Pupil transportation.RELATES TO: KRS 156.160, 189.540, 281.605, 49 C.F.R. 382.101-382.605STATUTORY AUTHORITY: KRS 156.070, 156.160, 189.540, 49 C.F.R. 382.101-382.605NECESSITY, FUNCTION, AND CONFORMITY: KRS 156.160 and 189.540 require the Kentucky Board of Education to promulgate administrative regulations relating to the safety of public school children, the transportation of children to and from school, and the operation of school buses. This administrative regulation provides the local board, the district superintendent, and principal with standards necessary to assist in administering the district's pupil transportation programs and to assure the safe operation of school buses and discipline.
Section 1. A school district superintendent shall be responsible for the safe operation and general supervision of the district's pupil transportation program. The superintendent may designate another employee or other employees of the board to assist in carrying out this responsibility.
Section 2. The superintendent shall require that a safety inspection be made on each school bus owned and operated by the board or contracted to the board at least once each month that the district's schools are in session. This inspection shall be made by a state approved inspector. If, upon inspection, a school bus is found to be in unsafe operating condition, the superintendent shall withhold the bus from operation until the required repairs are made. The superintendent shall keep the records of the bus safety inspections on file.
Section 3. The superintendent shall make reports annually to the Department of Education on all school bus accidents that occurred during the year. Accidents involving serious student injury or fatality or failure of safety equipment shall be reported to KDE immediately. KDE shall then distribute this information to all districts.
Section 4. The superintendent shall provide the required school bus driver training before a school bus driver shall begin the duties of transporting pupils to and from school or events related to schools. This training shall at least include the school bus driver course prescribed by the Kentucky Board of Education, in accordance with 702 KAR 5:080, Sections 7 and 8 and shall be conducted by a state approved instructor. Evidence that the driver has received this training shall be submitted to the Division of Pupil Transportation and a copy shall be retained by the district.
Section 5. The superintendent shall be responsible for providing the required in-service school bus driver training which each school bus driver shall complete annually for approval renewal, in accordance with 702 KAR 5:080, Section 8. The in-service training shall include at least eight (8) hours of required instruction relevant to the core curriculum conducted by an approved instructor. Evidence that each driver has received this training shall be submitted to the Division of Pupil Transportation and a copy shall be retained by the district.
Section 6. A superintendent shall require all drivers of school buses equipped with a crossing control arm to utilize the arm when loading or unloading students. The superintendent or designee, in consultation with the certified driver training instructor, shall have full authority as to the use of crossing control arms on school grounds.
Section 7. District school bus inspectors shall complete an annual four (4) hour update conducted by a state approved school bus inspector and instructor.
Section 8. The training required to be designated as a state approved inspector is provided in the "Pupil Transportation Management Manual", Chapter 6, as revised April 1998.
Section 9. A superintendent shall implement a controlled substance and alcohol use and testing program in accordance with Federal Motor Carrier Regulations 382, Section 101 through 605.
Section 10. A district shall provide the owner of any school bus or special type vehicle that is contracted to the board for the transportation of the district’s pupils with a written contract each school year in which the responsibilities of the contractor are clearly established.
Section 11. A district shall require the owner of any school bus or special type vehicle contracted to the board to provide a performance bond each school year in the amount that the district deems necessary.
Section 12. In route planning and purchasing or contracting for school buses, a district shall work toward providing a sufficient number of school buses to allow each student a seated position that affords the occupant protected compartmentalization and complies with 702 KAR 5:080, Section 11.
Section 13. Before a district transfers title to a school bus to another party other than a Kentucky school district, the district shall:(1) Remove all district identification from a board-owned school bus before transferring the title to the school bus to another party. A contract issued by the board to a school bus contractor shall contain a clause requiring the school bus contractor to remove all district identification lettering from the school bus when it is no longer under contract to the district; and(2) Make the stop signal arm and the red flashing warning lights, strobe lights and crossing control arms inoperable by disconnection or removal.
Section 14. A district shall develop a plan providing all pupils instruction in school bus pupil safety each school year. The district shall conduct two (2) evacuations each semester with the first evacuation each semester being conducted within the first week in accordance with the Driver Training Instructor Manual, Chapter Eleven (11). The district shall retain documentation of emergency evacuation performance. Educational films, safety demonstrations or related information as approved by the Kentucky Department of Education, may supplement emergency evacuation drills.
Section 15. A district shall not permit a radio, tape, or communication system to be installed or operated on the school bus that is not under the direct control of the bus driver. Any installed radio, tape or communication system shall be per the original equipment manufacturer’s specifications.
Section 16. A district shall designate a physician, physician’s assistant, or an advanced registered nurse practitioner to perform the physical examination required for all school bus drivers. The district shall retain a current physical examination record or physical fitness certification for each school bus driver.
Section 17. A principal or designee shall be responsible for the organization and operation of a system of adequate supervision of the pupils as they enter and leave the school buses at the school.
Section 18. Each local board of education shall have a policy on responsibilities of pupils who are transported in district vehicles.
Section 19. A principal or designee shall be responsible for the discipline of pupils who ride school buses. The principal shall assist the school bus driver with school bus discipline problems when the school bus driver properly reports on the discipline problem either in person or in writing.
Section 20. A pupil who creates a serious safety or discipline problem or persists in creating serious discipline problems on the school bus shall be reported to the principal or designee to handle bus discipline problems. The principal or designee may suspend the pupil bus riding privileges until the problem is resolved. A student whose bus riding privileges have been suspended shall not be allowed on the bus again until the driver receives permission by the principal or his designee.
Section 21. A school bus driver shall maintain a current ridership list for all routes and trips.
Section 22. A local board of education that owns, operates, or contracts school buses that transport the district’s pupils to and from school shall purchase liability or indemnity insurance for these school buses. The coverage limits shall be at least the amounts below:

Section 23. If there are pupils transported on school buses or other vehicles contracted to the board, the board shall enter into an agreement with the contractor to secure fleet rates for liability or indemnity insurance for these vehicles.
Section 24. The Kentucky Standard School Bus Endorsement, which is furnished by the Commissioner of Education to insurers that have been awarded school bus insurance coverage, shall be attached to and become part of the school
bus insurance contract after having been signed by an official of the insuring company having the proper corporate authority to sign the document.Section 25. The following federal administrative regulation is adopted without change: "Federal Motor Carrier Regulations 382, Section 101 through 605" last amended 1997.

702 KAR 5:080. Bus drivers' qualifications, responsibilities, and training.RELATES TO: KRS 156.160, 161.011, 189.540, 49 C.F.R. 382.101-382.605STATUTORY AUTHORITY: KRS 156.160(1), 189.540NECESSITY, FUNCTION, AND CONFORMITY: KRS 156.160(1) requires the Kentucky Board of Education to promulgate administrative regulations relating to the transportation of children to and from school and to medical inspections and other matters deemed relevant to the protection of the physical welfare and safety of public school children. KRS 189.540 requires the Kentucky Board of Education to promulgate administrative regulations governing the design and operation of school buses. This administrative regulation establishes the qualifications and responsibilities of the school bus driver.
Section 1. (1)(a) A local board of education shall require annual medical examination of each school bus driver or driver of a special vehicle used to transport school children to and from school and events related to the school.(b) To ensure student safety, a district may require a school bus driver to pass a routine medical examination or a special type medical examination more often than annually at the district’s expense.(c) A current Medical Examination Report, form TC94-35E and supplement (TC 94-35E and the Supplement to TC 94-35E) for each school bus driver shall be retained by the district.(2) The medical examination shall include tests for:(a) Hearing and vision disorders;(b) Emotional instability; and(c) Serious medical conditions including:1. Diabetes;2. Epilepsy;3. Heart disease; and4. Other chronic or communicable diseases if indicated in the opinion of the licensed medical examiner.(3) The examination shall include risk assessment and appropriate follow-through, as established in 704 KAR 4:020, Section 1, for tuberculosis upon initial employment.(4) A medical examination of a school bus driver shall be reported on the Medical Examination Report, form TC94-35E and supplement, and shall be submitted to the local superintendent or the superintendent’s designee.
Section 2. (1)(a) A criminal records and driving history check shall be performed by a local district on school bus drivers prior to initial employment and after a break in service (excluding summers).(b)1. Employment shall be contingent upon meeting the requirements of paragraph (a) of this subsection.2. A local board of education shall adopt policies outlining employment qualifications as related to these criminal records and driving history checks.(c) A school bus driver shall immediately report to the local superintendent or the superintendent’s designee a:1. Revocation of the driver's license;2. Conviction for DUI or DWI;3. Conviction for reckless driving; or4. Citation for a moving motor vehicle violation, including:a. DUI or DWI;b. Reckless driving; orc. A violation of state or local law governing motor vehicle traffic control, other than a parking violation.(2)(a) Controlled substance and alcohol use testing shall be a condition of employment for anyone in a safety sensitive position, including:
1. School bus drivers;2. School bus mechanics; and3. Other safety-sensitive jobs requiring a CDL license.(b) The controlled substance and alcohol use testing program shall include the following tests:1. Preemployment testing (controlled substance only);2. Postaccident testing;3. Random testing; and4. Reasonable suspicion testing.(c) Prospective employees who have tested positive for a controlled substance within the last five (5) years shall not be considered for employment to drive a school bus or the performance of safety-sensitive services related to pupil transportation.(d) A school bus driver, school bus mechanic, or anyone performing safety-sensitive pupil transportation duties having a confirmed positive test for a controlled substance shall be relieved of those duties immediately and not be eligible for reemployment for five (5) years.(e) A school bus driver, school bus mechanic, or anyone performing safety-sensitive pupil transportation duties who tests at 0.02 percent or higher on the confirmation alcohol test immediately before, during, or immediately following the performance of these duties shall be relieved of these duties immediately and not be eligible for reemployment in a safety-sensitive position for five (5) years.(f) A person shall not be employed as a school bus driver if convicted within the past five (5) years of DUI or DWI.(g)1. A person shall not drive a school bus unless the person is physically or mentally able to operate a school bus safely and satisfactorily.2. If there is limitation of motion in joints, neck, back, arms, legs, or other body parts, due to injury or disease that may limit the driver's ability to safely perform the task of driving a school bus or performing other driver responsibilities, the person shall not be employed as a school bus driver.3. Pursuant to KRS 161.011, a temporarily-injured or ill bus driver may be assigned duties other than driving until the employee regains the ability to safely perform school bus driver duties.(h) A driver taking medication either by prescription or without prescription shall report to the immediate supervisor and shall not drive if that medication may affect the driver's ability to safely drive a school bus or perform other driver responsibilities.
Section 3. (1) A person shall not drive a school bus unless the person has:(a) Visual acuity of at least 20/40 (Snellan) in each eye either without corrective lenses or by correction with corrective lenses;(b) Form field vision of not less than a total of 140 degrees; and(c) The ability to recognize the colors of traffic signals and devices showing standard red, green, and amber.(2) A driver requiring correction by corrective lenses shall wear properly prescribed corrective lenses at all times while driving.
Section 4. (1) A person shall not drive a school bus if the person's hearing is less than 7/15 in the better ear, or if hearing loss is greater than forty (40) decibels if an audiogram is used, for conversational tones, with or without a hearing aid.(2) A driver requiring a hearing aid shall wear properly operating aids at all times while driving.
Section 5. A school bus driver shall be at least twenty-one (21) years of age.
Section 6. (1) A school bus driver shall have a current, valid Commercial Driver’s License with applicable endorsements and restrictions.(2)(a) Prior to acceptance into the school bus driver training program, a driver applicant shall be required to demonstrate driving skills judged by a certified driver training instructor to meet acceptable performance standards as outlined in Preemployment Road Test found in the School Bus Drivers Curriculum Instructor’s Manual.(b) The Preemployment Road Test Score Sheet supplied by the Department of Education shall become a part of the driver's training record.(c) A driver shall demonstrate the following skill levels:1. Vehicle knowledge; and2. Driver ability toa. Perform steering, maneuvering, and braking;b. Use mirrors;c. Demonstrate(i) Ninety (90) degree left hand turns steering technique;
(ii) Ninety (90) degree right hand turns steering technique;(iii) Correct operating posture;(iv) Visual awareness;(v) Backing ability using mirrors only; and(vi) Demonstration of spatial awareness.
Section 7. (1) Minimum training requirements to become a school bus driver shall consist of the training course developed by the Kentucky Department of Education and three (3) driver review, evaluation, and instruction components.(2) A person shall not be certified to teach the school bus driver training curriculum until that person has:(a) Satisfactorily completed a minimum of thirty-three (33) of hours classroom and driving instruction conducted by the Department of Education and relevant to the driver training curriculum; and(b) Been issued an instructor’s certificate by the commissioner of education.(3) Instructors shall be required to renew their certificates annually by completing six (6) hours of update training conducted by the Department of Education.(4) The School Bus Driver Training Course core curriculum shall consist of the following instructional units and minimum instructional times:(a) Laws and regulations, which shall include at least two (2) hours of instructional time;(b) Driving fundamentals, which shall include at least two (2) hours of instructional time;(c) Care and maintenance, which shall include at least two (2) hours of instructional time;(d) Critical situations one, which shall include at least one (1) hours of instructional time;(e) Incidents and emergency procedures, which shall include at least two (2) hours of instructional time;(f) Pupil management, which shall include at least two (2) hours of instructional time;(g) First aid, which shall include at least one (1) hours of instructional time;(h) Special education transportation, which shall include at least one (1) hours of instructional time;(i) Extracurricular trips, which shall include at least one (1) hours of instructional time;(j) Vehicle operations, which shall include at least three (3) hours of instructional time;(k) Vehicle control at speed, which shall include at least one (1) hours of instructional time; and(l) Bus route identification, driver review and instruction, which shall include at least two (2) hours of instructional time.(5) Upon successful completion of the core curriculum, the school bus driver applicant shall complete the following:(a) Driver review I, evaluation and instruction, which shall include at least two (2) hours of instructional time within the first five (5) days of driving;(b) Driver review II, evaluation and instruction, which shall include at least two (2) hours of instructional time after not less than twenty (20) days and not more than thirty (30) days of driving; and(c)1. Driver review III evaluation and instruction, which shall include at least one (1) hour of instructional time within three (3) to six (6) months of completion of driver review II.2. Driver review III shall be done with students on the bus.
Section 8. (1)(a) Prior to the beginning of each school year, a certified driver shall complete an eight (8) hour training update relevant to the curriculum.(b) Each district shall be responsible for planning and conducting its own update based on the needs of its drivers and to ensure student safety. A district unable to administer its own eight (8) hour update shall receive prior written approval from the Department of Education before sending a driver to receive the training from another district.(2) Discontinuance of driver employment and subsequent reemployment shall require the driver to become requalified by a training update within the twelve (12) month period following the driver’s certification termination date.(3) A driver who does not complete the training update and recertification as required by subsection (2) of this section shall be required to complete the beginning training program.
Section 9. If an emergency makes it necessary for the driver to leave the bus while pupils are on board, the driver shall:(1) Move the bus to a safe location if possible;(2) Stop the engine;(3) Shift the bus to low gear or place in neutral if automatic equipped;(4) Set the parking brake;(5) Remove the ignition key; and(6) Place one (1) of the older responsible pupils in charge during the driver's absence if appropriate.
Section 10. A driver shall operate the school bus at all times in a manner that provides the maximum amount of safety and comfort for the pupils under the circumstances.
Section 11. (1) A driver shall supervise the seating of the pupils on the bus and may assign a pupil to a specific seat on the bus.(2)(a) The driver shall make certain the seating capability of the bus has been fully utilized before any pupil is permitted to stand in the bus aisle.(b) A driver shall not permit pupils to stand:1. In the stepwell or landing area;2. If the pupil would likely fall out of the bus if the emergency door were opened; or3. If the driver's view directly in front of the bus or to either side of the front of the bus would be obscured.(3) A driver shall report to the superintendent or a designee an overcrowded condition on the bus.
Section 12. (1) A driver shall transport only those pupils officially assigned to a particular bus trip unless an unassigned pupil presents the driver with a written permit to ride the bus trip that has been signed by the school principal or a designee.(2) Except as provided in Section 18(2)(c) and (d) of this administrative regulation, a driver shall not permit an assigned pupil to leave the bus at a stop other than where the pupil regularly leaves the bus unless presented with a written permission signed by the principal or a designee.
Section 13. A driver shall not transport a person who is not a student, including adult employees of the board, unless provided with written permission from the district superintendent or a designee.
Section 14. A board of education shall develop a policy regarding what may or shall not be transported on a school bus. The policy shall include the following:(1)(a) A driver shall not knowingly permit any firearms or weapons, either operative or ceremonial, to be transported on the bus.(b) The driver shall not knowingly permit fireworks or other explosive materials of any type to be transported on the bus;(2) A driver shall not permit to be transported on the bus:(a) live animals, except for an animal that is:1. To enable a person to safely utilize the bus transportation as documented by:a. Adequate medical evidence; orb. A student's Individual Education Plan; and2. Not a risk to other bus riders;(b) A preserved specimen that would likely frighten a pupil or cause a commotion on the bus; or(c) Glass objects or helium balloons; and(3) A driver shall not permit the transportation of an object that may block the bus aisle or exits.
Section 15. A driver shall not permit a pupil to operate the entrance door handle or any other bus control except in case of an emergency.
Section 16. (1) A driver shall activate the flashing amber signal lights at least 150 feet, if available, or a sufficient distance from a bus stop to warn motorists of the intended stop.(2) Once the bus comes to a complete stop, the driver shall follow the loading and unloading procedure outlined in Chapter 7 of the School Bus Drivers Curriculum Instructor’s Manual.
Section 17. For safety reasons, a driver shall not permit fueling of the bus while pupils are on board the bus.
Section 18. If a pupil's conduct on the bus makes it unsafe for the bus to continue on its route, the driver shall:(1) Make a determination as to the potential danger to other students on the bus; and(2) Take action against the student by:(a) Requesting that the student stop engaging in the prohibited conduct;(b) If feasible, sending for assistance if the student fails to comply with the driver's order or request;(c) Ordering the student to leave the bus; or(d) Ejecting the pupil from the bus.1. Ejecting a pupil from the bus shall be done only in the most extreme circumstances.
2. If a student has been ejected from a bus as the result of conduct specified in subsection (1) of this section, the driver shall notify the immediate supervisor who shall notify the appropriate district authorities, who shall subsequently notify the student’s parent or legal guardian according to local board policy.
Section 19. A school bus driver shall stop the bus at all places where the roadway crosses a railroad track or tracks at the grade level. The stop shall be made not less than fifteen (15) feet and not more than fifty (50) feet from the nearest track.(1) After making the stop, the driver shall:(a) Set the parking brake;(b) Shift to neutral;(c) Activate the noise abatement switch;(d) Open the service door and driver side window; and(e) Carefully look in each direction and listen for approaching trains before proceeding.(2) If visibility is impaired at a crossing, after stopping the driver may allow the vehicle to roll forward to gain required visibility before proceeding.(3) When a driver has ascertained that it is safe for the bus to cross the railroad tracks, the driver shall:(a) Close the bus entrance door;(b) Shift the bus into the lowest gear;(c) Release the parking brake;(d) Proceed immediately to cross the railroad tracks; and(e) Turn the noise abatement switch off when safe to do so.
Section 20. A driver shall perform and document a pretrip inspection of the bus safety and operating equipment each time that the bus is taken out for the transportation of pupils.
Section 21. (1) A school bus driver shall not operate the school bus at a speed in excess of the posted speed limit on any section of highways over which the bus travels.(2) A driver shall not drive the school bus on any roadway at any time at a speed if the conditions of the roadway, weather conditions, or other extenuating circumstances may make it unsafe.
Section 22. A driver shall wear the driver's seat belt at all times that the bus is operated.
Section 23. A stop signal arm and flashing warning lights shall be used only at stops where pupils are boarding or leaving the bus.
Section 24. A driver shall not use tobacco products on the school bus and shall not permit pupils to use tobacco products on the school bus.
Section 25. A driver shall signal pupils to board or leave the bus when the driver has determined that any visible approaching traffic has come to a complete stop and is not attempting to start up or pass the bus.
Section 26. (1) A driver shall not operate a school bus while under the influence of alcoholic beverages or any illegal drug or other drug.(2) A driver found under the influence of alcohol or any illegal drug while on duty or with remaining driving responsibilities that same day shall be dismissed from employment.
Section 27. A driver of a school bus shall be on the bus at all times students are loading or unloading.
Section 28. A driver shall inspect the school bus at the completion of each bus run to ensure that students do not remain on the bus.

8005.01 Field Trip PlanningIn planning field trips, the Board recommends that teachers and principals plan adequately, state educational relevance, and provide instructions to students on safety precautions. When planning a field trip, the principal or teacher shall obtain permission slips from the parents.
8005.02 Use of School BusesThe Board approves the use of the school buses for special trips that have worthy educational objectives and that do not disrupt the regular transportation of pupils to and from school under the following conditions:
a. All bus trips are to be requested in writing at least 3 days prior to use.
b. All requests shall be signed by the school principal indicating his/her approval and forwarded to the Director of Transportation.
c. All field trips are to be made within a 60-mile radius of the Board office unless otherwise approved by the Superintendent.
d. Regularly scheduled interscholastic competition trips may exceed the 60-mile limit within reason. The principal shall inform the Superintendent of all trips that exceed 60 miles.
e. A qualified driver employed by the School District shall drive on all trips.
f. Pursuant to Board Policy 4050, students may not be assessed a fee for field trips that are required. Fees may be charged for an extra-curricular or supplemental field trip that is not part of the required instructional program.
8005.03 Alternative Transportation
a. Schools may request to utilize appropriately certificated common carriers to transport students to or from school-related events when appropriate. Use of common carrier service, in lieu of school buses, shall be on a case-by-case basis, and the reasons believed by the principal to justify such shall be submitted to the Board and will be cited in the board meeting minutes when approved. Approval shall be sought in advance of a proposed trip using a common carrier unless the school is using a carrier pre-approved by the Board and there are documented exigent circumstances that make obtaining board approval prior to the trip impracticable.
b. School staff may transport fewer than eight (8) students in their personal vehicle to school related events provided that the staff member submits evidence that the Board is named as an additional insured on their personal automobile insurance policy. The minimum liability coverage required on the staff member’s private vehicle will be $250,000 per person/$500,000 per accident. The Board will reimburse staff members for the cost of the additional named insured certificate, if the staff member is approved by the Superintendent or designee in advance of the actual transportation and upon submission of proper documentation; however, the Board will not reimburse a staff member for the cost to raise insurance limits to the minimum coverage stated above.
8005.04 Financing for Field TripsThe Board will financially support field trips including athletic trips on a fifty-fifty matching basis for trips approved in the budget by the Superintendent. Employees Use of Cell Phones on School Buses 8022
Use of Cell Phones While Performing Safety Sensitive Duties in the Work Place Exceptions:
1. As used in this section, “cellular telephone” means a cellular, analog, wireless, or digital telephone.
2. The use of a cellular telephone while operating a school bus, as that term is defined in KRS 281A.010, is prohibited. A person shall not use a cellular telephone to make or receive calls, emails or text messages, or to check voice or email messages while the bus is in motion, except for communications made to and from the __________ County Central Dispatch or the school transportation department or its equivalent, when the bus is not equipped with a functioning two (2) way radio.
3. A person performing a safety sensitive duty shall not use a cellular telephone while performing his or her duties. This includes drivers, attendants and mechanics.
4. A person operating a school bus shall be allowed to use a cellular telephone in the event of a bona fide work-related emergency.

The Board owns and operates school buses exclusively for the transportation of __________ County School pupils to and from __________ County Schools and for such other educational purposes as the Board may deem advisable.8025.01 Authority for Use - Any uses of the school buses will require approval from the Superintendent or
designee.8025.02 Bus Drivers - 702 KAR 5:080 - The job description for regular bus drivers shall be prepared by the
Chief Operations Officer and approved by the Superintendent. Only persons qualified to drive a school bus shall be permitted to drive routes or trips.Dismissal of DriversSchool bus drivers are subject to dismissal if they fail to maintain the qualifications as set forth in the job description or for reasons set forth in Board Policy 5025 concerning termination and discipline of all employees.
8025.03 Bus Garagea. Bus Inspection - the Board requires that at least once each month all of its school buses shall be
thoroughly inspected and that its satisfactory mechanical condition be attested by the Board mechanics.
b. Bus Mechanics - are to demonstrate success in performing tasks of the job description as prepared by the Assistant Superintendent.
8025.04 Conduct of Pupils - 702 KAR 5:050; 702 KAR 5:090A pupil riding the school bus shall conduct himself or herself on the bus in a manner that will not endanger his or her life or the lives of the other pupils on the bus through distraction of the driver's attention or failure to comply with the driver's instruction. Evidence of failure of a pupil to conduct himself or herself in a proper manner on the school bus includes: fighting; scuffling; loud talking; throwing items into the bus, inside the bus, or out of the bus; making remarks to people on the road or street; failure to follow the driver's instructions; changing seats or moving around while the bus is in motion; failure to share seats; and damaging parts of the bus. Specific provisions are as follows:
a. Bus Assignment - A pupil shall ride the school bus to which he/she is assigned each day, and shall get on and off the bus at the same stop each day unless written permission to the contrary is granted by the principal of the school or his/her designee. The decision of whether to grant permission to get on or get off the bus at a different location other than the pupil’s assigned stop shall be within the discretion of the principal, after considering all relevant factors including but not limited to the effect of the change on regular bus route and its impact on other students. An exception to this policy shall be made in cases where a pupil is asked to leave the bus or must be ejected from the bus for unacceptable behavior endangers the safety of the student, the driver, or other persons on or off the bus. Ejecting a pupil from the bus shall be done only in the most extreme circumstances.
b. Disciplinary Action by Principal - When a pupil is reported in writing or in person to the Principal of the school for failure to cooperate on the bus, appropriate disciplinary action shall be taken by the Principal after the complaint has been investigated. In case of repeated failure to cooperate or serious misbehavior, the pupil shall be excluded from riding any school bus for whatever period of time deemed necessary by the Principal and the student shall be disciplined in accordance with Board Policy 9060.
c. Distractions - A pupil shall not bring anything on the bus that might frighten the other pupils or distract the driver's attention including helium balloons.
d. Firearms and Explosives - Pupils shall not bring firearms (operative or ceremonial) or explosives of any kind (including firecrackers) on the school bus at any time. Discipline shall be in accordance with the Gun Free Schools Act and KRS 158.150.

e. Large Items - Pupils shall not bring any item on the school bus that might block the center aisle, step well, emergency door, entrance door, or any windows, or that would be dangerous in case of a collision, or that would present an additional fire hazard, or that would take up pupil seating space. The Superintendent may adopt by regulation a list of specific items that may not be transported by school bus.
f. Payment for Damages - The Board shall require the parent or guardian of any pupil that damages or destroys any part of the school bus beyond normal usage to reimburse the Board for the amount of damages.
g. Use of Tobacco on the Bus Prohibited - At no time shall any pupil or adult riding the school bus use a tobacco product. This includes special trips such as ball games, class trips, etc.
h. Supervision of Pupils - Pupils riding school buses are under the direct supervision of the bus driver and he/she shall direct the pupils in matters of conduct and safety. The driver has the authority and responsibility for enforcing the policies, rules, and regulations of the Board.
8025.05 Eligibility and Limitationsa. Eligibility for Transportation
In general, pupils shall be eligible to be transported to and from school if they reside over one mile, by the nearest traveled road or street from school, or regardless of their distance from school, if traffic or other safety conditions make walking to school extremely hazardous. The board policy is to transport all eligible pupils to and from school in grades pre-school through twelve (12).
b. Persons not Eligible for TransportationPersons not of school age, parents of pupils, or persons not connected with the __________ County Schools are not permitted to ride the school buses at any time unless permission is given by the Board through the Superintendent.
c. Limitations of TransportationThe Board will make a reasonable effort to pick-up pupils near their home subject to these limitations.1. Pupils will be required to walk to certain specified points to be picked up on public roads
where traffic hazards do not exist.2. Pupils living close together will be required to assemble themselves at a central point to be
picked up by the school bus.3. Pupils will not be required to walk an excessive distance to bus stops. Lanes that exceed .75
of a mile may be traveled by bus if the road is properly maintained. Parents must insure that turning points and lanes are maintained so buses can turn. As a safety factor, all bushes must be kept cut back on these lanes so they do not strike the bus. Drivers are to report hazardous road conditions to the Director of Transportation and parents will be notified of the hazardous conditions. If the conditions are not corrected after a reasonable time, transportation of the lane will be discontinued.
4. Pupils may be dropped off at multiple regular drop-off locations, which must be submitted in writing by the parent to the school, and which may not be changed except for emergency circumstances.
8025.06 Emergency Call Plan for Bus DriversAll bus drivers employed by the School District must either have a telephone where they can be called in case of an emergency or provide a telephone number where they can be reached. This number will be submitted by the bus driver to the Transportation Office before he/she is employed. Each driver's telephone number will be on file in each principal's office.The bus driver is subject to immediate recall to bus duty upon receipt of emergency order from Superintendent or any one designated to act as the Superintendent's representative.

8025.07 Rental of BusesThe Board does not rent, lease or lend school buses to groups or organizations which are not a regularly scheduled part of the School program or the __________ County Recreation program, unless specifically approved by the Board.8025.08 Charge for Bus UseThe use of school buses for field trips is addressed under Board Policy 8005.03.Use by Organizations - The Board will not permit the use of any school bus to organizations not connected with the school or recreation or as otherwise stated in Board Policy.8025.09 Emergency Evacuation (KRS 156.070, 156.160; 702 KAR 5:040)a. Regular Bus Routes - The principal of each school will insure that emergency evacuation drills for
each bus serving their school are conducted four (4) times per year (twice per semester) with the first occurring in the first week of each semester.These drills may take place either after the buses have arrived in the morning or before departure in the afternoon and shall include all students assigned to the bus present at the school on the day of the drill. The bus driver shall be responsible for conducting the drill for his/her bus in coordination with the school principal.
Principals and bus drivers will take all reasonable and necessary precautions to minimize the risk of injury to students during these drills. These precautions may include the use of landing mats, exiting assistance for young students by older students or members of the school staff, and the designation of students to open the emergency exits. The driver shall submit a written report of each evacuation drill to the Director of Transportation within two days following the drill.
b. Field Trips - Student groups going on field trips on school buses shall be instructed about evacuation procedures and informed of the location and operation of all emergency exits prior to departure. It is the responsibility of the certified staff member in charge of the students to assure that the emergency evacuation directions, __________ County Schools Administrative Policy 8005.07, are read after all students have boarded the bus for departure immediately prior to departure. Contracts with approved common carriers to transport students on field trips shall include a requirement for the carrier to provide emergency evacuation instructions for their vehicle to students prior to departure and shall provide documents confirming that the contractor has liability insurance in an amount deemed sufficient by the Chief Operations Officer.

ALCOHOL AND CONTROLLED SUBSTANCE POLICY FOR BUS DRIVERS 8050Relates to 8050.01-F
DEFINITIONS:"Drugs" refers to controlled substances as prohibited by the Federal Omnibus Transportation Employees Testing Act of 1991, including but not limited to marijuana, cocaine, opiates, amphetamines, and phencyclidine (PCP).
"Alcohol" refers to the intoxicating agent in beverage alcohol, ethyl alcohol, or other low molecular weight alcohol's, including but not limited to, methyl and isopropyl. Alcohol use includes the consumption of any beverage, mixture, or preparation, including any medication containing alcohol.
USE PROHIBITED:All employees subject to commercial driver's license (CDL) requirements shall be prohibited from:
1. The use of drugs, unless a written prescription from a licensed doctor or osteopath is provided;2. The use of alcohol:
a. while on duty;b. four (4) hours before driving;c. eight (8) hour following an accident; ord. consumption resulting in prohibited levels of alcohol in the system
TESTING:All covered applicants and employees shall be subject to pre-employment/pre-duty drug and alcohol testing; including reasonable suspicion, random and post-accident testing. Return-to-duty and follow-up testing shall also be required.
All offers of employment with the __________ County Board of Education shall be made contingent upon testing results. An applicant who tests positive shall not be employed.
Applicants who refuse drug and alcohol testing shall not be considered for employment.
Current employees who test positive shall be subject to immediate disciplinary action up to and including dismissal in accordance with board policy and administrative policy. Employees who test positive shall be notified of referral services. Additionally, employees shall be subject to CDL prohibitions and penalties under the Omnibus Act and applicable Federal Motor Carrier Safety Regulations.
TESTING COST:Pre-employment drug and alcohol testing costs shall be paid for by the __________ County Board of Education. All current employee drug and alcohol testing including reasonable suspicion, random and post-accident testing costs shall be paid for by the __________ County Board of Education.
IMPLEMENTATION:This policy shall be implemented in accordance with KDE-1530, September, 1994.
Drivers shall immediately report to the Superintendent or his designee any revocation of their license or conviction for driving under the influence or reckless driving.

ATHLETIC/EXTRACURRICULAR TRANSPORTATION
The __________ County Board of Education offers a broad range of sports and extracurricular activities to students enrolled in middle and high school. This broad range of activities places constraints on the ability of the district to provide transportation for all these activities at all time. The purpose of this Administrative Regulation is to give guidance to coaches, extracurricular sponsors, athletic directors and parents regarding the availability of transportation provided by the Board
The following guidelines shall apply unless a waiver is sought from and granted by the Superintendent:
1. EVENTS IN __________ COUNTY: a. If a game, match or activity is scheduled to begin following dismissal from school, the team shall
travel by bus to the destination school within __________ County. Parents shall be responsible for providing or arranging transportation for the student from the destination school to home. A bus will not be provided from the destination school to the home school at the conclusion of the game, match or activity.
b. If a game, match or activity is scheduled to begin in the evening or during the weekend, generally transportation will not be provided to or from the destination school. Parents must provide or arrange transportation for their student.
c. Exception: Teams consisting of fewer than fifteen (15) participants shall be exempt from the requirement to take bus transportation within __________ County. The athletic director at each high school and middle school shall designate those sports that are exempt each year.
2. EVENTS IN COUNTIES CONTIGUOUS TO __________ COUNTYa. If a game, match or activity is scheduled to take place in Henry, Trimble, Shelby or Jefferson
counties, following dismissal from school, the team may be transported (i) by bus both directions; (ii) by bus only to the destination school; or (3) by parents both directions. Transportation decisions for each sport or activity shall be made at the discretion of the Athletic Director. At the beginning of the sport’s or activity’s season the coach or sponsor will explain the manner of transportation for each event scheduled to take place in a contiguous county.
b. If a game, match or activity is scheduled to take place in the evening or on a weekend, generally transportation will not be provided in either direction but may be provided in the discretion of the Athletic Director.
3. EVENTS OUTSIDE OF __________ AND ITS CONTIGUOUS COUNTIES: a. If game, match or activity is scheduled to take place outside of __________, Henry, Trimble,
Shelby, or Jefferson Counties, transportation will be provided both to and from the destination school.
b. A team may seek an exception to traveling in both directions by bus from the Superintendent, upon recommendation of the Athletic Director.
4. SUMMER CAMPS, EVENTS, and ACTIVITIES: Transportation is not provided by the district for travel to or from summer camps, events and activities.
5. When transportation is not provided by the district, parents may drive their own student, grant permission for their student to drive him or herself, or arrange for their student to ride with a coach, sponsor, or other parent. Students are not to drive other students to school-sponsored games, matches, meets or extracurricular event.

All schools are prohibited from transporting athletic or academic teams, clubs, or groups of students in vans outside of __________ County and its contiguous counties. Transportation by parents of individual students must be pre-approved by the Superintendent when special circumstances warrant allowing it. This measure is primarily because of safety concerns and liability exposure due to the large increase during the past couple of years of student groups being transported to events in cars and vans.
The charge to the school or group for transportation shall be $1.85/mile. The cost of the driver will be billed to the school at the rate of $12.50/hour.

The following procedures must be taken prior to departure on all activity trips. Either the driver or sponsor/coach must read the following:
Please give me your attention! The following information may save your life in the event of a bus accident.First, is there anything on this bus that may block the aisle or prevent you from getting to an exit in the event of an accident? (If so, they must be removed from the bus.)
If an emergency occurs, do not panic. You should:1) Move to the nearest exit.2) If an impact blocks an exit, do not attempt to unblock it, move immediately to the nearest clear
exit.3) After you exit the bus, move at least 100 yards away and stay together.
I am now going to show you where the emergency exits are on this bus and demonstrate how to use them in case of an accident.
(Demonstrate the use of the front and rear door exits. If the bus is equipped with emergency exit windows, demonstrate the use of these. Students should not attempt to exit through any other windows. Inform students that these windows are equipped with an ajar alarm in the driver's compartment and are not to be open unless an emergency exists. The driver will immediately stop the bus if the alarm is activated).
Other Important Guidelines:1) Do not "assign" students an emergency exit. This may cause life-threatening confusion because there is no way
to predict which exit(s) will be clear in an actual emergency.
2) When planning field trips, all passengers should be provided with guidelines about items that can be brought on to the bus. (No items are to be placed in seats adjacent to emergency exit windows). It is the sponsor's responsibility to have students remove any item the driver may deem a potential hazard.
3) Chaperons should be seated in both the front and rear of the bus. A minimum of one chaperon for every 10 students is recommended.
4) Students should also be advised of the location and operation of the bus fire extinguisher.

BUS SUPERVISION RESPONSIBILITIES ON FIELD TRIPSRelated to Board Policy 8005Related to 8005.001-AR --- 8005.04-AR; 8005.01-F --- 8005.06-F
The bus driver and sponsor/coach shall share responsibility for decisions made on a field trip or athletic trip according to their respective areas of expertise. The sponsor/coach should have overall responsibility for the trip to include the welfare of the passengers, student conduct, schedule, route, stops, etc. The actual operation of the bus is the driver’s responsibility and should include all areas relating to the safe operation of the bus such as mechanical problems, operation during unsafe weather conditions, etc.
A pre-trip conference between the driver and the sponsor/coach is required. The purpose of the conference is to discuss routes, stops, destination, or any other gray areas in order to minimize misunderstandings and to promote teamwork between the two (2) responsible adults in charge of the trip.
The adult sponsor or coach shall be responsible for maintaining appropriate student conduct on the bus. It is recommended that the driver and sponsor/coach in charge have a clear understanding of student behavior expectations before departure to help avoid problems arising during the trip. If the driver observes student conduct that is inappropriate or a hazard to the safe operation of the bus, the driver shall request that the sponsor/coach in charge immediately address the problem. Drivers, sponsors/coaches are encouraged to work together cooperatively in any matters regarding student conduct on the bus. If reasonable requests by the driver for correction of the inappropriate behavior are not heeded, the driver shall report the problem to the Transportation Director at the earliest possible time. Also, if the sponsor/coach believes that the driver has been unreasonable in his/her demands concerning student discipline and behavior, the sponsor or coach should report the incident to the building principal.
The sponsor/coach shall ensure that an adult staff chaperone is present on every bus for any type of trip. The Superintendent has directed bus drivers not to leave the school unless an adult staff chaperone is present on every bus.
If the Principal and Transportation Director cannot resolve a reported problem, the Chief Operations Officer will review the available information. He/she will then take the needed action to resolve the problem and to avoid a reoccurrence of the problem.
It is the driver’s responsibility to obtain map information to determine the best route to the town, city or area near the destination. It is the sponsor’s/coach’s responsibility to obtain specific directions to the destination from the nearest major highway and to share this information with the driver during the pre-trip conference.
If during the trip, it is determined that the bus(es) will be more than 30 minutes late in returning to the school, the driver or sponsor should telephone the school and Transportation Department to give notice of the late return. Also, it is required that one of the chaperones or sponsors/coaches carry a cell phone with them if the trip is outside __________ County.

WHO MAY PARTICIPATE AS A TEAM/FIELD/GROUP TRIP DRIVERA person in possession of a valid CDL (Commercial Drivers License) with all the required endorsements, who has a current driving contract with the Board, shall be considered qualified and eligible for consideration for field/team/group trip assignments. The contract status includes the categories of part-time substitute, full time substitute, and regular route driver.
FIELD TRIP SIGN-UP AND ASSIGNMENT PROCEDUREEach school year, during the same time period given for team/group sign-ups, drivers who wish to drive for field trips should sign-up at the Transportation Office. Each driver who signs up for field trip duty will be placed on a round robin roster to drive for field trips in his or her driving area. Each school or area roster will be listed with the most senior drivers at the top of the list. Field trips will be assigned on a round robin (rotating) basis starting at the top of the list. Drivers should notify the Transportation Director in writing, if at any time during the year the driver desires to be removed from the round robin field trip assignment list. Drivers may also request in writing to the Director to be added to the list at any time during the year. However, if the request to be added to the field trip list is received after the round robin list is completed at the beginning of the year, the drivers name will be added to the bottom of the field trip list for his/her school or area.
TEAM/GROUP SIGN-UP AND ASSIGNMENT PROCEDUREEach school year, within an appropriate time frame, qualified drivers will be issued a list of available teams/groups out of his/her assigned area. Drivers should sign up for the teams/groups of his/her choice, including first, second, and third choice beside each entry. A list of teams and drivers who have signed up for each team will be compiled. The selection will be based on seniority and by preference of first, second and third choice. A person who is awarded his/her first choice will yield to less senior drivers when his/her second and third choices are considered. In the event a senior driver is not awarded his/her second or third choice, he/she may be asked to serve as an alternate driver for that team when the assigned driver reaches forty work hours in a week or is not available for personal reasons.Only one person will be asked to serve as an alternate driver for a team/group. If both the primary and alternate driver are unavailable to serve his/her assigned team/group for a specific trip, the trip will be issued via round robin.Each qualified driver that is assigned a team will have an alternate driver. In the event that the primary driver cannot drive a team, they should call the assigned alternate driver and ask for help. This change should be reported to the Transportation Office Manager ASAP and before the scheduled trip.
OPTION OF DONATING PAY FOR DRIVINGA Qualified driver may request to drive for a team/group and donate his/her pay to said team/group. A driver who volunteers to donate his/her pay for driving a team/group will be given preference in the driving assignment process. This assignment must be approved by the principal or athletic director of the affected school and the Transportation Director. The request to donate pay must be received by the Transportation Director prior to the “sign up” deadline to bid for team/group trips. Once the driving award process is complete for any team/group for that year, no request to donate pay for driving will be considered until the next year or until such time that the team/group driving assignment becomes vacant. If more than one driver request to donate pay, the Director will give equal consideration to driver seniority and the recommendation of the coach/sponsor in selecting which driver will be assigned to team/group. The arrangement between an assigned primary driver of a team/group to donate his/her pay for driving does not apply to the alternate or newly appointed driver.

OVERTIME PAY GUIDELINESIt is the practice of the school district to assign regular and extra driving responsibilities in a manner that will not create overtime costs for school teams/groups or the school district. In the event overtime hours are necessary, every effort will be made to hold the overtime hours worked to a minimum.If a coach/sponsor, with the approval of the principal or athletic director elects to pay overtime to a particular driver to retain his/her services, a written request must be submitted to the Transportation Director for approval prior to the scheduled event (s). Any required overtime payment to drivers/attendants will be charged to the responsible group.
REQUIRED PROCEDURES AND RESPONSIBILITIES OF FIELD/TEAM/GROUP TRIP DRIVERS1. Field trip invoices are to be submitted to the Transportation Department within one week after the assigned trip.2. Driver(s) that incur personal expenditures for emergency situations are to submit valid receipts to the
transportation secretary for re-imbursement consideration. Invoices should be turned in one week after completion of a field trip.
3. Driver(s) are to refrain from borrowing another driver’s assigned school bus to use on field/team/group trips. Any request of this nature shall be submitted to the Transportation Department at least two days prior to the scheduled trip for consideration.
4. Driver(s) that wish to be removed from the field trip consideration are to submit their request in writing.5. Driver(s) may be removed from participating in extra curricular activities pending the outcome of an accident
investigation in which the driver is involved.6. Three (3) field trip refusals within a twenty-day period of time, (without good cause) will result in the removal
of all extra curricular trips for a period of twenty days.7. Drive (s) that cancel two scheduled field trips within a twenty-day period of time (without good cause) will be
removed from participating as a driver in all extra curricular activities.8. Any damage to the bus is to be reported to the Transportation Director ASAP.9. If a driver is not given adequate notification of a delay/cancellation of an assigned field trip and the driver,
acting in good faith, attempts to adhere to the information he/she has been given, the driver is to be compensated for effort by receiving a two-hour show up fee.

STANDARDS FOR SELECTING DRIVERS The employment of careful, well qualified bus drivers is a most essential phase of a safe school transportation program. You should employ the most responsible and careful operator available. School bus driving is generally a part-time job.
Minimum qualifications for school bus drivers are: 1. High School Diploma/Equivalent 2. Twenty-one years of age 3. Current driver’s license, valid in Kentucky 4. Physical examination – Board-appointed physician 5. Pre-employment drug and alcohol screening 6. Criminal record check. 7. Driving history check. 8. No chargeable accidents within the last three years. 9. No drug or alcohol convictions in last five (5) years including, but not limited to, DUI or DWI. 10. No positive test for a controlled substance in last five (5) years.11. No limitations in joints, neck, back, arms, legs, or other body parts, due to injury or disease that may limit the
driver’s ability to safely perform the task of driving a school bus.12. Commercial Driver’s License (CDL).

TRAINING REQUIREMENTS FOR SCHOOL BUS DRIVERS Minimum training requirements to become a school bus driver shall consist of the training course developed by the Kentucky Department of Education and three (3) driver review, evaluation, and instruction components. The training course shall include a combination of classroom instruction with behind the wheel instruction and evaluation as described in the most current edition of the Driver Instructor Trainer Manual. Additionally, all bus driver trainees shall complete the district produced supplemental training units and new employee orientation classes.

BUS DRIVERS' QUALIFICATIONS; RESPONSIBILITIES
(1) (a) Controlled substance and alcohol abuse tests shall be a condition in accordance with the Kentucky Department of Education, Division of Pupil Transportation drug testing procedures, KDE-1530, and shall be a condition of initial employment for Kentucky:
1. School bus drivers;2. Substitute drivers, (coaches, teachers and volunteers who drive school buses)3. School bus mechanics; and4. Other safety sensitive jobs requiring a CDL license.
(b) The testing program shall include pre-employment, post-accident, random and reasonable suspicion testing.(c) The drug testing procedures found in KDE-1530, March 1996, are incorporated herein by reference, a copy of which may be inspected, copied or obtained from the Division of Pupil Transportation, Department of Education, 15th Floor, Capital Plaza Tower, 500 Mero Street, Frankfort, Kentucky 40601. Monday through Friday, from 8:00 a.m. - 4:30 p.m.
(2) (a) Employees required by subsection (1) (a) of this section to undergo a drug test shall take the drug-alcohol test at the clinic selected by the district immediately following his return to the bus compound, if that return is during normal working hours.(b) If the employee returns to the bus compound after normal working hours or is unable to return to the bus compound following the accident, the employee shall take the drug-alcohol test at the clinic assigned to that district the morning of the next day.(c) In the event the employee is confined to a hospital for treatment of injuries arising out of the accident and is unable to report to the clinic assigned to that district the morning of the next day, the employee shall take the drug-alcohol test at the treating hospital.
(3) (a) If an employee is taking prescription medication(s) under the care of a physician, the bottle, vial or container issued by the pharmacist shall be brought in to the clinic administering the drug-alcohol test at the time of the test or within twenty-four (24) hours of the test.(b) The employee and medication(s) shall be reviewed individually and an evaluation shall be made by the
clinic and the superintendent of the local school district or his designee, regarding medication(s) with potential negative effects on safety performance.
(c) Upon completion of an evaluation, the employee may be referred by the district to the prescribing physician for the purpose of determining the possibility of:
1. Changing to an alternative prescription without potential negative effects on safety performance;2. Being placed on medical leave; or3. Being directed to follow other appropriate action as deemed necessary by the superintendent of the local
school districts.(d) An employee operating a Board vehicle, including a school bus, may not drive if he/she is taking any
prescription or over-the-counter medication that will in any way affect their ability to operate that vehicle.
(4) An employee's failure to comply with the district's request to have the drug-alcohol test administered in accordance with this policy shall result in immediate recommendation for termination.
(5) If the required drug test results in a confirmed positive test after a vehicle accident, the employee may request a blood plasma or blood serum test to contest the positive urine test.
(6) Prospective employees who test positive for controlled substances will not be considered for employment to drive a school bus or to work in other safety-sensitive services related to pupil transportation.

(7) Any school bus driver, substitute driver, school bus mechanic or other employee performing safety-sensitive pupil transportation duties who test positive for controlled substances shall be immediately relieved from those duties.
(8) Any school bus driver, substitute driver, school bus mechanic or other employee performing safety-sensitive tasks related to pupil transportation who test above a .02 percent on the confirmation alcohol test immediately before, during or immediately following the performance of these duties shall be relieved of these duties immediately.

PURPOSEThe Board of Education recognizes the need to promote the safety of District students and staff and to protect the board’s property. To accomplish this, the Superintendent has adopted this administrative regulation establishing a procedure prohibiting a person operating a school bus from permitting it to stand running and unattended. Drivers must stop the engine and secure the vehicle when exiting the bus. PROCEDURE FOR SECURING THE BUSThe following procedures are established to eliminate unnecessary incidents involving damage to school buses as a result of failing to properly secure the bus. Drivers must do the following prior to exiting the bus:I. Shut down the Bus Engine
A. Set the parking brakeB. Place the transmission in neutralC. Shut down the engine after the required three (3) minute cool down periodD. Release air pressure until spring park brake activates
II. Secure the BusA. Remove the bus key from ignition. B. Placed the key in one of the universal locations in all buses, the BODILY FLUID KIT OR THE
FIRST AID KIT. Keys remain in the ignition at the compound ONLY.C. CLOSE THE DOOR UPON EXITING

PURPOSEThe purpose of the district’s transportation service is to safely transport students, including students with medical conditions, to and from school. At times it may be necessary to transport oxygen on the school bus with a student. Because oxygen is an accelerant, it is inherently hazardous. Materials that are normally inflammable become highly flammable in an oxygen enriched environment. Therefore oxygen should only be carried on a bus when medically necessary and specified in the students IEP.
PLANNING AND SAFETYDetermination of the need to transport oxygen and planning for contingencies should be done with the cooperation of the District or School Nurse or other trained medical personnel. Personnel assigned to assist students carrying oxygen should be trained in the proper handling of oxygen by the school nurse or the oxygen supplier. Training in the proper use of valves and regulators is necessary to avoid accidents.
GUIDELINES AND PROCEDURESA. Oxygen may be carried on the bus in small quantities such as portable units weighing 15 pounds or less.
B. Transportation of oxygen should be restricted to special needs buses that have a monitor available to assist the student in properly securing the cylinder for transport.
C. Additional oxygen supplies should be delivered directly to the school by the oxygen supplier and not transported on the bus.
D. All oxygen cylinders must be safe guarded to avoid the possibility of valve breakage and the sudden loss of pressure. 1. Oxygen is stored under high pressure and in some cases, liquid form. A large release of oxygen into the
atmosphere may cause frostbite. Cylinders lying on their side have a tendency to freeze and fail to function properly.
2. Cylinders must be secured to avoid the possibility of the cylinder becoming a missile in an accident. All cylinders must be secured in an upright position in a substantial bracket capable of sustaining five times the weight of the cylinder and its contents. This bracket should be supplied by the cylinder manufacturer and mounted to a sidewall in an area that is not inside the side impact or head impact zone of a regular education seat. If the cylinder remains attached to the wheel chair it must be attached in such a way as to resist a force of at least five times its weight in any direction.
3. Oxygen cylinders should not be mounted within five feet of heaters, lift motors, or other electrical devices. As a regular part of maintenance, the heater cores on buses transporting oxygen must be cleaned to remove a potential fuel source near a spark producing electrical device.
E. Circulating air on the bus will help prevent the pooling of oxygen in low areas.
F. Oxygen canisters should not be left on buses when not in use. 1. The interior temperature of a bus during the day may exceed 140 degrees, which is unsafe for oxygen
canisters.2. Cylinders may be subject to vandalism if left unattended

G. An alternate plan for transporting the student in case of mechanical breakdown should be in place before beginning transport. 1. Special consideration should be given to emergency evacuation. 2. The monitor should be trained to assist the student in egress and handling the oxygen in an emergency
situation. 3. Two-way communications should be available so that in case of an equipment malfunction assistance will
be available.
H. Alternate oxygen supplies should be located at the school or bus garage to allow quick response if there is an equipment failure. Proper handling and storage of these supplies should be in compliance with the State Fire Marshals recommendations.

SCHOOL BUS ANTI IDLING POLICY PURPOSEThe Board of Education recognizes the need to promote the health and safety of District students and staff and to protect the environment from harmful emissions found in bus exhaust, in particular diesel exhaust. To accomplish this, the Superintendent has adopted this administrative regulation eliminating the unnecessary idling of all school buses on school property, including all schools within the District or at any school or school-related activities to which District students are transported.
DEFINITIONSFor purposes of this policy, an “idling school bus” shall mean a school bus that is parked or stopped at a school or other location and has its engine running. “Cool down period” shall mean a three-minute period of idling prior to turning off the bus. Any idling beyond the required three-minute cool down period is deemed “unnecessary idling”. The District shall strive to eliminate all unnecessary idling of school buses such that idling time is minimized in all aspects of school bus operation.
PROCEDURE FOR SCHOOL BUS IDLING The following procedures are established to eliminate unnecessary idling of school buses.
I. IDLING TIMEA. Buses should not idle for longer than five (5) minutes except under extraordinary circumstances. B. For purposes of this administrative regulation, the following are considered extraordinary
circumstances or circumstances beyond the driver’s control that warrant an exception to the five-minute (5) idling rule:1. Waiting in traffic2. Loading / unloading students when power is needed to run equipment.3. Warming the bus during extreme weather conditions4. Responding to traffic safety or emergency situations5. Undergoing maintenance or mechanical inspections or repair
C. To maintain interior warmth during cold weather, buses should be driven to the school as close to the scheduled pick-up time as possible.
II. BUS PARKING ON SCHOOL GROUNDSA. A driver of a school bus must turn off the bus upon reaching a school or other destination (after
the cool down period of three (3) minutes) and must not turn on the engine until necessary to depart from the school or destination.
B. Busses should not be parked nose-to-tail when it can be avoided.C. Drivers shall leave sufficient following distance between their bus and other buses at all times.

The purpose of the district’s transportation service is to transport students to and from school safely. Passengers shall not bring any item on the school bus that might block the center aisle, step well, emergency door, entrance door, or any window that would be dangerous in case of collision, or would present an additional fire hazard, or that would take up needed pupil seating space.
Book bags, lunch boxes and other items may be transported on the school bus provided these items are secured on the student’s lap. Items carried onto district school buses should be no larger than 13 inches by 13 inches, to be no higher than the students’ shoulders but not to exceed the height of the seat back. Items may be placed between their legs or on their lap, but may not encroach on other students’ seat space.
The bus driver may limit items transported on the school bus if he or she feels that the items pose a risk or danger to the safety of the passengers.
The undercarriage of the bus may only be used during extra-curricular trips. When teams/clubs going on extracurricular trips need to transport items that are on the “prohibited” list below, the athletic director/sponsor will need to request a bus with an undercarriage. If there are too many items to fit in the undercarriage, then the coach/sponsor will be responsible for making sure that the items are not taken onto the bus.

This system should indicate drivers' names, telephone numbers and their responsibilities in the event of such an emergency. Any contribution provided by local government emergency services should also be cited.
A copy of the emergency call plan must be on file with the Transportation Department and the Chief Operations Officer’s office.

The Transportation Director shall be responsible for evaluating all bus drivers and attendants annually. The Director may delegate the responsibility for individual evaluations to the Assistant Director or other transportation supervisory personnel. Also, the Assistant Director or other transportation supervisors may observe, make recommendations, or conference with drivers and attendants as needed and this contact may be used as contributing materials to their annual summative evaluation. Any written communication that is developed from an observation and serves as a warning, reprimand or notice of disciplinary action shall be provided to the employee, and the employee shall have an opportunity to respond to it prior to it being included as contributing material to their annual summative evaluation. The annual bus driver evaluation should be completed on Form 8026.01-F, Annual Bus Drivers Performance Evaluation and the annul bus attendant evaluation should be completed on From 8026.06 – F Annual Bus Attendant Performance Evaluation. Also, Forms 8026.02-F through 8026.05-F may be used to document evaluation related interaction and recommendations throughout the year on an "as needed" basis.

These regulations are intended to comply with the provisions of 702 KAR 5:030 for the transportation of pupils in __________ County in grades Preschool through 12.
The __________ County Schools Transportation Department will provide the best equipment, drivers and the safest program possible. The following is furnished for information and compliance pertinent to student transportation. We ask the cooperation of __________ County School personnel, students and parents.
WHILE WAITING TO BOARD A BUS1. Students should arrive at the bus stop five (5) minutes ahead of the bus. The driver will not wait for late
students.2. The roadway should be clear of books, clothing and other articles. Students must not play in the path of traffic
and should stand well away from the road when the bus approaches.3. Students should not damage property at the bus stop such as flowers, shrubbery, windows, fences and other
items while waiting for a bus.4. Students must avoid making excessive noise.5. Students fighting at the bus stop and on the way to and from school bus stops are subject to disciplinary action
(to be reported to the school principal on the School Bus Incident Report).6. Students should never run alongside the bus when the bus is moving but should wait until the bus stops and then
walk to the door and board the bus in an orderly manner, using the handrail.7. Students living on the opposite side of the road from a bus stop should wait on their side of the road until the
bus arrives and the driver gives them the signal to cross the road. The student shall cross approximately ten to fifteen feet (10’ to 15’) in front of the bus maintaining eye contact with the driver until the crossing is complete. WARNING: For student safety; if a student should drop an object in the roadway, he/she should never stop and pick it up until the driver is made aware and gives permission.
8. If the stop is designated as “door side only” the student shall not cross the road. 9. Passengers are permitted to board the bus only at their regular designated stops. Any change must be made with
the parent’s request in writing and approved by the director of transportation or designee. The alternate or requested stop must be an established bus stop.
WHILE RIDING THE BUS1. The driver of a school bus is in complete charge of the passengers while they are aboard. Students are to obey
the driver’s instructions. If a student has a complaint, he/she should take it to the principal.2. The driver has the authority to assign seats.3. Students should not sit on books, but should hold them in their laps. Books and other objects are not to be piled
in the aisle.4. Passengers should be seated immediately and remain seated while the bus is in motion.5. Students must not extend arms, legs, or head out of the bus.6. Passengers should refrain from talking to the driver except in an emergency.7. Pets and animals are not permitted on the bus at any time.8. No one shall tamper with or operate the emergency door, fire extinguisher or other equipment on the bus.9. Passengers must not mar or deface the bus. Seat coverings must not be damaged in any manner. Any damage
to the bus or seats should be reported to the driver by students as soon as possible. Anyone caught damaging the equipment will be subject to disciplinary action and/or restitution.
10. Passengers must not fight or scuffle in the bus or create any loud disturbance.11. Passengers must not wave or shout to pedestrians or occupants of other vehicles and must not throw objects
from the bus window.12. Waste paper should not be thrown on the floor. Trash should be placed in a receptacle before boarding the bus.13. Eating and drinking are not permitted on school buses.14. Use of tobacco products is not permitted on school buses.15. The use of profanity and of obscene signs on the school bus is prohibited.16. Misbehavior on the school bus will be handled in the same manner as misbehavior in school.

EXTRA-CURRICULAR TRIPS1. The above rules and regulations would apply to any trip under school sponsorship.2. Pupils shall respect the wishes of a competent chaperon appointed by the school.

A school bus driver shall not operate the school bus—with or without students on board—at a speed in excess of the posted speed limit on any section of roadway over which the bus travels.
The posted speed limit shall serve as a maximum speed, provided conditions permit the safe operation of the school bus at the posted speed limit. At no time shall a driver operate the bus on any roadway at any time at a speed that is unsafe for conditions.

POST-ACCIDENT INSPECTION, TESTING AND TEMPORARY ASSIGNMENT PROCEDURES

All bus drivers or drivers of Board vehicles must immediately report all accidents, regardless of how minor, from the scene to the bus garage via radio or phone, and wait for further directions from the bus garage. In the event of an accident involving a board-owned vehicle (i.e. van, truck, bus, car) where one of the following conditions occur:
1. If a citation is issued in conjunction with the accident;2. If a vehicle is towed from the scene of the accident;3. If EMS staff is notified; or4. If a fatality occurs;
Then the following procedures will be followed:
1. The transportation director will request an immediate inspection of the vehicle by a certified independent vehicle inspector. The written report submitted by the inspector shall become a part of the accident report.
2. The transportation director will make arrangements to transport the driver of the Board vehicle for an immediate drug and alcohol screening.
3. Refusal to submit to testing will be deemed insubordination. The employee will be suspended without pay pending a recommendation for termination to the Superintendent.
4. Pending the results of the drug and alcohol screening, the tested driver will be assigned non-driving duties by the Superintendent either in the transportation department or elsewhere in the school district.

STANDARDS FOR SELECTING MEMBERS The Incident Review Committee consists of three voting (3) members, as well as, the Assistant Director of Transportation. The Assistant Director of Transportation will act as a non-voting Chairperson of the Committee. The three voting members consist of one certified Driver Training Instructor appointed by the Director of Transportation and two (2) bus drivers elected to serve on the Committee by their peers. The elected bus drivers will serve a term of two (2) years with each term beginning in August of all odd numbered years.
Members must be currently under contract with the __________ County Board of Education, have a valid CDL and must not have been charged with a preventable incident in the past three fiscal years.
REVIEW AND APPEAL PROCESSThe Incident Review Committee will meet on an as needed basis to review incidents involving __________ County, Board owned vehicles. The Incident Review Committee, under the leadership of the Chairperson shall conduct a comprehensive review of all vehicle incidents resulting in any amount of property damage or personal injury. Committee decisions are by majority vote after considering all available information including but not limited to, driver’s testimony, driver’s written report, Kentucky School Bus Incident Report, witness testimony, photos, police report, and any other available information.
The committee will discuss the incident, and then the Chairperson will conduct a vote among the members, to determine one of the following three (3) categories that best reflects the nature of the incident (see page two). The prescribed categories are as follows: Non-Preventable, Minor Preventable or Major Preventable (see page two). Upon a majority vote, the Review Committee Chairperson shall submit a written summary in the form of a recommendation to the Director of Transportation or designee for review. The recommendation shall be based on the incident points system defined in 8050.03-AR. Upon review and approval of the recommendation made by the committee, the Chairperson will contact the school bus driver to schedule an appointment. The Chairperson is to share the decision of the committee with the driver and ask the driver to acknowledge same by date and signature.
The driver has the right to appeal the committee’s findings and ask for a second review. In this case the driver is obligated to submit a written request for an appeal within three (3) working days of the date of first notification regarding the committee’s determination. The request submitted by the driver shall contain a valid reason for the appeal, along with any substantiated evidence that the driver feels may warrant reconsideration by the committee.
Upon receipt of the written appeal, the Chairperson shall notify the Director of Transportation of the appeal and re-assemble the committee for a second review. The case will undergo a second review with careful consideration to the specific areas stated in the drivers appeal. After a comprehensive review and vote of the issues by the committee, (majority) the Chairperson will prepare a written summary of the review and present the same to the Director of Transportation for review. Upon approval of the Director of Transportation, a copy of the second review will be presented to the driver. This appeal process is to be completed in a reasonable amount of time.

Or the incident under investigation is determined by the review committee to be non-preventable due to circumstances beyond his/her ability to control.
B. Preventable IncidentAn incident may be determined to be preventable if the negligence of the driver was the primary contributing factor in the incident or the driver failed to take every reasonable action to prevent the incident.
1. Major Preventable IncidentAn incident may be determined as “Major Preventable” for any of the infractions in the list below. This list is not exclusive and the final decision is not necessarily limited to the following:
a. Negligence resulting in excessive property damage equal to or greater than $5,000.b. Any person(s) are transported for medical treatment.c. Fatalityd. Any vehicle is towed from the accident scene.e. A citation is issued to the Board Employee.
2. Minor Preventable IncidentAn Incident may be determined as “Minor Preventable” for any of the infractions in the list below. This list is not exclusive and the final decision is not necessary limited to the following:
a. Negligence resulting in minor property damage.b. Vehicle damage that results in minor repair/cost (less than $5000).
DOCUMENTATION RECORDA copy of all written and related materials pertaining to any incident investigation, and determination, regarding any employee (driver) shall be entered into that specific drivers transportation file.
CONFIDENTIALITYAny/all information obtained by the committee, verbal or written, shall be handled as confidential and shared only with those involved directly with the investigation.

STANDARDS FOR ASSIGNING POINTS FOR VEHICLE INCIDENTS The following tables will be used by the Incident Review Committee during the investigation and evaluation process of all vehicle incidents.
The point system shall be applied as follows:
1. If an incident is found to be non-preventable on the part of an employee, no points will be assigned.2. The Incident Review Committee may assign points regarding an incident regardless of whether or not there is a
police report filed and whether or not an employee is charged. Therefore, each employee should be aware that any incident that results in any amount of property damage and/or personal injury is subject to the assignment of points and the associated consequences described in the action table (see page two).
3. Although the employee may not be “at fault” legally, if the review committee determines that the employee was able to prevent the incident, then points will be assessed.
4. Points may be assessed in each category with consideration given to severity of infraction. Minor infractions will lean toward minimum points and more serious infractions will lean toward maximum points in each category.
5. Determination between minor preventable and major preventable shall be defined by 8050.02-AR. Points will be assessed based on the amount of property damage with consideration given to severity of damage. Minor damage will lean toward minimum points and more serious damage will lean toward maximum points.
6. Total points assessed for an incident shall be calculated to determine recommendation regarding remedial training and/or disciplinary action as defined in action table.

BUS DRIVER AND BUS MONITOR ABSENTEEISM
Due to continuing communication and safety problems related to driver and monitor absenteeism, all drivers and
monitors will be limited to five days off without pay per fiscal year. Once a driver or monitor has exceeded five (5)
days off without pay in a fiscal year, the Director of Transportation will recommend the termination of the driver or
monitor based on poor attendance. This limitation does not apply to staff applying for verified medical leave
without pay. A doctor's note shall be required to verify medical leaves without pay. Requests for exceptions to this

TRANSPORTATION OF KINDERGARTEN STUDENTSRelates to 8001.01-F; 8080.02-F
1. Kindergarten students within school attendance areas are assigned to an all-day session or a morning session based on the student's residence.
2. Kindergarten students may be picked up in the morning or delivered mid-day or in the afternoon to a babysitter or their residence within the attendance district.
3. Unless otherwise directed by parents, the district transportation department will not drop off kindergarten students at a bus stop without a parent, other designated adult, or an older sibling being present. Parent must complete Transportation Request Form 8001.01-F indicating the person/s their kindergarten student may be released to at the bus stop.
4. If the parent has not signed a "Release and Waiver" (8080.02-F) allowing an unattended drop off, the driver will return the kindergarten student to school in lieu of an unattended drop off.
5. After the third (3rd) time the assigned adult is not present to receive the kindergarten student at the bus stop, the parents shall be required to provide the child's transportation home from school or sign a "Release and Waiver" directing the transportation department to drop off the kindergarten student at the bus stop without adult supervision.
6. If the parent intends the child to be dropped off unattended, the parent must file a written release with the school office describing the arrangements for the student and directing the driver to release the student at the bus stop without adult supervision.

MONTHLY SAFETY INSPECTIONS
Each school bus or prior approved vehicle owned and operated by the __________ County Board of Education (__CBE) or contracted to __CBE for the purpose of transporting pupils to and from school or approved school-related events shall receive a safety inspection at least once each month (Reference 702 KAR 5:030 Section 2 & __CBE 8025.3 a.). Once each month shall be defined as once every twenty instructional days.
All safety inspections shall be performed by a State approved inspector and documented on State inspection forms, A,B,C,D,&N. Inspection-A, when complete, will serve as documentation for the required monthly inspection. Preventive maintenance inspections (PMI) shall be progressive in nature and incorporated into the monthly safety inspection schedule that includes the required Inspection-A. In no instance should maintenance intervals exceed manufacture’s recommendations.
Any vehicle used to transport pupils shall be deemed and tagged out-of-service upon its inspection due date and remain as such until the required safety inspection and all subsequent repairs are made. At the end of each month, the service manager for the transportation department shall be responsible for verifying to the director of transportation and assistant director of transportation that all safety inspections were scheduled and completed as required. Verification shall be in the form of an Inspection Verification Report (IVR) turned in on the first business day of each month.
INSPECTION SCHEDULING PROCEDURE
Monthly safety inspections shall be scheduled and performed continuously (year-round, July thru June) on all district owned vehicles designated and approved for the use of transporting pupils. The service manager shall prepare and post the schedule for the entire year no later than July 1 of each fiscal year.
Objective: Offer an operating system that provides an adequate supply of safe vehicles that support the districts educational mission and year-round instructional needs while assuring that vehicles available for the safe transportation of pupils are easily distinguishable from those that shall not be used.
OUT-OF-SERVICE TICKET
The Out-of-service ticket shall be a 3-part form consisting of a white copy, yellow copy and a red hard copy. The white copy shall generate a work order that shall be attached to the work order. The yellow copy shall serve as a personal record for the service department staff that generated the out-of-service ticket. The red copy shall be attached to the steering wheel of the vehicle deemed out-of-service until necessary repairs and inspections are completed. Upon completion of repairs, an inspector will re-inspect work and attach red copy of out-of-service ticket to the work order to indicate vehicle is safe to return to service and all necessary documentation is complete.
Note: At no time shall a vehicle return to service without a signature on the red copy indicating a qualified technician has deemed vehicle repaired and/or inspected and safe to return to service.
INSTRUCTIONS FOR PREVENTIVEMAINTENANCE INSPECTIONS
The service manager shall look up all vehicles in FleetVision for needed service and previous repairs. If vehicle is due an A-Inspection and is within 500 miles of B-Inspection, upgrade to the B-Inspection. Note: If B-Inspection is to be performed but within 1,000 miles of C or D Inspection, upgrade to the next inspection.
The inspector shall perform all functions described in the preventive maintenance schedule, excluding u-bolts and wheel bearings. These items will be transferred to a general repair technician; however the inspector shall re-inspect these items before vehicle returns to service. The inspector should be consistent in maintenance diagnosis and write-ups. All System code items are to be inspected according to the “Instructions For Preventative Maintenance Inspection Reports” definition section of the State Approved School Bus Inspector Manual unless otherwise noted in the S.O.P. (see pages 41 thru 46) Warning: Never exceed or deviate from original equipment manufacturer (OEM) procedures or specifications.
The progressive preventive maintenance schedule will be as follows:
A – Inspection Monthly (Every 20 instructional days)
Includes, but not limited to the following, safety inspection, brake adjustment/inspection, brake performance test, and road test. Note: (Buses equipped with hydraulic brakes or automatic slack adjusters’ do not require a manual brake adjustment; however, all buses shall receive a brake adjustment inspection and brake performance test. The inspector shall document the type of task performed on the work order). Air brake-equipped buses shall receive a brake safety/inversion test. All brake adjustments performed shall be written on the work order as a separate action. All driver concerns shall be noted on work order as separate action (s) and checked accordingly.
The inspector shall check front hub fluid level (when applicable) and wheel bearing play, check all fluid levels and top off each, test coolant for freeze point and level of Supplemental Coolant Additive (SCA) for traditional coolant or freeze point only for Extended Life Coolant (ELC). Coolant test readings shall be recorded on work order. The inspector will visually check battery compartment (batteries, tray/hold-downs, etc.) for needed service and/or cleanliness. Lubricate all exits, handles and hinges. Check tire pressure (adjust accordingly) and tread depth, record data on State inspection form. Secure all seat bottoms and string test handrail (note pass or fail on inspection form and work order). All fire extinguishers must be securely mounted in vertical position, have safety pin installed and current inspection tag. Buses equipped with a wheelchair lift shall receive a safety/operational test of wheelchair lift, inspection of wheelchair securement/occupant restraint system, and inspection of fire blanket or EVAC aid. Buses equipped with child restraint (s) and/or seatbelts must have two seatbelt cutters installed. Air conditioned-equipped buses shall have system test run for a minimum of 10 minutes to cycle system and check operation. The inspector shall notify the service manager if any non-spec. items such as cell phone chargers, fans, window tinting, etc. are found during inspection. For additional guidance, inspector shall reference Operation to Perform section for A- Inspection. Bus exterior shall be washed at every inspection.
B – Inspection 6,000 miles or annually (8,000 miles for 2010 -2012 C-2)
In addition to the A-Inspection, the inspector shall change engine oil and filter (s), lubricate all steering, chassis, and driveline components. Lubricate grease fittings & clevis pins on manual and automatic slack adjusters (DO NOT over lube s-cam tubes). Check torque on all body tie-down bolts. Remove and clean air dryer purge valve (AD-9 dryers only), clean A/C evaporator filter(s) when applicable. Service & load test batteries (document test readings on inspection form and work order). For additional guidance, inspector shall reference “Instructions For Preventative Maintenance Inspection Reports” for B-Inspection.
C – Inspection 12,000 miles—(16,000 miles for 2010 C-2)
In addition to A & B-Inspections, the inspector shall replace fuel filter (s), transmission auxiliary filter and coolant filter (if applicable), Buses equipped with 2000 series transmission and non -synthetic fluid shall have spin-on main filter and fluid changed. Re-torque front & rear axle u-bolts and check wheel lug nut torque. Note: If anti-seize, or other lubricant is used on u-bolt threads, technician must ensure proper adjustment in the amount of torque applied is made in accordance to the manufacturer. Warning: Never use anti-seize, grease, oil, or other lubricants on wheel lug nut threads or stud threads. For additional guidance, inspector shall reference “Instructions For Preventative Maintenance Inspection Reports” for C-Inspection.
D – Inspection 24,000 miles—(32,000 miles for 2010 C-2)
In addition to A, B, & C-Inspections, the inspector shall change automatic transmission fluid, and transmission filter (s) on all buses with non -synthetic fluid. Buses equipped with 2000 series transmission and synthetic fluid shall have spin-on filter changed at first 10,000 miles and every 50,000 miles thereafter. Fluid change interval shall be every 75,000 miles. Buses equipped with 3000 series transmission and synthetic fluid shall have main & control filters changed every 75,000 miles. Fluid change interval shall be every 75,000 miles. Inspector shall replace power steering fluid and filter, engine air filter and service differential vent. Clean all heater cores and filters (Do Not use shop compressed air). Service air dryer, lubricate parking brake cable(s) (if applicable) and check engine, transmission and body electronic controls for faults and codes. Note any codes and advise supervisor. Service/clean air conditioning condensers, (if applicable). Inspect front brakes and service front brake hardware and front wheel bearings; replace front hub grease or oil (whichever is applicable). Check glow-plug and/or intake heater systems and operation on all buses so equipped. Road test on highway.
Note: Differential oil shall be changed every 100,000 miles for non-synthetic oil and every 250,000 miles for synthetic oil.
For additional guidance, inspector shall reference “Instructions For Preventative Maintenance Inspection Reports” for D-Inspection.
N – Inspection (New vehicle)
This inspection is to check for compliance with State Specifications and check the quality of the vehicle build. To confirm pre-delivery service was performed correctly, noting damage during delivery, and to determine any warranty items requiring repair. Additionally, determine any special maintenance requirements or upgrades for this model year. Inspector is to complete a vehicle data sheet and complete a deficiency form for all non-compliance, warranty, and items not noted on the N inspection form. Lubricate all grease fittings. Check engine, transmission and body electronic controls for faults and codes. Note any codes and advise service manager. All wheelchair lift equipped buses must have an EVAC-aid or fire blanket. Each wheelchair location shall have a complete set of wheelchair securement/occupant restraints and storage bags. Two (2) belt cutters shall be installed. For additional guidance, inspector shall reference “Instructions For Preventative Maintenance Inspection Reports” for N-Inspection.
Re-inspection / Quality Control
Inspector shall verify that all required information is properly filled out on work order at Inspection and Re-inspection. Check that all repairs have been made and work order has been filled out completely. Supervisor is to be informed of any failed re-inspection. Supervisor will have final say in deadline status of any failed repairs or safety items. Use PM for system code.
Note: All outsourced work must be re-inspected for quality control. A, B, and N Inspections that do not have safety sensitive item(s) written on work order will not require a re-inspection. C and D-Inspections and all work orders containing safety sensitive work must be re-inspected by quality control inspector for all work performed before vehicle is returned to service.
COLD WEATHER OPERATIONS
The service manager shall be responsible for monitoring the weather forecast and making the decision to activate cold weather operations. Subsequently, the service manager shall contact each of the technicians, and notify the director of transportation or assistant director of transportation when either plan is implemented. All notifications shall be completed during reasonable hours and with enough advance notice to allow first shift personnel to plan accordingly.
TEMPERATURE20ºF TO 5º F
Cold weather operations will begin when the overnight ambient air temperature is forecasted to be between 20º F and 5º F. Under these conditions, the service manager and all first shift technicians shall report to duty at 5:00 a.m. The service manager shall send technicians and service vehicles to each bus parking location to assist with bus start up. Technicians shall be at their first assigned location no later than 5:30 a.m. Technicians should focus on starting buses with the earliest pick up time first. All buses that required technician assistance to start must be noted on work order and technician shall identify probable cause.
EXTREME TEMPERATURE5º F OR BELOW
When the overnight ambient air temperature is forecasted to drop below 5º F, the service manager and all first shift technicians shall report to duty at 4:00 a.m. The service manager shall send technicians and service vehicles equipped with starting aids to each bus parking location. Technicians shall be at their first assigned location no later than 4:30 a.m. In these extreme cold weather conditions, the service manager shall be responsible for contacting the designated driver from each parking location to assist the technicians in starting all buses. The service technicians shall be the only personnel authorized to use starting fluid.

BOARD VEHICLE USE GUIDELINES AGREEMENT
This is an agreement between the __________ County Board of Education and the employee listed below for the assignment of the following Board-owned vehicle:
EMPLOYEE NAME VEHICLE MAKE AND MODEL EMPLOYEE TITLE LICENSE NUMBER DEPARTMENT PRIORITY
1. Employee MUST have a valid driver’s license. (If, for any reason, a driver’s license has been suspended, the employee must immediately notify supervisor and shall not operate a Board-owned vehicle).
2. Only Board employees are permitted to operate the vehicles.
3. Employees must operate and maintain the vehicle according to Board standards.
4. Employees must follow safe driving practices, wear seat belts at all times and obey all traffic laws.
5. Employee responsible for the vehicle must have it serviced when notified by vehicle maintenance.
6. Hitch-hikers are not permitted to ride in Board-owned vehicles.
7. The Board will pay all operating expenses such as registration, insurance, gasoline, maintenance, washing and repairs. Parking and toll charges will be reimbursed.
8. Employees must report all accidents promptly (within 24 hours) to the Chief Operations Officer, Transportation, at 241-3109 or to his/her Administrative Assistant at 241-3500 ext. 206.
9. Board-owned vehicles are NOT to be taken out of county without authorization of immediate supervisor.
10. Priority 1 employees are assigned take home vehicles and are “on call” at all times (24 hrs./7 days per week) except when on leave and are responsible for safe overnight parking of assigned vehicle. Employee agrees to reimburse the Board of Education at the rate of $.30/mile for any personal use of the vehicle. However, employees are prohibited from using the vehicles for any personal use other than “very minimal” personal use. $1.50/one way for commuting will be credited to the employee’s gross wages per IRS requirements.Priority 2 employees are assigned use of vehicle during regular work hours but shall park vehicle at a compound or work location at the end of the day.
I have read the above conditions and fully understand and agree to comply with them as a condition of the use of a Board-owned vehicle.
