Bring to the conversation the lack of compliance with the FCC regulations among Spanish programming providers

Evaluate the participation of the deaf community in this process

Analyze the effect of the FCC ¨Report and Order for captioning quality standards and technical compliance rules¨

According to the FCC regulation, all new Spanish language TV programs as per January 2010, must be captioned, with some exceptions.
