Sendai Framework for DRR 2015-2030:
An instrument for achieving risk-resilient
development
Context of the WCDRRContext
Shifts Of SF from HFA
1. Shift from disaster loss to disaster risk
2. Shift from a disaster management focus to more disaster
risk management
3. Shift from “what to do?” to “how to do?”
Promote a people-centered preventive approach to DRR
Articulate governance to manage disaster risk and strengthen
accountability, including the role of national platforms;
Focus on understanding and tackling disaster risk drivers; with shared
responsibility for DRR with stakeholders
Mobilize risk-sensitive investment by adopting risk-informed
policies and practices in both the public and private sectors;
Enhance the Global Platform and Regional Platforms for coherence,
monitoring and periodic reviews.
Scope
Adds slow-onset, small-scale,biological
and man-made hazards
Increases the scope of action in recovery,
rehabilitation and reconstruction
Expected Outcome
The substantial reduction of disaster risk and
losses in lives, livelihoods and health, and in
the economic, physical, social, cultural and
environmental assets of persons, businesses,
communities and countries.
Goal
Prevent new and reduce existing
disaster risk and thus strengthen
resilience
By UN General Assembly

• Establish open-ended inter-governmental
working group to develop indicators and
terminology (May 2015)
• Initiate work of the open-ended inter-
governmental working group (September 2015)
• Define periodic review of Sendai Framework in
line with ECOSOC, HLPF, and building on
regional & Global Platforms (December 2015)
By UN system
• Update the UN Plan of Action on Disaster Risk
Reduction for Resilience
• Promote coherence across conferences and
agreements (e.g. Financing for Development; UN
Summit on post-2015 development agenda;
UNFCCC COP21, World Humanitarian Summit, &
Habitat 3)
• Support Governments in implementation
By the Asia-Pacific Region
Identify baseline: Country status report on DRR with a
focus on risk understanding and DRR action in development
sectors
.Develop a policy guidance and regional plan for
implementation as agreed at the 6th AMCDRR in 2014
Develop Sector Briefs to facilitate DRR action in all
development sectors
AMCDRR to be hosted by Government of India in 2016
to adopt a regional Plan for Sendai Framework
implementation
By Governments
• Appoint national focal points
• Nominate experts to open-ended inter-governmental
working group for the development of indicators &
terminology
• Identify baselines & set targets for risks and DRR action
• Update national & local DRR strategies & plans
• Review and update relevant national legislation
• Promote National, Local and Regional Platforms on DRR
• Promote coherence across agreements (DRR, CC and
SDGs)
By Governments
To prevent new risks of disasters to be created in new
development process requires governments to prioritize the
action below:
– Disaster loss data and disaster risk profile, with
– Comprehensive analysis of the current status of disaster risk
reduction to determine policies and action
– Strong coordination mechanism for promoting and facilitating
risk-informed and risk resilient development practices
– Systematic application of science and technology for risk
resilient development policy and practices
– Strong governance, with clear roles and responsibilities, with
