Office and CD Section to schedule surveys
• Utility contacted by Inspector and CD staff separately
Preparation • CD list of reviewable items:
• Last 3 years of analytic reports • Preventative Maintenance Plan • Annual Capital Budget • Organizational Chart • Mission Statement • Water Quality Goals • O & M Manual • Inspections • Violations • Audits • Written Procurement Policy • Operator Certification Proof
Preforming • Utility staff interviewed • Critical questions include:
• Annual Operating Budget, Capital Budget and Audits by CPA
• Monthly Financial Reports • Governing Board Approval of Budget and Audit Review • Water Capacity (85%) • Water Loss • Map of system/assets • 24 hour emergency response
• Site visits normally done within one day
CD Workgroup • Provided questions to be used in
the sanitary survey process for evaluating system capacity
• Questions considered critical to determine if a system lacks TMF
• Assessment to be re-evaluated on a triennial basis
Findings & Report • Inspector and CD staff review reports to
identify deficiencies • Significant, Non-significant, Critic Needs,
and Recommendations are developed. • Follow-up items determined. • TA staff coordinate the findings from
inspectors and CD staff. • Letter sent to utility in writing with
deadlines for responses if needed.
Follow-Up • TA staff update SDWIS as necessary. • TA staff track responses/corrective actions
plans. • TA staff coordinate follow-up activities with
field inspectors or contracts depending on degree of deficiency.
• Letter sent to utility in writing with deadlines for responses if needed.
• TA staff initiate enforcement if system fails to respond upon request.
Set-Asides used for Sanitary Surveys
• Cabinet staff use PWSS, Small System Technical Assistance and CD set-asides.
• Currently finishing up funds from the 2014 Grant Workplan.
• Contracts have been issued for systems needing assistance.
Follow-Up • Contracts have been given for systems
needing assistance in areas such as rate studies, emergency response plans, leak detection/flushing plans, operation and maintenance manuals, asset management plans.
• Current contract for Disinfection By-Products Technical Assistance.
• Capacity Development and Small System Technical Assistance Set-Asides
