The most appropriate to IAMU activity field topics and documents were the following:
3. ROUTEING OF SHIPS, SHIP REPORTING AND RELATED MATTERS
NCSR 1/INF.4. Report on the formal safety assessment (FSA) related to the proposed amendments
in the routeing system "Off Friesland".
The document provides background information for the separate proposals to amend existing and
establish new routeing measures forming part of the routeing system "Off Friesland", NCSR 1/3/4 to NCSR 1/3/7. The approach based on Formal Safety Assessment of F17 and F18 Developments on
Passing Shipping in the North Sea and this approach can be useful for Universities involved in
similar researches. Detailed Chart Overview of the F17 and F18 Fields is presented on Figure 2.

The safety assessment studies include:
Formal Safety Assessment, i.e. a quantitative and qualitative risk assessment, for the effect of
the proposals on the offshore structures; and
Formal Safety Assessment, i.e. a quantitative risk assessment for collision risk between vessels following the proposed new routeing measures.
NCSR 1/INF.11. Experience gained from implementation of the mandatory ship reporting system SOUNDREP ("In the Sound between Denmark and Sweden").
The document provides information about the experience gained from implementation of the
mandatory ship reporting system SOUNDREP.
Risk analysis was performed in accordance with the IMO Guidelines for formal safety assessment
(FSA). The results of the FSA showed that, among other measures, the introduction of a ship
reporting system operated by a vessel traffic service (VTS) would more actively increase safety of
navigation in the area.
All the materials submitted within this agenda item and also the results of consideration and
discussions proved that there is no universal approach for designing the routes of ships. So as a
result of it, the following research area can be proposed for IAMU universities:
Proposal (a). Possible IAMU Research Theme: Development of universal methodology and
guidance for routeing of ships. Possible key concepts to be structured and researched within the theme: navigational safety in
restricted waters, risk assessment, FSA, maneuverability of ships in adverse conditions.
Goals:
To develop universal criteria and guidance for routeing of ships;
The Sub-Committee approved the amendments to submitted Traffic Separation Schemes, routeing
systems and two-way routs with a view to adoption by the Committee;
4. CONSIDERATION OF ECDIS MATTERS RELATED TO THE IMPLEMENTATION OF
THE CARRIAGE REQUIREMENTS IN SOLAS REGULATIONS V/19.2.10 AND V/19.2.11
NCSR 1/INF.15. Analysis of user requirements for the improvement of ECDIS functions to
enhance navigational safety and work efficiency based on user survey.
This document aims at introducing a survey of seafarers on the use of ECDIS with regard to
anomalies identification, level of the seafarer satisfaction and requirements for further functional
improvement. From the results, the ECDIS user focused requirements suggested on strengthening
the level of navigational safety and efficiency. This can be considered in future amendments of IMO
performance standards on ECDIS.
The following items were researched:
Background of survey respondents;
ENC and information display;
Analysis on the usage of route planning ;
Analysis on the usage of route monitoring;
Analysis on the usage of update.
All the graphs of the survey are shown on Figure 3:

The survey was conducted on seafarers and ship masters, with the aim of evaluating ECDIS and
identifying room for improvement. The survey questionnaire included both multiple-choice
questions and essay questions. The following is the result of the survey and expert workshop.
ENC information display
As spot sounding is essential for securing navigational safety, experts wanted sounding
information to be displayed on the Standard Display panel. In this regard, the need for a
revised level of SENC information classified under the performance standard (resolution
MSC.232(82) appendix 2) was indicated.
Experts expressed concerns over inaccurate display of safety contour due to spot sounding, leading to a possibility of risk during coastal navigation, in spite of the value of safety
contour in preventing stranding.
It was suggested that not only the General Isolated Danger Symbol but other symbols need to
be replaced by similar symbols to those used on paper charts, to resolve the high level of
users' concerns over this.
To prevent the overlapping of text including geographic names and descriptions of lights on the Electronic Navigational Chart, it is required to display relevant information to scale,
similar to paper charts.
Hardware specification should be revised in order to increase monitor size and the need for a touch screen was pointed out.
Route Planning
The efficiency of Route Planning through ECDIS was positively evaluated. However, there
were concerns regarding its operational safety in comparison to when a paper chart is used.
Furthermore, the functions to verify route safety should be enhanced.
Route Monitoring and Alarm
The functions related to these were positively evaluated in general. However, it was pointed out that adequate solutions for dealing with anomalies occurring in the position-fixing
system were highly necessary, considering the pivotal role of ECDIS in navigation. That is,
the function enabling manual position fixing should be supplemented when a position-fixing
system is lost. In addition, a more detailed performance standard needs to be established.
Update
Respondents' evaluation of Update in terms of its contribution to navigational safety and efficiency was positive. However, it was pointed out that the function to secure stability
should be improved, given the current high anomaly ratio when it is updated.
Considerably long updating interval was also an issue. Whereas Notices to Mariners for paper charts were available to be downloaded via satellite communication due to their small
data size, updates for ECDIS can usually only be carried out during berth at port due to large
file sizes. To address this problem, the data size of ECDIS must be dealt with.
NCSR 1/4. Preparation and implementation of revised ECDIS standards
The document reports on the revision of several ECDIS standards in relation to investigations into
the anomalous operation of some ECDIS, and addresses the transition from the current editions of
the standards to the new ones.
The investigations into the anomalous operation of some ECDIS revealed that certain parts of the
requirements of the IHO ECDIS-related standards had been interpreted and implemented in different
ways by different manufacturers. The investigations made it clear that there were a number of
improvements that should be made to S-52 – Chart Content and Display Aspects of ECDIS to
reduce the risk of implementation irregularities in the future and improve the clarity of the standard.
Feedback from ships at sea also indicated that there were a number of display enhancements to be
included in Annex A to S-52 – Presentation Library that would significantly increase the usability
of ENC in ECDIS.
NCSR 1/4/1.Report on monitoring of ECDIS issues by the IHO
The document reports on the actions taken by the IHO since NAV 59 to monitor and address ECDIS
issues related to the implementation of the carriage requirements in SOLAS regulations V/19.2.10
and V/19.2.11.
The feedback from the survey confirmed a number of known issues related to:
The difference between paper chart symbols and those used to display ENCs;
ECDIS not displaying ENC features as expected or as required;
Inconsistencies between ENCs and paper charts or between ENCs of different scales; and
The promulgation of temporary and preliminary notices to mariners in ENC updates.
Taking into account the importance of ECDIS equipment for safety of navigation and requirements
of SOLAS 74 Chapter V, the following research theme can be formulated for IAMU universities:
Proposal (b). Possible IAMU Research Theme: Anomalies in use of ECDIS and safety of
navigation.
Possible key concepts to be structured and researched within the theme: navigational safety in
restricted waters, risk assessment, anomalies as hazards for FSA, application of Heinrich Law for
navigational risk prediction.
Goals:
To develop FSA approach for navigational risk prediction based on ECDIS anomalies and Heinrich
Law;
5. CONSOLIDATION OF ECDIS-RELATED IMO CIRCULARS
NCSR 1/5. The document proposes to consolidate ECDIS-related information contained in seven
IMO circulars into one IMO circular and the draft of ECDIS guidance for good practice (see Fig.4).

The Sub-Committee endorsed the following:
1. The draft MSC circular on ECDIS-Guidance for good practice to forward it to the HTW Sub-
Committee for review, in particular, the provisions related to ECDIS training and the use of
simulators, and subsequent approval by the Committee; and
2. The draft Assembly resolution on Revised guidelines for the onboard operational use of
shipborne automatic identification systems (AIS) for approval by the Committee.
The Sub-Committee endorsed the draft MSC circular on ECDIS-Guidance for good practice, as set
out in annex 1, forward it to the HTW Sub-Committee for review, in particular, the provisions
related to ECDIS training and the use of simulators, and subsequent approval by the Committee; and
6. CONSIDERATION OF THE APPLICATION OF THE SATELLITE NAVIGATION
SYSTEM "BEIDOU" IN THE MARITIME FIELD
NCSR 1/6. BDS status update and next steps.
The document provides an update on the status of BeiDou Navigation Satellite System (BDS) and
contains further information for consideration of recognizing BDS as a component of World-wide
Radio Navigation System (WWRNS).
7. DEVELOPMENT OF EXPLANATORY FOOTNOTES TO SOLAS REGULATIONS V/15,
V/18, V/19 AND V/27
NCSR 1/7. The document proposed draft guidelines for ECDIS software update.
It highlights practical difficulties that may be occurred by the ECDIS software update, and provides
draft guidelines of possible solutions with specific conditions and procedures regarding the ECDIS
software update in order to contribute the smooth implementation of ECDIS software update.
It is proposed that, unless expressly provided otherwise in relevant paragraphs of this guidelines,
this guidelines apply to all ECDIS equipment's installed on board as per the SOLAS requirement
V/19.2.10 to meet the chart carriage requirement as set out in SOLAS regulation V/19.2.1.4.
9. DEVELOPMENT OF AN E-NAVIGATION STRATEGY IMPLEMENTATION PLAN
All the main topics are presented on figure below on Fig. 5.
The Sub-Committee noted that (!):
HTW 1 had considered a report of the Correspondence Group (HTW 1/20/1) on human element and training issues along with possible training implications related to the
introduction of e-navigation and agreed that it was premature to consider any training
requirements at that stage, pending the finalization of the SIP.
MSC 93, noting the relevant discussions at NAV 59 regarding the convening of an
intersessional meeting on e-navigation, had decided that there was no need to convene such a
meeting (MSC 93/22, paragraphs 8.9 to 8.11).

NCSR 1/INF.5. Background information related to the development of e-navigation
The information document provides background information on the development of e-navigation,
including references to key decisions of the Organization and the development of the e-navigation
Strategy Implementation Plan (see Fig. 6).
During the consideration of the draft SIP, the following views, inter alia, were expressed:
.1 IMO should continue to lead and coordinate the future work on e-navigation in order to
ensure global implementation in a structured and coordinated manner;
.2 a project management approach should be adopted to control the overall progress of e-
navigation, in particular, with regard to those tasks requiring coordination with other
international organizations;
.3 implementation of tasks should be conducted taking into account the methods of work of
the Organization;
.4 a new item should be added to the agenda of the Sub-Committee to continue monitoring
implementation and future developments on e-navigation during the next two biennia after
2015;
.5 a single new planned/unplanned output could be proposed to address the work of all tasks
contained in the SIP, but this could be not in line with the methods of work of the
Organization;
.6 some of the tasks could be considered and further developed as part of the review of the
GMDSS (e.g. task 15 related to integration of existing communication systems and their
future development);
.7 the Organization should consider inviting relevant international organizations to assist
with the development and implementation of e-navigation; and
.8 the future development of e-navigation was within the purview of the Committee.

E-navigation strategy implementation plan is developed, but to make a progress in this area fresh
and more well-defined goals are to be formulated and IAMU can participate to assist IMO in this
task.
NCSR 1/9/1. Draft Guidelines developed to support the e-navigation strategy
The document introduces the concept of the four key Guidelines to be used in the development of e-
navigation and attached in the annex are the four draft Guidelines for endorsement and ultimate
approval by the Maritime Safety Committee.
These submissions are as follows:
Draft Guidelines on Human Centred Design (HCD) for navigational equipment and systems;
Draft Guidelines on Usability evaluation of navigational equipment;
Draft Guidelines for Software Quality Assurance (SQA) in e-navigation; and
Draft Guidelines for the Harmonization of test beds reporting.
The Guidelines on Usability evaluation of navigational equipment can be the basics for future
research in IAMU universities; Some terms and extracts from this document are presented below.
Usability: The extent to which systems can be used by users to achieve specified goals with
effectiveness, efficiency and satisfaction, in a specified context of use
Usability Testing, Evaluation and Assessment (U-TEA): Evaluation methods and techniques used
to support Human Centred Design (HCD) and used for the purpose of increasing the usability of a
system. There are two types of U-TEA – formative and summative.
Formative U-TEA: An iterative approach to evaluation and feedback, to resolve potential usability
problems of a system.
Summative U-TEA: Evaluates how well the system meets overall usability requirements such as
effectiveness, efficiency and satisfaction.
Usability Design Principles (UDP)
Usability Design Principles (UDP) consider some human abilities, characteristics and limitations to
the design of equipment and provide a basis for the understanding of HCD practice. UDPs are also
known as "usability heuristics" and should be considered as part of HCD. Figure 3 shows the
inclusion of UDPs to support the primary goals of usability and safety being achieved through the
criteria of efficiency, effectiveness and satisfaction. Conforming to these UDPs increases the
likelihood of a system achieving usability and safety.
ISO 9241-110 identifies seven UDPs as being important for the design and evaluation of interactive
systems. These UDPs are sufficiently comprehensive to encompass the primary requirements for e-
navigation systems. Furthermore, the way system information is displayed supports the UDPs.
Tables 1 and 2 provide definitions and brief descriptions of each of the seven UDPs and the seven
characteristics of displayed information required to support these. It should be noted that these
UDPs are not strictly independent and it may be necessary to interpret different UDPs jointly in
order to achieve optimal outcomes.

After a lengthy discussion related to the role of IMO in coordinating the future development of e-
navigation and on how to proceed with the implementation of related tasks bearing in mind the
methods of work of the Organization, the Sub-Committee finalized the SIP and agreed to forward it
to the Committee for approval.
10.DEVELOPMENT OF PERFORMANCE STANDARDS FOR MULTI-SYSTEM
SHIPBORNE NAVIGATION RECEIVERS
NCSR 1/10. Draft performance standards for multi-system shipborne navigation receivers
The document provides draft Performance standards for multi-system shipborne navigation
receivers.
NCSR 1/10/1 and NCSR 1/10/2. Comments on draft performance standards for shipborne
combined receiver equipment using multiple radionavigation systems.
Recognizing that this would need further consideration and the target completion year for this
planned output was 2015, and having noted that some interested parties were willing to work
together to produce a joint proposal for consideration at the next session of the Sub-Committee, the
Sub-Committee invited member Governments and interested organizations (why not universities?)
to consider the matter in detail and submit comments and proposals to NCSR 2.
11.REVISION OF THE GUIDELINES FOR THE ONBOARD OPERATIONAL USE OF
SHIPBORNE AUTOMATIC IDENTIFICATION SYSTEMS (AIS)
NCSR 1/11. Outcome of NAV 59.
By this document the Sub-Committee was invited to consider and finalize the draft text of the
revision of the Guidelines, using it as the basis document to work from.
NCSR 1/11/1 and NCSR 1/11/2. Proposal to amend the Guidelines for the onboard operational use of shipborne Automatic Identification Systems (AIS).
These documents comment on and proposes an amendment to the IMO Guidelines for the onboard
operational use of shipborne Automatic Identification Systems (AIS) (resolution A.917(22), as
amended).
The Sub-Committee endorsed the draft Assembly resolution on Revised guidelines for the onboard
operational use of shipborne automatic identification systems (AIS), as set out in annex 2, for
approval by the Committee.
12.DEVELOPMENTS IN MARITIME RADIOCOMMUNICATION SYSTEMS AND
TECHNOLOGY
NCSR 1/12. Recognition of Iridium Mobile Satellite System as a GMDSS Service Provider.
The document contains in the annex the application for consideration of Iridium Satellite LLC, as
required by resolution A.1001(25), to become a Global Maritime Distress and Safety System
(GMDSS) mobile satellite services provider
NCSR 1/12/1. Recognition of Iridium mobile satellite system as a GMDSS service provider.
The document provides information on actions undertaken by IMSO in preparation for the
recognition of a new mobile satellite communications system for the GMDSS
NCSR 1/12/2. Comments on document NCSR 1/12 - Recognition of Iridium mobile satellite system
as a GMDSS service provider.
The submission comments on document NCSR 1/12 outlining a number of major concerns on the
details provided relating to the recognition of the Iridium mobile satellite system as a GMDSS
service provider.
After an in-depth discussion, the Sub-Committee, recognizing general support that the Iridium
application be evaluated as GMDSS mobile satellite service provider in accordance with the criteria
defined in resolution A.1001(25), agreed:
.1 to invite the Committee to consider and decide on which independent body should produce a
technical and operational assessment of the information contained in documents NCSR 1/12 and
NCSR 1/12/2 and provide a report to the NCSR Sub-Committee for evaluation;
.2 that additional information as required could be presented directly to the independent body
through the Secretariat in order to address the relevant concerns expressed in document NCSR
1/12/2; and
.3 that the Committee should consider convening a group of experts, through the Secretariat, to
participate in the evaluation process and provide technical advice, including requesting support from
other international organizations such as IHO, WMO and others.
13. REVIEW AND MODERNIZATION OF THE GLOBAL MARITIME DISTRESS AND
SAFETY SYSTEM (GMDSS)
The Sub-Committee noted the opinion on coordination between the GMDSS review and e-
navigation projects;
All other decisions are beyond of IAMU activity.
14. FURTHER DEVELOPMENT OF THE GMDSS MASTER PLAN ON SHORE-BASED
FACILITIES
The Sub-Committee noted the information provided by the Secretariat on amendments to the
GMDSS Master Plan as disseminated through GMDSS/Circ.16 and encouraged Administrations to
check their national data issued in GMDSS/Circ.16, for accuracy, and provide the Secretariat with
any necessary amendments, as soon as possible.
15. CONSIDERATION OF OPERATIONAL AND TECHNICAL COORDINATION
PROVISIONS OF MARITIME SAFETY INFORMATION (MSI) SERVICES, INCLUDING
THE DEVELOPMENT AND REVIEW OF RELATED DOCUMENTS
NCSR 1/15/1/Rev.1. DRAFT REVISED JOINT IMO/IHO/WMO MANUAL ON MARITIME
SAFETY INFORMATION
This document contains a proposal for amending the Joint IMO/IHO/WMO Manual on Maritime
Safety Information
General information from Manual:
This Manual provides a practical guide for anyone who is concerned with drafting navigational
warnings or with the issuance of meteorological forecasts and warnings under the Global Maritime
Distress and Safety System (GMDSS). Maritime Safety Information (MSI) is promulgated in
accordance with the requirements of IMO resolution A.705(17), as amended. Navigational warnings
are issued under the auspices of the IMO/International Hydrographic Organization (IHO) World-
Wide Navigational Warning Service (WWNWS) in accordance with the requirements of IMO
resolution A.706(17), as amended. Meteorological forecasts and warnings are issued under the
auspices of the IMO/World Meteorological Organization (WMO) World-Wide Met-ocean
Information and Warnings Service (WWMIWS) in accordance with the requirements of IMO
resolution A.1051(27). In order to achieve the necessary impact on the mariner it is essential to
present timely and relevant information in a consistent format that is clear, unambiguous and brief.
Within this Manual, it is particularly intended to provide the best form of words for use in all types
of navigational warnings and meteorological forecasts and warnings that are required to be
broadcast in the English language.2 Note has been taken of the IMO Standard Marine
Communication Phrases (resolution A.918(22)), where appropriate.
This Manual cannot provide specimen texts for every type of event which may occur. However, the
principles illustrated herein may be applied in general to drafting messages for every kind of
navigational warning and covering all types of hazards and for the issuance of meteorological
forecasts and warnings.
Resolution A.706(17), as amended, on the World-Wide Navigational Warning Service
(MSC.1/Circ.1288/Rev.1) at section 5.3.1, requires that "All NAVAREA, Sub-Area and coastal
warnings should be broadcast only in English in the International NAVTEX and Safety NET
services". Resolution A.1051(27) on the World-Wide Met-Ocean Information and Warnings Service
at section 3.4.1 requires that "All Meteorological information shall be broadcast only in English in
the International NAVTEX and Safety NET services". Where this Manual has been produced in

12 Procedure for amending the joint IMO/IHO/WMO Manual on MSI
The Sub-Committee, noting that the proposal submitted by the IHO and the WMO (NCSR
1/15/1/Rev.1) on amendments to the Joint IMO/IHO/WMO Manual on Maritime Safety Information
did not require any decision by the Sub-Committee in principle, referred it to the Technical Working
Group for detailed consideration and advice.
23. DEVELOPMENT OF A MANDATORY CODE FOR SHIPS OPERATING IN POLAR
WATERS
The Sub-Committee performed the following on item 23:
.1 approved the revised text for draft chapter 11, for the Committee's consideration when adopting
the Code (paragraph 7.5 and annex 8);
.2 advised the Committee that the additional guidance in part I-B regarding personal and group
survival equipment is sufficient (paragraph 7.6);
.3 endorsed the revisions to section 2.3 (Communications equipment) of the Record of additional
equipment and operational limitations for the Polar Ship Certificate, for the Committee's
consideration when adopting the Code (paragraph 7.7 and annex 9);
.4 instructed the Secretariat to make the necessary editorial corrections to the proposed revisions to
section 2.3 (Communication equipment) of the Record of additional equipment and operational
limitations for the Polar Ship Certificate, as appropriate (paragraph 7.7);
.5 endorsed the proposed guidance on chapter 11 (Communication) for possible inclusion in part I-B
of the Polar Code, for the Committee's consideration when adopting the Code (paragraph 7.8 and
annex 10);
.6 approved the revised draft chapter 10 of the Polar Code, for the Committee's consideration when
adopting the Code (paragraph 2.1 to 2.13 and the annex 1);
.7 endorsed the recommendation to delete paragraph 12.5 – Reporting in chapter 12 of the draft
Code, (paragraph 3.1 to 3.3);
.8 endorsed the revisions to section 2.2 (Navigation equipment) of the Record of additional
equipment and operational limitations for the Polar Ship Certificate, for the Committee's
consideration when adopting the Code (paragraph 4.1 to 4.3 and the annex 2);
.9 instructed the Secretariat to make the necessary editorial corrections to the proposed revisions to
section 2.2 (Navigation equipment) of the Record of additional equipment and operational
limitations for the Polar Ship Certificate, as and when appropriate (paragraph 4.4);

NCSR 1/27/1. Progress on standards development by the IEC
IEC TC80 prepares standards to support the performance standards of the Organization. The Sub-
Committee is invited to note the progress in the work.
Technical Committee 80 of the International Electrotechnical Commission is responsible for the
preparation of standards for maritime navigation and communication equipment and systems. These
standards are prepared in order that the performance standards of the Organization, as well as the
technical requirements of the International Telecommunication Union and other relevant
international organizations can be verified.

Integrated radiocommunication system (IRCS)
The Sub-Committee noted with appreciation the update submitted by IEC (NCSR 1/27/1) on the
preparation of relevant standards to support the performance standards of the Organization.
NCSR 1/27/3. Participation in the WMO Voluntary Observing Ships' Scheme.
This document provides information on the World Meteorological Organization (WMO) Voluntary
Observing Ship (VOS) Scheme and encourages enhanced participation in the VOS Scheme in the
Arctic.
The Sub-Committee recalled that MSC 85 had approved and circulated MSC.1/Circ.1293 regarding
participation in the WMO Voluntary Observing Ships' (VOS) Scheme, inviting Member States to
consider increased participation in the VOS Scheme for ships in the Arctic.
The Sub-Committee considered the information provided by the United States et al. (NCSR 1/27/3)
relating to the WMO VOS Scheme and to encourage increased participation in the VOS Scheme by
all flag States, in particular, those with vessels sailing in Arctic waters.
Having noted additional oral information provided by the WMO observer, in particular, that the
Arctic was only one of several areas in the world where data was not forthcoming, and that WMO
planned to submit a paper providing information on areas where it seeks to increase participation in
the WMO VOS scheme, the Sub-Committee invited Member States to consider increased
participation in the VOS Scheme, in particular, those with vessels which sail in Arctic waters.
