North Lincolnshire – Delivering ChangeNorth Lincolnshire is an attractive mix ofrural and urban areas, home toapproximately 171,000 people and5,555 businesses, and offers anexcellent quality of life. We are part ofthe Humber and Greater Lincolnshireareas. The North Lincolnshire economyis predominantly a producer economycharacterised by manufacturing, processindustries and logistics.
Our ambition is to see levels ofproductivity grow year-on-year in NorthLincolnshire.
Our role will be to work closely with ourexisting and future businesses. They willplay their part in supporting increasedproductivity, an inclusive economy andsustainable employment. Targetinggrowth will create competitive, diverseand high value business, demonstratingthe ability to evolve, innovate, progressand drive the economy.
The plan focuses on the five year period2018 – 2023, setting out the ideas andsupport we need over this period thatwill put us in a strong place on which tobuild and develop.
We have undertaken substantialengagement with our businesscommunity, stakeholders and residentson the direction we are proposing – theyhave overwhelmingly supported it.
We are building on our strengths andaccelerating together, looking to thesupport of government and ourpartners in the wider region to help usachieve our proposed approach, locally,regionally and nationally.
The plan, with the emerging industrialstrategy, offers North Lincolnshire theopportunity to deliver its ambitions andrealise it’s potential. Together we candeliver a substantial contribution to UKplc as well as rebalancing our region forgenerations to come.

Develop a Free Trade Zone (FTZ) for ‘adding value’ togoods manufactured or assembled on site.

Support to make it happen Feasibility studies into the implementation
of quicker and more frequent rail journeytimes.
Delivery of the rail gauge enhancementscheme from Doncaster to Immingham.
Support and recognition from NetworkRail, Transport for the North, theDepartment for Transport, the TrainOperating Companies (TOCs) and theOffice of Rail Regulation (ORR) forNorthern Lincolnshire's aspirations.
Outcomes Enhanced housing market. Increased access to higher education and
employment opportunities. More efficient supply chains and port
freight traffic. Faster, more frequent train journeys
connecting directly to HS2.
Idea 5: Transformingconnectivity north to south
Support to make it happen Midlands Connect and Transport for the
North to undertake feasibility work on theA15 route.
Future funding support to implement therecommendations of the feasibility work.
Support the implementation ofimprovements to the A15.
Outcomes Secure access to air and port freight. Enhanced integration of economic
geographies. Open up housing and employment land.
Support to make it happen Government support for the region’s
chemical base with engagement into newmarkets across the world.
Establish a ‘catapult’ type technologyknowledge centre for the chemical andprocess engineering industry.
Government endorsement and fundingfor the development of the chemical andprocess engineering knowledge centreand incubation hub.

for development (currently allocated in theNorth Lincolnshire Local Plan).

Support to make it happen Devolved budget from Department of
Work and Pensions (DWP), LEPs andtraining providers to support local skillsagenda.

Devolve administration of theApprenticeship Levy to the NorthLincolnshire area.

supporting increased productivity. Devolved skills budget to North
Lincolnshire and partner areas e.g. workprogramme, apprenticeship levy.
Employment rate of 80%.
Support to make it happen Capital funding to enable a coherent offer
from a multi-university campus approach. Within this capital provision enable the
provision of incubator space. Support the establishment of the National
Flood Resilience Centre in NorthLincolnshire (ARK) – Hull University andHumberside Fire & Rescue service.
