4 Best Bites Food Guide
Mornington Peninsula Shire introduced the Best Bites Food Guide to all local food businesses during 2011. This program involves assessments of food businesses on measures they have in place to:
1. Provide safe and healthy food; 2. Use environmentally sustainable business practices;3. Provide safe and accessible food premises
Food businesses who have received a five star (95-100%) food safety rating are eligible to apply for assessment and recognition for any or all of the following Best Bites programs –
• Access for All
• Nutrition & Healthy Eating
• Tobacco & Alcohol
• Waste & Recycling
• Energy & Water Efficiency
The most outstanding local food businesses in each of these areas receive Best Bites Food Awards (refer to pages 9-15).

Introduction &
OVERVIEW:
Each food business in this guide has been assessed by a Shire Environmental Health Officer for food safety standards and received a score of 95% or above. Food allergen information is available to customers, and each business has met at least one of the voluntary areas of the program.
Businesses are listed in the guide by region (Hinterland, Northern Peninsula, Southern Peninsula, Western Port) and then by suburb and trading name in alphabetical order. An index of all businesses by region and in alphabetical order is also found at the rear of the guide. The electronic version of this guide includes all food businesses with food safety accreditation and is available on the Shire’s web site at mornpen.vic.gov.au. This electronic guide is regularly updated as more businesses become eligible.
1. Access for All – Each business provides access and inclusion for all customers, and is working to improve access to services and programs for people with disabilities.
2. Nutrition & Healthy Eating – Each business is following Healthy Eating Advisory Service Guidelines and providing healthy eating options in line with Australian Dietary Guidelines.
3. Tobacco & Alcohol Compliance Each business meets State Government tobacco requirements and outdoor service areas are fully smoke-free. Licensed premises must comply with their liquor licence.
4. Recycling & Waste – Each business has programs in place to reduce the amount of waste generated. This could include recycling, composting of food scraps, the use of recycled packaging and sourcing local produce.
5. Energy & Water Efficiency – Each business has programs to reduce water and energy use, such as water saving plumbing fixtures and energy efficient lighting and appliances. Wastewater from the business does not discharge into the environment.

The 2019 Best Bites Food Guide was developed by program partners Mornington Peninsula Shire and:
Peninsula Health – Community Health (PHCH): Provides a broad range of affordable services for people living in Frankston and the Mornington Peninsula. These services aim to keep you active and healthy, as well as providing treatment and advice to help you regain their health. PHCH are crucial Best Bites partners in the areas of healthy eating and tobacco control and are working with the Shire to implement the Shire’s Health and Wellbeing Plan 2017-2021.
Western Port Biosphere Reserve: In 2002, the United Nations proclaimed the Western Port region a UNESCO biosphere reserve to foster conservation and sustainable development. The non-profit Western Port Biosphere Foundation does this through research, education, community engagement, partnerships and on-ground conservation efforts. The Foundation is a proud supporter of Best Bites as a way to foster sustainable food business practices throughout the Western Port Biosphere region. For further details go to biosphere.org.au.
All Abilities Consultative Committee: This committee of community members and volunteers works with the Shire to improve access to services, programs and infrastructure for people with disabilities on the Mornington Peninsula. Planning for the inclusion of people with disabilities, their families and carers in community life is an important part of the work it undertakes.

Mornington Peninsula Produce (MPP): This certified trade mark, developed by Mornington Peninsula Shire and the Food Industry Advisory Body, will help consumers confirm the provenance of fresh produce when purchasing from the farm gate, farmers’ markets and retail outlets. The Mornington Peninsula Produce website mpproduce.com.au has a searchable directory of all MPP registered producers and their produce.SecondBite: Provide access to fresh, nutritious food for people in need across Australia. This is done by rescuing and redistributing surplus fresh food to reduce food insecurity. Excess food is rescued from many Mornington Peninsula food retailers and producers each day and provided to 4 Fresh Food Programs, 10 different food relief agencies and over 300 people each week. Climate Ready: The Heat is on! ‘Climate Ready’ will help you find solutions and actions you can take for your business to be better prepared for extreme weather. It is a combined state and local government initiative to help you get ready for extreme weather by starting an action plan. Metropolitan Waste and Resource Recovery Group: Is responsible for waste management and planning in Melbourne and works with Victorian business to manage waste and recover resources from the commercial sector, including food businesses.MWRRG can provide assistance to business to develop a waste management policy and undertake waste audits to reduce waste disposal cost and improve resource recovery. MP Tourism: The quality and diversity of foods on offer is one of the main attractions for visitors to the Mornington Peninsula. Mornington Peninsula Tourism promotes tourism throughout the region and represents accredited tourism businesses including over 50 cafés, restaurants and wineries. MP Tourism supports the Best Bites Food Guide as a way to assist these businesses and to provide information to visitors on safe, healthy and sustainable food on the Mornington

Monash University School of Nutrition and Dietetics: The Department offers undergraduate and postgraduate studies in Nutrition and Dietetics, and Nutrition Science. Together a multi-disciplinary team work to enhance the student learning experience and provides a rich opportunity to undertake research in a range of areas. This team provides invaluable advice and support for the healthy eating area of Best Bites, including menu assessments and award judging.
Sustainability Victoria: Sustainability Victoria supports consumers and businesses to be more sustainable in their everyday life. CASE STUDY: LITTER PREVENTION
LOCATION: RYE TOWNSHIP
Commencing in 2016, the Rye community and food businesses have formed a partnership to greatly reduce the amount of litter entering the drains, reserves and beaches in the Rye area. Inspired by local community member Josie Jones, many community groups have engaged with small and medium food businesses to reduce the amount of litter entering Rye Beach via storm water by over 80%.
With over 95% of beach litter originating from stormwater drains, the project focused on the area around the Hygiea St drainage outfall, including Rye Woolworths and several smaller food businesses such as Freaky Tiki and Montino Deli.
The “Recycle Right” program was implemented in the area, with 100% of local cafés supporting the initiative through displaying posters, educating customers on correct recycling practices, at the source.
Woolworths arranged the installation of “Recycle Right” recycling stations inside their Rye store, whilst the shire agreed to a pilot of the campaign at the front of the store, introducing the first recycling bin to the public area. With the Rye Woolworths store being the busiest in Australia from Boxing Day to January 31, this project is already having a huge impact on reducing plastic
to landfill and educating our community. Recycle Right education is also at the Rye Primary School and Rye Community House, with many requests from business to display the education poster, to educate their staff and reduce cost in waste management. The litter prevention project also includes regular litter clean ups by food businesses and community groups, with litter and bin audits to measure the success of the program.
This program won the Litter Prevention Award from Keep Australia Beautiful (Victoria) in 2017, a finalist in Waste and Resource Recovery, whilst Josie received the Dame Phyllis Frost Award from KABV in 2016. It is hoped that this program can be introduced at other Woolworths stores, shopping centres and coastal townships on the Mornington Peninsula.
The support shown by Rye food businesses for this program is a great example of the strong focus on sustainability demonstrated by Best Bites food businesses. A Community APPROACH:
LOCATION: ROSEBUD SUSTAINABLE FOOD PRECINCT
A group of like-minded food businesses in the Rosebud area have shown the way when it comes to working together to achieve sustainable food outcomes.
La Casa Nostra Deli, Zarb & Ru, Greg’s Family Butchers and Rosebud Fruit Market are neighbouring food businesses on Point Nepean Road Rosebud. They share historic food premises and have taken steps to enhance the heritage features of the building.
Local produce is distributed direct from the butchers and greengrocers to the two retail premises, as well as to other retail food premises on Point Nepean Road. With no rear entry to the food premises, the businesses rely on each other to share deliveries and services, recreating a community based approach to retail food.
Social connections are also enhanced through this approach, with each business employing local people and connecting with local community groups. Mentored by Susan and Phil Tomasello at La Casa Nostra Deli, all of the premises are now in Best Bites Food Guide and are great examples of sustainable, healthy and accessible food businesses.
Rosebud Chamber of Commerce is supporting this case study as an example for other food businesses.
This sustainable, community based approach can be used by food businesses in other retail precincts on the Peninsula to reduce costs, improve their sustainability, and increase social connectivity for their staff and customers.
CASE STUDY: SUSTAINABILITY
Smoke FREE POLICY:
LOCATION: SHOPPING CENTRES & FOOD RETAILERS
The tobacco prevention practices in the Best Bites programs include compliance with relevant legislation, implementation of a smoke free policy, implementation of the Frankston Mornington Peninsula Smoke Free Charter promotion of the Quit Smoking Support Services and display of smoke free signage.
A total of 110 businesses to date have met the Tobacco Compliance Criteria. In 2017-18, Vicinity Centres, who managed Mornington Central and Bentons Square shopping centres, were supported to meet the BB Tobacco Compliance Criteria. Vicinity Centres enthusiastically agreed to collaborate to implement the Tobacco Compliance Criteria for the two shopping centres (Mornington Central and Bentons Square). Part of this work involved the shopping centres endorsing the tobacco policy, signing up to the Charter, displaying smoke free signage and promoting Quit Smoking Support
Services. All food outlets within the centres also committed to reducing the effects of second hand smoke by signing up to the Charter. Collectively we were able to impact the 78 residing business equating to approximately 1,000 staff, 112 924 residents in the shopping centres’ ‘Total Trade Area’, in addition to the thousands of visitors to the region.
Ongoing evaluation of Best Bites has demonstrated that shopping centres are an effective setting for delivery of the Best Bites program. Given this, Vicinity Centres were strategically approached to reach two major shopping centres in the municipality containing several food and beverage businesses that have a large reach in the community.
The Vicinity Centres Smoke Free Policy was launched on May 31 World No Tobacco Day 2018, with attendance from business owners/managers. They became the first shopping centres in our region to become a voluntarily smoke free environment.

The Stephanie Alexander Kitchen Garden Foundation works with local government to bring pleasurable food education to the community.
Pleasurable food education is about students experiencing the joy of digging in the garden, picking fresh veggies, smelling and tasting the food they prepare, and sharing the dishes they’ve made with their peers and helpers. Teaching children to grow, harvest, prepare and share their own fresh, seasonal, delicious food is proven to have a positive impact on the food choices they make. This learning extends well beyond the classroom and into the community.
Kitchen garden programs give communities:
• A hub of community engagement – educators, parents, students, members of the community and businesses come together to share food, learn and have fun
• Practical skills for growing and preparing fresh, seasonal, delicious food, such as hands-on harvesting and planting, pest and disease control, seed propagation, composting, fertilising, and weeding
• An understanding of the importance of food systems, food security and sustainability, at school, at home, and in the wider food
• Volunteering opportunities and team work with mixed groups of peers
• Assistance to implement the Shire’s Health and Wellbeing Plan
