United Nations Economic and Social Council (ECOSOC)• United Nations Sub-Committee of Experts on the Transport of

Dangerous Goods • Multi-Modal transport standards• Established in 1954• UN Recommendations published in 1956• US HazMat Regulations adopted in 1991• Reformatted as UN Model Regulations in 1996• TDG designated as physical hazard focal point

• UN Manual of Tests and Criteria• PHMSA US Head of Delegation and TDG Chair

United Nations Economic and Social Council (ECOSOC)• United Nations Sub-Committee of Experts on the Globally

Harmonized System of Classification and Labelling of Chemicals (UN GHS)• Established in 1992 – UN Conference on Environment and

Development• Extended mandate as a Sub-Committee with TDG in 1996• Uses building block approach• US OSHA adopted in 2012 (HAZCOM 2012)

Relationship between TDG AND GHS Sub-Committees

• TDG and GHS are interdependent!• TDG and GHS Sub-Committees generally meet individually in

consecutive weeks• Papers that are relevant to or require action by both Sub-

Committees are submitted to both Sub-Committees• When necessary a joint TDG-GHS session may be held

Standards Amendment Schedule

• United Nations, ICAO and IMO operate on two year schedules

• UN biennium 2017-2018 • UN Recommendations (Rev 21) published Spring 2019• ICAO and IMO meetings 2018-2019 • Enter into force in international regulations January 2021• Fourth meeting of current UN biennium Nov 26 - Dec 4, 2018

• UN biennium 2015-2016• UN Recommendations (Rev 20) published Spring 2017• ICAO and IMO meetings 2016-2017• Enter into force in international regulations January 2019
