REGIONAL COOPERATION BETWEEN EUROPEAN TSO’S
P. DE LEENER
CEO CORESO
Scientific support to T&D systems roundtable European Commission - JRC, Brussels
27/9/2013
Independent company (SA) with its own employees
Created december 2008 in Brussels
Operational since 16th February 2009
Round the clock operations since 29th June 2009
5 shareholders today (Elia, National Grid, RTE, Terna, 50Hertz) and open to other TSOs

• April 3rd , 2013 - Due to unexpected misty weather conditions: 9000 MW shortage on German Solar infeed.
Consequence : high intraday exchange

Necessity for Germany to compensate partially with intraday imports. North DC cables with Scandinavia, not shown below, were also used for 700 MW.

4. The market fundamentals are changing
The nuclear phase out and the gas generators put out of the market increase the uncertainty and the need for flexibility.
Older assets, higher risk of failure
5. The assets are ageing

Why a European Regional Cooperation ?
Security of Supply !
The challenges to safely operate the grid are already present now.
These challenges require day and night actions and cooperation, not only plans, rules or agreements.
The complexity of the coordination is high.
The challenges require coordinated actions now !

The bottom-up approach – a continuous step by step progress - is
an answer.
4th Nov2006 : 10 sec to react !
Anticipation is necessary to detect the risks early enough -day ahead, hours ahead-, find remedial actions, communicate and agree on these actions, perform them.
A regional cooperation is a must. Example: in specific situations, the loss of a double line in France causes overload in Switzerland that can be solved by grid topology actions in Italy AND an increase of export by Slovenia to Italy.
Security of Supply requires more and more close to real time cooperation between TSOs.
The role of an « RSCI »: anticipate to mitigate the risk

A step by step approach, a continuous improvement.
Innovation is needed (1/2)
Version 0.0 15
Powerful probabilistic short term risk assessment methodologies & tools
Improved tools for RT coordination : grid models, HVDC, PST coordination, T° monitoring, analysis algorithms for static & dynamic phenomena.
Security assessment of future Regional & Pan European Balancing : coordinated, dynamic and probabilistic reserve management
Reconnexion procedures in defense/ emergency plans at pan European level.
Knowledge and grid expertise sharing tools
Innovation is needed (2/2)
