It is good to see that BARs democratic
systems have been working so well recently.
We have had a spate of internal elections
and it has been very encouraging to see BAR
Members, including new Members,
volunteering to par ticipate in the running of
our Association.
As R&S goes to print, the electronic voting to
fill the position of Directly Elected Director
(DED) is still on-going and we will announce
the result in our weekly electronic newsletter.
The DED position became vacant as Brian
Maidmans term expired. Fortunately Brians
invaluable experience and understanding of
BAR will be put to good use as he has been
appointed as a new Director of the BAR
Services Board.
Another person with plenty of industry
experience is Annie Neave who has been
re-appointed to the QSS Board of Directors
for a further 3-year term. The Commercial
Moving Group (CMG) has appointed 5 new
Councillors and I am confident that these 5
volunteers will bring their wealth of
experience and enthusiasm to the CMG. The
Overseas Group (OG) has also filled its 5
Councillor vacancies. As the OG flexes its
muscles to prepare for greater presence in
the outside world, there was healthy
competition amongst members of the OG to
play a role in the future development of the
Group and I am sure that the final 5
appointees will be fully supported in their
new roles by the entire Group. We hope to
see more democracy in action at the BAR
AGM this year in Newcastle. Please make
sure you are there at the Friday morning
Business Session where there will also be a
BAR Strategy Presentation and Q&A session
with the BAR Board.
The arrangements for this years BAR
Conference in Newcastle have now been
finalised, with an impressive line-up of
speakers including Google who are keen to
debunk any myths about online marketing. It
is encouraging that players like Google view
BAR and its Members as credible,
professional partners with whom they can do
business. Alongside this, it is worth noting that
our keynote speaker, Catherine McKinnell
MP, has expressed her desire to be involved
in recognising BARs high professional
standards awards, the Domestic Mover of
the Year and Commercial Mover of the Year.
Ms McKinnell will be presenting Certificates of
Merit for both competitions this year.

Massive finefor Cumbriatachograph
cheatsTwo former directors of a transport companyhave been ordered to pay more than 1.7m incourt bills over the next six months following
pleading guilty last year to conspiring withtheir drivers to make false tachograph records.
Carlisle Crown Court heard that PatrickJames Boyle and Mark Anthony Boyle, fromNewry, Northern Ireland and former Directorsof Boyle Transport Limited, were found to havebenefitted from their criminality to the tune ofmore than 10m. They were handed two yearand 18 month sentences respectively last year
and have been threatened with serving anextra five year and four years prison sentencesrespectively if the money is not paid within sixmonths.
Their crime was uncovered by a jointintelligence-led investigation into BoyleTransport Ltd conducted by CumbriaConstabulary and VOSA in 2008. NamedOperation Cadillac, the investigation revealedthat each digital tachograph owned by thecompany had been interfered with and the
drivers had, in fact, been driving up to 22hours per day (the law states the maximumshould be 10 per day) and failing to take theirlawful breaks.
A Police spokesperson said: these twocompany directors placed peoples lives indanger by manipulating their staff into taking
serious risks on the road by having themdriving for up to 22 hours a day, placing theirown staff and innocent road users insignificant danger of being involved in acollision. This work practice enabled them toundercut deliveries on cost and time, and
placed pressure on struggling competitors whowere trying to work within the law.
Heather Cruickshank, VOSAs OperationsDirector added: operators and drivers shouldbe in no doubt that if they choose to workoutside the law there will be serious financialconsequences as this case highlights. VOSAs
number one priority is road safety and ourinvestigators will always seek to take robustaction against those who risk the lives of otherroad users through arrogance or just blatantlyignoring the rules.
Jack Semple of the Road Haulage Association told theCommittee that devices aimed at falsifying thedrivers hours record are not sufficiently prosecuted by
VOSA. We have evidence from colleagues in Europethat the use of magnets and similar devices isbecoming more common rather than less common.It is a good two years now that the Central MotorwayPolice Group found that one in three trucks stoppedin a three-month period were using magnets to falsifythe drivers hours record. That is a hugely seriousoffence, he said. It basically means that it is almostimpossible for the enforcers to know how many hours
you have been driving.He said that VOSA, working with the police, has to
be more consistent and effective in taking thesedrivers to court. And, that courts need to be a bit moreconsistent in imposing adequate penalties. At themoment, as I understand it, because of the lack ofco-ordination, somebody who uses a magnet veryoften gets a 200 fixed penalty for not having a
functioning tachograph.
However, industry representatives at the inquiryapplauded the framework agreement between thetraffic commissioners, the DFT and VOSA reached in2012. The framework document was veryimportant, James Firth of the Freight Transport
Association said. For the trade associations that workclosely with both bodies, we can see how thatrelationship is working. There is a difficulty foroperators outside in the industry understanding therelationship between the two bodies, particularly onthe issue where you have VOSA staff working for thetraffic commissioners and understanding theimportant difference there.
$BMMGPSNFSHFSPG704"BOE%7-"The Department for Transport could save money and
provide a better service for motorists by merging VOSAand the Driver and Vehicle Licensing Agency (DVLA),according to the British Vehicle Rental and Leasing
Association. As part of the reorganisation, the BVRLAbelieves that DVLA should assume all responsibility
for vehicle and driver record-keeping, while VOSAconcentrates on enforcement. This approach wouldsee MOT and commercial vehicle Annual Test datatransferred to DVLA, while fines for Vehicle ExciseDuty evasion, continuous insurance enforcement andcontinuous registration would be overseen by VOSA.
A combined agency would be fronted by a singleonline gateway. For businesses and motorists, this
would result in them only having to deal with oneonline portal whether they were registering a vehicle,taxing it, putting it through an MOT or Annual Testor disposing of it. We believe that this root andbranch review would deliver real efficiencies forgovernment by streamlining enforcement and back-office systems, said Jay Parmar of the BVRLA. It
would foster a more joined-up approach to motoringpolicies and lead to better sharing of information,while creating a one-stop-shop for motorists and fleetoperators. Both VOSA and the DVLA have been tasked
with providing more digital and customer-friendlyservices, improving the testing regime and savingmoney. The DVLA is already considering the BVRLAssuggestion for eliminating the need to display a taxdisc. VOSA hopes the introduction of privately-run
Authorised Testing Facilities will improve theprovision of commercial vehicle annual testing, butthe BVRLA still believes that the agency needs to go
further by accrediting non-VOSA technicians toprovide tests. There is huge potential for thesegovernment agencies to work more efficiently, cut redtape and improve customer service, said Parmar.
VOSA under fire overforeign vehiclesThe Transport Committee of the House of Commons has opened an
inquiry into the work of VOSA, the Vehicle and Operator Services
Agency. Transport industry representatives have criticised the agency
for being too lax on identifying and prosecuting infringements by
foreign operators on UK roads.

As part of the plans, the Port of Calais will be doubledin size, at a cost of 350m, while DCB International
will invest another 264m in the 50 hectare CalaisPremier logistics park.
The Port of Calais already handles 80% of all trans-channel exchange and 60 million tons of cargo per
year. Within 15 years, the number of trucks passingthe channel is expected to rise from 3 to 15 million
annually. At the same time, the number of passengerswill reach 250 million, with a total of 50 millionvehicles.
Alongside this, CargoBeamers technology hasbegun commercial operations between France,Germany, Poland and Lithuania. CargoBeamer is aEuropean transport system consisting of special
wagons and terminals that allows all non-craneable
semi-trailers to be shifted from road to rail.CargoBeamer says this will have major benefits for UKfirms, by reducing costs, congestion and the impacton the environment.
It estimates it could remove 60% of trailers fromEuropes roads. Last year, CargoBeamer organised asuccessful test drive from Leipzig to Calais.CargoBeamer plans to build its CargoBeamer Gate
terminal in the new CalaisPremier logistics hub, investing 25m. With 3.2
million trucks passing Calais annually, the city ispositioning itself to play a key role in the companysEuropean logistics network.
With the start of operations planned for 2014, theterminal will have the capacity to transfer more than800 semi-trailers per day from road to rail.
Calais prepares forlogistics investmentsThe French port of Calais is gearing up to receive over 600m of
investments that will consolidate the city as a multimodal centre in
North West Europe for the logistics, freight, haulage and supply chain
industries.
Felixstowe todouble railcapacity
The port of Felixstowe is set to double its railcapacity with the arrival of three state-of-the-art rail mounted gantry cranes (RMG). Thecranes form part of a new rail terminal at the
port which will further increase the range ofrail services provided by the port.
These first three RMGs, manufactured byLiebherr in Ireland, will span the new ninetrack rail terminal at the port, making themthe biggest intermodal rail terminal cranes inthe UK.
Clemence Cheng, Chief Executive Officer ofHutchison Ports (UK) Ltd, which owns the Portof Felixstowe, said the arrival of our newcranes is an important milestone inFelixstowes plans to deliver the most cost andenvironmentally efficient logisticsinfrastructure in the UK, with the opening of
our new rail terminal in the summer of thisyear.
The new rail terminal, together with theexisting two rail terminals, will total 20 railtracks, more than Londons Kings CrossStation. It will dramatically increase the portsrail capacity at a time when logistics operatorsare increasingly seeking low-carbon transportoptions. The port already has the UKs busiestintermodal rail hub by far and the newterminal will double its rail handling capacity.
Civil engineering work is near completion,with 10km of track laid and the UKs onlyintermodal rail traverser successfully installedin February 2013. Designed to handle trains upto 35 wagons long, the new North RailTerminal reinforces the ports commitment tosustainable distribution.
HMRC cracks down on warehousesAccording to press reports and advice from the UKWarehousing Association, HM Revenue & Customs(HMRC) is targeting warehouse keepers andhauliers who may be handling goods on whichexcise duty has not been paid.
Companies could be liable to pay duty if theyare involved at any stage in the supply of goods
that have been illicitly diverted from a bondedsupply chain, even if they are not directlyresponsible for the diversion. In one situation, astorage company is facing a duty bill for nearly
100,000 after HMRC inspectors found duty-unpaid alcohol stored at the companys site.
The storage company was simply unawareabout the risks involved in handling loads of dutyun-paid alcohol and the director of the companyto whom they leased the space has disappeared,said UKWAs chief executive officer, Roger
Williams. The message from the UKWA is that ifyou offer third party logistical services of any kind,you must check what is being handled or stored do not take storage requirements on face value.

AA welcomes
drug drivingprogressThe Government is introducing a new offenceof driving or being in charge of a motor
vehicle with a specified controlled drug in thebody. The new offence is included in the Crimeand Courts Bill, currently before Parliament.It is a safety measure designed to enable moreeffective law enforcement and is fullysupported by the AA. Edmund King, AAPresident, said the AA has been campaigning
for five years to tighten up enforcement of
drug driving. Official figures suggest there areapproximately 200 drug-related deaths on ourroads each year but we believe that the figureis much higher as victims arent alwaysroutinely checked for drugs after crashes.
The Government has published findingsfrom its panel of medical and scientificexperts providing technical advice on drugs to
potentially be covered by the new offence.Later in the year the Government will makespecific proposals regarding the drugs to bespecified in regulations for the new offence.These proposals will be subject to a public
consultation. After taking account of anyresponses received, regulations containing thefinal proposals would then need to beapproved by Parliament before they couldbecome law.
According to the AA, the experts havesuggested drug limits set to mirror the limits
for drink-driving. If alcohol and drugs areboth present, then the drug limit will be setlower. In the past, some young drivers haveavoided drug detection by drinking a smallamount of alcohol so that if stopped they
would not fail a breathalyser. The AA said thatultimately the success of any new offence will
be down to police enforcement, education andresources. The new offence would remove theneed for police to carry out the somewhatcumbersome Field Impairment Tests (FIT) ofstanding on one leg etc.
Scottish road conditionsstabiliseResults from the 2012 survey of Scottish Local Council roads show
that local road conditions are stabilising albeit at a far from
satisfactory level.
All 32 Scottish Councils work together through theSociety of Chief Officers for Transportation inScotland (SCOTS) to carry out an annual survey ofroad conditions. Results from the annual surveys arenow showing that local roads across Scotland arestabilising. The latest road condition indicator isslightly improved and this continues a trend reportedlast year. There is growing optimism that a decline inScotlands roads over many years has been stemmed.
Chair of SCOTS, Ewan Wallace, said in difficulteconomic conditions, local councils are deliveringefficiencies combined with increased investment inroads. This is good news for road users. Wellmaintained roads are good for the Scottish economyand reduce longer term costs on local councils.
However, 36.2% of roads were in poor condition,compared with 36.4% last year, so the situation onScotlands minor roads is still clearly far from ideal.
The UK Border Agency is to be broken up andbrought back into the Home Office. The
Agency is to be split into 2 separate entities an immigration and visa service and animmigration law enforcement organisation
as part of a package of changes announced byTheresa May, Home Secretary. Further changesinclude removing its agency status and bringingthe new organisations into the Home Office,reporting to ministers. Additionally there will beimprovements to the IT systems across the whole
immigration system and clarification of thepolicy and legal framework within which thesystem operates through an Immigration Bill inthe next session of Parliament.
In a statement to Parliament, Theresa May
said: Since we split the Border Force from UKBAlast year, 98% of passengers go through passportcontrol within target times and Border Forcemeets all of its passenger service targets. But the
performance of what remains of UKBA is still notgood enough.

Federation of Small Businesses, said that
apprenticeships are a vital route to employment andshouldnt be seen as second class to a universityeducation.
Over the last two years the Government havealmost doubled the number of apprenticeship starts,reaching the half million mark for the first time in2011-12, and introduced rigorous new measures todrive up quality.
To encourage more small and medium sizedbusinesses to benefit from everything that apprenticescan bring to their business, it has introduced a
1,500 incentive to SMEs taking on their first young
apprentice.
More clarity needed for apprenticeshipsApprenticeships need to be better defined, have a clear structure and be viewed in the same esteem as a
university education, were the clear messages from business leaders, schools and training providers at a
recent Federation of Small Businesses (FSB) event to celebrate National Apprenticeship Week.

Rising demandfor externalstorage unitsStorage specialists and BAR Affiliate, ActiveSupply & Design, are seeing rising demand in thesector for their external units, their Active StorageUnits (ASUs).
The last year has seen demand for ourexternal units increase considerably as operators
want to create income from space not currentlyused and have no room for expansioninternally, Actives Sales & Marketing Manager,Richard Allen, told R&S.
The ASU looks a lot better than a standardcontainer and has a condensation resistant rooflining and an easy to operate roller shutter door,
he says. It can also be provided in yourcorporate colours and is a purpose-built storageunit. Customers feel confident in storing theirgoods in the ASU and dont have to struggle withthe heavy doors of a container.
BAR Members can choose from a range of sizesand configurations. Units range from 75 to 200sq. ft. The units can be supplied in whateverquantity suits the operator. The ASU alsocommands higher rentals than a container
which when viewed in the long term shouldmake the ASU a more viable proposition than ashipping container.
Removal and storage companies who haveadded ASUs to their portfolio invariably reporthigh demand for the product, with waiting lists
for vacant units not uncommon. A recentinstallation of ASUs to a leading self storageoperator included the cladding of the mainbuilding and the design and installation of a costeffective guttering system to service the units.These minor building works have served toimprove the look of the rear of the building andhave increased the prominence of both the
facility and its external units from the main road.In addition to the building of storage units,

Managing Director Ian MacLeod says the service grewfrom a recognition of the large number of Chinesestudents in the UK (numbering around 50,000), mostof whom will to return to China at some point aftergraduation. When we started selling to this market,the volumes were insufficient to load our ownconsolidations, so we were shipping through an
existing Chinese company, Ian told R&S. As ourown volumes grew, we were able to load our owncontainers, and it is only recently that we have openedthe service up to the removals industry as a tradegroupage service.
Ian says he had been thinking about a groupageservice to China for several years, but it was hard tofind a Chinese company who could offer competitiverates for customs clearance and distribution servicesfor baggage shipments, with high minimum chargesthe norm.
The companys partner on the service is now RexMoving Services, a FIDI FAIM mover in Tianjin. Ifirst started discussing a groupage service with theirCEO Richard Zhang at a FIDI conference in Budapesta few years ago, Ian says. We decided to work withthem, as they seemed to have the best understandingof our requirements in comparison to othercompanies in China we had spoken to. Our ChineseBusiness Development Manager, Eva Chi (pictured),is in constant contact with them to help sort out anyissues with customs clearance of the containers.Chinese Customs dont have a habit of making lifeeasy for clearing personal and household effects!
Excess is already reporting a brisk level of enquiries
from all sorts and sizes of moving companies. Theservice covers all of China through the port ofXingang, which is the port of the city of Tianjin, andis close to Beijing. The majority of enquiries are forShanghai, Shenzen, Beijing, Guangzhou, Dalian, anda few other major cities.

Thefigures show that the UK house-buildingindustry in general has also enjoyed a good startto 2013 with all new home registrations upnearly 24% in February compared to the sametime last year. NHBCs monthly statistics showthat 10,538 new homes were registered aroundthe country in February 2013 compared with8,512 in February 2012. The main driver hasbeen the Governments 2.2bn Affordable HomesProgramme which aims to deliver 170,000 newhomes by April 2015. But the figures also showthat current Government schemes such asNewBuy and Funding for Lending are finallyhelping to boost new house building.

Scott is Britains best hope of taking the Moto2 worldchampionship this year and he chose to train hardover the winter months with Anthony and Mat, in
preparation for his first Grand Prix race of 2013 inQatar in April.
For his part, Mat Ford-Dunn has already raced inthe first round of the Spanish Supermotochampionships and finished third in tricky weatherconditions in Seville. The race team had a busy week
when Mat wrecked an engine in the final test beforeSeville and the team had to replace his race engine
with a standard unit from his spare bike. The Sevillerace track featured some long straights that put Mat ata disadvantage with a less powerful engine. Afterheavy overnight rain the race organisers had nooption but to close the waterlogged dirt section of thetrack and the racing was run entirely on the asphaltrace circuit.
)JHIIPQFTGPSMat and younger brother Anthony, who are part of theSupermotoland race team, both participated in thesecond round of the Spanish Supermotochampionships, at Villena near Alicante, with Anthonyin action for the first time this year in the SM Road
championship class. Both Mat and Anthony Ford-Dunn managed podium positions at last years race.
2012 saw the two brothers right at the sharp end of theresults with Mat finishing 2nd in the SM30championship and Anthony finishing fourth in theElite championship despite being injured for part ofthe season. The potential for great results this year ishigh, with Mat now one of the favourites to take thenewly formed SM Masters 35 class and Anthonymoving over to the highly competitive SM Roadcategory that has Spains best Supermoto racerscompeting on an asphalt only circuit.

Quiet confidence returnsThe housing market continues to enjoy a mildly positive start to the year, and there is growing confidence
that measures announced in the Budget to support the sector will lead to a pick-up in activity up over the
course of 2013.According to Rightmove, momentum continues tobuild in the housing market with several key indicatorssetting new post-credit-crunch milestones. New sellersasking prices were the highest ever recorded in themonth of March. Miles Shipside, Director and HousingMarket Analyst at Rightmove, said any market upturn
will take longer to build home-mover confidence to thepoint that it starts to feed through to actualtransactions. However, with new sellers asking morethan ever before as we enter the traditionally busySpring market and an expectation among home-movers of price stability or growth, there is now a
bedrock upon which confidence and momentumappear to be building.
According to Rightmove, unsold stock per estateagency branch has remained little changed, suggestingan increase in the number of properties being sold andremoved from active marketing. This bodes well fortransaction numbers in 2013. With Marchs averagetime on the market also falling from 90 days last yearto 80 days this year, property appears to be findingbuyers more quickly.
Meanwhile, the National Association of Estate Agents(NAEA) said there was a rise in the number of homessold during February with 8 sales per branch compared
with 7 in January, reaching a three month high. Thisincrease follows a set of impressive house hunterfigures in January where an average of 314 househunters were registered per branch compared with 282in December 2012. President of the NAEA, MarkHayward, said these latest figures for February indicatenot only that serious house hunters remain in themarket, but that sellers are getting more confident thatthey can secure a sale in the current climate.
Figures from the Land Registryshow an annual priceincrease of 1.0% which takes the average property valuein England and Wales to 162,606. The monthly
change from January to February represented anincrease of 0.2%.
In addition, at the prime end of the market, thenumber of properties sold in England and Wales forover 1m in December 2012 increased by 19% to 598
from 501 in December 2011.
According to the Office for National Statistics, in the12 months to January 2013 house prices increased by2.2%, down from a 3.3% increase in the 12 months toDecember 2012. The year-on-year increase reflectedgrowth of 2.4% in England and 0.9% in Wales, which
were offset by declines of 0.2% in Scotland and 5.4% inNorthern Ireland.
According to the Halifax, house prices increased by0.5% in February. Prices in the three months toFebruary were 1.9% higher than in the same threemonths a year ago. This was the second successive rise
in this annual measure and was the biggest increasesince September 2010 (2.6%).
Nationwide estimated that prices were unchanged inMarch from February, but 0.8% higher than one year
ago. Chief Economist Robert Gardner said the outlookfor the housing market is unusually uncertain atpresent, in part because the prospects for the widereconomy are unclear, but also as the impact of anumber of policy initiatives is hard to gauge.

Stephen (pictured) has spent his entire career in thetransport sector, including stints in coaching, themotor trade and running his own removalsbusiness, before joining Fox 20 years ago, in 1993.
Fox itself was founded in 1971, by Roy Fox, andfollowing a process of mergers and demergers wasbought back by the family at the start of the year2000. Although Fox was able to celebrate forty yearsof business in good financial health back in 2011,Stephen says that there have been some dramaticchanges in the companys business model in recentyears. From being a traditional general mover withbusiness generated mainly by the branches, Fox hasnow centralised its sales and business developmentat head office. The work has evolved into adiversified mix of corporate and domestic moves,with well over 50% of business now beinginternational or European.
When the traditional markets, such as privatemoving in the UK and long-standing migrantmarkets such as Australia, began to collapse fromOctober 2007 through 2008, Fox decided to developnewer markets, Stephen explains. Weve grownthe international market substantially since then,working through our networks. Were FIDI affiliatesand agents for US-based Atlas Van Lines and in 2009we bought their UK business, Vanpac International,which has helped us grow especially in the MiddleEast and Far East. Weve also just separated out ourEuropean division to help that develop and aremembers of the Euromovers family of companies.
Another significant and successful change hasbeen the development of Foxs self-storage business.Stephen says this has been developed to replacedwindling conventional storage products and hasbeen one of the companys biggest achievements inrecent years.

Were not dependententirely on any one sector, whether that be domestic,international or European and whether corporate or
private.As Stephen says, it is industry networking,including its membership of BARs Overseas Group(OG), that has been a key factor in the successfulevolution of Foxs business and its increased shareof international markets. Fox re-joined the OG in
the mid-1990s, when it needed to revitalise itsflagging international business. You have to be an
OG member if you have any internationalambitions, Stephen says. Until a few years ago itwasnt the most dynamic of bodies but in the lastfew years we have become much more vital. Its veryvaluable for the overseas mover. You really have tobelong to the OG to be able to offer the benefits,including the IMMI guarantee for the privatemarket. It gives customers security when they pay inadvance and weve found it extremely helpful in ourmarketing.
Stephen himself has been on the Council forabout eight years and has recently been re-elected.Its given me a much deeper understanding of theinternational industry, he says. I believe that the
contributions we all make as councillors help todevelop the standards, the marketing and theinitiatives that the Council proposes and carriesthrough for the membership. The Council remainsfocused on quality standards, Stephen says, and theOG has become a standards-based organisation,requiring BS8564, FAIM or equivalent formembership. This change has made a majordifference to OG marketing, enabling members todifferentiate themselves effectively from non-members. As part of this drive to differentiate, withinthe next few weeks, the OGs new website will go livefor members. Stephen has been one of the team
involved in developing the new website and he saysit will be a useful tool for members and for privateand corporate customers alike. It will allow ourcustomers to gain information about who and whatthe OG is, about our commitment to quality andstandards, and will show just why it is so important
to choose a mover who is an OG member, he says.It will also contain information and contact detailsthat will give our customers peace of mind. ForStephen, the website will in some ways be theculmination of our recent work to differentiate OGmembers from non-members. It will really establishthe difference between specialist internationalistmovers and other movers who dont always havethat expertise and those contacts. Stephen invitesall BAR Members who carry out international movesto think about joining the OG. We would like tohelp them get better at their international moves,while by growing our membership we can onlyincrease the general awareness of the OG for privateand corporate customers.

ISO 17451 The Inventory StandardAlmost a year ago in mid-2012 we becameinvolved with this draft standard for electronicinventories which had been published by IAM asan ANSI (American) standard and was being
circulated for comment prior to being adoptedas a formal ISO standard.
After consultation with several members of theOverseas Group (OG) and industry colleagues inEurope it was agreed that it was not practical oracceptable in its existing format, being over-complicated and excessively detailed.
Given the possibility that this standard mightbe adopted by US Customs at some future dateas a mandatory requirement for all shipmentsentering the US, it was clearly very importantthat it should be workable and this view hasunderpinned the approach that BAR has taken it is not our aim to obstruct the standardunnecessarily, but it must be something thatour members can work with, should it beimposed upon the industry by the USauthorities.
With the backing of BSI, Chris Waymouth ofQSS was nominated to a new ISO Working
Group which would work on simplifying thestandard, along with Ellen Troska (pictured)from FEDEMAC and Christer Bosmyr from AlfaMoving in Sweden representing other European
interests.At a meeting in Washington DC last December
the Group considered around 100 commentsfrom 7 different countries and as a result thefollowing decisions were reached:

A further meeting of the ISO Working Groupwill take place in Amsterdam on 21st May. The
revised code list will be formally considered,together with feedback from internationalmovers, and further work will take place on themessaging structure.

Alarm bells overEU training
A new study which looks at the way Driver CPCis being implemented across Europe has
raised a number of concerns.The International Road Transport Union
(IRU), the European Transport WorkersFederation and the European Commissionhave carried out a wide-ranging assessment ofdriver training in the EU.
While UK drivers are working towards aSeptember deadline, other countries havechosen a 2015 deadline for completing thefirst training, including Belgium, theNetherlands, Portugal, Spain and Sweden.Training sessions only started at the end of2010 in Portugal, and in March 2012 in Italy
for bus drivers.Countries are evenly divided between
providing the 35 hours in a row, in one singlesession during the 5-year period, or splittingthe 35-hour periodic training into 7-hoursessions.
The survey raises questions about the qualityof training across the EU. Interestingly, the UKonly inspects training centres every five years,compared to annual checks in Denmark andFrance.
The number of participants in a trainingsession is one of the conditions stipulated bythe European law, without specifying a figureor a range. The report recommends thatduring classroom training, the number of
participants should not exceed 15 to 20.According to the report, there also needs to
be an EU-wide mechanism to shareinformation for mutually recognisingqualifications. One of the major challenges
is to improve the quality of training, wherenecessary, and to monitor the training, thereport concludes.

There are currently 50,000 people employed in theIrish road haulage sector, with a collective figure of2.4 million employed in road transport in the EU 27,the IRHA said.
It is currently the legal requirement that a drivermust take a daily rest period of nine to eleven hours,which invariably is taken away from home in the cabof the vehicle. Therefore the driver has no option but
to take this rest period in the vehicle in parking areasor lay-bys.
However provision of such suitable parking/restfacilities across the EU 27 is far from adequate andconsequently many drivers are subject toconsignment theft and violence when parkedremotely. President of the Association Eoin Gavinsaid as a result of the unsocial elements withinRegulation 561, the industry is witnessing amigration of individuals from the sector. There aremany professional drivers who are leaving roadhaulage in order to find alternative employmentwhich allows them to enjoy some degree of family
life. As a result young people are not attracted to theindustry due to the unsocial hours and associatedlifestyle.
A professional HGV driver, by the nature of thesector, is a mobile worker who must contend withvarying degrees of driving distance during the courseof any given working day. This therefore results in aprofessional driver being away from his base / home
country for considerable periods of time. Unlessthere are some pro-active efforts made by Mr Kallasto avoid the pending lack of available humanresources within the sector, there will be a significantshortfall which will not be filled. The IRHA istherefore proposing a simple amendment to thedrivers hours requirements to combat this reality.We are not seeking a relaxation or any change to therules which could jeopardise road safety, rather weare seeking a practical approach from an operationalperspective to facilitate the social aspect for driversbut while also promoting and contributing to a safepublic road network across all Member States.
Irish call for action onEU driving hoursThe Irish Road Haulage Association has called on Vice President of
the European Commission, Siim Kallas, to consider amendments to
Regulation 561 of 2006 governing the driving hours and rest
periods of professional drivers.
UK MPs slam Euro security plansA report by the UK Parliament Transport SelectCommittee on land transport security has said thatthe European Commissions proposals for the EUto become more involved in the issue areunfocused and unnecessary.
Louise Ellman MP, Chair of the Committee, saidthe Commissions document covers a wide rangeof situations ranging from terrorism to relativelyminor criminal activity. It would have been betterto focus on specific areas of concern. Neitherindustry nor government showed enthusiasm forgreater EU involvement. But it is important for theGovernment to push for greater action at anational level to address problem areas includingthe co-ordination of security measures at EUborders.
From evidence gathered for the inquiry MPsconcluded the current risk-based approach to land
transport security operating in the UK is workingwell. Security measures deployed across UKtransport modes are considered to be proportionateto the current threats faced by any given sector.
MPs called on the UK Government toacknowledge the valuable work done by TruckPolin combating crime and to work with industryto ensure that the successor system is fit for
purpose. Work is already underway to examinehow to improve the recording and analysis ofhaulage crime, police response and thedissemination of information and best practiceamong police forces.
The Committee recommended that theGovernment should work with representatives
from the road haulage and distribution sector toidentify and overcome barriers to the provision ofsecure lorry parking sites.

As from March of this year, all Member States shouldhave integrated the revised Late Payments Directiveinto their national law. This directive obliges publicauthorities to pay for goods and services within 30
calendar days or, in very exceptional circumstances,within 60 days.
Businesses should pay their invoices within 60calendar days, unless they expressly agree otherwiseand if it is not grossly unfair to the creditor.
Companies are automatically entitled to claiminterest for late payments and can also automatically
obtain a minimum fixed amount of 40 as acompensation for payment recovery costs. Theycan also claim compensation for all remainingreasonable recovery costs.
The statutory interest rate for late payment isincreased to at least 8 percentage points above theEuropean Central Banks reference rate. Publicauthorities are not allowed to fix an interest rate forlate payment below this threshold.
The new measures are optional for companies,but are obligatory for public authorities.
EU cracks down on latepaymentsAs small and medium sized enterprises continue to go bankrupt on
a daily basis across Europe as a result of late payments of their
invoices, all EU countries are now required to integrate new rules into
their national laws to tackle late payments.
