Maluchnik moved, Ischeseconded, to approve the 2010Assurance Employee Benefits shortterm disability insurance. Motioncarried unanimously.

Krogman requested Boardapproval of the 2010 vision careinsurance. She stated this was anew benefit intended to be part ofthe cafeteria plan. She stated theCounty was not putting any dollarsto this and there was no cost to theCounty.

Lynch moved, Ische seconded,to approve the elective benefit, 2010Avesis Vision Plan rates at no costto the County. Motion carriedunanimously.

Dave Drealan, Land and WaterServices, requested the Board adopta Resolution approving the ProductStewardship grant application andagreement with the MinnesotaPollution Control Agency. He notedthe legislative efforts for the PaintStewardship program. He statedthe County spends $80,000 forproducts residents turn in and theintent is to move that cost to themanufacturer’s side.

He pointed out the success ofthe e-waste program and the savingsto the County.

He explained the grant wouldallow them to work with the PCAand other units of government tobuild support of the ProductStewardship Program. He indicatedthe grant would offset staff salaryand consultants and build on thework that has been done in productstewardship. He clarified this wouldbe a one year grant.

The Board recognized theywould be reviewing their 2010legislative priorities during a worksession today and discussed if thisshould be included in thatdiscussion.

Leslie Wilson, EnvironmentalServices, stated this was an effort toexplain product stewardship andthe benefits to the County and theenvironment. She indicated they

would work with local governmentsso they can make a choice.

Workman moved, Lynchseconded, to table the Resolutionapproving the Product Stewardshipgrant application and agreementwith the MPCA.

The Board continued discussionon the intended results of the grantand the language included in theResolution. They reviewed theoption to bring this back at the nextmeeting or table to allow themadditional time to review.

On vote taken to tableResolution, Degler, Lynch,Workman voted aye. Ische,Maluchnik voted nay. Motion totable carried.

Grant funds Carver County Jail program

The Minnesota Offi ce of Jus-tice recently announced a new program designed to reduce re-cidivism at the Carver County Jail will receive $289,160 in Justice Assistance Grant (JAG) American Recovery and Rein-vestment Act (ARRA) funds.

The new program slated to begin this month will be a col-laborative effort between the County’s Behavioral Health Department in the Community Social Services Division and the

Carver County Jail operated by the Sheriff. Its focus will be on helping inmates successfully re-enter the community and remain law-abiding.

“The point of the program is to create a situation whereby former inmates become more stable and self-reliant,” stated Don Heywood, manager of the Behavioral Health Department, in a press release. “Their per-sonal success then translates into cost savings for the county. It reduces court costs, jail stays, costs of children going into foster care, etc. One of the outcomes that will be tracked during this grant period will be an estimate of the costs

saved by putting this program in place.”

“I am excited this program will serve Carver County resi-dents who are returning to our local communities,” Sheriff Bud Olson stated.

A newly hired program co-ordinator will work with teams of county employees to address the challenges each individual inmate faces that may result in a personal or family crisis once they return to the community – a crisis that could land them back in jail.

As an example of the dif-fi culties former inmates face, Heywood explained that Medi-cal Assistance (MA) benefits

are suspended after a period of incarceration. If inmates fail to reapply for MA when they are released, they lose access to medical care, prescription medications, mental health ser-vices, and chemical dependency treatment. In addition, they may have lost their housing, can’t fi nd work, or don’t have reliable transportation. The result can be a failure to make follow-up court appearances and increased chances of reof-fending, the release stated.

Heywood said similar re-entry programs have been suc-cessful in reducing recidivism rates. Stearns County tracked 81 participants in its re-entry

program from 2003-2006 and found the group had a 70 per-cent decrease in the total num-ber of incarcerations compared to non-participants.

Carver County’s program was among 40 local projects around the state selected to re-ceive funding. The Offi ce of Jus-tice Programs (OJP) received 315 local proposals requesting a total of more than $90 million. The $10,705,379 in ARRA funds to the state will support more than 150 new or retained posi-tions and related program costs for a two-year period.

According to the OJP, funded projects best met the goals of both the Recovery Act and the

JAG program, including job creation and retention and improvement of the criminal justice system.

Carver County is using the grant funds to establish the program. After the grant money runs out, the county expects that, either existing county staff will be able to continue the collaborative effort with-out the coordinator, or the cost savings from the program will justify hiring a coordinator on a permanent basis.
