POLICE SHOT TWICE AT SHILDON MANAFTER CROSSBOW INCIDENT

news this week after a policemarksman shot dead a localman in his home.The incident occurred in theearly hours of Tuesdaymorning, May 12th, afterthe victim, who has beennamed as Keith Richards,began firing a deadly crossbowfrom his bedroom window inCheapside.It was first thought that onlyone shot was fired at Richards,however, post mortemresults showed that he wasactually shot twice.The information that policesources could share waslimited by the IndependentPolice ComplaintsCommission investigation,which will scrutinise thepolice operation beforedeciding whether any actionshould be taken.The police did confirm,however, that two unarmedpolice officers arrived at thescene at around 12.30am,following a series of 999 calls,where they were confrontedby a man, Mr Richards, whowas armed with a crossbow.Speaking on behalf ofDurham Constabulary,Superintendent Graham Hall
was unable to divulge thecontent of the calls, but it hassince been speculated thatthey were made by MrRichards himself in anattempt to 'ambush' police.The officers called forsupport from the County'sArmed Response Unit, whicharrived on the scene at roughly12.40am. The police wereunable to say how many armedofficers had been dispatched,however it is understood thatthey surrounded Richardshome and completely sealedoff the area around Cheapside.It has been claimed bywitnesses that Richardsthreatened to kill officersmoments before he was shotat 1.20am.Police then entered theproperty using a batteringram, which remained visiblein the street the followingday, and found Richardswounded. He was pronounceddead at the scene at 2.10am.This was the first time thatpolice in Durham have shot amember of the public dead.Residents of Foundry Streetreported 'pieces of crossbow'outside of their homes andnumerous police markingswere clearly visible along thestreet, some forty yards fromthe bedroom window.
A number of crossbow boltswere recovered from the areaof grass between the propertyon Cheapside and FoundryStreet. Two crossbows werealso discovered inside thehouse.Media outlets have stated thatRichards harboured a grudgeagainst police, in particular aWPC, whom he claimed had'ruined his life'.A former taxi driver, Richardswas due to appear in courtnext week in connection witha drink driving offence. Hehad also been the subject of aharrassment order late lastyear and had earlier appearedat Durham Crown Court toanswer a charge of assaultoccasioning actual bodilyharm, although this case wasdismissed.Prior to the shooting, MrRichards had visitedLadbrokes betting shop inChurch Street before goinginto the Three Tuns pub towatch the Premier Leagueencounter between NewcastleUnited and Middlesbrough.Staff at Ladbrokes said thatwhen he was placing his bet,Richards behaviour was notat all out of the ordinary.However, staff at the ThreeTuns told The Crier thatRichards, who was not aregular, was asked to leavethe pub after directing'abusive behaviour' atNewcastle fans.It is thought, although notconfirmed, that shortlyafterwards, at around10.30pm, he approached 17year-old Jill Maughan whowas walking passed his home.She said he was leaning againsta silver Citroen C3 and askedwhere she was going. Whenshe replied that she was onher way home, the manoffered her money for sex."I walked fast because I wasscared. It shook me up," saidJill, who went on to say, "Idon't know whether it wasthe same man, but it was thesame house."Jill described the man as bald,
although people who knewRichards said his hair wasshort but that he was notbald.Neighbours reported that MrRichards lived alone and hadnot been in the property long.He had moved from his homein Elm Drive, where he livedwith his wife, after he had thehouse reposessed.A post mortem was conductedon Tuesday evening whichdiscovered that Richards hadgunshot wounds to his neck,torso and arm, although theinjuries to the neck and armwere caused by the passage ofone bullet. All the injuriessuggested that he was firedupon from the front.An IPCC Family LiaisonManager has made contactwith family members, andGary Garland, IPCCCommissioner for the NorthEast said, "This must be anincredibly difficult time forthe man's family and mysympathies go to them."This was clearly a traumaticincident, also for the police
officers and eye witnesses. Itis the first fatal shooting bypolice officers from DurhamConstabulary and I am gratefulfor the full cooperation theforce has given the IPCCinvestigators."The investigation isprogressing well, but it is stillin its early stages. There willbe analysis of a range ofevidence, including eyewitnessaccounts and ballistic andforensic evidence, to help builda complete picture of whathappened during the incident."We are grateful to thosewitnesses who have helped theinvestigators so far, but we arestill keen to speak to anyonewho witnessed any part of theincident which occurredbetween 12.30am and 2.00am.Even if you think theinformation you have isinsignificant it may well helpour investigation."Anyone who believes they sawor heard any part of theincident is urged to contactthe IPPC's witness appeal lineon 0800 0969078.

GARDEN WASTE BINSSERVICE EXTENDED
Jimmy Bennett, StreetsceneManager responsible for thesouthern area of DurhamCounty Council, is delightedwith the 'huge success' of thenew garden waste recyclingscheme.Mr Bennett said, "Areas forthe new extension of theservice were selected againstcriteria and based on localknowledge. Where we knowthere is demand, we will doour best to seek funds toprovide this importantservice in the future."
Mr Bennett was able toconfirm that the provisionof garden waste bins wouldbe extended to the St. John'sRoad area of Shildon, witharound 50 propertiesbenefitting from theallocation of the bins.The bins that will go to StJohn's Road are not new bins,but bins that had beenreturned by residents whowished to opt-out of thescheme. They should bedelivered in the next 2 to 3weeks.

ELDON MEN FINEDTwo Eldon men wererecently fined by Magistratesafter pleading guilty to anopportunist theft.A police mobile patrolwitnessed David Lawton,aged 29, and John DeanLawton, aged 31, both ofSouth Row Eldon, loading apetrol strimmer androtavator into an estate caron Middridge Lane.The defendants claimed thatthey had found the items
abandoned in long grass atthe side of the road butadmitted that they would nothave informed the police,intending to sell them on fortheir own gain.Through their enquiries,police learned that the itemsbelonged to local residentsand had been stolen fromsheds on nearby allotmentsthe previous night.Each defendant was fined atotal of £125.
