Apprenticeship Roles & Responsibilities

One Statewide Sponsor •One set of standardized work processes includes three levels of competencies aligned with NAEYC Draft Standards for CDA, AA, and BA
•Related technical instruction for the CDA, AA and BA specific to the educational provider
•All apprenticeship programs sponsored by 1199C Training Fund under one set of umbrella Apprenticeship Standards
•Regional intermediaries serve as organizing entity for the apprenticeship programs in their region
Sponsor Roles and ResponsibilitiesStatewide Sponsor District 1199C Training Fund:• Registers and sponsors statewide multi-group ECE apprenticeship
program with universal standards under the auspices of the PA Apprenticeship and Training Office (ATO)
• Identifies partnership structure and partnership governance• Designates hub intermediaries and provides contractual agreements• Provides oversight to partnership structure, policies, and procedures• Ensures statewide apprenticeship program is implemented in
compliance with state regulations• Establishes feedback loops with partners for communication flow
Sponsor Roles and Responsibilities cont.Statewide Sponsor District 1199C Training Fund: • Standardizes Related Technical Instruction and On the Job Learning • Ensures that required documentation (Appendices A, E, and B) is
completed correctly and submitted to ATO for approval• Uploads apprenticeship information into RAPIDS database• Provides documentation and reports to ATO• Coordinates Coaching Companion statewide• Supports the provision of technical assistance to intermediaries• Coordinates with OCDEL, PA Key, PDOs, and PACCA in
implementing apprenticeship programming statewide• Facilitates statewide steering committee
Intermediary Roles and ResponsibilitiesRegional Intermediaries:• Establishes, builds, and supports regional apprenticeship partners • Facilitates role definition of partners and the articulation of the
regional pre-apprenticeship and apprenticeship career pathway• Coordinates closely with statewide sponsor, District 1199C Training
Fund in: - recruiting/on-boarding/support of employers, coaches, apprentices - recruiting IHE partners - establishing mentor partner to support onsite coaches • Coordinates with the statewide sponsor in providing data required
for RAPIDS, documentation, and reporting
Intermediary Roles and Responsibilities cont.Regional Intermediaries:• Facilitates coordination of tuition and wrap around supports for
apprentices with the IHE, support for coaches, and employer engagement and support
• Convenes and facilitates regional Apprenticeship Committee• Leads regional fundraising efforts• Participates in statewide steering committee• Provides feedback to the statewide sponsor related to apprenticeship
implementation
Roles & Responsibilities• Employer: Sponsor Apprentice(s); sign
on to “Standards” and – as applicable – negotiate riders to CBA(s); Identify coach(es), and support their training; Support weekly coach/Apprentice meetings; Identify wage steps aligned with competency development; Participate in T.E.A.C.H.

INTERMEDIARYORGANIZATION
Each local program is overseen by a Committee of participating employer and union (if applicable) representatives. The Committee approves Standards for all participating worksites, but delegates day-to-day operations of the program to the Intermediary. The Intermediary organizes, collects and maintains apprenticeship documents, which are to Pennsylvania’s Apprenticeship Council, via the online RAPIDS database.
