Property Registration: HARIS
Implemented ICT based HARIS (Haryana Registration
Information System) in all Tehsils and sub-Tehsils (125).
HARIS provide services like Collector Rates of Property,
Stamp Duty Calculations, Deeds Writing – Standard deed
templates, Buyers/Sellers Photographs Capturing, Registration
of Property Deeds, Issuance of Copy of Registered Deed,
Issuance of Mutation Notice, Information on Registered Deeds
Web Interface for publishing of Registered Deeds data on Web
has been implemented, which pushes the extracted data from
Tehsils/Sub-Tehsil servers to NIC-HDC using SWAN/
NICNET/ BB Internet for on-line access to bring greater
transparency.
AMS (Appointments Management System) has been launched
for Registration in FIFO
On-line capturing of photographs & Biometrics of witnesses along
with sellers and buyers has reduced the incidents of wrong
witnesses, which was prevalent before HARIS implementation.
The feature of not allowing registration of Land below Collector
rates, has eliminated requirements of Pre-Registration audit. This
has saved general public from harassment at hands of auditors.
Facility to fix a separate rate for different parts of the same locality
by dividing it into number of segments, has reduced the practice
of concealing exact location of property for saving stamp duty.
Disallowing to register a property below collector rates, helped in
stopping revenue leakage, caused by the registration of under
valued deeds.

Automation. Single Window Interface for Deed Writing,
Registration, Mutation, Jamabandi and ROR.
• Integration with 2-D Bar Coding & Web Portal Access
• Integrated Cadastral Maps with Land Records for on-line updating
of Mussavies as well as Jamabandies, to provide copy of Sajra
Aksh alongwith RoR
• Property Registration, Mutations and Land Records integrated
dynamically .
• On-line updating of Remarks Column of Jamabandi just after
registration of document.
• On-line availability of Updated Nakal of ROR to public helps in
reduction of litigations and frauds, as now it is not possible to sell
a same piece of land to multiple parties/peoples
Web Interface for publishing of Jamabandi data on Web has also
been implemented, which pushes the RoR data to NIC-HMDC.
Web enabled Access to Records of Right available on the website
http://jamabandi.nic.in , contains RoR data of 6000 villages.
Software for Digitally signed Copy of RoR. Copy of RoR with QR
Code & digitally signing of Jamabandi database has also been
developed , tested and pilot implemented
Haryana is First State & One of very few states, where property
registration system and Land Records System and Cadastral Maps
have been integrated. Haryana’s Project is declared as best practice
and a national roll model under NLRMP by DoLR, Ministry of
Rural Development, GOI. System has received 03 National
Awards and successfully completed all stages of the Prime
Minister’s Awards for Excellence in Public Administration 2012-13.

Payments being made directly in the bank accounts of payees
anywhere in India using NEFT /RTGS
e-Billing /E-Salary - Centralized Pay & other bills Processing
System for Haryana Govt. having key HR data elements, has been
implemented for 8099 DDOs, across the state.
WebOTIS – Implemented in all the treasuries and sub treasuries.
OTIS is also Integrated with NSDL, AG office and Banks for
electronic payments. About 1,50,000 bills are being passed every
month .
e-Governance in Finance Sector
E-Pension - Implemented in all over the state for the 22657
pensioners retired after 01/10/2012. System is also being used to
pay arrears, commutation of pension, life time arrears, gratuity etc.
E-GRAS - for generation of treasury challans started for all sort of
government receipts and receipt accounting has been completed.
Total 74,84,171 challans have been generated
e-Stocks -has been developed and implementation has been
started in all treasuries and sub-treasuries of the state.
IFMS: Integrated Finance management System integrate various
sub-systems like WebOTIS, e-Billing System, e-Pension, e-Salary,
e-GRAS and OBAMAS. Working towards integration of IFMS &
HRM System
NIC-Haryana is one of very few NIC State Centres, who have been
entrusted with the responsibility of State’s entire Finance sector .
e-Governance in Finance Sector
Process flow Re-engineering in LOC demand: Earlier divisions
used to raise LOC demand to HO based on their own wisdom.
But in new system, the LOC demand is automatically generated
based on bills of contractors and suppliers.
Automated generation of Cashbooks : Cash books, Accounts
registers and all AG related reports are automatically generated
on 22nd of any month from division and subdivision level.
Earlier this exercise used to take 7 days.
With automated recording of transaction of materials from stores,
the inter store transaction is now governed by HO. This way a
major bottleneck in progress of work due to scarcity of material
has been dealt successfully.
With online availability of works data, it is now possible to
blacklist and penalize executing agencies based on their
performance.
e-Governance in Public Health Engineering
• Asset Management has come as byproduct of Works Monitoring
System.
• BISWAS: Billing Information System for Water and Sewerage
End to end solution for Water and Sewer billing
Water/Sewer Connection data of 17,22,700 consumers spread
over 174 Subdivisions captured.
Whole State to be covered in 4 bill cycles of six months each.
In first Bill Cycle of January ‘14 – June ‘14, billing process
initiated in 1780 urban wards of 27 sub divisions.
20678 bills generated and 227 payment received in first run of
BISWAS. Panchayat Empowerment & Accountability Incentive Scheme (PEAIS) National
Award 2010-11, was received by Haryana Chief Minister from Hon’ble Prime
Minister on the occasion of National Panchayati Raj Divas on 24th April, 2011
e-Governance in Public Health Engineering
Replacement of Paper based Ration Cards with Smart Ration Cards to all the beneficiaries in 4 pilot blocks
Distribution of Smart Cards to all the FPS owners and others in the entire supply chain.
All allocations through a centralized Integrated workflow system, covering complete chain starting from Central Government level to the Ration Card Holder.
All Physical Distributions of PDS commodities in entire supply chain only through biometric based authentication using smart cards. Project linked with UID Aadhaar & KYR Project
Sub Pilot was launched on 13/07/2010 by Union Agriculture Minister, as First state. Project is running in 04 pilot blocks.
State has also launched NFSA-2013 w.e.f. 20/08/2013, as First State. SECC-2011 and NPR-2011 were merged and comprehensive query system was developed to identify beneficiaries of NFSA-2013.
Now Subsumed into 12th five year plan scheme of end-to-end PDS
e-Governance in Targeted PDS
The entire procurement procedure from creation and
publication of Indent/tender till placement of supply order
takes place on-line in electronic-Procurement
All accompanying documents are scanned and submitted on-
line after certification by digital signature.
New Procurement Policy Introduced – Only L1 is now called
for negotiations – QCBS (Quality & Cost Based System)
introduced in Bidding Process by Haryana Government.
The GePNIC is being implemented in HUDA, Irrigation,
Municipal Corporations, Tourism, Supplies & Disposal, Police
Housing Corp., Housing Board, BSNL, CRPF and MES
In Haryana, as on 31/07/2014, 15818 tenders worth Rs.
16,609.84 Crores have been successfully published/ processed
Government e- Procurement System - GePNIC
State is providing social security and economical assistance
to the old aged, widows and handicapped of the State, in the
form of monthly pension, who are unable to sustain
themselves from their own resources and are in need of
financial assistance.
There are more than 21 lacs beneficiaries of 08 types of
welfare pensioners and other beneficiaries in the state.
A web enabled , centralized system “Haryana Pension
Processing and Information System (HaPPIS)” has been
developed and implemented across the state.
This system has helped in reduction in time of pension
disbursement to the beneficiaries, dramatically on one hand
and detection of fraudulent cases on other hand.
e-Governance in Social Justice & Empowerment
This system also facilitate disbursement of previous months
pension to a beneficiary, who was enable to receive his
pension during that period, which was not possible in
manual system.
Recently the disbursement of pensions through Banking
systems , through the Gram Panchayats Bank A/cs have
been introduced. The Aadhaar based linkage with bank
accounts & implementation of DBT Scheme is also in
consideration
Unique ID cards issued to Sr. Citizens, facilitating them to
avail the benefits of schemes launched for them.
The System has received 02 national e-Governance awards.
e-Governance in Social Justice & Empowerment
An IT driven electronic interface, aimed for delivery of a bucket of G2C services under a single roof. 105 e-DISHA Centers, owned & established by DCs/DITS are functioning .
The e-DISHA Kendra are providing the services, which are strictly in government domain. Services include issue of various certificates, driving license, vehicle registration, birth and death certificates, and related to arms licenses etc.
Time bound service delivery has resulted (a) in improving the efficiency of delivery of the services , (b) in elimination of corruption and middlemen from the process.
Providing wide spectrum of services at eDISHA has helped in saving citizens from trouble of running around various dept.
The service charges are used for local ICT initiatives and for Social Welfare programmes.
The e-DISHA model has been rated as one of the highly successful self sustainable e-Service delivery model.
e-DISHA : e-Services Delivery System
For enrolment of students at Education Board, new enrolment form was designed to cater scanning process for collecting data, photographs and signatures.
A unique and permanent enrolment number is given to students, which is valid till senior secondary.
Web-based System, help students to download and print duplicate copy of admit card from Internet which bears all necessary details like photo, signatures of student & issuing authority along with the center of examination.
Students can view detailed result from Internet and print DMC to use it as authenticated duplicate copy.
On-line registration & on-line application form filling by students for examination.
The initiatives in HSEB has received 02 National e-Governance awards.
e-Governance in School Education Board
Established an integrated workflow based system for G2G and
G2E services for achieving e-Administration in Haryana Civil
Secretariat
Haryana was selected as first State pilot by Department of AR
& PG, Government of India
Work flow automation: To reduce the paper movement to a
large extent. Enable Controlled circulation of information
within the Secretariat,
Enhances the ability and effectiveness of employees to
perform their jobs and to avoid delay.
Eliminate redundant data entry throughout the Secretariat.
Twelve G2G/G2E applications have been integrated with
portal.
IntraGov Haryana - Integrated e-Administration
1. HRMS – Service Records Computerization - Complete service book details is provided for the 2500 employees of Haryana Civil Secretariat.
2. CeFMaTIS: Centralized File Movement & Tracking Information System is being implemented by 30 departments/organizations
3. Computerization of the Record Room having approximately 1,25,000 historic files was completed. More than 55000 files, outlived their life, were found.
4. Disciplinary Cases under rule 7 & 8 MIS
5. Departmental Court Cases Tracking & Monitoring System (Litigations)
6. Vigilance Cases e-Vigil Monitoring
7. On-line Civil List of IAS/HCS officers

System has received CSI-Nihilent eGov National award 2013.
IntraGov Haryana - Integrated e-Administration
An Integrated workflow solution, based on web technology which primarily aims at lodging of grievances by the citizens from anywhere-anytime.
Facilitates system generated unique registration number upon online lodging of grievances. SMS alert to citizen so that he/she can view the status of grievance through mobile also, being incorporated
Online data transmission between department and its subordinate offices. 109 departments having 2275 users implementing
Grievances cannot be deleted by anyone and latest status on action taken by department is available to concerned citizens.
Facility to submit reminder or clarification related to the grievance.
The contact details of the person who is dealing with the grievances will be given to the applicant.
Haryana is First State to implement state specific CPGRAMS , Software development was funded by DARPG, GoI
HARSAMADHAN – CPGRAM System
Hon’ble CM declared 36 Services for time bound delivery to
Citizen.
A workflow based software was developed for monitoring the
delivery of time bound citizen services at various levels, and
branded as Jansahayak.
Computer Assisted filling of forms of various Services
Availability of a Unique receipt to citizen, on submission of
application for service. Status Tracking based on mobile number
Escalation to higher authorities for pending service delivery
Complete workflow process, forms, procedure, fee & citizen
charter for each service available on web portal.
With Jansahayak implementation, government is ready to
implement RTSA (Right To Service Act)

On-line Web Portal for Regulatory Wing of Transport Department
of Haryana http://haryanatransport.gov.in , with access to State
Register of Registered vehicles and Driving Licenses. Facilitating
Providing of Verification services for RCs & DLs
Transport – Roadways: Facilitated e-Ticketing portal (
www.hartrans.gov.in/online/index.asp ) for On-line Reservation
of tickets of Volvo Buses in Haryana Roadways. The Portal was
launched by then Chief Secretary Haryana on 17/09/2010.
e-Governance in Transport - Regulatory
MedLEaPR (Medico Legal Examination and Post Mortem Reports) System: developed with necessary security measures and access controls. System implementation started at Health Institutions in Punjab, Haryana and UT Chandigarh.
Online Drug Inventory & Supply Chain Management System for NRHM Haryana has been developed & implementation started.
FSL & other Laboratory Tests Reports computerized & linked with MedLEaPR System
Mother and Child Tracking system (MCTS) – Janani Suraksha Yojna (JSY) is implemented at 2801 Health Institutions of state covering 380 PHCs, 114 CHCs, & all districts of Haryana.
Online status of blood availability, website was developed & launched .
Mukhyamantri Muft Elaaj Yojna Portal developed and got launched
e.Health.Net has received National e-Governance award
Health Care Informatics
Integrated Software for High Court workflow automation (ISHiCo)
implemented over a Network of more than 900 nodes at High Court
(Punjab, Haryana and UT Chandigarh).
Services include –
Case filing, Case scrutiny, Case registration, objections, case grouping,
proceedings etc.
Daily cause lists, daily orders & judgments, Case status published on the
High court website.
Case Status through Touch Screens and SMS made available.
Digitally Signed Certified Copy of Daily Orders.
Generation & Issuance of Summons, Warrants & Notices, Bail Order
The digitally signed bail orders are being sent through email
Courts Information System made operational at all 21 district
courts & 28 Sub-Division level courts.
District Courts & Jails connected over Video Conferencing with H.C.
High Court rated as First in implementation of ICT Initiatives. First ICT enabled Mobile Court was launched from Haryana.
E-Courts Informatics
Extensive ICT services & support is provided for successful conductance of
elections across the state. Services included are :-
a) Operationalization of Communication Plan,
b) Data digitization for polling parties, Micro Observers, EVMs,
c) Voters help lines (SMS, Web based, Touch Screen, Toll free Phone based),
d) Duty Assignment Randomization for Polling officers & Polling parties, EVM & Micro observers in Haryana, duty orders printed.
e) Genysys (Results Dissemination) Software,
f) New Voters Registrations,
g) Objections & Claims / Grievances redressal,
h) Synchronization of electoral databases of CEO & SEC.
Live web casting from selected booths during bye-elections 2011, on the poll day, First time in the Country in election process implemented successfully.
e-Dashboard, SMS based two way communication was successfully implemented in 07 MCs elections to in June 2013, First time in the Country
Elections Informatics Services Project
AgMarkNet (Agriculture Marketing Network) System: All 106 market
committees and Sub 182 sub yards of HSAMB were made ICT enabled. M-
Agmarknet : Mobile based Access to Agrmarknet & a Digital Kisan Mandi
provided access to Agmarknet prices data
NADRS (National Animal Disease Reporting System): Implementation
of internet and VPNOBB based NADRS system at 141 locations across the
state.
Mobile based Fertilizer Monitoring System (mFMS) is being implement
Fertilizers, Seeds & Pesticides Dealers License Issuance System &
Animals Insurance Systems developed as services under e-District
application.
Hortnet and Micro Irrigation (MI-Net) for handling farmers requests for
granting subsidy for horticulture and other monitoring.
e-Mausam – SMS based Weather Forecasting dissemination & a web portal
has been developed in cooperation with AHAU Hisar. Around 1.0 lacs
Farmers & officers mobile phones have been registered.
e-Governance in Agriculture & Animal Husbandry
Web enabled MIS of MGNREGA (Mahatma Gandhi National
Rural Employment Guarantee Act) Scheme at 119 locations.
Haryana is 100% in sync with MoRD in implementing
MGNREGA, Successful closing of 2012-13 accounts.
e-FMS (electronic Funds Management System) and e-Mustroll for
MGNREGA initiated in Haryana.
Indira Awas Yojna MIS are being implemented.
PAY (Priyadarshani Awas Yojna) has been implemented as a state
scheme, a First of its kind scheme by Haryana. Demand based
Financial Assistance of upto Rs. 81000/- + Rs. 9100 for houses,
since July 2012.
SECC-2011 Successfully completed in all aspects
Rural Development Informatics
PRIASoft (Model Accounting System for PRIs) : This application
was adopted by Haryana by starting the maintenance of accounts by
PRIs from the Financial Year 2011-12 onwards
National Panchayat Portal : Web-sites under NPP have been created
for the State Development and Panchayats Department, 21 Zila
Parishads and 119 Panchayat Samitis.
Local Government Directory : LGD, the backbone application of all
the other applications under ePanchayats MMP is 100% updated in
case of Haryana with respect to mapping of Land Region Entities
Plan Plus Software to capture the details of District, Block and
Panchayat level Perspective and Annual plans has been rolled out in
BRGF (Backward Regions Grant Fund) Scheme, Districts.
Technical support being provided on continuing basis for e-

Any other services related to Passport / Visa .
In Haryana, 11 FROs has started delivering foreigners related
services online.
Hoteliers and Institutes in all Active FROs(currently 11) are also
made IVFRT compliant. They are submitting C-FORMs and S-
FORMs online to concerned FROs

Managing comprehensive LANs at State & Districts Secretariats
CORE INFRASTRUCTURE - STATE DATA CENTRE
NIC-Haryana Data Centre with 15 TB storage capacity
operational 24X7 at HCS. It was inaugurated by Hon’ble CM
Haryana on 20/12/2006.
State databases, Web services, Internet access, ftp services, SMS
Gateway, VPN services are being provided through this Data
Centre. More than 30 applications are hosted at NIC-HMDC
DeitY, GoI funded HSDC established at HNS and TPA has been
cleared and services from HSDC made operational. Around 24
applications are hosted at HSDC
HSDC & SWAN has been interconnected and also connected
over NKN 1GB bandwidth.

e-District MMP
The Rohtak was pilot e-District MMP under NeGP funding to
state (outlay of Rs. 331.65 lacs).
Integrated software for e-Services was developed and
integrated with Residents Registration Data Repository.
Pilot implementation of Citizen services has been started
w.e.f. 01/12/2010 at Rohtak. Hon’ble Chief Minister launched
e-District Rohtak on 24/12/2011 and issued digitally signed
caste certificates to identified beneficiaries
The DPR for state wide roll-out of e-District MMP was
approved by the DeitY GoI amounting to Rs. 52 Crores.
The e-District rollout has been linked with CSCs (Haryana
eSeva) project.
CSCs (Common Service Centers)
Under CSC Scheme, 1159 CSC’s in rural areas, 104 CSC’s in urban areas including 49 showcase CSC’s.
Roll out of 100% rural CSC’s was complete, as First state. The roll out of Urban CSCs was (61.54% : 64 /104) as e-DISHA Ekal Sewa Kendra through PPP Model,.
These CSCs started providing G2B, G2G, G2C Services, till year 2008-09.
However, 105 e-DISHA Centers, owned & established by District Administration are functioning in all districts and most of Sub-Divisions/Tehsils and providing a bucket of G2C services under a single roof. e-DISHA established as one of the most successful self sustainable e-Service delivery model.
Now, the CSCs are being revived, as Haryana eSeva Centres, through in-house sourcing model. The IVISS software planned to be implemented as front-end application, with back-end linkage to e-District & various departmental applications & services.

Under Govt employee’s IT Literacy Programme, more than 36,000 employees have been trained at SHQ.
Three IT Training Labs at SHQ & one each at all Districts’ Secretariats. These are bening managed by NIC-HarSC
State e-Gov Road Map & Capacity Building Road Map was got prepared and approved by IT-PRISM & Hon’ble CM and subsequently DeitY GoI & Planning Commission in 2006.
SeMT (State e-Governance Mission Team) has been set-up with 3 IT Advisors & 7 consultants. Further strengthened with adequate IT manpower
State PeMTs are being created according to rollout plan of various state sector MMPs.
IT Manager/IT Nodal Officer are being designated in each department with exclusive responsibility & accountability
Actively supported & technically evaluated more than 80
project proposals for establishment of IT/Cyber Parks in the
state of Haryana, from ICT perspective.
The State has issued 45 licenses out of recommended project
proposals.
Execution of approved projects of IT/Cyber parks by
concerned agencies has helped Haryana in
achieving continuing significant increase in software
exports on yearly basis and
getting significant investments in the state and
generating a large number of employment opportunities.
The export from Haryana, on account of Software, IT/IT
enabled Services /BPO activities etc., has touched Rs. 25,500/-
Crores .

Winners award of TELECOMM India Excellence Award 2007 for most
progressive state government in e-Governance from India Tech
Foundation at International Conference
Rated as an Leader (with 4th rank) in e-Governance Readiness Index
of the Country in the e-readiness Report released by DIT, Govt of
India on Feb. 07, 2008.
4th Rank in Dataquest-IDC e-Governance Survey 2008 for “Best e-
Governed State of India”.
More than 150 websites have been launched so far.
Till date more than 100 e-Gov Projects/IT Plans approved by IT-
PRISM (State level IT Apex Committee). Technically evaluated 100%
project proposals.
Most of major departments facilitated to upload mandatory
information under RTI Act and to prepare & upload their RFDs.
