(part 4 RID)
• ascertain (visually) that wagons
comply with RID;
halt the consignment if
infringement is observed.
• ensure that information on
dangerous goods is available for
the infrastructure manager

1. LEGAL CONTEXT
Obligations of the IM
in the context of the RID
26.11.2014 Transport of DG by Rail 6
1. The IM shall ensure that he has a rapid and unrestricted access to
the following information at any time during carriage :
• the composition of the train …
• the UN numbers of the dangerous goods being carried in or on
each wagon, or if only dangerous goods packed in limited
quantities are being carried, information indicating their presence
...,
• the position of each wagon in the train (wagon order).
2. The IM shall ensure that internal emergency plans for marshalling
yards are prepared.

1. Mapping of the transport flows of DG;
2. Analysis of accident statistics (determine probability of accidents);
3. Quantitative assessment of the risk level for the sections of the
network with the highest transport flows;
4. Development of a model (matrix) to classify the marshalling yards
according to their level of risk;
5. Risk analysis of marshalling yards :
Modernisation Monceau (project abandoned);
Antwerpen-Noord (with/without remote control of locs);
Zeebrugge-Zwankendamme (extension of the yard);
Generic : localisation of the hazards (in line with SNCF study).

6. Risk analysis of the transport of DG (bow-tie model):
Causes for derailments and collisions
(= type of accidents that could lead to a release of DG);
Factors that could aggravate the consequences.

2. ASSESSING THE RISK
Measures by the Infrastructure manager
to prevent accidents with DG
26.11.2014 Transport of DG by Rail 14
1. Concrete sleepers
2. Long welded rails
3. Hot-box detection
4. Installation of Automatic Train Protection Systems TBL1+ and ETCS
5. Restrictions : transport of DG not allowed in some tunnels :
• Brussels N-S-junction : no DG;
• Antwerp N-S-junction and Diabolo-tunnel : no freight trains;
future :
• Antwerp Kennedytunnel : no DG (from december 2015);
• Brussels Schuman-Josephat (new) : no freight trains.
3. PREVENTION OF ACCIDENTS
Measures by the Infrastructure manager
to mitigate consequences of accidents
26.11.2014 Transport of DG by Rail 15
1. Infrabel Internal Emergency Plan (new release 2014)
2. Specific Emergency Plans
(e.g. for Kennedy tunnel and Liefkenshoek Rail Link)
3. Upgrade of Emergency equipment for Kennedytunnel
4. Roadshow RID for Authorities and Emergency services (2014-2015)
5. Application “Fill-In” (train compositions)
