question raised by HOD 48-2015 and Contracting Parties after the HOD meeting

CART follow-up data-set will be available when the assessment are published (October?)
Procedures for elaborate PLC data and assessment products timely and efficient and for accepting filled in and consolidated data sets and for releasing reported PLC data
A detailed proposal has been developed for PRESSURE 3-2015 meeting as was the view
of HOD 48-2015. But as it contains many details for considerations and will require good
time for discussion, it is postponed to PRESSURE 4-2016, where focus are on nutrient inputs.
REDCORE DG will further elaborate the proposals before PRESSURE 4-2016

PLANNING NEXT PERIODIC PLC ASSESSMENT
In the PLC-strategy for future deliverables PRESSURE 2-2015 support four flagship
products:
› Annual reports on annual (actual) airborne and waterborne inputs, respectively (Baltic
Sea Environmental fact sheets)
› Progress towards fulfilment of MAI (CORE Pressure Indicator on Inputs)
› Progress towards fulfilment of CART (CART follow-up assessment)
› Periodic PLC assessment
HOD 48-2015 agreed in general on the approach of future production of PLC data and
assessment products (timely and complementary to each other to meet policy needs
The frequency of different assessment product is still an open issue, among other issues
pending on the possibility to operationalize main parts of the assessment

It is urgent that PRESSURE 3-2015 decide on when the next periodical assessment should
take place
Recommendation 26/2 states every six year starting in 2006 (PLC5)
PLC6 is based on 2014 (Poland and Germany 2012 data), but next PLC assessment should
serve different HELCOM policy need: HELCOM CP’s members of EU will be preparing their
next generation of river management basin (WFD) in 2019/2020 for public hearing late
2020, while an update of Programme of Measures under MFSD and of PoM itself need to
be done by mid-2019 and end of 2021, respectively
By selecting 2017 as monitoring year for the PLC7 periodic assessment, assessment data
and update of MAI and CART assessments could be ready by late autumn 2019 and
server as input a background for the WFD and MFSD work
HOD 48-2016 requested CP’s to investigate their support to year 2017 for PLC7 monitoring

PLC-6 PROJECT

The project implements HELCOM Recommendation 26/2 on every six year (periodical)
carrying out assessments of waterborne inputs to the Baltic Sea, quantifying natural and
anthropogenic sources and evaluating effects of different measures
PLC6 includes airborne input (Recommendation 24/1)
Will be based on air- and waterborne inputs 1995-2014, with detailed information on
sources in 2014
Serves as input for next HELCOM thematic and holistic assessment (HOLAS 2), and for the
second round of EU MFSD second round initial assessment in 2018
Original road map changed by GEAR: issues related to updating MAI and CART follow up
assessment has been advance to end of 2016 but it is very important that CP’s reports data at agreed deadlines and other deadlines during the data validation process

1. Develop standardized methodology to calculate uncertainties in national datasets, including methodology for filling in data gaps and missing data:
- Statistical methods on uncertainty estimation, trends analysis, estimates of changes in
time series, normalization of input data and test of target (MAI/CART) fulfilment:

- the new methods and principles are included in the PLC6 guidelines (done)

2) Quality assurance issues
intercalibration between 17 laboratories including all HELCOM member countries (fresh-
and waste water samples). Final report published: ..\..\PLC6\TR27_interkalibration

3) Revision og PLC guidelines
PLC6 guidelines was finalized during summer, but with some few clarification pending.
The final PLC6 guideline will be submitted to HELCOM Secretariat this week, and then
make available at HELCOM web-site
4) National data collection and QA assurance
data collection took place in 2014 (Poland and Germany 2012). QA is ongoing in the CP’s,
but will continue during and after upload of data to the new PLC database (PLUS project)

5) National data reporting
Annual templates prefilled with metadata to CP’s (11 September 2015) and metadata
updated by CP’s by 2nd October). Revised templates from data manager to CP’s send by
16 October
Deadline for reporting annual data 2014: 31 October 2015 - postponed to 10 November
Prefilled periodical templates with metadata to CP’s 9. October. CP’s to amendment/
correct by 31. October. Revised periodical templates to CP’s by 13 November
Reporting periodic data (source apportionment, inland point sources) by 31. December 2015 according to the guidelines. Very important to meet these deadlines!
6) PLC data manager

7) EMEP task
Nitrogen deposition data 1995-2014 (actual, normalized), source receptor matrixes (blame matrix) etc. provided by late summer/early autumn 2016, but it is delayed – draft
report will be received by 12. October – and data hopefully within few weeks
8) PLC6 report: assessment and elaboration
Will focus on source apportionment, evaluation of effects of measures on reducing inputs
from point and diffuse sources, heavy metals and issues not covered in the MAI and CART
follow-up assessments. User friendly format report e.g. as an E-book
Extended tables of contents discussed at PLC6 meeting (May 2015). Will be further
elaborated at PLC 6 9-2015 meeting (late October)
Questionnaires on sampling and analytical procedures for HM’s and on measures
implemented for reducing land-based inputs have been prepared

All CP’s have reported at least some parts of their 2013 data
Data from 7 CP’s verified (DE, DK, EE, LT, LV, PL and RU), from 2 CP’s partly verified
6 interviews via SKYPE (one per CP) between data manager and CP’s – some feedback
after interview needed, and there are still some data gaps from some CP’s – PL pending
The two pending CP’s for verification should be the rather easy (FI, SE)
SKYPE interview for discussion missing/questionable data good experience and efficient
REDCORE DG requested data manager to prioritize finalizing and prefilling templates for
reporting PLC 2014 data before finalizing validation of PLC 2013 data
