols to confirm brain death cases with the intention of making organtransplantation more transparent in the State. However, forall the advances in medicine (or perhaps because of them)there is a lack of clarity, medically and ethically, about assessing when the moment of death has occurred.
Historically, death was noted to occur when the heartstopped pumping blood. Death was identified by cardiorespiratory failure; doctors would feel for a pulse, check forbreath, and sometimes even hold a mirror before the noseto test for condensation. The arrival of the modern ventilator upended this simple understanding of the end of life. Asintensive care medicine took shape, defining death becamemore complex, encompassing religion and ethics. In medicine, the definition entered the realm of neuroscience.Terms such as the “death of the nervous system” and “comadépassé,” or irreversible state of coma and apnoea, becamepart of the medical lexicon.
But could a person be declared dead if the heart andlungs continued to function after brain death? In India, twoActs give different answers. Brain stem death — differentfrom brain death — is only acknowledged in the Transplantation of Human Organs Act, 1994, whereby a deceased person is one “in whom permanent disappearance of all evidence of life occurs, by reason of brain stem death or in acardiopulmonary sense, at any time after live birth has taken place.” On the other hand, Section 2(b) of the Registration of Birth and Death Act, 1969, excludes the diagnosis ofbrain death. It defines death as the “permanent disappearance of all evidence of life at any time after livebirth has taken place”. By its definition, a patient on ventilator supportmay not necessarily be dead.
In the U.S., the case of 13yearold Jahi McMath has fuelledthe debate. Ever since she was declared legally brain deadafter a tonsil surgery that went wrong, her parents havebeen fighting for the declaration to be revoked. She turned17 last year and reached puberty while on life support, forcing many to question how she could be declared dead.
American bioethicist and paediatrician Robert Truogwrote: “Although legal definitions are typically defined bybright lines, biology tends to be continuous.” He further argued that the diagnosis of brain death functions was a selffulfilling prophecy as once the ventilators are disconnected,invariably cardiorespiratory death follows.
While biology and law function differently, clear standardoperating procedures as well as a legal definition of death inIndia could go a long way in establishing trust between patients and doctors.

human rights report?
The first ever report bythe Office of the UN HighCommissioner for HumanRights (OHCHR) on Jammu and Kashmir, incluiding PakistanoccupiedKashmir, published lastweek, has been in production since 2016. A newwave of violence had thenhit the Kashmir Valley,when protests sparked bythe killing of Hizbul Mujahideen militant BurhanWani were met with forceby security personnel;about 51 protesters and civilians were killed in themonths that followed,while more than 9,000were injured by pelletsand bullets. Apart from being irked by
the report’s criticism of India’s handling of the protests, alleged extrajudicialkillings and hard tactics,the Ministry of ExternalAffairs is also upset by theterms used to describemilitants. For example,Hizbul Mujahideen, whichis regarded as a terroristorganisation by India, wasdescribed in the report asan “armed group”. Wani,regarded as a terrorist byIndian security forces,was described as the“leader” of the organisation. India in its officialstatement said the report“undermines the UNledconsensus on zero tolerance to terrorism”. Finally, it makes specific recommendations aimed atIndia, including removingthe Armed Forces (SpecialPowers) Act from areasand instituting inquiriesinto alleged human rightsviolations.

Our ceaseless search for theHoly Grail to fix the challenges of governance al
ways leads us nowhere becausethe thing doesn’t exist. But whatwe find in the process is a counterfeit, of… well, nothing; it looks likea solution but it is in fact a problem. Good intentions, unlesstempered by thoughtful deliberation and preparation, do not leadto good policy outcomes.
The move by the Department ofPersonnel and Training (DoPT) towards lateral entry in governmentservice falls in this category. It hasinvited applications from “talented and motivated Indian nationalswilling to contribute towards nation building” to be appointed asjoint secretaries in 10 Departments/ Ministries at the Centre.One cannot question the good intentions behind the decision tomake lateral entry more institutionalised than the case till now.Nor should one read too much badfaith into this, until and unless thatbad faith comes into the open.
Once we unwrap the new poli
cy, however, what we find is a littleincongruence that can one daygrow into a monster. Since the problem that the new policy seeks tofix remains vague, we cannot hopefor whatever improvements promised. It is also a distant cousin tothe ‘committed bureaucracy’ bogey of the 1970s. Moreover, the lateral entry policy goes counter inspirit to the governance philosophy enunciated by the ConstituentAssembly, insofar as it concernsthe candidates from private sector,consultancy firms, international/multinational organisations(MNCs).
Traditionally, the services ofoutside experts were availedthrough consultative processes, apractice quite widespread with theerstwhile Planning Commissionand to some extent with its newavatar, the NITI Aayog. It is notclear why the government determined that the practice was noteffective.
Why and whereforeThe lateral entry decision is basedon the assumption that since ourcivil servants, especially those ofthe Indian Administrative Service(IAS), are generalists and hence illsuited to deal with policy implications of new technologies and newmodes of thinking, the country isin dire need of domain experts.Nobody questioned the assump
tion so far as the government invoked it sparingly and also it is prima facie valid.
The policy’s aim “also to augment manpower” can only meanthat the lateral entry will be aswide as regular recruitment andused as regularly. In doing so thegovernment is turning an exception into a rule but the whole enterprise also begs the question:what does all this mean?
Neither the DoPT nor Ministriesconcerned cared to define ‘domain expertise’. For example,most of the 10 posts open for lateral entry are pretty generalist. Ajoint secretary in agriculture? Anda candidate is merely directed tothe website of agriculture ministry. Has the need for domain expertise in plant breeding been feltso as to look for another M.S.Swaminathan? Is there a need for aplant pathologist? A marketingexpert? Or is the nation destinedto have joint secretaries in allbranches of a given Ministry? Therefore, we must recognise that domain expertise is salient only in avery narrow context.
A clear tradeoffWhat is common between the lateral entry policy and the push forsimultaneous polls is a certainrestlessness that the system hasbecome too unwieldy to speed updevelopment. The sentiment is
honourable but misplaced. TheFounding Fathers felt that Indianeeded a responsible governmentmore than an efficient one. Tradeoff, there is.
While elaborating why the Constituent Assembly preferred theparliamentary over the presidential system, B.R. Ambedkar reflected the sense of the House thatwhile the former is more responsible but less stable, the latter ismore stable but less responsible. Isthe country in such a state to optfor efficiency at the cost ofaccountability?
Of the three methods at our disposal to ensure the government isresponsible, one is independenceof judiciary; the second is to subject the executive to constant scrutiny of the legislature; and thethird is to maintain bureaucraticneutrality.
Most democracies train theirhigher civil servants to be accountable rather than efficient and India is no exception. What haunts acivil servant is the spectre of having to answer to a quo warranto
writ against his alleged action/inaction. If this dynamic renders bureaucracy slow to act, it’s a welcome trait. In any case, a civilservant is expected to follow thedecisions taken by the political executive which is the real master.
The new system is open to threegroups: 1) officers of State governments; 2) employees of public sector undertakings and assorted research bodies; and 3) individualsin the private sector, MNCs, etc.Among the three groups, any metric of accountability, bureaucraticneutrality and fidelity to due process gets progressively worse fromgroup 1 to 3.
The nation cannot escape thehavoc likely to be wreaked by alarge number of private sector experts becoming joint secretarieson threetofive year contracts.Whatever training or orientationthat these new entrants will undergo cannot match 1520 years of acculturation/onjob training thatregular officers receive before theybecome joint secretaries.
Unless the government is mindful of the dangers, lateral entrycan result in large swathes of higher bureaucracy being consumedby the ‘nationbuilding’ zeal at thecost of accountability.

The alliance between the Peoples Democratic Party (PDP)and the Bharatiya Janata Par
ty (BJP) in Jammu and Kashmir( J&K) began as an act of necessity,persisted due to sunkcosts andpolitical expediency, and has finally ended as a result of political opportunism. With its sudden decision to withdraw from thecoalition government in J&K, theBJP may have ended the politicalagony for both parties, but it hascertainly left the PDP embarrassedand isolated. To be clear, the collapse of the coalition will not onlyhave serious implications for thesecurity situation in the sensitiveborder State; it also indicates howthe BJP intends to use the Kashmirquestion in the 2019 elections.
Politics of opportunismFrom the time the PDP and the BJPstarted negotiations to form a coalition government in January 2015,till June 19 this year when the BJPpulled the plug on the coalition,the alliance has reeked of politicalexpediency and opportunism.The two bitterly opposed partieshad come together to form a government primarily for instrumental reasons rather than fornormative purposes. Such political expediency became clearerwhen they decided to keep asidethe visionary agenda, negotiatedover two months in early 2015,and started focussing on the mundane. As for the PDP, the Agendaof Alliance was its stated raison
d’etre for staying in the coalition.But it decided to cling to power inthe State even though its coalitionpartner summarily rejected mostof the suggestions in the joint document. Almost no major item onthe Agenda of Alliance has been taken up for implementation tilldate.
For the BJP, this was the mostopportune moment to dump thePDP, given that it not only does notneed the PDP anymore but it hasindeed become a liability for its future political pursuits. Havingformed the coalition, the BJPachieved what it had long wanted— to be part of the J&K governmentfor the first time in the State’s history. Its leaders were accommodated in key positions in the Stategovernment with attendant benefits enjoyed by party functionaries. It might not have grown inKashmir from an organisationalpoint of view — which it alwaysknew it would not be able to — butit certainly kept its local unit inJammu content so far. More so, theBJP would now be better off without a ‘softseparatist’ PDP in tow,especially given that the PDP’sprospects in the State in 2019 arehardly promising. The BJP, in thatsense, has used and thrown thePDP. And by being the side thatbroke ties first, it has gained thefirst mover political mileage.
Moreover, the BJP’s supportbase in Jammu was upset aboutthe manner in which the State police went after the accused in theKathua rapemurder case and howthe two BJP Ministers in the J&Kgovernment had to resign due tothe controversy arising from theincident.
Having pulled out of the coalition government, the BJP nowcould potentially wean away PDP
legislators (if the Assembly is notdissolved) and rule the Statethrough the Governor. Individualsof its choice would be appointedas key advisers to the Governorwho would act as de facto Ministers in the State.
However, at a time when Opposition parties are uniting nationally to mount a challenge to the BJPin 2019, the latter’s act of dumpingits ally in J&K is likely to strengthenthe Opposition’s resolve to takethe fight to the BJP.
The BJP’s ‘stated reasons’ forpulling out of the coalition are perplexing at several levels. Its leadership argued that “there is graveconcern over the deteriorating security situation in the State”, andwent on to say that the responsibility for the difficulty in the coalitionlay with “the other side”. This is aproblematic argument. While it istrue that the security situation inKashmir has deteriorated, thereality is that the armed forces operating in J&K go by the directivesof New Delhi rather than of theState government even though theJ&K Chief Minister is the chair ofthe Unified Command in the State.Second, the BJP was very muchpart of the government that hasfailed, and therefore pinning allthe blame on the PDP is a cheap
excuse. Having admitted that the secur
ity situation has deteriorated inthe State, the BJP has also indirectly admitted that its Kashmir policy— the mainstay of which has beenthe use of crude force bereft ofpolitical strategy — has beenflawed to begin with, and that ithas not only failed to stabilise theState, but its policies have actuallyincreased violence, terrorism andinfiltration. More so, it has furtheralienated Kashmiris. This deterioration in the situation, let us beclear, is not the result of a soft approach but the direct result of ahardline approach: use of pelletguns against protesters, unwillingness to relent on the issue of AFSPA, or the Armed Forces (SpecialPowers) Act, and sending the Central agencies after the dissidentleadership in Kashmir. The Mehbooba Mufti government couldnot have stopped any of these policy steps.
Staring at extinction For the PDP, it’s a nowin situation.Having completely lost politicallegitimacy in Kashmir, the onlysupport base it had, the party andits leadership are looking at a starkfuture and Ms. Mufti might notfind it easy to revive the party anytime soon. That is unfortunate given that the PDP had filled a significant political vacuum that existedbetween the mainstream partiesand separatists in the State. Hadthe party ended the alliance withthe BJP earlier, or at least beforethe BJP did, it would have retainedsome moral claim about takingnormative positions. It was clearfor at least two years now that thealliance was bleeding the partydry, but the party leadershiplacked the wisdom and courage to
say no to the attractions of power. In the days ahead, the PDP will
struggle to maintain its relevancein the face of the anger of the localKashmiris (who felt betrayed fromday one of the alliance), mainstream parties such as the National Conference and the Congresslooking to strengthen their position in J&K, and the BJP which willtry to wean its legislators away.The PDP did not have Jammu —now it stands to lose Kashmir too.
Security implications In the days ahead, the BJP is likelyto justify its stated reason for withdrawing from the coalition byratcheting up proactive militaryoperations in Kashmir and puttingfurther pressure on the separatistcamp. An uncompromising militarist approach, which the BJP willperforce have to adopt, would inevitably mean more militant recruitments from within Kashmirand consequent civilian, militaryand militant casualties. What happens in Kashmir is directly linkedto the higher infiltration on theLine of Control and InternationalBorder and more fire assaults between the Indian and Pakistani militaries. Furthermore, given thepolitical humiliation it has suffered, the PDP will be left with twochoices: extinction or a return toits softseparatist stance. If thePDP adopts the latter, it wouldfurther vitiate the politicosecurityatmosphere in the State, at least inthe short term. Howsoever onelooks at it, Kashmir is headed fortroubled times with potential implications for the rest of the country.

As part of its “zerotolerance” approach to dealing
with undocumented migrants, the Donald
Trump administration in the U.S. has been sepa
rating parents and children within migrating families,
leading to outrage over the burgeoning number of mi
nors lodged in foster care. Reports suggest that bet
ween October 2017 and May 2018 at least 1,995 children
were separated from their parents, with a significant
majority of the instances between April 18 and May 31.
In recent weeks, disturbing images and videos have
emerged of screaming toddlers in the custody of Cus
toms and Border Protection personnel, or in what ap
pear to be chainlink cages in facilities holding older
children, as well as one disturbing audio allegedly of
wailing children at one such unit. Democrats and Repu
blicans alike have expressed deep concern about the
ethics of using children, facing trauma from separation
from their parents, to discourage further undocument
ed border crossings. Mr. Trump, however, has refused
to accept sole responsibility for the family separations.
Instead, he took to Twitter to blame his Democratic op
ponents for not working with Republicans to pass new
immigration legislation to mitigate the border crisis.
His response begs two questions. First, why, when
both Houses of the U.S. Congress are under Republican
control, is Mr. Trump unable to garner the numbers to
pass legislation to end family separations? The answer
is that poignantly tragic though the fate of these broken
families may be, the issue as such has failed to garner
even as much bipartisan momentum on Capitol Hill as
Mr. Trump’s rescinding of the Obamaera immigration
order on Deferred Actions for Childhood Arrivals. The
second question is whether the policy of separating mi
grant families is new, or if there was indeed “bad legisla
tion passed by the Democrats” that supports this ac
tion, as Mr. Trump claims. The answer is that both are
true. Mr. Trump’s critics are correct in that there is no
single U.S. law requiring families to be separated. Rath
er, what the White House referred to as “loopholes” in
legislation are two legal provisions: a law against “im
proper entry by aliens” at the border, and a decree
known as the Flores settlement. The first is a federal law
that makes it impossible to summarily deport certain
vulnerable categories of migrants, such as families, asy
lumseekers and unaccompanied minors. To get
around this the administrations of George W. Bush and
Barack Obama adopted the policy of “catch and re
lease” — whereby these migrants would be released
from custody pending their deportation case adjudica
tion. Family separation was unnecessary at that time,
but under the Trump administration’s zerotolerance
approach, all undocumented migrants are charged in
criminal courts. Here the Flores settlement applies, be
cause it limits to 20 days the length of time migrant chil
dren may be held in immigration detention. While their
parents face charges, the children are transferred to a
different location, often with devastating consequences
for their families. This is unspeakable cruelty.
Trauma at the borderThe U.S. policy of separating children from
undocumented migrant parents is cruel
The RBI continues to remain unable to influence
the effective lending rates in the economy. In Fe
bruary, in its latest statement of intent to resolve
poor monetary transmission, the RBI said it would in
struct banks to switch base rate customers to the margi
nal cost of fundsbased lending rate (MCLR) system
from April 1, 2018. In April 2016, it had introduced the
MCLR regime, scrapping the base rate regime, in place
since 2010. “Since MCLR is more sensitive to policy rate
signals, it has been decided to harmonise the methodol
ogy of determining benchmark rates by linking the Base
Rate to the MCLR,” it had said. This was supposed to
push banks to lower lending rates. Currently, under the
base rate system, the lending rate at State Bank of India
is 8.7%. The oneyear MCLR rate is just 8.25%. This diffe
rence of 45 basis points could make a significant diffe
rence in borrowing costs, especially for smaller firms
and retail consumers relying on equated monthly in
stalments. In the RBI’s assessment, a large proportion
of outstanding loans and advances continues to be
linked to the base rate system. This perhaps triggered
the February statement.
Yet, the RBI is yet to operationalise that intent. One
can understand the banks’ reluctance to switch to the
lower MCLRbased rates, given the multiple pressures
they face, including record levels of nonperforming as
sets and losses, and significant treasury losses. The RBI,
which has often faced flak for poor monetary transmis
sion, shouldn’t be swayed by these concerns. An RBI
study estimates that public sector banks could take a
₹40,000crore hit on revenue if they allow all base rate
borrowers to switch to the MCLR rate. The RBI, which
has just allowed banks to spread the booking of losses
on the treasury front over four quarters — after talking
tough about such rollovers — may not want to hurt them
more. But this creates an unfair situation as new bor
rowers get MCLR rates while the older ones continue on
the higher base rate system. While a base rate customer
can shift to the MCLR regime only by paying a fee, this
outcome is not too different from the previous attempt
by the RBI eight years ago to influence transmission by
shifting to base rates from what was called a Bench
mark Prime Lending Rate regime. There was no sunset
clause included then. For troubled banks, this is an as
setliability mismatch issue. Given the need to revive
the economy through consumption and fresh invest
ment, this impasse needs to be broken.

Our ceaseless search for theHoly Grail to fix the challenges of governance al
ways leads us nowhere becausethe thing doesn’t exist. But whatwe find in the process is a counterfeit, of… well, nothing; it looks likea solution but it is in fact a problem. Good intentions, unlesstempered by thoughtful deliberation and preparation, do not leadto good policy outcomes.
The move by the Department ofPersonnel and Training (DoPT) towards lateral entry in governmentservice falls in this category. It hasinvited applications from “talented and motivated Indian nationalswilling to contribute towards nation building” to be appointed asjoint secretaries in 10 Departments/ Ministries at the Centre.One cannot question the good intentions behind the decision tomake lateral entry more institutionalised than the case till now.Nor should one read too much badfaith into this, until and unless thatbad faith comes into the open.
Once we unwrap the new poli
cy, however, what we find is a littleincongruence that can one daygrow into a monster. Since the problem that the new policy seeks tofix remains vague, we cannot hopefor whatever improvements promised. It is also a distant cousin tothe ‘committed bureaucracy’ bogey of the 1970s. Moreover, the lateral entry policy goes counter inspirit to the governance philosophy enunciated by the ConstituentAssembly, insofar as it concernsthe candidates from private sector,consultancy firms, international/multinational organisations(MNCs).
Traditionally, the services ofoutside experts were availedthrough consultative processes, apractice quite widespread with theerstwhile Planning Commissionand to some extent with its newavatar, the NITI Aayog. It is notclear why the government determined that the practice was noteffective.
Why and whereforeThe lateral entry decision is basedon the assumption that since ourcivil servants, especially those ofthe Indian Administrative Service(IAS), are generalists and hence illsuited to deal with policy implications of new technologies and newmodes of thinking, the country isin dire need of domain experts.Nobody questioned the assump
tion so far as the government invoked it sparingly and also it is prima facie valid.
The policy’s aim “also to augment manpower” can only meanthat the lateral entry will be aswide as regular recruitment andused as regularly. In doing so thegovernment is turning an exception into a rule but the whole enterprise also begs the question:what does all this mean?
Neither the DoPT nor Ministriesconcerned cared to define ‘domain expertise’. For example,most of the 10 posts open for lateral entry are pretty generalist. Ajoint secretary in agriculture? Anda candidate is merely directed tothe website of agriculture ministry. Has the need for domain expertise in plant breeding been feltso as to look for another M.S.Swaminathan? Is there a need for aplant pathologist? A marketingexpert? Or is the nation destinedto have joint secretaries in allbranches of a given Ministry? Therefore, we must recognise that domain expertise is salient only in avery narrow context.
A clear tradeoffWhat is common between the lateral entry policy and the push forsimultaneous polls is a certainrestlessness that the system hasbecome too unwieldy to speed updevelopment. The sentiment is
honourable but misplaced. TheFounding Fathers felt that Indianeeded a responsible governmentmore than an efficient one. Tradeoff, there is.
While elaborating why the Constituent Assembly preferred theparliamentary over the presidential system, B.R. Ambedkar reflected the sense of the House thatwhile the former is more responsible but less stable, the latter ismore stable but less responsible. Isthe country in such a state to optfor efficiency at the cost ofaccountability?
Of the three methods at our disposal to ensure the government isresponsible, one is independenceof judiciary; the second is to subject the executive to constant scrutiny of the legislature; and thethird is to maintain bureaucraticneutrality.
Most democracies train theirhigher civil servants to be accountable rather than efficient and India is no exception. What haunts acivil servant is the spectre of having to answer to a quo warranto
writ against his alleged action/inaction. If this dynamic renders bureaucracy slow to act, it’s a welcome trait. In any case, a civilservant is expected to follow thedecisions taken by the political executive which is the real master.
The new system is open to threegroups: 1) officers of State governments; 2) employees of public sector undertakings and assorted research bodies; and 3) individualsin the private sector, MNCs, etc.Among the three groups, any metric of accountability, bureaucraticneutrality and fidelity to due process gets progressively worse fromgroup 1 to 3.
The nation cannot escape thehavoc likely to be wreaked by alarge number of private sector experts becoming joint secretarieson threetofive year contracts.Whatever training or orientationthat these new entrants will undergo cannot match 1520 years of acculturation/onjob training thatregular officers receive before theybecome joint secretaries.
Unless the government is mindful of the dangers, lateral entrycan result in large swathes of higher bureaucracy being consumedby the ‘nationbuilding’ zeal at thecost of accountability.

The alliance between the Peoples Democratic Party (PDP)and the Bharatiya Janata Par
ty (BJP) in Jammu and Kashmir( J&K) began as an act of necessity,persisted due to sunkcosts andpolitical expediency, and has finally ended as a result of political opportunism. With its sudden decision to withdraw from thecoalition government in J&K, theBJP may have ended the politicalagony for both parties, but it hascertainly left the PDP embarrassedand isolated. To be clear, the collapse of the coalition will not onlyhave serious implications for thesecurity situation in the sensitiveborder State; it also indicates howthe BJP intends to use the Kashmirquestion in the 2019 elections.
Politics of opportunismFrom the time the PDP and the BJPstarted negotiations to form a coalition government in January 2015,till June 19 this year when the BJPpulled the plug on the coalition,the alliance has reeked of politicalexpediency and opportunism.The two bitterly opposed partieshad come together to form a government primarily for instrumental reasons rather than fornormative purposes. Such political expediency became clearerwhen they decided to keep asidethe visionary agenda, negotiatedover two months in early 2015,and started focussing on the mundane. As for the PDP, the Agendaof Alliance was its stated raison
d’etre for staying in the coalition.But it decided to cling to power inthe State even though its coalitionpartner summarily rejected mostof the suggestions in the joint document. Almost no major item onthe Agenda of Alliance has been taken up for implementation tilldate.
For the BJP, this was the mostopportune moment to dump thePDP, given that it not only does notneed the PDP anymore but it hasindeed become a liability for its future political pursuits. Havingformed the coalition, the BJPachieved what it had long wanted— to be part of the J&K governmentfor the first time in the State’s history. Its leaders were accommodated in key positions in the Stategovernment with attendant benefits enjoyed by party functionaries. It might not have grown inKashmir from an organisationalpoint of view — which it alwaysknew it would not be able to — butit certainly kept its local unit inJammu content so far. More so, theBJP would now be better off without a ‘softseparatist’ PDP in tow,especially given that the PDP’sprospects in the State in 2019 arehardly promising. The BJP, in thatsense, has used and thrown thePDP. And by being the side thatbroke ties first, it has gained thefirst mover political mileage.
Moreover, the BJP’s supportbase in Jammu was upset aboutthe manner in which the State police went after the accused in theKathua rapemurder case and howthe two BJP Ministers in the J&Kgovernment had to resign due tothe controversy arising from theincident.
Having pulled out of the coalition government, the BJP nowcould potentially wean away PDP
legislators (if the Assembly is notdissolved) and rule the Statethrough the Governor. Individualsof its choice would be appointedas key advisers to the Governorwho would act as de facto Ministers in the State.
However, at a time when Opposition parties are uniting nationally to mount a challenge to the BJPin 2019, the latter’s act of dumpingits ally in J&K is likely to strengthenthe Opposition’s resolve to takethe fight to the BJP.
The BJP’s ‘stated reasons’ forpulling out of the coalition are perplexing at several levels. Its leadership argued that “there is graveconcern over the deteriorating security situation in the State”, andwent on to say that the responsibility for the difficulty in the coalitionlay with “the other side”. This is aproblematic argument. While it istrue that the security situation inKashmir has deteriorated, thereality is that the armed forces operating in J&K go by the directivesof New Delhi rather than of theState government even though theJ&K Chief Minister is the chair ofthe Unified Command in the State.Second, the BJP was very muchpart of the government that hasfailed, and therefore pinning allthe blame on the PDP is a cheap
excuse. Having admitted that the secur
ity situation has deteriorated inthe State, the BJP has also indirectly admitted that its Kashmir policy— the mainstay of which has beenthe use of crude force bereft ofpolitical strategy — has beenflawed to begin with, and that ithas not only failed to stabilise theState, but its policies have actuallyincreased violence, terrorism andinfiltration. More so, it has furtheralienated Kashmiris. This deterioration in the situation, let us beclear, is not the result of a soft approach but the direct result of ahardline approach: use of pelletguns against protesters, unwillingness to relent on the issue of AFSPA, or the Armed Forces (SpecialPowers) Act, and sending the Central agencies after the dissidentleadership in Kashmir. The Mehbooba Mufti government couldnot have stopped any of these policy steps.
Staring at extinction For the PDP, it’s a nowin situation.Having completely lost politicallegitimacy in Kashmir, the onlysupport base it had, the party andits leadership are looking at a starkfuture and Ms. Mufti might notfind it easy to revive the party anytime soon. That is unfortunate given that the PDP had filled a significant political vacuum that existedbetween the mainstream partiesand separatists in the State. Hadthe party ended the alliance withthe BJP earlier, or at least beforethe BJP did, it would have retainedsome moral claim about takingnormative positions. It was clearfor at least two years now that thealliance was bleeding the partydry, but the party leadershiplacked the wisdom and courage to
say no to the attractions of power. In the days ahead, the PDP will
struggle to maintain its relevancein the face of the anger of the localKashmiris (who felt betrayed fromday one of the alliance), mainstream parties such as the National Conference and the Congresslooking to strengthen their position in J&K, and the BJP which willtry to wean its legislators away.The PDP did not have Jammu —now it stands to lose Kashmir too.
Security implications In the days ahead, the BJP is likelyto justify its stated reason for withdrawing from the coalition byratcheting up proactive militaryoperations in Kashmir and puttingfurther pressure on the separatistcamp. An uncompromising militarist approach, which the BJP willperforce have to adopt, would inevitably mean more militant recruitments from within Kashmirand consequent civilian, militaryand militant casualties. What happens in Kashmir is directly linkedto the higher infiltration on theLine of Control and InternationalBorder and more fire assaults between the Indian and Pakistani militaries. Furthermore, given thepolitical humiliation it has suffered, the PDP will be left with twochoices: extinction or a return toits softseparatist stance. If thePDP adopts the latter, it wouldfurther vitiate the politicosecurityatmosphere in the State, at least inthe short term. Howsoever onelooks at it, Kashmir is headed fortroubled times with potential implications for the rest of the country.

As part of its “zerotolerance” approach to dealing
with undocumented migrants, the Donald
Trump administration in the U.S. has been sepa
rating parents and children within migrating families,
leading to outrage over the burgeoning number of mi
nors lodged in foster care. Reports suggest that bet
ween October 2017 and May 2018 at least 1,995 children
were separated from their parents, with a significant
majority of the instances between April 18 and May 31.
In recent weeks, disturbing images and videos have
emerged of screaming toddlers in the custody of Cus
toms and Border Protection personnel, or in what ap
pear to be chainlink cages in facilities holding older
children, as well as one disturbing audio allegedly of
wailing children at one such unit. Democrats and Repu
blicans alike have expressed deep concern about the
ethics of using children, facing trauma from separation
from their parents, to discourage further undocument
ed border crossings. Mr. Trump, however, has refused
to accept sole responsibility for the family separations.
Instead, he took to Twitter to blame his Democratic op
ponents for not working with Republicans to pass new
immigration legislation to mitigate the border crisis.
His response begs two questions. First, why, when
both Houses of the U.S. Congress are under Republican
control, is Mr. Trump unable to garner the numbers to
pass legislation to end family separations? The answer
is that poignantly tragic though the fate of these broken
families may be, the issue as such has failed to garner
even as much bipartisan momentum on Capitol Hill as
Mr. Trump’s rescinding of the Obamaera immigration
order on Deferred Actions for Childhood Arrivals. The
second question is whether the policy of separating mi
grant families is new, or if there was indeed “bad legisla
tion passed by the Democrats” that supports this ac
tion, as Mr. Trump claims. The answer is that both are
true. Mr. Trump’s critics are correct in that there is no
single U.S. law requiring families to be separated. Rath
er, what the White House referred to as “loopholes” in
legislation are two legal provisions: a law against “im
proper entry by aliens” at the border, and a decree
known as the Flores settlement. The first is a federal law
that makes it impossible to summarily deport certain
vulnerable categories of migrants, such as families, asy
lumseekers and unaccompanied minors. To get
around this the administrations of George W. Bush and
Barack Obama adopted the policy of “catch and re
lease” — whereby these migrants would be released
from custody pending their deportation case adjudica
tion. Family separation was unnecessary at that time,
but under the Trump administration’s zerotolerance
approach, all undocumented migrants are charged in
criminal courts. Here the Flores settlement applies, be
cause it limits to 20 days the length of time migrant chil
dren may be held in immigration detention. While their
parents face charges, the children are transferred to a
different location, often with devastating consequences
for their families. This is unspeakable cruelty.
Trauma at the borderThe U.S. policy of separating children from
undocumented migrant parents is cruel
The RBI continues to remain unable to influence
the effective lending rates in the economy. In Fe
bruary, in its latest statement of intent to resolve
poor monetary transmission, the RBI said it would in
struct banks to switch base rate customers to the margi
nal cost of fundsbased lending rate (MCLR) system
from April 1, 2018. In April 2016, it had introduced the
MCLR regime, scrapping the base rate regime, in place
since 2010. “Since MCLR is more sensitive to policy rate
signals, it has been decided to harmonise the methodol
ogy of determining benchmark rates by linking the Base
Rate to the MCLR,” it had said. This was supposed to
push banks to lower lending rates. Currently, under the
base rate system, the lending rate at State Bank of India
is 8.7%. The oneyear MCLR rate is just 8.25%. This diffe
rence of 45 basis points could make a significant diffe
rence in borrowing costs, especially for smaller firms
and retail consumers relying on equated monthly in
stalments. In the RBI’s assessment, a large proportion
of outstanding loans and advances continues to be
linked to the base rate system. This perhaps triggered
the February statement.
Yet, the RBI is yet to operationalise that intent. One
can understand the banks’ reluctance to switch to the
lower MCLRbased rates, given the multiple pressures
they face, including record levels of nonperforming as
sets and losses, and significant treasury losses. The RBI,
which has often faced flak for poor monetary transmis
sion, shouldn’t be swayed by these concerns. An RBI
study estimates that public sector banks could take a
₹40,000crore hit on revenue if they allow all base rate
borrowers to switch to the MCLR rate. The RBI, which
has just allowed banks to spread the booking of losses
on the treasury front over four quarters — after talking
tough about such rollovers — may not want to hurt them
more. But this creates an unfair situation as new bor
rowers get MCLR rates while the older ones continue on
the higher base rate system. While a base rate customer
can shift to the MCLR regime only by paying a fee, this
outcome is not too different from the previous attempt
by the RBI eight years ago to influence transmission by
shifting to base rates from what was called a Bench
mark Prime Lending Rate regime. There was no sunset
clause included then. For troubled banks, this is an as
setliability mismatch issue. Given the need to revive
the economy through consumption and fresh invest
ment, this impasse needs to be broken.

In early June, Andhra Pradesh ChiefMinister N. Chandrababu Naidu announced that the State would fullyembrace Zero Budget Natural Farming (ZBNF), a chemicalfree methodthat would cover all farmers by 2024.Earlier in the year, he had revealedthese plans at the meeting of theWorld Economic Forum in Davos.
Even though this revolution hasbeen in the works for several years,this is still a momentous occasionand highlights the way to improvethe welfare of farmers, reduce thecost of farm inputs, cut toxins infood, and improve soils. With successful pilot programmes that wereinitiated in 2015 and partners whobrought experience in different aspects needed to carry out such atransformation, Andhra Pradesh hasbecome the first State to implement aZBNF policy.
According to Rythu SadhikaraSamstha, the agency that is implementing the ZBNF, the programmewill be extended in phases. This year,5 lakh farmers will be covered, and atleast one panchayat in each of themandals will be shifted to this newmethod, bringing the programme toa tipping point. By 202122, the programme is to be implemented in every panchayat, with full coverage by2024.
Towards this end, substantial resource mobilisation for about₹16,500 crore is in progress. Tenantfarmers and day labourers are alsobeing trained, to ensure that throughthe ZBNF, livelihoods for the ruralpoor will be enhanced. T. Vijay Kumar, a retired civil servant in chargeof implementing the programme,views farmertofarmer connectionsas vital to its success. According tohim, the role of the Agriculture Department is to just listen to farmersand motivate and assist them in different ways. Farmer’s collectives suchas Farmer Producer Organisationsneed to be established and thesewould be critical to sustaining theprogramme. The Government of India provides funding through the
Rashtriya Krishi Vikas Yojana and Paramparagat Krishi Vikas Yojana. Additional resources have been madeavailable through various philanthropic organisations.
Natural farmingNatural farming is “do nothing farming”, according to Masanobu Fukuoka, a Japanese farmer who, in the1970s, was a proponent of notill, nochemical use in farming along withthe dispersal of clay seed balls to propagate plants. He found it importantto apply nature’s principles in farming and developed a deeprootedphilosophy around the process.
Subhash Palekar developed theZBNF after his own efforts at chemical farming failed. He identified fouraspects that are now integral to hisprocess and which require locallyavailable materials: seeds treatedwith cow dung and urine; soil rejuvenated with cow dung, cow urine andother local materials to increase microbes; cover crops, straw and otherorganic matter to retain soil moistureand build humus; and soil aerationfor favourable soil conditions. Thesemethods are combined with naturalinsect management methods whenrequired.
In ZBNF, yields of various cash andfood crops have been found to be significantly higher when comparedwith chemical farming. For example,yields from ZBNF plots in the (kharif )2017 pilot phase were found on average to be 11% higher for cotton thanin nonZBNF plots. The yield for Guliragi (ZBNF) was 40% higher thannonZBNF.

tilizers and pesticides are used. Profits in most areas under ZBNF werefrom higher yield and lower inputs.Model ZBNF farms were able to withstand drought and flooding, whichare big concerns with regard to climate change. The planting of multiple crops and border crops on thesame field has provided varied income and nutrient sources. As a result of these changes, there is reduced use of water and electricity,improved health of farmers, flourishing of local ecosystems and biodiversity and no toxic chemical residuesin the environment.
In early 2016, Sikkim was declaredIndia’s first fully organic State. Butorganic agriculture often involves addition of large amounts of manure,vermicompost and other materialsthat are required in bulk and need tobe purchased. These turn out to beexpensive for most small farm holders.
Model for other StatesThe changes taking place in AndhraPradesh are a systematic scaling upof farming practices based on agroecological principles in opposition tothe dominant chemical agriculture.Changes at this scale require manydifferent elements to come together,but openminded enlightened political leaders and administrators arefundamental.
Over the years, Andhra Pradeshhas supported and learned from itsmany effective civil society organisations such as the Watershed SupportServices and Activities Network,Centre for Sustainable Agricultureand the Deccan Development Socie
ty. A stepbystep increase in the areacovered is another notable aspect.The scaling up relies primarily onfarmers and local groups — all in all,very much a bottomup process.
With its combination of delta regions, arid and hilly tribal areas, districts in Andhra Pradesh are similarto those in other parts of the countryand could therefore serve as a modelfor replication. The approach takenby APPI to monitor the improvements is vital to understanding theoutcomes of largescale changes thatare under way; this is critical to expanding the ZBNF to other States. AsZBNF is applied in India’s variousagroecological zones, making farmers the innovators is essential.
Resilient food systems are theneed of the day given the variabilityof the monsoons due to global warming and declining groundwater inlarge parts of India. The droughtprone Rayalaseema region (AndhraPradesh) is reportedly seeing promising changes already in farms withthe ZBNF. More encouraging is thatthe programme can have a positiveeffect on many of the sustainable development goals through improvements in soil, biodiversity, livelihoods, water, reduction inchemicals, climate resilience, health,women’s empowerment andnutrition.
Andhra Pradesh is one of the topfive States in terms of farmer suicides. When asked about agriculturaldistress across the country, Mr. Kumar had one message for decisionmakers: “Don’t listen to your scientists, listen to the farmers.” Technology is simply the systematic application of knowledge for practicalpurposes and according to Mr. Kumar, the ZBNF is a technology of thefuture with a traditional idiom. Agricultural scientists in India have to rework their entire strategy so thatfarming is in consonance with nature. The dominant paradigm ofchemicalbased agriculture hasfailed and regenerative agriculture isthe emerging new science.
The world is at critical junctureson many planetary boundaries, andestablishing a system that shows promise in improving them while supporting people sustainably is surelyone worth pursuing.

We celebrated ‘World Environment Day’( June 5) with a critical theme: beat plasticpollution. Since India was the global host ofthis year’s event, and also one of the victimsof plastic pollution, we should view this danger seriously. The theme urges governments,industries, communities and individuals tocome together and explore sustainable alternatives. It also urges this target group to reduce the production and excessive use ofsingleuse plastics, which are polluting ourenvironment and threatening human health.
Plastics are organic polymers of high molecular mass and often contain other substances. They are usually synthetic, mainlyderived from petrochemicals. Due to theirlow cost, ease of manufacture, versatility,noncorrosiveness and imperviousness towater, plastics are used for multiple purposes at different scales. Plastic was invented inNew York in 1907 by Leo Baekeland. Further,many chemists, including Nobel laureateHermann Staudinger (father of polymer chemistry) and Herman Mark (father of polymerphysics), have contributed to the materialsscience of plastics. However, these scientistscould not have anticipated such an exponential growth of plastic production.
Critical impact Plastic has become an indispensable material in modern society. Worldwide, one million plastic bags and one million plastic bottles are used every minute. About 50% of ourplastic use is single use (disposable) and itconstitutes 10% of the total waste generated.More than 9.1 billion tons of plastic are saidto have been “manufactured since the material was initially massproduced in the1950s”. In 2015, scientists said that “of thenearly 7 billion tons of plastic waste generated, only 9% was recycled, 12% incinerated,and 79% accumulated in landfills or theenvironment”.
In India, which accounts for almost 18% ofthe world population in 2.4% of the globalland area, the accumulation of plastic wasteis huge. An estimate in 2015 revealed that 60cities across the country generated over15,000 tonnes of plastic waste every day.Even if plastic is a convenient alternative, it isa difficult substance for nature to digest.
Each year, 13 million tonnes of plastic endup in the oceans. A study revealed that 20rivers (mostly from Asia) carry twothirds ofplastic waste to the ocean; the Ganga’s con
tribution to this is one of the highest. Researchers exploring the Arctic have foundvery high levels of microplastics trapped inthe ice. Last year, a plastic spoon was foundin the remains of a whale shark off Rameswaram. Experts explained that whale sharksare filter feeders and like to swallow everything floating in the sea. The economic impactof plastic pollution on marine ecosystemsthrough fisheries and tourism losses andbeach cleaningup costs is estimated to bearound $13 billion per year.
Plastic disposed of on land degrades slowly and its chemicals leach into the surroundings. Drinking water samples analysed from14 countries, including India, revealed that83% have microplastics concentrations. According to a United Nations EnvironmentProgramme report, the overall annual natural capital cost of plastic use in the consumergoods sector is $75 billion.
What should we do?In reality, we cannot eliminate plastic usefrom our daytoday activities. However, weshould not allow plastic to reach the soil orwater. The government should restrict plastic production and encourage recyclingthrough appropriate policies. The ‘PlasticWaste Management Rules 2016’ need to bestrictly followed.
As most plastic items pass through ourhands, public care, with behaviouralchange, is necessary. Householdwise wastesegregation is the key. We should act as responsible citizens with a determination towards maintaining cleaner surroundings. Every shopkeeper should go in for abdencourage the use of biodegradable packingmaterials while shoppers should use clothbags. Mass public awareness on the dangersof plastic hazards is a prerequisite.
Ecofriendly substitutes (cloth/paper/jutebags, leaves/areca leaf plates, paper straws)should be developed. For this, scientific andfinancial support (soft loans and subsidies) isrequired. Charges for plastic bag use and depositrefund for plastic bottles may be effective options. The recent decision by the Cabinet Committee on Economic Affairs onextending the mandate on packing foodgrains and sugar products in jute bags is welcome. Even if the intention is to promote thejute industry, it is a step that reduces plasticpollution. The Swachh Bharat Missionshould emerge as a platform for plastic wastemanagement.
We cannot transform our world into a‘plastic planet’. What is needed is collectivepublic effort to stop plastic pollution and safeguard our ecosystem/biodiversity.

Literature, poetry and philosophy convergewith medicine in recognising that therhythm of life is dependent on the beatingheart and pulsating brain. Yet it is only medical science that asks which organ’s cessation determines whether death hasoccurred.
In April, the Kerala government issued protocols to confirm brain death cases with the intention of making organtransplantation more transparent in the State. However, forall the advances in medicine (or perhaps because of them)there is a lack of clarity, medically and ethically, about assessing when the moment of death has occurred.
Historically, death was noted to occur when the heartstopped pumping blood. Death was identified by cardiorespiratory failure; doctors would feel for a pulse, check forbreath, and sometimes even hold a mirror before the noseto test for condensation. The arrival of the modern ventilator upended this simple understanding of the end of life. Asintensive care medicine took shape, defining death becamemore complex, encompassing religion and ethics. In medicine, the definition entered the realm of neuroscience.Terms such as the “death of the nervous system” and “comadépassé,” or irreversible state of coma and apnoea, becamepart of the medical lexicon.
But could a person be declared dead if the heart andlungs continued to function after brain death? In India, twoActs give different answers. Brain stem death — differentfrom brain death — is only acknowledged in the Transplantation of Human Organs Act, 1994, whereby a deceased person is one “in whom permanent disappearance of all evidence of life occurs, by reason of brain stem death or in acardiopulmonary sense, at any time after live birth has taken place.” On the other hand, Section 2(b) of the Registration of Birth and Death Act, 1969, excludes the diagnosis ofbrain death. It defines death as the “permanent disappearance of all evidence of life at any time after livebirth has taken place”. By its definition, a patient on ventilator supportmay not necessarily be dead.
In the U.S., the case of 13yearold Jahi McMath has fuelledthe debate. Ever since she was declared legally brain deadafter a tonsil surgery that went wrong, her parents havebeen fighting for the declaration to be revoked. She turned17 last year and reached puberty while on life support, forcing many to question how she could be declared dead.
American bioethicist and paediatrician Robert Truogwrote: “Although legal definitions are typically defined bybright lines, biology tends to be continuous.” He further argued that the diagnosis of brain death functions was a selffulfilling prophecy as once the ventilators are disconnected,invariably cardiorespiratory death follows.
While biology and law function differently, clear standardoperating procedures as well as a legal definition of death inIndia could go a long way in establishing trust between patients and doctors.

What prompted this
human rights report?
The first ever report bythe Office of the UN HighCommissioner for HumanRights (OHCHR) on Jammu and Kashmir, incluiding PakistanoccupiedKashmir, published lastweek, has been in production since 2016. A newwave of violence had thenhit the Kashmir Valley,when protests sparked bythe killing of Hizbul Mujahideen militant BurhanWani were met with forceby security personnel;about 51 protesters and civilians were killed in themonths that followed,while more than 9,000were injured by pelletsand bullets. Consequently, the OHCRC asked Indiaand Pakistan to allow itsteams access to the State,a request that wasrefused.
Why is this report
controversial to India?
Apart from being irked by
the report’s criticism of India’s handling of the protests, alleged extrajudicialkillings and hard tactics,the Ministry of ExternalAffairs is also upset by theterms used to describemilitants. For example,Hizbul Mujahideen, whichis regarded as a terroristorganisation by India, wasdescribed in the report asan “armed group”. Wani,regarded as a terrorist byIndian security forces,was described as the“leader” of the organisation. India in its officialstatement said the report“undermines the UNledconsensus on zero tolerance to terrorism”. Finally, it makes specific recommendations aimed atIndia, including removingthe Armed Forces (SpecialPowers) Act from areasand instituting inquiriesinto alleged human rightsviolations.

Helicopters and boats have been pressed into service to rescuethousands of people marooned by unprecedented floods inNorth Lakhimpur in Upper Assam. An official said here [Shillong] today [ June 21] that swirling floods in the Ranganadi hadinundated an area of 100 square miles, affecting more than50,000 persons in several villages in the area. At a meeting of the Bombay Municipal Corporation on Thursday evening [ June 20] a letter from the Municipal Commissioner intimating a few cases of typhus fever in the city and theneed for provision of proper accommodation for treatment ofsuch cases at Arthur Road Hospital, was considered by theCorporation. The Health Officer and the Commissioner camein for a good deal of criticism for not bringing these cases tothe notice of the Corporation earlier. The Commissioner explained that there was no epidemic of typhus in Bombay. Twocases of typhus occurred on the 5th May among Armenian refugees who were living in the Armenian Church in Medow’sStreet and since then no more cases had occurred.

In 2016, yoga was inscribed on UNESCO’s Representative List of theIntangible Cultural Heritage of Humanity. Thanks to a unanimous resolution of the UN General Assembly, the International Day ofYoga is also celebrated annually onJune 21.
Many schools in India have introduced yoga at early ages.One such school is the Rajkiya Pratibha Vikas Vidyalaya inDwarka, Delhi. The principal says yoga improves students’mental, emotional, physical and behavioural health: “Yogais all about balance of mind, body and soul. It improves notonly the health of the students but also their concentration.”
Growing scientific evidence suggests that yoga and mindfulness training allow young people to improve “selfregulation” — a psychological construct encompassing competencies such as the ability to control attention and emotions,avoid aggression, and engage in selfdirected learning.
Over recent decades, access to education has expandedsignificantly throughout the world. Countries are increasingly achieving universal basic education, extending theircoverage to secondary education. However, at the sametime, there is a concern that education systems are becoming too competitive, stressfuelled and examoriented. Weare also witnessing rising trends of intolerance and violentextremism as well as increasing levels of anxiety and depression among the youth. Causes of these are many and complex, but there is an increasing consensus that somethingmust be done to redefine the purpose of school education.
UNESCO promotes the notion that schools must providean environment conducive to learning where children feelphysically and mentally safe, encouraged to make and learnfrom mistakes, and be recognised and respected for theirmultiple talents apart from academic excellence. But thesefactors can be easily forgotten in a highly competitive environment.
To tackle this issue, the UNESCO AsiaPacific Regional Bureau for Education, based in Bangkok, has launched theHappy Schools Project, with the aim of promoting happiness in schools through enhanced learner wellbeing andholistic development. We are in the process of operationalising the Happy Schools framework, with the involvement ofthe UNESCO Mahatma Gandhi Institute of Education forPeace and Sustainable Development (MGIEP).
MGIEP is the first UNESCO institute of its kind in the AsiaPacific region and is generously supported by the Indian government. It has developed a social and emotional learning(SEL) curriculum called Libre, which is designed to buildfour competencies – critical inquiry, mindfulness, empathyand compassion. School pilots of this curriculum start thisyear in India and Malaysia. We hope that this will pave a wayfor integrating SEL in school curricula as a vital componentof making schools happier places.

The proposedamendment reduces theresidency requirement tosix years, besides the last12 months. The amendment will not cover Muslims, who form the majority in these threecountries.
Opposition to the Bill isstrong in Assam, wherethere is fear that nonMuslim migrants from Bangladesh will become Indiancitizens. There is also anapprehension that thiswould be in conflict withthe ongoing exercise toupdate the National Register of Citizens in Assam,for which the cutoff dateis March 24, 1971.

It has been made clearthat the controversial Citizenship (Amendment)Bill, 2016, will not be tabled in Parliament in themonsoon session, andthat the Joint Parliamentary Committee examining it will be holding widerconsultations.
The Bill was introducedin July 2016, and referredto a parliamentarycommittee.
The Bill’s objective is toremove the tag of ‘illegalmigrants’ from membersof minority communities— Hindus, Sikhs, Buddhists, Jains, Christians andParsis — from Pakistan,Bangladesh and Afghanistan, who have entered thecountry without legal documentation or whose documents have expired. Theidea is to make them eligible to apply for Indiancitizenship.
If the Bill is passed,these individuals will beeligible for citizenship by
nant sections in thesecountries.
The Bill’s statement ofobjects and reasons argues that the aim is to helppersons of Indian origin,including those fromthese minority communities in the three countries,who are unable to produce proof of their Indianorigin while applying forcitizenship by registration. As naturalisation istheir only means of acquiring citizenship, the government wants to reducethe residency requirement from 12 to sevenyears. The long waitingperiod in the present lawwould deny them “opportunities and advantages”that accrue to citizens,even though they are likely to stay in Indiapermanently.
Another feature of theproposed amendment isthat it enables cancellation of the registration ofany Overseas Citizen of India cardholder for violation of Indian law.

A Bill that is causing worry
The what and why of the Citizenship (Amendment) Bill

The Aam Aadmi Party was born outof the historic 2011 anticorruptionmovement that culminated withthe party winning an unprecedented mandate of 67 out of 70 seats inthe 2015 Delhi Assembly elections.
Taking controlAs soon as the AAP government inDelhi set about fulfilling its mandate, the BJPruled Central government started stripping it of its powers. Delhi’s Anti Corruption Branch(ACB) had always functioned underthe Delhi government, even duringthe rule of the previous 15year Congress government in Delhi. Our
strong push to curb corruption ledto the arrest of many governmentofficials. The Centre responded bypassing orders, forcefully takingaway control of Delhi’s ACB bysending paramilitary forces.
It is not just the ACB. Even theDepartment of Services, which decides the appointments and transfers of all officers of the Delhi government, including IndianAdministrative Service (IAS) officers, had also always functioned under the Delhi government. But anorder issued by the Union HomeMinistry in May 2015 ruled that theLieutenant Governor would have
complete control overthis department. No other elected governmentanywhere in India, oreven in Delhi for thatmatter, has seen suchcurtailment of its powers. Through this andmany such incidents, it is clear thatthe Delhi government is not beingallowed to operate by the will of thepeople, but is at the Centre’s mercy.
So much so that a bureaucrat inDelhi thinks it is okay to tell his Education Minister that he cannot reveal the number of positions vacantin schools for teachers because thatcomes under the Department ofServices, which is under theCentre’s purview. For the last fourmonths, IAS officers have not at
tended any meetingcalled by Ministers, orresponded to phone callsor texts. It is in this context that the strike by IASofficers, orchestrated bythe Centre, must be seen.
Whether to createschools, colleges or hospitals, manyof our policy proposals are routinely returned. This is because we arenot allowed to propose the numberand type of staff to man the institutions we wish to create to serve thepeople of Delhi. Despite these obstructions, the AAP, through political will, has ensured a completetransformation in several sectors,particularly in education, health,water and electricity. Many of thesesteps have been lauded and are be
ing emulated across the country.In 1991, when the 69th Amend
ment to the Constitution createdthe Legislative Assembly of Delhi,the city’s population was muchsmaller. Today, there are nearly twocrore people in Delhi. Nowhere inany democracy are two crore people represented by a governmentwith powers as restricted as ours.This is no longer an adequate system, because Delhi has outgrown it.
Equal rightsNobody can disagree that the goalof the drafters of our Constitutionwas to create a democratic republicthat confers equal rights to all citizens. This extends to the equalright of people for representationand selfgovernance. Even when
the Union Territories were firstcreated, the idea was to provide aflexible yet transitional status toseveral territories that joined theIndian Union under different circumstances. With time, Goa, Manipur, Himachal Pradesh and Tripurahave been granted statehood. Thefirst stage of Delhi’s evolution tookplace in 1991, when the Assemblywas created. The time has come toenter the second and final stage tocreate the full State of Delhi.
This is no longer about a politicalparty or a leader. It is about the democratic rights and aspirations ofnearly two crore citizens. The sooner the Prime Minister understandsthis, the better it would be for Delhiand the project to make India a better, greater democracy.

YESThis is no longer about a political party. It isabout the democratic rights of citizens
Delhi is where people from all overIndia come, where officials and people from the civil and uniformedforces from all national units work.It is the headquarters of intelligence and the security apparatus. Ithas a huge diplomatic core. It iswhere all State governments have adirect stake, whether in land, offices or officers.
A status that has workedThis is not a city for the people wholive in it alone, it’s a city that housesthe national government. There
fore, it has wisely been kept as a Union Territory with extraordinarypowers to a subordinate State government. I say extraordinary,since in ordinary circumstances,these powers should remain withthe Central government through itslocal political and administrativewings. This status has served thepeople of Delhi well – with the benefit of funds and a benevolent national government.
In Delhi, except for law and order and land, both of which due tothe presence and needs of the Cen
tral government is within its purview, all othersubjects are with theState government. However, through the Lieutenant Governor, theGovernment of Indiaoversees matters regarding Central civil services, some crucial matters of finance, etc. Whilesome of these controls maybe unnecessary, they very rarely come inthe way of the State government doing what it thinks it should do.
From 1993 to 2013, this arrangement in Delhi worked, except whenindividuals wanted to play eitherpolitics or monopoly (the game). Aquick review of the Lieutenant Go
vernors in relevant periods — Vijai Kapoor wasthe best Delhi has had,Banwari Lal Joshi did hisbest to trouble the Stategovernment, and Tejendra Khanna was a blot onthe role. Not just that,
some of the Home Secretaries —R.K. Singh, for instance — acted as ifDelhi was their fiefdom.
Yet some extraordinary work gotdone. It’s true that some fantasticnew schemes and projects couldnot get sanction due to the last twoLieutenant Governors but it’s alsotrue that much of the work getsdone precisely because Delhi hasthe Central government playing a
role. This system has worked well,but the problem with the currentpolitical leadership is that they arenervous and uncomfortable withthe Central government’s system ofchecks and balances. Taking a closelook at the points of friction, youfind that they are mostly in areas involving either funds or contracts. Ineach case, the objections or reviewssought from the Lieutenant Governor are reasonable and exercisecaution over proposals that oncareful reading point to fishy deals.
Threatening officialsThen, of course, is the episode ofthe “striking” bureaucracy. For thelast three years, AAP Ministers and
cadres have been abusing, misbehaving and threatening officials,and in collusion with some localand junior IAS officers are runningDelhi government as though it’stheir personal fiefdom. If there wastruly such a commitment to democracy, how come the AAP is not enlarging and strengthening the Municipal Corporation? After all, localselfgovernment is the democracydream of these anticorruption anddemocracy peddlers.
The current system works. If youever have a full statehood, this city,given two governments, will enterinto so many conflicts that you willthen perhaps ask for just one morething — full nationhood.

The dramatic developments in Delhi, leading to the unprecedented‘dharna’ by Chief Minister ArvindKejriwal and half his Cabinet insidethe Lieutenant Governor’s office,attracted nationwide attention.This posture suits Mr. Kejriwal: byemphasising his lack of power, hecan advance his case for statehood,for which the Assembly has recently passed a resolution, and explainhis failure to deliver on promises.
Whatever it may be, he succeedsin bringing an old issue to the fore:Should Delhi be given statehood?This issue was raised by the firsttime by Pattabhi Sitaramayya in
1947 in the Constituent Assembly.Though B.R. Ambedkar, JawaharlalNehru and others did not oblige, hedid manage to get a Chief Ministerwith limited powers in a Part CState. This position was lost whenthe first Chief Minister, Brahm Prakash, clashed with the then HomeMinister, Govind Ballabh Pant.
Delhi could again have a ChiefMinister only in the early ’90s withthe introduction of Articles 239AAand 239BB in the Constitution andwith the passage of the Government of National Capital Territoryof Delhi Act, 1991. It is against thepresent system that Mr. Kejriwal is
agitating. If Delhi has not been
given the status of a fullState despite persistentdemands, there must besome major issues. Themost intractable issue isthe problem of havingtwo governments in the same cityState. In the constitutional scheme,law and order, security and landare State subjects. No Central government can afford to leave thesecritical issues to someone else in acity from which it is also functioning.
The issue of safetyThe issue is not just egocentric. Itinvolves the safety of the many entities organically linked to it, espe
cially the embassieswhich are protected bytreaties and conventionsand are given immunityin various respects.There is also the issue ofsecurity of the visitingheads of states and other
dignitaries. This is a major responsibility of the Centre and cannot begiven to another entity.
Of course, security involves theCentral government and its personnel but also various subordinate organisations like the Central policeforces, offices of agencies like theUnion Public Service Commission,the Comptroller and Auditor General of India and the Central Vigilance Commission. Not any less important is security to the Supreme
Court and its judges. The two Houses of Parliament and MPs also lookto the Central government.
Can these objections be met bycarving out the New Delhi Municipal Council area and letting it remain a Union Territory? The problems then would be substantiallyresolved, but two issues will remain: the Red Fort, where thePrime Minister takes the Independence Day salute, and Palam,where most of the foreign dignitaries land. While Palam can arguablyremain outside the Union Territory,Red Fort has to be included. If thathappens, the major markets ofChandni Chowk and Daryaganj willbe left out of the State. The bulk ofthe revenue collections are fromthese two and Connaught Place,
which is in the NDMC area anyway.Without them the State will be leftalmost totally bereft of finances.
Administrative problemsThere are other problems too,mainly administrative, which willbe difficult to resolve. The most important one is of policing and lawand order: where do you stop processions going to Parliament or tothe Prime Minister’s house? It willhave to be done outside the UnionTerritory and that will create numerous problems of coordination. Sowill other problems of division ofwater, power, and of drainage androads. No, Delhi will have to remainas it is. As for statehood, we have tocontinue to experiment, stumblefrom one setup to another.
