1) Introduction
The scope of work is for the procurement and supply of material, delivery to site, alterations work,
excavation, carting away, backfilling, compacting and testing, concrete works, masonry, finishing,
supply labor and all sundries for the construction of the new Operations Building. As per overview
drawing 1000-045-0068_REV0D_PROPOSED NEW OFFICES - OPERATIONS. The construction is to be
done on site at Rhovan that is located next to Bethanie, close to Brits in the North West Province.

2) Project Description
2.1) Project Description
Rhovan requires the construction of Operations Building Offices to be built next to the existing
Operations Office Building.
2.2) Site Access, Preparation & Working Space
a) The immediate surroundings of the construction site are NOT free of plant activity, thus
interference with the construction works can be expected from time to time. However if
interference and subsequent delays do occur, they will be the exception.
b) The working site shall be demarcated and barricaded by the contractor so that unauthorized
personnel cannot enter the site. An access register will be kept at the entrance gate and
need to be signed by all parties entering the site.
c) There is limited space on site. The Plant Engineer will point out to the contractors an area
they may use as laydown and storage area etc. that may be located outside the demarcated
battery limits of the construction site.
d) At no time may the contractors offload material, store material or equipment in areas other
than approved by the Plant Engineer.
e) All damage to fencing, plant installations and existing structures at the site or along the
access route is to be repaired, replaced or re-installed as may be necessary on completion of
the contract or if necessary immediately. Those repairs, replacement and re-instatement
must be of acceptable quality and not less than the original condition.
NOTE:
All costs related to the preparation, as referred to or implied in this section, whether mentioned or
not, of the site, the working area, storage area etc. and making good at the end of the contract. This
is to be included in the preliminary and general charges and/or the various item rates unless
provided by a specific item in the schedule of quantities or specifically excluded in this scope of
work.
All additional measures to provide an accessible site, safe working environment and providing
access as may be required, shall be included in the Preliminary and General Charges (P & G’s).

2.3) Protecting and Moving Existing Services
As a rule existing services cannot and may not be moved and/or relocated to make way for working
space. Exceptions with the consent of Rhovan are possible.
Existing services will be identified in the new Building area and the Contractor should take care
when excavating.
2.4) Scope of Work Refer to drawing 1000-045-0068
This Scope of work as detailed below, but not limited to:
1) Alteration work
a. Take out existing doors and building up opening to close off existing doorways
b. Breaking open and taking away rubble and installing new doorways
c. Building new brick walls to divide existing boardrooms
d. Finishing off after all work to match existing
e. Supply of a Tipper and TLB to load and haul away demolished material (to be
supplied by the contractor.)
2) Building Works
a. Soil Poisoning
b. Excavation and backfilling of the construction area.
c. Supply of Tipper and TLB for the excavation and backfilling work (to be supplied
by the contractor.)
d. The Construction of the Operation building that consist of the following:
i. Strip footing foundations;
ii. Surface beds;
iii. Masonry (Face brick on outside and in passage);
iv. Plastered and painted walls on the inside of the offices and boardroom;
v. Plastered Ceilings
vi. Rib and block roof slab including apron slab around the outside of the
building forming a gutter;
vii. Down pipes;
viii. Standard pressed metal door frame with timber door inside (to match
existing);
ix. Aluminium double, stackable door and frames (to match existing);
x. Standard steel windows (to match existing);

xi. Corrosion protection of doors, floor, ceiling and Inside walls to the
standard Rhovan paint specification;
xii. Waterproofing (under surface beds, in walls and on slabs);
xiii. Apron Slab on the outside of the building;
e. Arrange Scaffolding to Rhovan specifications.
3) General
a. A permit will be done once every 48 hours
b. A proper baseline risk assessment must be done by the contractor on all work
and signed by all parties involved before commencing with installation.
c. A daily risk assessment and job safety analysis (JSA) must be done to discuss the
risks involved for the specific tasks at hand for that day.
d. Excavation permit must be done for any excavation work.
e. A daily diary must be completed and handed in daily to be approved by the
Plant Engineer.
4) Rhovan will supply the following:
a. Tipper and TLB to help only when available and the contractor must not rely on
Rhovan’s equipment

4) Exclusions
The following will be excluded from the Scope of Works
• Supply and installation of electrical equipment;
• Supply and installation of fire suppression system;
• Supply and installation of IT related systems;
5) Free Issue Items
The following will be provided by Rhovan:
• N/A
5.1) Plant Equipment
• Plant will NOT be free issue i.e. TLB, Tipper
• Cranage will NOT be free issue
• Scaffolding will NOT be free issue
6) Cranage & Lifting Equipment
6.1) Cranage

6.2) Lifting Equipment
• All lifting equipment will be supplied by Rhovan
7) Scaffolding
• Scaffolding arrangements and cost will be for the responsibility of the contractor

o Ukudweba Isevisi is our on-site approved scaffold supplier. Scaffold must adhere to
Rhovan standards. Thus for ease of use and access we suggest using our on-site scaffold
contractor. Contact: John: +27 61 693 3529
• Step ladders will be free issued.
o Note: Step ladders must be drawn from the Rhovan ladder store and returned every
afternoon.
8) Quality Assurance
• All shuttering must be of a high quality, fabricated steel and reinforcing shall be inspected and
approved by the Mine or their Representative. No steel shall be delivered to site before such
inspection and authorization to proceed has been given by the Mine or their Representative
(Engineer) or approval has been given to deliver without such inspection. No casting of concrete
is permitted prior to the approval of reinforcing, shuttering etc. by the Mine or their
Representative (Engineer). Reinforcement shall be inspected by engineer ONLY after it has been
completely fixed in position, formwork is clean with shutter oil on it, and spacers are placed in
position and after the contractor have inspected it himself. All bolts (grade 8.8, galvanized) must
have washers on both the bolt and nut sides.
• The Contractor must implement his own Quality Assurance procedure to ensure that the Works
conform to all required standards and specifications. The inspections by the Mine or their
Representative (Engineer) are control inspections only and do not relieve the Contractor from his
responsibility to ensure acceptable quality and specification conformance. Should the Contractor
fail to perform his duty in this regard, this may lead to termination of the contract as this will be
considered as non-fulfilment of the Contract Obligations in terms of the Contract.
• Prior to the commencement of the Works the Contractor shall submit to the Engineer a detailed
Quality Assurance Procedure for approval.
• Concrete foundations shall be cured for at least 7 days by covering with suitable plastic sheeting
and wetting daily or alternatively by an approved curing compound. Important note: Start wetting
only 24 hours after casting concrete, do not wet before that time.

10) Services
10.1) Electrical Power Supply
1) Power will be provided at the site by Rhovan. The following options of supply are available. The
power demand required and the options will be agreed with the contractor prior to
commencement of the work:
a) 525 Volt Outlet
b) 220 Volt Outlet
2) The mine will only provide one (1x) power point on site with a suitable distribution board. The power
distribution on site is the responsibility of the contractor. On site distribution cables and the entire
electrical installation must be laid and installed according to all statutory safety requirements and
certified by a qualified electrician as SAFE. No sub-standard unsafe installation will be tolerated.
3) Electricity consumption will be provided free of charge by the mine.
10.2) Water Supply
1) A Water point will be provided within 50m from the site.
2) Pipe work from this water point may be installed by the contractor to various points on the site.
3) Water consumption will be provided free of charge by the mine.
4) On site distribution of water is the responsibility of the contractor.

10.3) Ablution Facilities
1) An Ablution block is available approximately 50m away from the site.
2) The contractor may utilize these facilities free of charge.
11) Compliance to Mine Health and Safety Procedures
11.1) Medical Examination
1) Prior to commencement of work on site the contractor’s employees must undergo a
COMPULSORY medical examination at a medical clinic in Brits or Rustenburg as determined by the
mine.
2) Cost per medical examination & contact details can be arrange by Christelle Pretorius 012 318

3) No employee of the contractor will be allowed on site without such medical examination declaring
them fit to work on the site.
4) The contractor/tenderer shall include in his price (in the rates and P & G’s) all costs related to
these requirements.
5) Find attached Annexure “C1” & “C2”
11.2) Compulsory Health and Safety Training
1) Prior to commencement of work on site the contractor’s employees must undergo the
COMPULSORY suitable training in respect of health and safety issues including
emergency procedures.
a. General site induction course. (One day)
b. VRT (Virtual Reality Training). (One day)
c. Site specific induction. (Approx. 3 Hours, depending of amount of people)
2) Cost of training courses = free of charge

3) The general site induction coarse and VRT will be offered by Rhovan, contact Phillipine
Lefine at 012 318 0747
4) The site specific induction training will be done at the department where the work will be
done, also free of charge.
5) All employees need to complete the applicable SWP traing which need to be marked by a
approved facilitator and moderator.
6) The contractor must load all documentation on HSEC Online and achieve a score of 100%.
7) No employee of the contractor will be allowed on site without the successful completion
of these courses
8) The contractor/tenderer shall include in his price (in the rates and P & G’s) all costs related
to these requirements.
11.3) Contractor Check List

11.4) Operators & Machinery
All operators to have a valid CETA approved license see government gazette attachment.
Rhovan training center can assist with more information & training. Contact Rebecca
Ramakutwane at 012 318 0808. The contractor shall carry the cost for training & licensing.
11.5) Working at Heights
Any work conducted 2m above a platform or work being conducted on a platform where floor
support, floor grids, hand rails etc. have been removed will be regarded as working on heights.

Contractors need to have a valid working at heights certificate, if they are entering a working at
heights area.
Life lines will be installed by Rhovan where necessary. It is the contractor’s responsibility to
ensure all employees working on heights are competent, and are wearing the proper working at
heights equipment, such as safety harnesses. All working at heights equipment need to be
inspected prior to commencement of work.

12) Barricading & Signage
12.1) Barricading
Supply of all barricading will be the responsibility of the contractor. All barricading must be hard
barricading. No danger type will be allowed.
12.2) Signage
Supply of signage will be the responsibility of the contractor. These will be categorized as follows:
• Temporary signs (for display along the fence of the working area)
o Project Info
o Area PPE Requirement
o Area Safety Requirements

13) Penalties
The penalty as a result of the failure by the Contractor to meet the Practical Completion Key
Date, as stipulated in section 14, shall be recovered from the Contractor for every day which
shall elapse between the Practical Completion Key Date and the actual date appearing on the
certificate of Practical Completion issued by Glencore’s Representative.
The penalty for the Project shall be 0,2% (Zero comma Two per cent) of the total Consideration
per day, to a maximum of 10% (Ten per cent) of the total Consideration as amended.
Glencore may as an alternative claim all damages of whatsoever nature that it has suffered as a
result of the failure by the Contractor to meet the Key Date/s and/or rely on the breach
provisions as stipulated in Clause 18 of the GLENCORE OPERATIONS SOUTH AFRICA PROPERTY
LIMITED STANDARD TERMS AND CONDITIONS OF PROCUREMENT FOR THE ALLOYS DIVISION.
14) Program

14.2) Program Requirement
1) The Tenderer has to submit a level 3 program, during Tender stage whereby he indicates
how the project will be managed and controlled to achieve the Key dates.
2) The Tenderer has to submit his overall construction duration. The Tenderer has to take into
consideration the site conditions, his resources etc.

3) The successful Contractor has to submit a Baseline level 3 program a week after Contract/
Order award. MS Project program shall be preferred.
4) This Baseline schedule will be updated weekly by the successful Contractor and submitted
to the Rhovan Project Engineer on an agreed time and day.
15) Pricing and Cash Flow
1) The Tenderer must submit a price breakdown as per the Price schedule issued. All required
payment terms must be defined by the contractor.
2) The contractor has to take into consideration the supply of the following:
a. All mentioned in Section 2.4
b. Welding machines
c. Safety harnesses
d. Hand tools
e. Extension cables (Must be inspected, verified compliant to mining regulations and
tagged by a qualified electrician, this can be done on site)
ALL RATES must hold for 60 days from the closing date of this Quotation and must thus be firm
and fixed for this period. No rate increases or escalation shall apply for this period.
16) Planned Resources
The Tenderer shall submit a resource breakdown as part of the tender that details supervisors,
safety rep, labour, Plant hire ect.

17) Payment Certificates
Notwithstanding any statements made in other clauses in the contract documents, this scope of
work, the specifications or any other document related to this contract, only work that is fully
completed and commissioned (signed off as being according to the required standards and
specifications and 100% completed) will be taken into account for payment to the contractor.

The following Standard Terms and Conditions will apply to this scope of works:

19) Applicable Standardized Specifications
For the purposes of this contract, the latest editions, including all amendments, of the following
SANS 1200 standardized specifications shall apply:
SANS 1200 A: General (1986)
SANS 1200 C: Site Clearance
SANS 1200 D: Earthworks
SANS 1200 G: Structural Concrete
SANS 4301-5:1991: Cranes classification 14

20) Acceptance Testing
The contractor shall provide the employer with accurate information in the technical data sheets,
which shall form the basis of verifying the concrete quality and test results and proof thereof.
On completion of commissioning, the equipment shall be subjected to performance testing in the
presence of the section manager, engineering manager and resident engineer to ensure that the
guaranteed standard is met and accepted.
