Locust Warning Organization
The Locust Warning Organization , Jodhpur, is a field unit of Directorate of Plant Protection
Quarantine & Storage, NH-IV, Faridabad, under Ministry of Agriculture & Farmers Welfare
INTRODUCTION:
Locust species are members of the grasshopper family Acrididae, which includes most of
the short horned grasshoppers. Locust species differ from grasshoppers because this species have
the unique capability to change its behavior, Morphology and physiology in response to the changes
in population density and other biotic/ a- biotic factors viz. relative humidity, soil moisture, rainfall,
temperature and availability of food (green vegetation). Under favourable ecological conditions,
adult locust may form swarm whichmay contain thousands of millions of individuals having
tendency to migrate in a unit along the wind movement.
The Locust is a very old enemy of mankind whose invasion was probably described
graphically in the tenth chapter of the exodus in the Old Testament circa 1491 B.C. There were
serious outbreaks of this pest recorded in India during 1812, 1821, 1843-44, 1863-67, 1869-73,
1876-81, 1889-98, 1900-1907, 1912-1920, 1926-1931, 1940-1946, 1949-1955, 1959-1962, 1978,
1993, 1997, 2005, 2010 which revealed that infestations of the desert locust have been appearing
in northern India in Farley distinct cycles. The wide spread depredation by locust during 1926-1931
received prominent notices in the Indian press. Therefore, the then imperial government considered
the necessity of a centralized organization for locust intelligence and control in the country. The
British committee of civil research immediately formed a locust sub-committee to consider the
locust problem in all aspects and to recommend the measures to be taken towards the control of
pest, location / identification of perpetual potential breeding areas and routes including
investigation of locust bionomics.
History of Locust Warning Organization :TheBritishGovernment of Imperial India
established a locust warning organization in the year of 1939 with its HQ at Karachi (undivided
India), after the ravages and depredation of the Desert locust plague of 1926-1931. The main
function of this organization at that time was to keep surveillance in the Thar Desert and issuance
of warning to the then Indian states about the possibility of the Desert locust swarms incursion,
movement and breeding. The present setup of Locust warning organization was established in the
month of October 1946, as an important division of the Directorate of plant protection, quarantine
and storage under the Department of Agriculture and Cooperation, Ministry of Agriculture&
Farmers Welfare, Government of India. Locust Warning Organizationis headed by the Plant
Protection Adviser.
PRESENT SET UP OF LOCUST WARNING ORGANIZATION:
The Locust Warning Organization, Jodhpur is the operational field headquarters of the locust
division headed by Dr.J.P.Singh, Joint Director (Ento.), who is the controlling Officer of Field
Hqrs of LWO, Jodhpur, as also of the ten(10) Locust Circle Offices (LCOs) located at Phalodi,
Nagaur, Churu, Suratgarh, Bikaner, Jaisalmer, Barmer, Jalore (in the state of Rajasthan),
Palanpur&Bhuj (in the state of Gujarat). The Circle Offices are independent functional units with
their well defined jurisdiction for undertaking locust surveillance, monitoring and control in the
Schedule Desert Area of Rajasthan and Gujarat, headed by the Plant Protection Officer (E/PP).
These circle offices have been strategically located so as to carry out the locust surveillance and
population monitoring in normal situation and to organize control operations in the Schedule Desert
Areas alongside the Indo-Pak border in an effective manner throughout the year. All the technical
activities of the Circles are supervised and monitored by the field headquarters, Jodhpur and the
Dte. Headquarters Faridabad through regular communication of instructions /directives and
reporting.
Each circle is equipped with vehicles, Plant Protection Equipment, e-Locust-3 etc. to carry
out the assigned technical activities of locust survey, monitoring and control. The Circles have been
provided with e-Locust-3 units for instant transmission of data concerning the ecological
conditions, locust populations etc. instantly from the survey spot. Field headquarters, Jodhpur, has
been provided with RAMSES Software which is used for analysis of locust data, satellite imageries,
rainfall data, vegetation coverage etc. These information are crucial to planning of the intensive
locust surveys, population monitoring and forecasting the possible locust incursions.
The circle offices transmit / communicate the observation data of locust surveys and other
information’s about the rainfall, vegetation, soil moisture, temperature etc. to Field Headquarter
Jodhpur and Dte. Headquarter Faridabad; besides preparation and submission of fortnightly and
monthly technical reports of locust situation in their respective jurisdiction of activity.

MAJOR FUNCTIONS OF LOCUST WARNING ORGANISATION:
(a) To carry out the locust surveys / population monitoring activities as per the survey schedule
finalized in the beginning of the locust season in consultation with Scheme Incharge and Head
of LWO Jodhpur.
(b) To prepare, compile and submit the locust survey reports, observation data etc. to Headquarter
Faridabad for onward communication to the Department of Agriculture & Cooperation, New
Delhi.
(c) To organize / carry out / supervise locust control operations as and when required.
(d) To keep active liaison with the state department of agriculture and revenue department at state
/ District/ Tehsil / Block level units for collecting locust information and to mobilize recourses
for locust control during control operation.
(e) To maintain liaison with the BSF authorities / personnel’s for seeking their assistance in
conducting special border locust surveys and Indo-Pak border meeting.
(f) To organize mass awareness campaign about the desert locust & its identification and control
measures among the farmers and state agriculture department officials and other state
functionaries at village level, Block level / Tehsil level.
(g) To Impart training on locust survey methodology, population, monitoring techniques and
control measures to the locust staff officials (transferred from other division to locust as
refresher course) state department officials and farmers.
(h) To participate / organize the Indo-Pak locust officers border meeting for exchange of locust
information / situation in their respective countries during locust season (June to November)
(i) To communicate the information / data of locust survey /population monitoring and overall
situation to FAO through Directorate Headquarter, Faridabad.
(j) To carry out all the task activities assigned by the Directorate / DAC time to time.
WORK DISTRIBUTION AMONGST THE OFFICERS/OFFICIALS OF LOCUST WARNING

1. Dr. J. P. Singh, Joint Director (E)
Head Of Office & Controlling Officer of LWO, Jodhpur. Also Act as Controlling Officer of
the incharges of various LCOs/FSIL. Head of Locust. To keep liaison with State Agriculture Department,
Border Security Force etc. for monitoring and to generate awareness on locust activities and its control.
Conduct Indo-Pak locust officers border meetings during the active locust season. To hold periodical video
conference with FAO through zoom. Preparation of fortnightly locust situation bulletin of India. To
organize FAO-SWAC sponsored National Training Workshop on desert locust biology and behavior,
survey and control. To organize and supervision of research work on plant protection, locust control etc.
Accreditation of PCOs. Implementation and monitoring of Aadhar Enabled biometric Attendance
system/GEM in the LWO/LCOs/FSIL.
Technical :
2. Shri Om Prakash, PPO(E)
Conducting Locust surveillance/ control work. Preparation of Principal Activity Report of
LWO, Jodhpur and CPAR of LWO. Organizing trainings regarding FFS, Krishi Unnati Mela, awareness
training on locust etc. as resource person. To attend Indo-Pak locust officers border meetings. Liaison with
BSF, State Agriculture functionaries. Technical correspondence.
3. Shri Chandra Shekhar Sharma, APPO.
Conducting Locust surveillance and control work in Scheduled Desert Areas. Preparation of
PAR/CPAR of LWO, Jodhpur. Work as Desert Locust Information Officer, e-locust3, RAMSES V4,
Analysis of locust survey data and imageries of rainfall and vegetation preparation & submission the
reports/ fortnightly locust situation bulletin to Dte. as well as FAO and other technical work.
Participating the trainings & FFS as recourse person. Acting as Nodal Officer in Biometric Attendance

Administrative Officer, LWO, Jodhpur being head of Administration will ensure the proper and
speedy disposal of the assigned work. Acting as DDO for the Establishment of LWO, Jodhpur and
CDDO for 14 stations viz. 10 Locust Circle Offices/FSIL Bikaner/CIPMC Jaipur and Sriganganagar.
9. Shri Malam Siingh, Assistant.
Treasury work and scrutiny of all the bills pertaining to various DDOs under jurisdiction of CDDO,
LWO Jodhpur. All works related to Store section, Preparation of Contingent Bills, TA Bills, Scrutiny
of TA Bills of the Circle Offices and Jodhpur before Pay Order. LTC Bills, Final Scrutiny of Medical
Bills, Audit cases of LWO, Jodhpur and any other work assigned to him by Senior officers from time
to time.
10. Mrs. Saramma Wilson, UDC.
All Administrative and Establishment works viz. Maintenance of Service Books, Personal files of all
Officers and Group ‘B’ & ‘C’ staff of LWO, Jodhpur and Incharges of Circle Offices. Pay fixation,
Leave cases, Pension & Revised Pension cases, Duty Roster for Watch & Ward duty, RTI, Cases
related to the appointment on compassionate ground. Any other work assigned by the senior officers
from time to time.
11. Shri Satish Chand Agarwal, UDC.
Entire work related to Accounts section : viz. preparation of salary in respect of Officers and staff of
the establishment of LWO, Jodhpur, work related to GPF bills (Withdrawal & Advances), retirement
benefits bills, online through PFMS. Preparation of Budget, Audit cases, Income Tax calculation of
Officers & staff of LWO, Jodhpur, entire work related to New Pension Scheme, Preparation of
Monthly/Weekly expenditure, Implimentation of Raj Bhasha , Reconciliation of expenditure with PAO,
Faridabad and any other work assigned by senior officers from time to time.
12. Mrs. Parameshwari Bishnoi, LDC.
Keeping the entire old records of Administrative/Accounts/Store sections of LWO, Jodhpur. Also
attend Initial scrutiny of Medical claims of LWO, Jodhpur and Administrative work of the
establishment of LWO, Jodhpur.
Accommodation:
(a) LWO Jodhpur: Stationed in Government accommodation
i) Main Building: Located at Air Force Road Jodhpur. This Main Office has been
established to render technical advice to all LCOs / FSIL and also to supportAccounts,
Administration, Establishment and Store issues of LCOs / FSIL etc.
ii) Motor Workshop : It is situated at Subhash Nagar, Jodhpur for parking / maintenance of
the Motor Vehicles.
(b) FSIL, Bikaner: Stationed in Government accommodation.
(c) LCOs : All LCOs are stationed in Government accommodation.

The schedule Desert Area in India is about 2,05.785 sq. km. in the States of Rajasthan ( 1,79,250 sq.
km. ), Gujarat ( 23,078 sq. km. )and Haryana ( 3457 sq. km.)
