Public Safety Satellite
Communication Solutions
Recent years have seen the number of disasters rise sharply—hurricanes, tornadoes, fires, floods, landslides. Emergencies are an ever-present possibility. Are your communications ready?
You Are Not Prepared Until Your Communications Are
COOP for Man-Made, Technological or Natural DisastersIn the event of a natural disaster or
other emergency, ensuring continuity of
operations (COOP) saves lives. Reliable,
quickly deployable communications are the
key. Inmarsat Government has the expertise
and technology you need to develop your
COOP and Disaster Recovery (DR) plans.
Highly Adaptable, Flexible DR SolutionsInmarsat Government DR solutions are
designed to adapt to your needs—now
and as they change over time. They can be
customized for any government organization,
using proven COOP methodologies and
reliable technologies. They can support
multiple redundant sites within the U.S.,
using Inmarsat Government technology.
Hybrid Satellite and Terrestrial NetworkInmarsat Government provides satellite
and terrestrial network solutions that
deliver secure, reliable IP connectivity and
configurable bandwidth to support your
applications and services. Our network
uses Inmarsat’s platform and redundant
terrestrial private line connections into our
global MPLS backbone.
Event Driven Usage Include:
Small mobile terminals for first in teams
Command vehicle connectivity
Voice communications with satphones
Tracking supplies and assets
Deployables
As the United States prepares to deploy a nationwide public safety broadband network
(NPSBN), satellite communications is at the forefront for delivering extended coverage
and resiliency in the network. Inmarsat Government offers solutions for state and federal
partners to meet the coverage and reliability objectives.
With so much of the U.S. being remote it is
not economically feasible to cover these
areas in terrestrial networks. But officials
who work in these isolated areas still need
to connect. And we know emergencies can
happen anywhere.
Satellite networks can provide voice and
data connectivity to public safety officials
enabling them to effectively do their job
where terrestrial cellular and Land Mobile
Radio (LMR) networks don’t reach. And
since satellite is not dependent on existing
terrestrial networks it is inherently resilient.
Single, Remote UsersSatellite can provide connectivity to areas
typically considered inaccessible or when
a deployable is not available. With a BGAN
terminal you could connect a remote outpost,
field office or set up a local wifi hotspot. With
a blue tooth connection or an IsatHub you
can turn a regular smart phone into a satellite
phone, video conference, or connect a tablet
to a private broadband network, with speeds
up to 492Kbps. Faster speeds are possible
with VSAT or a vehicle mounted dish.
Augmenting Cellular TechnologyMany rural areas are connected but their
networks are limited. During events and
emergencies, like a festival, concert, mud
slide, forest fire, or evacuation, networks
will easily become congested. Because of
this satellite networks prove invaluable to
first responders. Satellite networks can be
quickly set up with minimal training. They can
replace or augment congested networks and
often use existing equipment. Within a few
minutes someone can create a wifi hotspot
using a BGAN terminal and connect it to a
satellite or an existing cellular network.
Deployables can connect to Inmarsat’s
satellite network and gain reachback from
rural areas to the core network. And with
Global Xpress deployables have access
to throughput speeds up to 50Mbps. This
combined with Inmarsat Government’s dual
satellite stations, terrestrial network and
redundant backups you are given a level of
resiliency that is unheard of with traditional
deployable communications along with
almost unlimited range.
Covering The Last MileApproximately 27% of the U.S. is wilderness and 68% is rural
Backhaul RedundancyThe NPSBN will require greater resiliency
than commercial networks. The FirstNet
Cores can use high capacity satellite links
to insure mission critical data flow even in
major loss of infrastructure.
Extending LMR CoverageSatellite Push to Talk is a complementary
service that connects L-band terminals
to existing LMR radios. By connecting your
radios to Inmarsat’s L-band network it
enables you to access Beyond Line of Sight
communications without the need to modify
the radios’ hardware or the encryption.
Inmarsat’s “Push to Talk” solution is a less
expensive option available to vehicles
and dismounted officers. Since Push to
Talk reuses your existing equipment the
cost of hardware and training have been
kept to a minimum. It is fast to setup and
requires minimal user intervention before
deployment. Push to Talk will extend the
range and capabilities of radios and can
allow full interoperability between civilian
and national guard radios in the event of a
major incident or civil emergency.
Why use satellite:
Best option for remote areas with no LTE coverage (rural, wilderness)
Enable interoperability
Voice and data can be encrypted for additional security
Backhaul voice and/or data to command posts
Provide high throughput to support data intensive applications
Highly reliable throughput
Dedicated bandwidth, terrestrial transport and network infrastructure
Ability to surge bandwidth when desired
More economical than construction of terrestrial network for remote areas

L-band – Extremely reliable in all weather. Terminals the size of a laptop are small and compact, perfect for the mobile user. Maximum throughput speeds of 800kbps.
Ku-band – Ku-band allows for higher throughput. Many fixed terminals already in use for Continuity of Operations and Mobile Command Vehicles.
Ka-band – High speed satellite service for a mobile user. Works with small, easy to use terminals that provide for 50Mbps down and 5Mbps up.
